Srikant Jena tries to bring PHFI center to Orissa; Is that an IIPH? Will he succeed?

Although MOS from Orissa, Srikant Jena gets high marks for trying, but based on his past record (unsuccessful in getting Army to make a medical college in Balasore; no progress on a NIPER in Orissa) one has to wait for other indications before one can conclude that an IIPH (Indian Institute of Public Health) is being established in Orissa.
