BHUBANESWAR: Four senior Congress MPs from Western Orissa have demanded establishment of the proposed ESIC medical college and hospital at Rourkela in Sundargarh district instead of near the Capital for which the State Government is insisting on.
Though the maximum number of industrial and mine workers reside in the area which is tribal dominated, it has been neglected in the health sector since Independence, the four MPs said in a letter to Prime Minister Manmohan Singh.
The four MPs, former chief minister Hemananda Biswal, former Union minister Bhakta Charan Das, former minister Amarnath Pradhan and Sanjay Bhoi, said that the area includes border districts and industrial belt of Jharsuguda, Deogarh, Keonjhar, Bargarh and Sambalpur. Out of the 2.4 lakh ESI insured persons in the State, 1.4 lakh are from this area, they said and added that the first public sector integrated steel plant was established at Rourkela in 1955.
… While the All India Institute of Medical Sciences (AIIMS) is going to be set up near Bhubaneswar, another medical recommended by the Human Resource Development Ministry will be set up in the coastal district. Besides, another medical college recommended by the Ministry of Railways will be established at Bhubaneswar. Two more medical colleges have been recommended to be set up Koraput and Talcher. Bhubaneswar city also has three private medical colleges and hospitals, they said.
This could be the turning point on this movement. Thank you MPs for finally doing this; better late than never.
The above report has a new piece of information in the last paragraph that I have underlined. I wonder what that refers to.

As the State Govt. can’t be expected to be bold enough to stand up to the nuances of the central government; it is good that the some MPs have made a direct appeal to the centre. Though it is belated, but still a glimmer of hope for our Rourkela city. If any change is to happen at this stage, it can only be at the highest level. So, the State Govt should also join the chorous of the MPs to persuade the centre to relook at the issue, where emotions of so many people are involved along with strong logic.

Well everything now depends on the President of india who is suppose to come down to Orissa.If she lays the foundation stone then thats the end of the road..If she is not laying then it will be strongly felt that the centre is reconsidering the appeals made by the MPs in interest of Orissa.

It is now Kosal Vs Utkal/ Kaling and Congress vs BJD. All the 4 MPs have elected from Kosal region (Western Orissa) and belong to the Congress party. What ever may be the reason but good to see that all of them have come to a single platform for such a great cause. As there is Congress in centre and the demand is justified we hope for a positive outcome.

Dear Umesh Panda bAbu,
I strongly condemn your Koshala Vs. Kalinga/Utkala statement. We should rise above these dirty politics and the few so called Kosala Fundamentalists who are busy for drawing attention who have on the other end spoiled and defamed the name Koshala as a symbole of Separation. However, if you want to use Koshala name as the synonyms to Odisha like Utkala and Kalinga you are welcome to do that. But this is not the platform.
For your information, all the MPs who are united to meet the PM are mobilized by the people of Odisha and who are ODIAS belongs various corners of Odisha not from any specific regioins.

Sorry Sir!! You got it wrong.
It is not me but the State government has been dividing us with its biased approach since the creation of separate Orissa state in 1936. You can consider the establishment of ESI Medical College in bbsr as a seed of division sown by the govt. If the govt considers entire state as one unit then it would not have taken such prejudiced decision. Justify me the setting up of AIIMS, ESI Medical College Hospital, and Railway Medical College Hospital in bbsr when there is SCB Medical College in Cuttack and Kalinga Super specialty Hospital in bbsr and Capital hospital (which is upgraded into a Medical College by govt.) in bbsr.

Do you know that for entire western orissa there is only one Medical college in Burla? For any kind of treatment it has become a primary Health care centre where you can do your preliminary check up and later get forwarded to SCB or Kalinga hospital. People are dying on the way to ctc or bbsr. Sbp- bbsr is 344 KM. Just imagine the situation when you bring patient from any interior place to Burla and later get directed for Ctc or bbsr.
What benefit we will get if you add another dozen hospitals in bbsr or if bbsr becomes the no 1 Knowledge hubs in the country or world? The problem for us will remain same for us. We will die on the way.

The foundation stone for ESIC BBSR may be layed on 9th of December.As a citizen of a democratic country the people of Orissa have right to know the cause for not setting up ESIC at Rourkela.We should ask the state govt of Orissa to justify its stand for putting the ESIC setup at BBSR.If The govt is really upto some all round develoment of the state then it should pursue either AIIMS or ESIC at BBSR.We are against the idea to setup 2 mega medical colleges at BBSR.I believe Mr CM should take a note of our demands and reply our queries rather then hiding.I respect the CM as a person and as well as a CM but if ESIC cause is not considered i think there are many like me who will have no more respect for the CM.I know it wont make any diffrence to his position but it will be more than worst when people strongly feel for a separate state.

To many extent I agree with you. But you should not forget that the medical college and hospital is of ESIC coroporation which is a spearate body and its individual decision is more important than Govt. of Odisha and even to many extent Govt. of India. Also ESIC is opening the medical college exclusively for its own employees and IPs not for people of Odisha . But of course it will indirectly help others. Though I appreciate the MPs who went to meet the PM but where were they until they were mobilised by Odias ? You all know who has mobilised them . If you don’t know ask them if you talk to them ever. But why they need to be mobilised for such serious issue ? Why they can not be self-sufficient in doing that ?
However, it is of course the responsibility of Govt. of Odisha to propose ESIC strategically. Unfortuantely we know very well how our leaders and intellecutals are visiorany and what the CM is . We all are witnessing about it. More importantly the leaders and people need to keep vigil eyes. Join the ESIC movement wherever you find in supporting your stand. Writing here won’t really solve any problem.
I am sure doing this way put ESIC at RKL. And please remember until last moment everything can be changed from BBSR to RKL or to Koraput.
Lastly please write to President of India separately about this issue . We all are doing … you please do…and share your experience….here.

Hi..Just got updated that a letter has been sent to the President of India regarding the ESIC matter.Lets see how the president reacts on this.I hope she wont disappoint the people of Orissa and will decide in the interest of the people and not the state govt.

Hi..the ESIC foundation has been cancelled for the time being as per the news on tathya.in.As per the news the ESIC are reluctant regarding the funding and the project is yet to get a final approval.I think somewhere its been cancelled due to the immense public demand of Orissa to setup the college at Rourkela.I hope the college gets finally approved to setup at Rourkela..Cheers to all the people who are fighting for this noble cause..lets keep the momentum …

orissa govt is blind for the devlopment of bbsr,as these types of situation are happening again and again,thats the main reason why people from western orissa are demanding for a separate kosal state…..
The Employees’ State Insurance Corporation (ESIC), which has been allotted 25 acres of land by the State Government in the Chandaka area near the city for its proposed medical college, plans to invest Rs 600 crore in the project and has already submitted its plans to the Bhubaneswar Development Authority (BDA) for approval.
This was stated at a Press meet here on Saturday by ESIC Insurance Commissioner BK Sahu in the presence of the Regional Director of Odisha AS Meeran. He said the plan is to have one such medical college in each State where the ESIC has its operation and the college in Odisha is likely to be the first one. He highlighted a series of initiatives to make the ESIC friendly to the insured persons (IPs).
The initiatives included roping in private nursing homes as treatment centres wherever the State Government is not in a position to provide the required medical facilities. This is likely to come into effect from April 1, 2011. The other initiatives included smart card with biometric details of the beneficiaries which would also act as a cashless card for the IPs to get benefits of the schemes under Project Pehchan in association with WIPRO that is also expected to be operational by August 1, 2011, modernisation drive of all the hospitals operating under the ESIC, roping in private hospitals for specialised services and unemployment benefit up to one year under the Rajiv Gandhi Shramik Kalayan Yojana to persons who have been forced to lose their jobs.
On the use of IT for better delivery of services, Sahu said the monthly cash compensations to disabled IPs are now being made through paperless transactions by which the beneficiary is receiving the money through his bank account directly. The services of ESIC are in many ways better than even the much-hyped healthcare by well-known insurance service providers. He cited the case of the cashless card scheme that entitles the holder to any treatment irrespective of the cost in the designated hospitals in contrast to a fixed amount offered by the insurance companies.
Sahu said ESIC-operated hospital at Rourkela is being modernised at a cost of Rs 30 crore, while Rs 65 crore each has been earmarked for the State-run hospitals at Bhubaneswar and Choudwar.

But recently some letter exchanges between the Odisha government and ESIC people have been obtained by Sandip babu. I have not written about them. They give a partial picture of what happened. See

Two letters (cited in the third letter) are missing in that sequence. Together they would give a much better picture.
My suggestion would be to support Prashant babu in his efforts. But not restrict one to only ESIC.
I think other avenues should also be pursued. In particular, SAIL should be pursued. (SAIL Bokaro is making a medical college in Bokaro; so why not SAIL RSP.) Similarly NIT RKL should be approached to go after a medical school. (NIT Warangal is going after one; so why not NIT RKL.)

I am fully in favour of the ESIC medical college in RKL.
But read the 3rd letter carefully. It says: “… it is necessary that the medical college is set up at a place where ESIC members are available in sufficient numbers. In Orissa such a place is only Bhubaneswar.”
But I have read in news reports that Rourkela area has the maximum number of ESIC members.
Who is right? Various news reports or this letter written by the director general of ESIC or both (but using different ways to count)?
So we need to find the truth and real data.
In any case, my hope is that it still happens in Rourkela and Prashant babu seems to be hopeful that it will happen. Lets hope that he is right.

The 1500 crore super speciality hospital offered by an US firm Euthenic Group Consortium may also go to BBSR region by our manyabar mukhyamantri (no big surprise).Thanks again to our capital centric state govt.The deal will require 100 acres of land.The MOU is yet to be signed.

Union Labour Minister Harish Rawat has admitted that it has been decided to set up the ESIC Medical College and Hospital in Bhubaneswar. Replying to a question bearing No 709 of Rajya Sabha member Rudra Narayan Pany in the ongoing Budget session of the Parliament, Rawat informed that the process of finalising the project estimates and obtaining municipal and other statutory clearances have been initiated and as soon as they are finalised, obtained, the work will be started.
On being queried if any proposal from the State was pending with the Centre for setting up of hospital or dispensary by the ESIC, the Minister replied that no proposal of the State Government is pending with the ESIC. When questioned whether Government will take any step with regard to setting up of a dental college at Angul by the Corporation, the Minister said there is no proposal to start a dental college at Angul.
