Land for ESI medical college has been alloted at Bharatpur near IMA in Bhubaneswar. What Next? How to go about getting an ESI medical college to Rourkela?

Overall the only new part here is the exact location of the land as when we started our campaign for ESIC medical college in Rourkela (in the end of August) we already knew  that land had been allocated in Bhubaneswar. 

So what do we do now?

Following are my suggestions.

1. We need to continue pushing our case through emails, faxes, letter writing campaigns, ground level actions etc.
2. We need to get the MLAs from the Rourkela area involved. They need to meet the CM and make the demands. Alternatively or in addition some civil society group needs to get an appointment with the CM and convey the demand for an ESI medical college in Rourkela.
3. The MLAs around Rourkela and email/phone of some of them that I could find are:

4. When these groups meet the CM they also need to have alternative proposals and an alternative set of demands. (This is in case the CM’s first response is that the land has been allotted and it can not be shifted at this stage.) Shifting of location once announced is extremely difficulty and a political hot potato. That is because if something is shifted from location A to B there will be people in A who will complain and no politician would want to do this. When A is Bhubaneswar it is even harder. (I also think that demanding shifting is not a good idea unless it is done by people of A. That is because it unnecessarily pits people of A against people of B.  We on purpose never did it in case of NISER or IIT and as a result received political support from MPs and journalists of other states.)
5. However, asking for an ESI medical college in Rourkela does not necessarily mean shifting the one announced in Bhubaneswar. The people meeting the CM, and at some point in our campaign, we should more forcefully point out that in other states in addition to the undergraduate medical college of ESI, 1 or more other locations will have post-graduate courses and in Karnataka there will be two ESI medical colleges. If we are able to convince this to our CM and if he demands to the center that ESI establish another medical college in Rourkela or at least PG teaching at its hospital in and around Rourkela then the chances of success are much high. But this need not be done now. We may continue with our current approach (with less badmouthing of Bhubaneswar) for some time. In this I suggest the approach and tone in here rather than the tone in the petition.
6. Whether it is demanding something from the center or getting something for a region in Orissa, getting the CM on our side is most important. From past experience the best approach for getting something for a region in Orissa has been for a delegation of MLAs to meet the CM. Hence the list of MLAs above.
7. With respect to fighting for Rourkela this should be just a beginning. The MLA delegation when they meet the CM should also ask the CM for
   1. a general state university and
   2. to push SAIL to establish a medical college and a engineering college, as it is doing in Bokaro. There are some technical hurdles but effort is on to overcome them. SAIL is up for its mine renewal in Orissa. See here and here. So this is the right time to do it. If SAIL Bokaro can make a medical college in Bokaro why can not SAIL Rourkela in Rourkela.
   3. These could be the alternative proposals that the delegation can propose to the CM.

Government to allow private funding in some of the 14 National Universities

Following is an excerpt from a report in Business Standard.

… the government has decided to allow private funding in setting up some of the proposed 14 national universities, which would be of world class standards.

During his interaction with British Trade and Investment Minister Mervyn Davies, HRD Minister Kapil Sibal today said the government was in favour of setting up some of the 14 universities in Public-Private-Partnership (PPP) mode.

As per the government’s plan these universities would be "global centres of innovation". The HRD Ministry has already prepared a concept note on institutions proposed to be set up in the 11th Plan.

"Sibal told Davies that the government would seek PPP model for creation of some of these institutions. A few other may be set up under complete government funding," a ministry official said.

Four new IIMCs (Indian Institute of Mass Communication) in the offing; Hope the one in Dhenkanal is upgraded

Following is an excerpt from a report in Business Standard.

Four more Indian Institutes of Mass Communication (IIMC) will soon be set up in different parts of the country to meet growing demand for media professionals, taking the number of IIMCs to six.

The new IIMCs will come up in Jammu and Kashmir and Mizoram, besides in the southern and western regions, Minister for Information and Broadcasting Ambika Soni today said.

…  She said the ministry will firm up proposals for setting up of IIMCs and the work will start soon.

Currently, there are two IIMCs in Delhi and Dhenkanal (Orissa).

Soni also said that her ministry is working out the modalities of upgrading IIMC as a world class university to provide undergraduate courses, offer MPhil and PhD degrees and serve as a think tank for media.

Currently IIMC (both Delhi and Dhenkanal campus included) has a total full-time faculty of 14, with only one mentioned in the context of Dhenkanal.  I hope by upgrading IIMC both Delhi and Dhenkanal, especially Dhenkanal will have more faculty. The Orissa government should be proactive on this and try to find out if more land is needed at IIMC Dhenkanal.

Vedanta’s reputation in the US: the US government and states of Arizona, Texas, Monatna and Washington support it

Many misguided activists of Orissa and India have tooth and nail opposed any and all operations of Vedanta  in Orissa. Their vendetta against Vedanta is so much that they even oppose Vedanta University, regardless of its benefit to people of Orissa.

At a drop of a hat they will mention that Vedanta is blacklisted by the Norway government pension fund; also referred to as the oil fund. But what the activists fail to mention is that the Norway government pension fund also blacklists Boeing, Wal-mart, General Dynamics, Honeywell, etc. All of these are well respected multi-nationals. Many activists also often question the credibility of Vedanta and its subsidiary Sterlite. For them here is a quote from an Arizona newspaper.

Arizona joined several other states in supporting an Indian company’s bid for Tucson-based copper producer Asarco LLC, during closing arguments of a bankruptcy hearing in Texas Tuesday.

U.S. Bankruptcy Judge Richard S. Schmidt heard the final oral arguments about who should get the local copper producer: Sterlite Industries, the Indian company that has been actively working with Asarco management and workers …

The U.S. government supported Sterlite’s bid, as did the states of Washington, Montana, Texas and Arizona, among others. The United Steelworkers, which represents many of Asarco’s workers, also has supported Sterlite’s bid and threatened to strike if Grupo Mexico gets the company back.

… Grupo Mexico and Sterlite have each offered to fully repay all of Asarco’s creditors, who claim to be owed $3.62 billion. A majority of those creditors, which include several state and federal environmental agencies, say they would prefer Sterlite, according to court records.

Unfortunately, the judge did not recommend Sterlite and it goes to the District Court of Texas for a  decision in 4-6 weeks. The main reason behind the judge’s recommendation was that Sterlite was offering less upfront cash. However the fact to note is that Sterlite was backed by the US government and various states as well as the workers of the company and state and federal environment agencies. In fact the workers union support it so much that they are threatening to go on strike if the judge does not favor Sterlite. Yet the activists in Orissa and India are misleading the common people there with all kinds of  propaganda against Vedanta and Sterlite. So much so that their plans in Lanjigarh, Jharsuguda and Puri have all been delayed. I hope the people of Orissa see and understand what the US and the states of Washinton, Montana, Texas and Arizona are seeing and support Vedanta University. I also hope that they negotate with Sterlite/Vedanta in Lanjigarh and Jharsuguda so that the company establishes branches of Vedanta University and its medical college in or near Lanjigarh as well as Jharsuguda.

Moreover, I hope the people of Lanjigarh learn about this and directly negotiate with Sterlite regarding their concerns and work with them, as the workers of ASARCO in Arizona are doing, rather than getting swayed by the propaganda of the activists who are blinded by their (perceived) supreme court loss and care less about the people and more about their vendetta against Vedanta.

Perkin+Wills designed Vedanta University Medical College & Hospital design pictures are in the web

Update: This article in healthcaredesignmagazine.com also mentions the design.  Some Chinese sites such this one and this one also mention it. This article at the freelibrary.com shows that Perkin+Wills is one of the top architectural firms in LA county and its 2008 billings included billing Vedanta University Hospital.

Perkins+Will is designing the Vedanta University Medical college and Hospital. The BCDC (Building design+construction) network and World Architecture News have put out some of the initial pictures of the design. Both write the following:

Working together with the Anil Agarwal Foundation, Perkins+Will have developed the master plan for the Medical Precinct of a new teaching hospital in the extremely remote section of Puri, Orissa, India.

Vedanta University Teaching Hospital is part of a very ambitious plan to develop this rural area into a global center of education and healthcare that would be on par with Harvard, Stanford and Oxford. The 500-bed world-class facility, set to open in 2011, would serve as a regional hub for critical medical specialties such as cardiology and diabetes and focus research on prevalent public health issues in the surrounding area. With the heart of the project geared toward giving back to the community, Perkins+Will architects have carefully incorporated the area’s cultural values by working with local materials and artisans to capture India’s modern art trends within the building plans.

PPP based Medical colleges planned in Balasore, Rayagada and Naraj

Following is an excerpt based on a report in Pioneer.

Accordingly, three medical colleges at Cuttack, Balasore and Rayagada, in the PPP mode, are on the anvil. Acharya is also interested in providing similar facility at Jharsuguda. Private partners will set up the medical colleges and hospitals as per the Medical Council of India guidelines.

The State Government will provide 25 acres of land, and agreements will be signed with the private promoters accordingly. As per the guidelines, a medical college in the KBK districts will attract one-time Government grant.

The Government is eyeing private partners having hospitals of national and State presence, charitable, religious groups managing hospitals and groups of doctors, interested to set up and manage hospitals. Lands for the hospitals have been identified by the PPP Cell with the help of the district administration.

Lets see how these go. Considering that the earlier proposed WODC supported PPP medical colleges in Bhawanipatna, Balangir and Rourkela have not yet commenced classes I will keep my fingers crossed.

Both the Union Minister of HRD and Chair of National Knowledge Commission urge private sector to help in higher education; Vedanta University is more than an answer

Among the local opposition to Vedanta University  there are many who are opposed to the whole idea of private higher education institutions. Many others do not get some of the important reasons behind the necessity of Vedanta University. The following excerpts from speeches by the Union HRD minister Mr. Kapil Sibal and Chair of the National Knowledge Commission Mr. Sam Pitroda explains the important role private higher education institutions like Vedanta University can play and more importantly the country’s need for such institutions. 

We start with an excerpt from a report in Telegraph about Mr. Kapil Sibal’s speech.

Inaugurating it at Nishani Mundali in Koraput, Union human resource development minister Kapil Sibal said the university’s location was the reflection of pro-tribal policy of the Congress-led UPA government.

“This university will definitely help in development of backward Kalahandi-Bolangir-Koraput (KBK) region and western Orissa,” said Sibal.

Stating that the Centre was keen to set up international standard educational institutions across the country through public-private partnership, Sibal said companies should come forward to set up such institutes to help students to pursue higher studies in India instead of going abroad.

Following is an excerpt from a report in rediff.com about Mr. Pitroda’s views.

Pitroda emphasizing the lack of capacity when "you really look at higher education overall in India," said that as much as expanding this on the one hand, "on the other hand, the quality of education needs to be improved substantially."

… Pitroda said that these were the three broad categories "under which the Knowledge Commission started looking at recommendations for higher education."

At the macro level, he said, "We have to create more universities," and argued that "the roughly 400 universities that we have is not enough for a country of a billion people. Roughly 8 percent of our eligible children have the opportunity to enter the higher education and that number ought to be closer to 16 or 20 percent."

"So, we need to expand more colleges, more universities, more research programs, more teachers, more facilities, so on and so forth," he added.

Pitroda said in this regard, "The overall expansion requires not only participation from government, but also participation from the private sector …

What are the other locations for ESI Medical colleges? Work-in-progress

Following is an excerpt from a thaindia report of July 13, 2008.

The Employees’ State Insurance (ESI) Corporation that provides healthcare facilities to industrial workers has decided to step into the field of medical education. In an innovative move, it will set up 28 medical colleges and start post graduation courses by the next academic session. “From service provider we are going to be a medical education network. We are setting up 28 medical colleges by the 2009 academic session,” said Pravash C. Chaturvedi, director general of ESI Corp.

“We are aware that there is a shortage of doctors and it’s no different for ESI hospitals across the country. By the next academic year, we are planning to start 500 seats at the post graduation level,” Chaturvedi told IANS in an interview.

He said the ESI Corp, which is under the Ministry of Labour and Employment, aims to set up a medical college in every state and become self-reliant.

“The adding of 500 medical seats will help aspiring students every year, and in return we will get qualified doctors to serve in our own hospitals.

“A while ago we had put our proposal before the health ministry and have already got the go ahead. We have the capital and manpower, and now have the ministry’s support too,” he said.

The ESI Corp is associated with over 331,000 factories and establishments across the country and provides benefits to about 10 million workers and their families. “There are over 40 million beneficiaries,” he said.

GLOBAL INVITATION FOR EXPRESSION OF INTEREST (EOI)

EOI to participate in selection of Campus Architect and Project Management Consultant For Design and Project Management of a State of the Art Academic cum Residential Campus

IIT Bhubaneswar invites Expression of Interest (EOI) for consultancy services from qualified, experienced, competent, financially sound and internationally acclaimed Architectural/Engineering Project Management Consultants (PMCs) including overseas firms for the planning and designing of Architectural, civil, public health, electrical, air conditioning, acoustics and other services for the works: “Construction of Indian Institute of Technology Bhubaneswar complex and residential township along with necessary infrastructure facilities” in 936 acres of land at Argul, which is about 25 km from Bhubaneswar airport. While the work will be completed in phases, the estimated cost for the first phase is approximately INR 400 Crores.

The scope of the work, other applicable terms and conditions including site related information are available at institute website www.iitbbs.ac.in.

The EOI documents can be either downloaded from the institute website or can be collected from the office of Registrar, IIT Bhubaneswar, Samantapuri, Bhubaneswar-751013 from 24th August 2009 to 23rd September 2009 between 1100 hrs to 1600 hrs on all working days on payment of INR 1,000/- through a bank draft drawn on any schedule bank in favour of “IIT BHUBANESWAR” and made payable at Bhubaneswar.

The EOI shall be submitted in duplicate in a sealed cover, superscribing; “EOI for Architectural/Engineering Project Management Consultant (PMC)” either in person or by post addressed to the Registrar. along with a Bank Draft of Rs.1,00,000/- drawn on any schedule bank in favour of “IIT BHUBANESWAR” and made payable at Bhubaneswar towards EMD which would be refunded to unsuccessful bidders. Further, those who have downloaded EOI document from the website of the Institute should also enclose another demand draft for Rs.1,000/- drawn in favour of IIT BHUBANESWAR along with EOI document. NIFT (National Institute of Fashion Technology) to start in a temporary campus in Bhubaneswar in 3 months

Following is an excerpt from a release from the Resident Commissioner of Orissa.

Shri Naveen Patnaik, Chief Minister, Orissa met Thiru. Dayanidhi Maran, Union Minister for Textiles at New Delhi and discussed various issues relating to development of Handicrafts  and Textile sector in Orissa. Chief Minister requested for establishment of National Institute of Fashion Technology (NIFT) at Bhubaneswar  for which Govt. of Orissa has already committed to provide necessary infrastructure including land. The Union Minister welcomed the proposal and assured that NIFT will start functioning  at Bhubaneswar  in a temporary campus within next three months  offering a few certificate courses  and the regular courses will  commence  from the next academic year  i.e. 2010-11.

Pushing for an NIFT in Orissa is good. But the CM has to create a balance. Not everything that he asks for should be about Bhubaneswar. Please write to the CMO cmo@ori.nic.in pointing this out and have some constructive suggestion regarding what he should ask for outside Bhubaneswar and where. In this regard, I just sent the following email:

Dear Esteemed Chief Minister:

I read about your request to the central minister for an NID in Bhubaneswar. Asking for an NID is a good step, but with an IIT, NISER, AIIMS and a National University (all centrally funded) in works in the Bhubaneswar area, there is a big need for balance across the state and people across the state are now becoming more and more critical that adequate efforts are not being made about the rest of the state.

As a constructive suggestion, following is a request voiced to me by one of the vice chancellors of Orissa.

Currently India has a Laxmi Bai National Institute of Physical Education ( http://lnipe.nic.in/default.html ) at Gwalior. Considering the recent success of athletes from Orissa in various sports and events (including Hockey and Football), especially from the Adivasi regions, it would be great if you could push for a similar  National Institute of Physical Education to be established in or near an Adivasi area of Orissa.  Such an institute will go a long way in not only training adivasi athletes but also in providing them jobs across the country.
