Following is a report from Sambada on the proposed ESO Medical College in Bhubaneswar.

Though Bhubaneswar should get preference being the state capital, it suits little for the general and ESI people in
Sundergarh, Keonjhar, Deogarh, Balangir, Sonepur, Nuapada, Kalahandi, Nabarangpur, Koraput and Malakangiri districts for emergency health care purposes due to far distance.
State capital region will be in good shape for world class medical facilties soon with the above proposed establishments and general and ESI people in this region may hardly
face difficulties in emergency situation compared to people in other western parts of the state.
I feel if ESMI would have selected another location in other part of state it will serve ESI people as well as general public better in the regional level, mainly in Western part of Orissa.
Sambalpur would have been a better place for the social need of most of these regions but other locations like Rourkela, Bhawanipatana, Nuapada, Nabarangpur, Brjarajnagar, Rayagada, Keonjhar, or Jeypore would have not been a bad selection either over Bhubaneswar for the proposed
medical college by ESI.
Currently state Govt is establishing medical colleges in Balangir, Kalahandi, Sundergarh, regions unfortunately through PPP or private funding but establishing such
institutions in capital region by public/EMI funds. It does not look to be logical.
By doing so rich is getting richer and poor like Sundergarh, Kalahandi and Balangir are getting poorer as the results in these places are not encouraging, such as Balangir medical college has not yet received any party and proposed medical ceollges in Rourkela and Bhawanipatana have not yet started even after 5 years (compared to other private college in BBSR region which takes less than 3 years to start) despite 10 crores and land provided by WODC whereas Bhubanswar is exponentially doing better in health care and substantial part of which comes from public funding.
All regional diagnostic center (RDC) in Mayurbhanj, Sundergarh, Bhawanipatna and Koraput should be converted to medical college and hospital in the sate like Capital hospital soley through public funding.

I agree. ESI medical college in any another location would have been better.
