Notice eliciting PUBLIC OPINION on establishment of Orissa State Open University
It has been felt that the National target of 30% Gross Enrolment Ratio (GER) by 2020 is difficult to be achieved with the capacity of existing colleges and institutions. To have desired expansion for bridging the gap by providing higher education to large section of the population and to help disadvantaged sections of the society in making education available near their place of work or home, the Government of Orissa in Higher Education Department have decided to establish the Orissa State Open University, which will provide education in distance mode through its study centres. It will also impart skill education in the flexi mode to thousands of youth and provide the opportunity of training to the untrained teachers in distance mode.
A Preliminary Draft Bill is hosted in the Department Website: www.dheorissa.in for eliciting opinion of general public and eminent educationists of the State. They are requested to please go through the draft bill and to send their comments/opinion through e-mail: hedsec2010@gmail.com or in writing addressed to Sri S. K. Das, Joint Secretary, Higher Education Department on or before 26.08.2010.

Open University is a very good idea and seeking public opinion for this is even more praiseworthy. But, the decision of the state govt about its location leaves one wondering as to what is the need for this state University in the capital city. There is no dearth of Universities both from Govt and pvt sector in and around the state capital. The State Govt would do good to focus on improving the condition of the oldest Univ of the state i.e. Utkal University whose condition has deteriorated sharply and allow the pvt Universities like Vedanta, Sri Sri and ICFAI Univ to come up without hassels. If the Open Univ is opened in places like Bhawanipatna, Phulbani, Keonjhar, Kalinganagar, Jharsuguda or Paradeep where there is no university, it will give reasons for the people there to celebrate while this will hardly help the state capital in achieving anything further given the fact that it has already emerged as a national destination for higher education with Institutions of national repute.

May i know what’s the need of uniform of school teachers? This is a question to government of Odisha will they allort uniform for all employees. This is totally a injustice or we may say it is the forcing of government. Teachers while studing they have uniform and if after studies they will be forced for uniform, then there should be uniform for all occasions so that any one should not spend money on buying dresses… only we have to buy uniforms for different occasions & proffetions.so this is a request to all please ask our system heads to stop monopoly. And one more question is our education department officers are readdy for any kind of uniform?

I suggest that along with open university, govt. should open a HEALTH UNIVERSITY and conduct a common entrance test for addmision in all medical cources like MBBS,BAMS,BHMS etc like other states. By this most tallented students can take addmision in BAMS & BHMS as like MBBS,now most people does’nt know how to join these cources.unless plese conuct entrance for these under BPUT.
