shoddy job and poorly crafted. How come 50 crores each will sustain the Universities facing severe infrastructure bottlenecks in Orissa and is there no distinction between a 70 year old Utkal University and a decade old FM University. Obviously all the Universities can’t have similar set of problems and hence it seems to be a pure statistical jugglery without much thought going into it as the numbers just don’t add up.
