Orissa CM Naveen Patnaik pushes for NID in Bhubaneswar and several coast related research centers

New Delhi

August 19, 2009

Shri Naveen Patnaik, Chief Minister, Orissa met Shri Anand Sharma, Union Minister for Commerce and Industry at New Delhi and discussed various issues pertaining to development of Industry Clusters and handicrafts in Orissa.

 

Chief Minister requested for establishment of a National Institute of Design (NID) at Bhubaneswar for which the Govt. of Orissa has offered to provide necessary infrastructure including land.  As the new National Design Policy of GoI envisages to set-up four new design Institutes on the pattern of NID, Ahmedabad during the 11th Five Year Plan and three locations have already been identified to cover Central, Southern and North-Eastern regions of the country, CM emphasised that an NID focusing on handlooms and handicrafts could be ideally located in Orissa which could serve tribal regions of not only Orissa but also Jharkhand, Chattisgarh and the entire Eastern region. The Union Minister has agreed to consider the proposal.

Considering the largest diversity of Mangrove forests in Orissa,  Chief Minister  suggested that a National Institute of Mangrove Research be established in the State which may  provide required data base for management of mangrove and coastal vegetation and also  develop models for conservation and propagation of mangroves and coastal shelter belt plantations. He also urged  the Union Government to consider setting up  a National Institute of Wetlands and Coastal Ecosystems in Orissa for which the nucleus is already available at Chandraput.

    It is good that NID was demanded by the Chief Minister of Orissa but it is equally shocking that as before he is not ready to look beyond Bhubaneswar and in the process showing scant respect to the fellings of other cities of Orissa. Just a month ago this portal came with how Rajasthan stands out as a state in terms of ensuring equality in establishment of institutes, but the CM has shown that Orissa will not change.

    Further, when I was surfing through this portal I came across a piece that NID will be established in Berhampur.

    Everytime some people say that this is typical of Orissa mentality that they start fighting over location before a demand is made but it is also equally true that in this fighting the conclusion has remained the same, i.e., no body can deny an Institute to Bhubaneswar; if it is coming to Orissa as they are more equal than others and the principle of equality doesn’t apply to them.

    The issue is not that of the NID but the approach of the state government. The Chief Minister in the last fortnight has visited Delhi 2 times and met all important Union Ministers. But, has anyone heard that he has demanded the early establishement of IIIT at Berhampur. No, because he is the Chief Minister of Bhubaneswar and not Orissa.

    Respected CM we dont need any more national level institutes in BBSR region.Please understand this that already we have enough of those.NISER,IIT and the IIIT..what else you need .It seems my illusions are now coming true…

    With IIT and NISER already in BBSR and AIIMS-like institute and National Univ announced to be in BBSR future national educational institutions (at least for some years) should be established outside of the Bhubaneswar-Cuttack area.
