    Only cluster which is missing for any private and/or Govt. engineering institute in the state is undvided Kalahandi, Balangir and Kandhamal districts.

    Govt. should take initiative in this regard.
    Rather than granting many private engineering college in Bhubaneswar region state Govt. should push some of the private players to open engineering institute in this region.

    The government should be careful when it interferes with private college locations. But it should give incentives to have private engineering colleges in certain locations such as Kalahandi, like it is doing for private medical colleges.

    From another angle, private people should also take lead in establishing institutes in areas of their interest.

    Based on the way private people in Berhampur have proceeded they are fast becoming the second educational hub of the state. This is despite the fact that they did not have any state run engineering college before. Kudos to people of Berhampur to take matters into their own hand. Because of their initiatives, they deserve a IIIT and a govt. engineering college.

    Balasore-Bhadrakh area and Gunupur-Raygada area are progressing similarly.

    Rourkela area and Sambalpur area could do better.

    Dear Prof Baral,
    Berhampur has been an educational hub for the state since years (in fact in some respect it was better than Bhubaneswar earlier). People around Berhampur are well known in professional career, as doctors, engineers, professors, teachers etc.
    One of the reasons of fluorishing engineering education in South Orissa is that many Telugu students are interested in the region. In the begining engineering institute in South part of Orissa largely got influenced by bordering Andhra and substantial Telgu population in South Orissa (where and among whom engineering education was a craze), such as engineering colleges in Gunpur/Rayagada region received lots of studetns from bodering AP, even Berhampur had a big pull.

    I do not have factual data, but there was rumor that initially Chandrababu Naidu had helped one of the engineering college in South Orissa then, now that insititute is one of the best among private institutes in the state.

    There are many students from brodering West Bengal as well who come to Orissa for engineering education. It could also influence in Balasore region.

    I knew from state Govt. official source that from bordering states there were many students who were interested in engineering education in our state, which was good for our state. But I do not have any present factual data. We could explore on this issue.

    This could also be the reason why Rourkela and Sambalpur had not received that much growth. No. of Oriya students in engineering education is a small fraction of total population. Situation in Chhattisgarh is also similar to Orissa, however, there are too a small pull of students from Chhattisgarh, Jharkhand and Bihar for engineering education in Orissa .

    Comapared to Berhampur region, Kalahandi, Balangir, Kandhamal regions have neither a supportive infrastrutcture and geography like Berhampur nor private players to start something their own for private engineering college.

    Nor they have any big political support (like BijuBabu or Naveen Babu) for Govt. institutes. Response from state govt. towards higher education in the region was also unimpressive.

    Once IGT Sarang was proposed by state Govt. in Kalahandi/Koaraput region but was shifted later on.

    Again when KBK project plan was officially declared, political promises were made to etsablish engineering, medical, agriculture institutes and university in Bhawanipatna, Koraput and Balangir, but later on it did not take of.

    Present KBK central university issue is also not yet officially materialized.

    Even public outcry comes but with time automatically vanishes without getting much importane in state media.

    Present situation of KBK in the state is similar to was the case of Orissa in the nation few years ago. Hope things improve.

    Orissa should have 4 national level educational hubs including Bhubaneswar, the other being Berhampur, Rourkela and Sambalpur. It is good to see that Berhampur is fast catching up to emerge as an educational destination. Similarly, Rourkela and Sambalpur can turn out to be National hubs. Now, Berhampur and Sambalpur have no centrally funded technical institutions, so IIIT at Berhampur and NIT at Sambalpur should be explored. Management education in Orissa is still a laggard. We need more National level prestigious Institutes in Berhampur, Rourkela and Sambalpur.

    Above apart, there should be 3-4 State level educational hubs. Balasore, Bhawanipatna, Rayagada and Talcher-Anugul can fit into this model. State Govt. should do more for these places.
