The Birla Institute of Management Technology (BIMTECH) held its 21st Annual Convocation on Saturday, November 7, 2009 at the Greater Noida campus of the MBA institute. The Chief Guest was the former President of India, Bharat Ratna Dr. A.P.J Abdul Kalam.
The Convocation ceremony started with the welcome address by Jayashree Mohta, Chairperson, Board of Governors, BIMTECH.
Speaking on the occasion, Dr. Harivansh Chaturvedi, Director, BIMTECH, informed that the institute is planning to open new campuses in Bhubaneswar, Orissa and Sonepat, Haryana.
Said Dr Chaturvedi, “I am glad to report that we have been invited by two state governments, Haryana and Orissa to open campuses in their states. BIMTECH has been recently allotted 29 acres of land at Bhubaneswar, Orissa and 7.5 acres at Sonepat, Haryana.” …
BIMTECH is decently ranked among private management institutes. I think this is different from the BITS Pilani group which planned to establish an IIM type institute and both Orissa government and AP government had pursued it. Orissa was also pursuing a BITS Pilani campus. I don’t know what happened to that. Two years back when we and the CM contacted Sir KK Birla about it we received individual responses which suggested that we wait till BITS-Pilani Hyderabad is operational. Now that BITS-Pilani Hyderabad is operational, I think it is time to broach the topic again with the right people. (Sir Birla has since then gone to the heavenly abode and since then Mr. Kumar Mangalam Birla is in charge of BITS Pilani.)

So its proved now that the state govt of Orissa demands anything and everything for BBSR region.Well i am wondering what made the haryana govt to make the invitation for Sonipat when they got a better place called Chandigarh as there state capital.i think Haryana govt is trying for all round development.Its again a dissapointment for the rest of Orissa.And yes sonipat dont have a airport.I hope the Orissa state govt dont argue and make a note of this.A world class institute can open any where.Its not mandatory to be the state capital or a place with an airport.Its mandatory only in Orissa.

Hello Chitta Sir,
I came across this article on tathya website and this its really frustarting.9 medical colleges for BBSR and none for Rourkela or rest of Orissa.Is it what we call all round development.Why the city of BBSR needs 9 medical colleges when they can carry on with 4 or 5.Why the rest can’t be made at other parts of orissa especially the backward regions ?
I hope the BJD govt is completly maintaining this step motherly attitude which may lead to partition of Orissa.If it happens it will be too late to regret especially for Mr CM. Following is the article from tathya.in

Sandip Dasverma is a dyed-in-the-wool type personality.
So the leading Non Resident Odia (NRO) is just not stopping to bat for the ESI Medical College at Rourkela, though the Government of Odisha has turned blind eye to the demands of the people.
Thanks to the alleged poor leadership of Sarada Prasad Nayak, Minister Food, Supplies and Consumer Welfare, the issue has been dumped in the files of Government.
However justifying his argument Mr.Dasverma has come out with a detailed memo to the Government of Odisha on this count.
He says that Odisha development means development of each of it’s parts and not one part.
So development of Rourkela, by location of ESI Medical College there, is development of Odisha.
This thought process is sadly missing in present Governement of Odisha (GOO)’s actions.
And this has resulted in regional resentment and regionalism, warned he.
Rourkela should have been recommended for the first Medical College rather than the second by the GOO, as recently reported in print media.
With Bhubaneswar being the destination of nearly 9 other medical colleges, one more, will not matter to area Odishans.
But it will for Rourkela, which has none, said he.
Rourkela has the main concentration of ESI, Insured Persons, which is about 60 per cent.
Orissa has kind of two polar distributions where the other 40 percent I P live in and around Cuttack and Bhubaneswar.
Thus on this count, due larger presence of IPs, Rourkela should get priority, strongly felt he.
People of 4 districts namely Sundergarh, Keonjhar, Jharsugda & Sambalpur will be benefited by ESI Medical College 7 Hospital Rourkela ,
Some more IPs of Jharkhand in contiguous area will also be benefited.
Rourkela is the heart of Odisha’s tribal north-west and dotted with dirty mining industries.
This needs quality and cheap health care of the IPs.
Only ESI Medical College in Rourkela thus can provide the same facility.
40 per cent of the students intake will be from among the IP’s children, a Rourkela location will thus specially financially beneficial to the IP families.
Last not but the least perceived injustices, due denial of rational demands, lead to irrational response and hot-headed action, feels Mr.Dasverma.

Please do your analysis before you start questioning regional imbalance. Due to poor analysis by most of our activists and politicians, we misrepresent our regional imbalance. First Bhubaneswar does not have 9 medical colleges. it has 3 and they are all private. There are two additional coming under the government sector and they are AIIMS Bhubaneswar campus and the proposed ESIC. In this year Railway budget Mamata Banerjee made a statement that many of the zonal railway hospitals will be developed as Medical Colleges on a PP (Public Private) scheme. Bhubaneswar is one of them. However there is no guarantee when this Medical College will come up as 3 years back there was news on 17 world class stations including one in Bhubaneswar and zero progress has been made. GOD only knows how 3 existing private medical colleges became 9 and as I see it is due to sloppy analysis where people ask based on false data than good analysis.
Rourkela deserves the ESIC hospital even if there would have been 15 medical colleges in Rourkela. ESIC hospitals are funded out of ESIC schemes which are paid by the policy holders and an employee health tax on the employers whose employees get the ESIC health benefit. Since 60-70% of the people live closer to Rourkela, the most benefit for the policy holders would be to locate this in Rourkela.
Private Medical colleges like private engineering colleges could come up where the investors would get a better return on their investments. These medical colleges do not run on any other motive other than getting the very best return on their money.
You raised another question on BIMtech at Bhubaneswar and also cloud it as regional disparity. This is a private institution and they will open their institutes where they will get students from all over the country who are willing to pay. Look at the student profile of XIMB. They get students from all over India and the students from Bhubaneswar or Orissa do not get an added advantage. Sonepat is only 32 km from New Delhi. Their other campus is in Gaziabad around 20 km from New Delhi but in the opposite direction in UP. Haryana did not ask them to locate it in Sonepat to address regional imbalance. They wanted it to be closer to New Delhi. Orissa like other governments give land at a concessional rate to open educational institutes. However these private operators will go where they could get students from all over India.
WODC is offering 25 acres of land and 10 crores rupees to private parties to open medical colleges in Rourkela, Bolangir, and Bhavanipatna for the last 7-10 years without much success.
Due to sloppy analysis work and people jumping on regional imbalance based on emotional reasons, Orissa government has got away with poor healthcare policies. Most of Southern and Western Orissa have extremely rudimentary medical infrastructures. Bural medical college does not have the necessary staffs and equipments. We do not have to misrepresent to get attention. These techniques do not work long term.

You are no less EMOTIONAL . You missed the message of ESIC’s appropriate location. Instead you are throwing garbages in accusing others because of your personal reasons.
You need to brush up your knowledge to understand the age old BBSR area means BBSR + 90 KM radius.
Now start counting the Medical Colleges + Hospitals. I wish you best of luck.

I believe if its not 9 then 6 number of colleges and is no less as per your information.Then again BBSR is now taken as BBSR with Cuttack.Its taken as a single metropoliton area.So now the counts goes upto 7.So do you still think its justified to 7 medical colleges in a particular region.And why the ESIC is made in BBSR when most numebr of ESIC insured people are from Rourkela.Any answers ?

Please read my note again. I said it does not matter how many medical colleges are or were there in Rourkela. The ESIC medical college needs to be in Rourkela because most of the ESIC policy holders live closer to Rourkela. ESIC medical college should not be in Bhubaneswar not because it has x number of medical colleges. It is because minority of the policy holders are closer to Bhubaneswar. In the ESIC hospital tier, Bhubaneswar has already the tier-III and tier-II ESIC hospitals. Tier-I should be destined for Rourkela.

The gist of Sandip bAbu’s Posting in Tathay is about RKL which deserve ESIC Medical College hence the decision must be reversed by GOO from BBSR. The only logic that favors RKL is 65% of ESIC IPs do live in that area. Which you also agreed and I appreciate it.
The logic whether BBSR and 90+ KM radius area has 6 or 7 or 9 or 12 Medical College and Hospital , is altogether secondary and not a a subject of discussion or priority here. Let me agree with you about 6 or 7 . Will the subject’s change based on this ? But unfortuantely you became picky on this and tried to give the discussion a different color . This kind of comments comes from sources, which publicly appears something but the heart says something.
Your argument will be similar to , if I am going to argue with 60% or 65% or 72% of IPs live in Rourkela + 90KM readius area based on various reports came out on news paper in last 60 days on this ESIC subject.
Will it make any sense if I start using NOUNS and ADJECTIVES on the above figures for numbers of ESIC IPs ? I am sure people will call me stupid.

Why BITS campus can only be at BBSR ?

On a different note to Purna bAbu’s argument on BITS campus at BBSR, it is of course a private Institute and they will see their benefits before considering about social or regional balance.
However, here Odisha Govt. has drastically failed in doing one thing
1. Failed to equip other cities like RKL, Berhampur, Sambalpur with adequate infrastructure that can facilitates such Institututions. It means they have made and kept rest of odisha or other cities handicapped on this. And they will continue to do in future as well unless people become aware about it. Once it become handicapped now everything that comes in the name ODISHA obviously will go to BBSR + 90 KM Radius area.
It reminds me the SHIKKA or SHOLAY Film. It means CHIT or PATT , BBSR will win both politically, with logic and in front of public even if a Toss is carried using the Sikka.
And at the same time your logic works and I also accept your logic as correct on this Private Institutes destination in Odisha. While accepting this fact we also need to make more home work to find why it is BBSR only ( in odia DIBALOKARE HARI LOOT ) so that we can see Private Efforts coming on other cities of Odisha.
And I am glad that people now have better eyes due to this kind of website which brings more transperency and facilitates un-biased discussioin.

Here are the records I have of proposed and current colleges in Orissa, which does not include the new proposed medical college at Bolangir. If we take the medical college attached to the upcoming 2nd Central University in BBSR, it actually counts 9 and it becomes 10 with Cuttack being considered.
They are:
State & central Governments have taken serious steps to establish Government medical college in Bhubaneswar and other parts of the state, for example
1. State Government Medical Colleges(GOO) in ODisha are(4)
• SCB Medical College Cuttack
• Capital (Hospital) Medical College Bhubaneswar
• VSS Medical College Sambalpur
• MKCG Medical College Berhampur
2. Medical College proposed by Central Government(GOI) Ministries in ODisha are(7):
• AIIMS like institute in BBSR
• Medical College under proposed National (world class) University at BBSR
• ESI Medical College (GOI) proposed to move to BBSR.
• Railway Medical College,(GOI) proposed at BBSR
• Medical College under Central University of ODisha at Koraput
• Ministry of Coal has already proposed Medical College in Talcher by MCI
• State Government is also working on a proposal to establish a Medical College in Balasore by Defence Department

3. Private Medical Colleges in ODisha(4):
• KIMS BBSR
• Hi-Tech Medical College BBSR
• Sum & IMS medical College BBSR
• Vedanta University Medical College, within 50 Km of BBSR
I know you are more adroit at it than me but let me know which data is wrong or rather baseless?
I think even if we discount the 4 private Medical colleges, there will still be six Medical Colleges in BBSR metro area and it will be concentration of too much resource in one area and an unnecessary imbalance when Odisa has 30 districts.
And that is my point – hope you understand.

Thanks for objective analysis. Let me give you my 2 cents on your analysis.
1. On the ESIC, Bhubaneswar does not deserve the ESIC hospital. It has a few tier-III ESIC hospitals and a tier-II and now in addition to these will be getting a superspeciality hospital. This is quite adequate for the ESIC patients. This makes no sense why BBSR should get the tier-I medical college? SInce it is an employee mandate and employee funded program, the tier-I facility would go where it would benefit the most consumers. If BBSR would have the most consumers, I would have advocated the ESIC hospital for BBSR.
2. ESIC Medical College is not an answer to lack of inadequate and insufficient medical infrastructure in Orissa and Western and Southern Orissa in particular. The state government need to listen to one of our NRO Oriya Dr. Saheb Sahu. He is advocating a government supported health insurance scheme for the BPL people as it is adopted in Andhra Pradesh. This will motivate many private players to open hospitals and provide better than government medical facilities in medium sized towns across Orissa. In addition the government instead of playing around with setting up medical colleges in PP mode, should establish more government medical colleges in Western and Southern Orissa.
3. Opening additional government medical colleges will not solve the inadequate staffing. The government must hire or appoint medical staffs who could not be transferred to other medical colleges. For example, teaching staffs hired for Bural will only work in Burla and will nt be transferred to Cuttack or Berhampur. This will stop the greedy faculties getting promotion from Burla and working at Cuttack.
4. About lack of private engineering and management colleges in other places such as RourkelaBhubaneswar, the situation can only be better if the state government adopted Rourkela as the second knowledge city. Rourkela is truly the orphan city in Orissa. It is most suitable (even better than Bhubaneswar) to be the knowledge city of Orissa. The state should decide to make BPUT an teaching university in addition to an administrative university. In addition to NIT Rourkela, it should allow BPUT to start an engineering and management college attached to BPUT in BPUT campus in Rourkela. In addition, the people and state should demand to locate the National or world class university in Rourkela. This way BPUT can be like Andhra University and Rourkela could be another Vizag. WIth a few moves, you will see the private engineering and management schools beeline for Rourkela to open their campus.
5. Orissa will not be a prime market for education entreprenuers unless Orissa develops a plan to have other cities in the same league as Bhubaneswar. We need to follow Andhra.
6. This month th government has issued a tender to build a satelite city for Bhubaneswar in PP mode at Ranasinghapur. The same approach should be taken to build satelite cities in PP mode for Rourkela, Sambalpur, Jharsuguda, Rayagada, and Berhampur.
7. The TwentyFirst century is all about human power and skilled manpower. I have a fear Orissa is falling seriously behind as we do not have a coordinated approach.
This is a big struggle and I am sure one day Orissa will be where she should be.

Well i appreciate you guys and respect each of your thoughts.But in the mean time the ESIC issue is getting diliuted..thanks to the state govt again now they are trying to move out BPUT to same old BBSR…I dont know how true is this but the various newspaper carrying articles regarding this is very disturbing and a shameful act by the state govt…Is it some kind of nasty politics to divert attentions or the stste govt is trying to play with western Orissa sentiments..I can bet if the state is divided then coastal orissa will progress no where as the revenue is coming only from western orissa.Chitta sir once you said BPUT is not going out of RKL.Can you please throw some light on this and the ESIC status..

Lets not make this into a coastal vs western Orissa thing. This puts people against each other and people are not against each other. I will be watchful of that.
On BPUT, I don’t have much more info than what is here. I don’t think any one is trying to take BPUT away from Rourkela. The BPUT act says BPUT will be in Rourkela. The act can only be changed by the Orissa Assembly. So while it is good to be watchful, one need not overreact.
On ESIC, efforts are on and Prashant babu is doing his best at many levels and my best wishes with him. Please support him and help him in his efforts.
I just want to add that it is extremely hard to change any location decision after they have been made. Normally I am against such moves (as the BPUT case explains why such moves should not be tried), but ESIC is a very very special case. I am really appreciative of the effort Prashant babu has made. We all made the mistake of not pursuing this before the Bhubaneswar decision was made. So now it is an extremely uphill battle. But lets hope it succeeds. Regardless, the ESIC effort has created a network of Rourkela well-wishers. This network is going to be very useful to watch out for the interests of Rourkela. I will be doing my part in the higher education task force, but you guys need to give feedback to it. This is a formal mechanism. If you do not participate now and later complain that Rourkela did not get this or that, it will not be much useful. In such matters TIMING is extremely important.

I understand ESIC Medical College won’t solve the pity situation on health care facility of a western or southern or north-western regions of Odisha .
But we should remember and understand that in such areas every small or large step counts a lot. And we should not comment like this which can dilute the subject of ESIC.
The BPUT issue which was going on few days back is more like “Diverting Attention from ESIC Movement”. We should continuously focus on that.
Please note that , we have a CM who can not speak or understand a common man’s language and hence problem. Perhaps the First Ever Kind of Leader of a country or state with such position in this world who doesn’t know local language and unfortunately even could not learn in last 10 years also. And on top of that we have LAZY and POOR policy makers as well.
It is the educated and civil society that can only faciliatates the development accross Odisha. I wish every one all the best and can only urge to keep a vigil eyes on every move of this Govt and possibly , at least feel pity to help this Govt. And I don’t see anything other than that.

It seems everybody wants a piece of land in BBSR in the pretext of setting up colleges or businesses. The government policy should be decentralisation. We want overall welfare of our state. If Birla wants to set up a campus, fine. They should be given land somewhere in Bhadrak or Anugul or Bolangir. And lets see their reaction.

The State Govt. may not be able to impose locations on the Pvt. Institutions but when it comes to state or central funded institutes, at least those can be established in other emerging cities of the State. The demand for ESIC Medical College at Rourkela and National Institute of Design (NID) at Berhampur are opportunities where the State Govt. can come clean from this accusation that it is not genuinely interested in the development of other deserving cities.

I originall thought I would ignore your email and then decide I need to respond as you have asked me to state which is data is wrong or based on inadequate information.
Here is my response:

No step has taken, no proposal has been made other than some statements almost 5 years back (more election gimmick than any serious consideration).

Out of this lis, no structure has been finalized for National university so your guess is as good as a guess. Railway medical college will not be by railway rather than on a PP mode where railway will ask private players to start medical college attached to railway hospitals. Is not there a proposal made 4 years back to build a world class station in Bhubaneswar? Medical College under Central university is no proposal by anyone. It is a mere widh list of the current VC. No proposal other than some poltical statements for a medical college under DOD at Balasore. The political talk was made to pacify the Balasore people as they were on an indefinite strike for a medical college.

Other than the AIIMS and CTC Medical College, I do not see any credible evidence for the other 4 from the government sector. ESIC is a different story. Even if Bhubaneswar has zero and Rourkela has 10, I will advocate and support ESI medical college for Rourkela. Bhubaneswar provides adequate medical infrastructure for the ESI patients from Bhubaneswar and adjoining areas. There are several ESI medical facilities including Tier-II hospitals in Bhubaneswar and Chowdwar. A new super speciality hospital is also coming up in Bhubaneswar like the one they have in Rourkela. So absolutely no need to have the ESI medical college in Bhubaneswar.

Let me clarify u that the maximum FDI planned in orissa by TATA as well POSCO and IOC is in costal orissa only. Kalinga nagar is going to be in industrial capital of orissa and if my knowledge about the geography of orissa is not wrong, then it is in Jajpur district, which again is in costal orissa. All the port projects including Dhamra ,Gopalpur etc are in costal orissa only. So there is no point to believe that costal orissa is on the mercy of its western counterpart. Also with its tourism potencial(Konark,Puri, Balasore), good agricultural productions, good service sector performance, it could compete with any part of country, on any day.
As far as your view of establishing ESI medical in rourkela is concerned, i completely agree with you. I think with the current infrastructural establishments like NIT rourkela,BPUT, private engg colleges, etc, ESI medical college as well as few other good institutes are the missing links in establishing Rourkela as an important destination for higher study and rapid urbanisation of this region. If at all any IIM will come up in orissa, I believe it should be established only and only in this part of the world. I would further suggest that the the big industries which are picking up in near by areas,can establish their regional head office in Rourkela in stead of Bhubaneswar as it is very essential in establishing the image of rourkela as an alternate corporate destination. Also govt can think up of initiatives like establishing international convocation centre, international schools etc which would definitely be very helpful in its rapid growth of the region and hence in turn the inclusive growth of MY STATE.

My suggestion about establishing medical college is that, I should be in rural or semi urban places & should be distributed across the state as it will have many benefits like
1) The students of medical science, who will be educating themselves from these institutes, would no longer be averse to work in rural areas.
2) The people of my state, in which ever part of the state they may be , need not have to travel a long distance for availing the healthcare facilities.
3) All govt medical colleges should be in semi urban,rural areas only as urban areas can attract private investments in a better way.
4) Financially,the destinations at rural/semi urban places can also be made attractive if we can do their marketing in a better way by linking them with medical tourism,natural therapy etc. We can also introduce specialisation cources apart from regular general streams in these medical colleges. These colleges could tie up with clinical research company as a part of their brand promotion and other benefits, It can be linked up with industrial houses as a part of their corporate social responsibility,
If we have desire to do it, we can find many reasons and way to do it.

No need of distributing all these colleges or infrastructure all over orissa. Develop one city to its full potential and then think about others. Any way people from Rourkela are not dying because of lack in medical facilities.
See the model of other big cities (Mumbai, Chennai, Bangalore….etc)……………………………………………………….they are developed to their full potential then the investments coming to these cities generate revenue and then can be used for developmental activities of other tier 2 cities. We don’t to want be jack of all trades and master of none. Develop Bhubaneswar to its full potential form all direction (Bhubaneswar beyond Khurda like Thane beyond Mumbai, Bhubaneswar- Puri ) once we join the BBSR to Beyond Khurdha and Puri/konark we can have a big metro politian and ofcourse it will take few years but we are already on the way

ara bhai mana ama samasta hela oriya.we all should know that orissa means ctc,bbsr,khordha,puri.sambalpur,rourkela and berhampur dont come under orissa.soon we all are going to see a new state called as KOSHAL only becuse of this dirty intension of our cm called nabin babu and policy maker pyari babu
