XIMB to get government support of 20 crores for its campuses in Balangir and Sambalpur

Update: Following are excerpts from a report in Telegraph.

“It (the additional centre) will either be in Sambalpur or Bolangir. We might even open centres in both cities. This will depend on where the state government provides land. Once that is over, we will sign a memorandum of understanding with the state government,” said XIMB director Father P.T. Joseph.

… “We are just waiting for Naveen Patnaik’s approval. We can start work on the new centre as soon as we receive his approval,” he said.

… “The management college will come as succour to students aspiring for quality higher education in the neglected areas of western Orissa. Centres of XIMB will come up at both Bolangir and Sambalpur. We are in the process of finalising the land plots. The state government has already sanctioned Rs 10 crore for the project,” said Singh Deo.

… XIMB will open two Centers in Balangir and Sambalpur in Western Odisha to provide Higher Education in Management.

… Both for Balangir and Sambalpur Centers of XIMB, the State Government will provide Rs.20 crore grant from the kitty of Western Odisha Development Council (WODC), said sources. 

The proposal was sent to the Chief Minister by Ananga Udaya Singh Deo, Minister Planning & Coordination and Public Enterprises.

… Chief Minister Mr.Patnaik, who is eager for balanced growth of the entire state, favored the idea and has approved the proposal, said a senior mandarin in the Department of Planning & Coordination. 

Chief Secretary Tarun Kanti Mishra has also favored the idea of supporting XIMB as the top notch B-School is opening its branches at Balangir and Sambalpur.

This is really a good development.  There are several other developments which together provide several lessons.

  • Silicon started in Bhubaneswar and last year it opened a branch in Sambalpur. Its branch in Sambalpur was funded by a Silicon Valley group which is now planning to pump 150-300 crores to develop Silicon University which will benefit both its Bhubaneswar and Sambalpur operations.
  • GIET Gunupur is the first of the Gandhi institutions and the group now has many  colleges including ones in Bhubaneswar, Berhampur and Rayagada.
  • IIT Bhubaneswar will have an additional marine campus in a location away from Bhbaneswar.
  • Hi-Tech sarted its first medical college in Bhubaneswar. It is now making a medical college in Rourkela.

There are two lessons one can draw from this.

  1. Private institutions of education are playing and will continue to play important role in the state and people wanting to develop their area should themselves get involved in establishing institutions. This is in addition to pursuing the government which every citizen has the right to pursue.
  2. Development in the state will spread from one area to other. The key is to let development happen without delay. The more it is delayed in one location, it will result in more delay in the rest of the places. For example, a successful Vedanta University in a location would lead to additional branches in other locations. The key is to let the first campus be operational at the earliest.

    The idea of having XIMB branches in Western part of the state is an excellent idea. But, it would have been more appropriate if at least one more or one the proposed 2 branches of XIMB was established in Berhampur city of south. Afterall we are aiming to develop mini-hubs of higher education to support the national hub at Bhubaneswar and the mini hubs must be equipped with a range of professional institutions starting from management to agriculture. At present south part of the state doesn’t have a management institute of repute and XIMB branch can fill the void.

    So it means that in future we can always setup IIM at Rourkela which deserves at least a reputed management institute of international standard.

    It’s an excellent move by the CM and will be very good for Western Orissa. I have been enjoying the constant flow of good news for Orissa development which is happening almost on a daily basis. If you look at the new investments and institutions coming to Orissa, there are two things I find.

    The state Govt, it seems, is operating from an equal distribution viewpoint. The proposed airports were distributed from a geographical point of view which is fine. Western Orissa has been traditionally lagging in terms of education and development compared to the coastal Orissa, and the CM seems to be putting honest effort towards that. A prosperous Orissa needs development in all parts of Orissa, and it’s faster to unleash entire Orissa that way. This is also morally right.

    The other aspect is practicality, and quick development based on economic sense. The cities which are already developed can develop much faster as they already have infrastructure and population base- That is basic economics, and it’s happening in BBSR, and we are very happy to see that.

    But I am disappointed to see the two next metros in Orissa – Rourkela and Berhampur are out of any focused effort. It doesn’t seem that the govt has focused plan to develop these cities aggressively as well. Rourkela is a vital part of modern Orissa, and the people of Rourkela are as Oriya as any body and as proud Oriya as anybody. I may be wrong, but the general perception is that Rourkela is city of migrants, and people of Orissa don’t seem to have a heart for Rourkela. Rourkela is a cosmopolitan city, with people from different parts of India and with different languages. It’s Rourkela’s strength, and not weakness. For example, the US is a country of immigrants and that is its strength.

    To not make it longer, I would like to see a balance in the approach of Orissa’s development.

    – Development based on fairness so that all parts of Orissa get institutions and investments

    – Economic point of view – A focused growth plan for the existing big cities in Orissa. BBSR is happening, but we need to see same vigor and focus for Rourkela and Berhampur. This is very critical to grow Orissa faster which will have 4 to 5 big metros like other states, Gugurat, Maharastra, AP, Karnataka, Tamilnadu.

    Rourkela has tremendous potential and it needs to be unleashed. Jharsuguda airport needs to be expedited, and high-speed express way between Rourkela and Jharsuguda needs to be constructed. It will give Rourkela an operating and serving airport for all practical purposes. One hr driving distance is typical for all major US cities.

    Rourkela will be ideal for IIM, and let’s work united to realize this. Rourkela needs top medical college. Rourkela can also be good for steel-based ancillary industries as it produces high-class steel. A developed Rourkela will be strong pillar of success for Orissa, and will create more business opportunities for BBSR, Berhampur and other parts of Orissa.

    Berhampur will be a good place to add another XIMB branch, and also we should get top engineering college to Berhampur. An airport at Berhampur will also be justified and economically viable due to its larger population base.

    It is good to see the comments of Kishore that Berhampur & Rourkela should get focussed effort but unfortunately the state govt is totally indifferent when it comes to the question of developing Berhampur or other Southern Orissa towns. I alone don’t say this, you talk to any person from Berhampur or for that matter Rayagada, Koraput or Parala or Phulbani, the unanimous answer would be that the State Govt has failed us. We keep repeating the same demands and issues time and again but when it comes to actual decision, the state will show its back. Now Maoists have virtually taken over the interior pockets of South Orissa and by neglecting the region you invite them to extend their influence to urban pockets as well.

    Is it necessary that shriller demands, finger pointing and name calling should precede the establishment of an educational institute? Does the state has no responsibility to act on its own as it is believed that state knows the best as who needs what. There is a pattern now in educational development in the state and the more we talk about expansion and inclusion the state is moving towards more exclusion and concentration. If someone points out this fact he is levelled as anti-state and regionalist and hence very few people take the risk of being seen as taking a line which is against the interest of the state. But how long one can remain silent?

    Now the State Govt. knows that the centre has almost scrapped the plan for IIITs, at least for the time being. The state knows that emotions are running high for last few years with no development on any front taking place. Even old demands like Unitary University status to Khallikote are not met and on the contrary the state happly listens to similar other demands. Only time will say whether the state was right and whether or not it had committed blunders by shutting its eyes on people who patiently waited for some development to take place and used formal ways of putting forth their demand.

    Sir,namaskar,our govt is giving 25acre of free land for the construction of hitech college in rourkela.many of good and reputed engineering colleges of bhubaneswar are in a goodposition with just 5-10acres land campus.if our govt will give some more freeland in rourkela,then i think we can get many good institute,gandhi-free10acres,koustuv-free10acres,hitech-free10acres,centurian-free10acres.sir is it possible.!

    Keeping aside the issue of XIMB branches, why is free land and start up money restricted to only few Districts where as we have so many places which require this kind of assistance. Take for example Phulbani, Nabarangpur, Nuapada, Gajapati ,or for that matter Nayagarh and Kendrapara which are equally backward but they don’t come under any such South Orissa Development body like the WODC. In a recently released report about the Districts in India most of south orissa districts are in the bottom five. I think XIMB branch at Balangir is really great, but if this incentive is attached to other places (Example:At all India level states like Uttarkhand and Himachal get special concessions for industry) many such institutions may come to places which don’t have a good higher education institutions right now. The State must categorise the districts into three categories:
    A: Which have large number of both Govt and Pvt Institutions
    B: Where only Pvt Institutions are there
    C: Where there is neither any Pvt nor Govt Institution
    and based on the above the category A Districts must be excluded from incentives but the category B and C districsts should get incentives for Pvt Institutions and should be treated on an equally across the state and not only restricted to Western Orissa.

    WODC (Western Odisha Development Council) has a pot of money from which it has offered start up of 10 crores for medical colleges in Rourkela, Balangir and Kalahandi.

    I think other “backward” districts can make a case for it and get similar start-up and land but not necessarily from the WODC pot.

    Currently a case for Keonjhar is being made and it is about to be approved.

    Really this is a very good step for the devlopment of western orissa.
    i am happy that both sambalpur and bolangir were selected for ximb branches.
    both the cities deserve it.

    NOW ITS TIME FOR IIM-SAMBALPUR & IISC-SAMBALPUR..
    NOW WE LL HAVE A AIRPORT IN JSG.
    As part of the Master Plan, the state government has also approved setting up of a model satellite city between Sambalpur and Jharsuguda to meet the needs driven by rapid industrialisation in the area.

    SO BOTH JHARSUGUDA-BRAJRAJ NAGAR-BELPAHAR-SAMBALPUR-BURLA-HIRAKUD WILL SERVE AS AS 2ND METRO CLUSTER OF ORISSA AFTER BBSR-CTC-JATNI-PURI.
    SO OUR MINISTERS,MPs AND MLAs SHOULD EXPOSE THE OPPORTUNITY, DEVLOPMENT AND GROWTH OF SBP-JSG REGION AND ATTRACT MORE INSTITUTE & INFRASTUCTURE PROJECT BETWEEN SBP-RENGLI. THERE IS WORLD LARGEST DAM TO SERVE THE WATER NEEDS AND BEAUTIFUL FOREST AND DAM WATER WHICH IS GOOD FOR STUDY ENVIORMENT FOR STUDENTS.
    SO ITS NOT A SURPRISE WHEN IIM & IISC WILL COME UP BETWEEN SBP & JSG.

    It is very happy to note that concerted efforts are being made to develop the educational infrastructure of backward areas of Orissa. In light of these developments, I find strangely that the case of Balasore has never been in focus in this forum. Request members to speak-up on this.

    The best location for IIM in Odisha is Rourkela City,the second largest metropolitan in the state both area wise and population wise. The city is known for its cosmopolitan and peaceful nature since decades and houses national level institutions like NIT. Rourkela was once the cradle of education not only in Odisha but also for neighboring states like Bihar and Madhya Pradesh. The schools impart excellent education to the students and the result is that many students top 12 th exams in the whole state most of the times. Many students have got the golden oppurtunity to visit NASA also alongwith representing India in many international olympiads

    The population of Rourkela City only is around 7 lakhs and that of Greater Rourkela Metropolitan Area including Rajgangpur and Biramitrapur is 8,12,011 according to an official estimate in February 2010. Further the total area is approximated to be 1110 sq. kms.

    RSP has around 500 acres of unused land with it after construction of steel plant,residential township,Mandira Dam and distributing land for rehabilitation.
    Similarly Railways has also a huge amount of unused land in Bondamunda which is rapidly being encroached.

    The Airport operated fully by SAIL should be handed over to AAI partially so that some flights can be introduced

    Hello MD,

    Balasore has got lot of potential and if the local get united then we can create a Balasore-Baripada corrider which will be even better and larger than Sambalpur-JSG.But my personal experince ..Baripada and Balasore have never united in the past.Both these towns have an unique identity but if united will go a long long way.As per the demands made by Balsore people only thing that they are serious about is the medical college which is very good.But if this college is made somewhere in the middle of BLS and Baripada then the demand will be more and will be the reason to make people united from both the places.

    Coming to another point regarding IIM it should be established at Rourkela as XIM is being setup at Sambalpur.Rourkela deserves an IIM as it lacks a reputed management institute of international standard.

    It is a good news to hear that a reputed and result oriented institute like XIMB has decided to open its management centres at the Western Orissa. It should be invited to open one more centre in South Orissa either in Berahampur or Rayagada or in Koraput. People of this region are eagerly waiting XIMB like institute to open education centre.     who are you to oppose the devlopment of rourkela??
    one day if we will start the demand even we have the power to change the sambalpur university operation to a general rourkela university
    so it will be a better option for both to not to quarrel
