Academicians demand new Central varsities in backward regions

Press Trust of India reported the following.

The proposed 12 new Central universities, which received the Union Cabinet’s nod on Friday, should be set up in backward regions of the respective states to meet the collective aspirations of people, academicians have said.
Such a move would lead to socio-economic integration of the regions and give the traditionally deprived ones a unique opportunity to compete with confidence at the national level, they said.

The new universities will be set up in Gujarat, Haryana, Punjab, Bihar, Himachal Pradesh, Jammu and Kashmir, Karnataka, Kerala and Tamil Nadu, Jharkhand, Orissa and Rajasthan.

Teachers in Jarkhand, Orissa and Rajasthan were especially vociferous in their demand for setting up these universities in backward districts, with a professor of Utkal University, Bhubaneswar, stating that such a move would fulfil the long-cherished dream of marginalised people.

"For long, Orissa has been demanding a Central university. Now, that it has got one, it should either come up in Koraput or in the KBK region," he told PTI.

The Orissa government has evinced keen interest to set up the university in Koraput district.

Optimism was also expressed by the teachers about the proposed 374 ‘model colleges’ which would also come up in educationally backward districts of the country.

Teachers’ institute in the states concerned would act as a catalyst in bringing the deprived students to the mainstream education, they said.

Cabinet approves 12 new central universities (one in Orissa) and four upgradations

The Government today gave its approval for establishment of 12 new Central Universities in 12 States and taking over and conversion of 4 existing State Universities.

A new Central University is to be established in each of the twelve States, namely, Bihar, Gujarat, Haryana, Himachal Pradesh, Jammu and Kashmir, Jharkhand, Karnataka, Kerala, Orissa, Punjab, Rajasthan and Tamil Nadu, with Central Government funding, at such location within each State as may be notified by the Central Government.

Further, the Cabinet also approved the proposal for taking over and conversion of Dr. Harisingh Gour Vishwavidyalaya, Sagar in the State of Madhya Pradesh, Guru Ghasidas Vishwavidyalaya, Bilaspur in the State of Chhattisgarh, Hemvati Nandan Bahuguna Garhwal University, Srinagar in the State of Uttarakhand, and Goa University, Goa into Central Universities, with Central Government funding.

The Government proposes to introduce the Central Universities Bill, 2008, in Parliament during the forthcoming session.

In Orissa, the state government has proposed that this university be established in Koraput.

UCE Burla gets conditional nod to be made to a state university

Following is a report from someone who attended the meeting.

Yesterday we (students + alumni + faculty) had a satisfying meeting with CM. salient points –

(1) Ordinance shall be moved to amend BPUT Act to delist UCE as Constituent College of BPUT

(2) CM agreed to move an Act to convert UCE as an Unitary State University subjected to condition given below

(3) CM asked his officials to examine how much acres can be given to UCE

(4) CM said he will look into our claim for Rs 300 crore infrastructure fund which includes Central Funding of 1/3rd.

CM asked what are the benefits of State University. We talked about 12(B) grant from UGC. We talked about an independent Governing Body who can augment the courses/students/faculty/research. We gave examples of BESU & CUSAT.
 

This was contested by VC and Industry Secretary Mr Aditya Padhy. They said that –

(a) UGC fund is very small – may be to the tune of Rs 1 to 2 crore a year. 

(b) Guindy College is affiliated to Anna University, Pune Engg College is affiliated to Pune University and yet they are quality college. Why UCE wants University status, and resisting affilitaion to BPUT.

(c) Deemed University status is no inferior to State University as both get UGC grant against 12 (B) and get nearly same grant.

(d) Indian Institute of Science is Deemed University and yet the best institution.

(e) After Revensaw became University, the situation has not improved. They are still struggling for faculty & fund. VC said he is Revensaw’s Seante Member and knows the conditions better than all of us.

Though CM agreed our demand for State University, he asked us (as well Industry Secretary) to prepare a note with examples of other institutions as to how State University will help UCE to grow. Report should contain references to the growth of some Unitary State Universities (in addition to BESU & CUSAT) including Revensaw University. Report has to be submitted within a week.

Foundation stone of Sri Sri University laid; web site unveiled

Following is an excerpt of the news item from the Statesman about the foundation laying .

The foundation stone for the Sri Sri University was laid at Naraj in Cuttack district today. The University is going to be set up by Sri Sri Ravisankar Vidya Mandir Trust.

Speaking at the occasion, chief minister Mr Naveen Patnaik said the world-class research-based University will have streams in basic science, arts, engineering, business management, law, art and culture, ayurveda and others.

… The government has provided 186 acres of land for the Sri Sri University and will bring a special law for it.
Spiritual guru Sri Sri Ravisankar said the whole world looks to India for guidance in the present turbulence across the glove.

“The human values are the best gifts of our country to the world”, he said.

On the university he said that that this will be a common man’s university. “There is an urgent need to change the educational system and the prime necessity is the teaching of human values”, he added.

NASSCOM and MHRD tussle over the 20 new IIITs

Following are excerpts from a report in msn.com.

… Indian IT — which contributed to 5 per cent of India’s GDP — needs 2.3 million skilled staff by 2010, up 300,000 from the 2 million it employs now.

With this need in mind, the Ministry of Human Resource Development (HRD) in the 11th plan document proposed the 20 IIITs, operated through a public-private partnership.

But the HRD ministry wants control of that partnership.

The ministry’s argument: we’re providing the land, much of the money, (half of the direct) loans and other benefits like tax exemptions.

The National Association of Software and Service Companies (Nasscom), the umbrella body for the IT sector, has proposed an independent authority to oversee the 20 IIITs to ensure autonomy, flexibility and transparency.

… “There is a question over who will run these institutes,” a source in the ministry told HT. “We want government representatives on board, as we cannot leave everything in their [industry] control. Obviously, after providing all the benefits the government cannot be pushed aside.”

Nasscom also wants deemed university status for the each institute — the IIIT set up between the Centre, state and the corporate partner.

… The Nasscom report also cautions government against “political expediency”, in fixing IIIT locations. Meaning: set them up near IT parks and companies, not in political constituencies.  ran aground.

Hi-Tech group’s plan for Khurda, Jatni and Rourkela

Following is an excerpt from a report in Business Standard by Jayjit Dash.

Hi-Tech Group of Institutions has planned to set up two management institutes, one at Khurda and the other at Jatni, both located within 25 km radius of the city, at a combined investment of about Rs 12 crore.

These management institutes are set to be built on surplus land available at the two technological institutes run by the organisation – Konark Institute of Science and Technology (KIST) located at Jatni and the Hi-Tech Institute of Technology (HIT) in Khurda.

While the B-school in Khurda will come up on 15 acres of surplus land on HIT campus, the other B-school will be developed on 10 acres of surplus land within the KIST campus at Jatni.

“Construction work for our two proposed management institutes has already begun and we expect these two institutes to be functional next year. …

Each of these management institutes will have an intake of 60 seats and will offer two-year, full-time MBA programmes from the 2009-10 academic session.

The Hi-Tech Group will also invest Rs 30 crore for introducing new super-specialities, namely, cardiology, cardio-thoracic surgery, neurology, nephrology and trauma care in the Hi-Tech hospital. Hi-Tech Group of Institutions has also got the approval of AICTE to introduce post-graduate courses in engineering at the KIST campus.

The KIST campus will offer MTech in computer science and engineering as well as electronics and telecommunications engineering from the next academic session.

At present, KIST is offering BTech in five streams of engineering with the institute’s total intake being 420 seats. Meanwhile, the group expects to take possession of land for its proposed medical college and hospital in Rourkela within a month.

“We expect to get 25 acres of land for our proposed medical college cum hospital in Rourkela within a month and then inaugurate the hospital six months after acquiring land. Our medical college in Rourkela is expected to be operational a year after the inauguration of the hospital”, Panigrahi claimed.

Vedanta University presents its vision to teachers in Puri

The following is an excerpt from a report in Pioneer.

The Vedanta University Project felicitated teachers on the occasion of the Teachers’ Day here. Hundreds of teachers, including former principal of SCS College Somnath Mishra, ex-teacher of Municipal High School Dinabandhu Mishra, ex-teacher of Biswambara Vidyapitha Basanta Kumar Mishra and principal of DAV School Bibhuti Bhusan Parija attended the function.

Project Director Sanjeev Anand Zutshi said …. Children are the future of the nation …, said general manager Prasanta Kumar Hota. The proposed Vedanta University would one day become a milestone in the education sector, where financial constraint would no longer be a problem for deserving students to pursue higher education, he added.

A presentation showcasing the purpose, vision and unique architectural plan of the proposed university was displayed before the teachers. An open discussion was held among the teachers and their queries regarding the university were answered by the project officials.

This is a very good step and they should do this across various clubs and organizations in Puri, Cuttack and Bhubaneswar.

As per  Prof. Damodar Acharya, the director of IIT Kharagpur, the mentor school for IIT Bhubaneswar, a specific advertisement for faculty positions at IIT Bhubaneswar will be coming out soon.

Until then interested candidates are requested to send their cv to him with a cover letter saying that they would like to apply for IIT Bhubaneswar. His email address is director@iitkgp.ernet.in.

Ravenshaw, one of the premier educational institutions in the country was established in 1868 in the town of Cuttack in Orissa. After one hundred and forty years of eventful existence, it was converted into Ravenshaw University by an Act of the State Legislature on November 15, 2006. Essential Qualification:

Good academic record with at least 55% marks or an equivalent grade of B in the seven point scale with letter grades, O, A, B, C, D, E and F at the Master’s degree level in the relevant subject from an Indian University or an equivalent degree from a foreign University.

Besides fulfilling the above qualifications applicants should have cleared the eligibility tests for lecturers conducted by UGC, CSIR or similar tests accredited by the UGC. However, candidates who have doctoral degrees in the subject are exempted from appearing the eligibility test for lecturers.



 
Note:

1 Lecturer in Business Management : Master’s degree in Business Management/ Administration/ other relevant management related disciplines/ PGDBM/ PGDM programmes (minimum 2 years duration) recognized by AICTE/ MHRD/ UGC and declared equivalent to MBA by AICTE/ AIU.

2 Lecturer in Computer and Information System : For the post of lecturer in Computer and Information System the minimum qualification is M.Tech./M.E. in Industrial Engineering with at least 55% of marks or B grade in the seven point scale.

Lecturer in Economics : For lecturer in Economics, candidates having good academic record with the required percentage of marks / grade as stated above at Master’s Degree level in Economics / Applied Economics and having Mathematics as a subject at graduate level shall be given preference.

Master’s Degree in Industrial Engineering/ Mathematics/ Statistics for Operations Management and Decision Sciences

a) It will be open to the university to consider names of suitable candidates who might not have applied. b) Merely fulfilling the minimum qualification does not entitle a candidate to be necessarily considered or called for interview. c) Applications received after the last date may be considered. d) University reserves the right not to fill up any of the vacancies advertised if the circumstances so warrant. e) Relaxation of any of the qualification may be made in exceptional cases on the recommendation of the selection committee. f) Separate application is required for each post. g) No deputation allowances shall be paid h) No TA / DA will be paid to attend the selection committee or to join the first appointment. i) Canvassing in any form by or on behalf of the candidates will be considered as disqualification.

Expert committee report on 374 model colleges in educationally backward districts

The expert committee report is at http://www.ugc.ac.in/notices/dpr374modelcolleges.html. The list of 374 districts contains 18 districts from Orissa. They are:  Malkangiri, Baudh, Kandhamal, Nuapada, Nabrangpur, Gajapati, Koraput, Sonapur, Bargarh, Deogarh, Kalahandi, Balangir, Anugul, Rayagada, Kendujhar, Ganjam, Nayagarh, Dhenkanal. Of these, Malkangiri and Baudha are in Phase 1 with CPI (colleges per lakh population) below 4, Kandhamal and Nuapada in Phase 2 with CPI 4 to 8, and the rest in Phase 3 with CPI 8.1-12.4.

Following are some excerpts from that report:

The criteria for identification of location within the district may be the following:
a. The college has to be located in an area of the district having no college in the vicinity of 10 km radius.
b. Predominantly rural location where the proportion of rural population in area is higher than the State average
c. A new college as an additional one in the vicinity shall be permitted only if the existing college has more than 1000 students, or there is no separate college for women in the area of 10 km. radius.
d. Accessibility : The location of the college should be such that it is accessible, i.e. reasonably well connected by transport facilities so that the college may serve a larger catchments area.
e. Population density: The proposed college should be located subject to fulfillment of the above-mentioned criteria in locations having higher population density in comparison with other contending locations.

4.1. Non- recurring Budget requirements:

4..1.1. Land : Since the Model colleges are to be established in rural, hilly, forest, tribal and other priority areas as per the criteria already described in chapter.2., a minimum of 10 acres of land need to be provided by the State Government concerned to each of the college in the identified low GER district.
4.1.2. Non recurring infrastructure requirements per college:

4.1.2.1. Academic & administrative buildings (3000 sq.mtrs) : 2.5 crores
4.1.2.2. Campus development : 2.0 crores
4.1.2.3. Hostels for 100 students : 1.0 crores*
4.1.2.4.Teachers’/Non teaching quarters – 20 each; : 2.5 crores
4.1.2.5. Laboratories : 0.2 crore
4.1.2.6. Library : 0.2 crore
4.1.2.7. Computer Centre : 0.2 crore
4.1.2.8. Health centre : 0.1 crore
4.1.2.9. sports facilities : 0.1 crore
4.1.2.10 Miscellaneous : 0.2 crore
Total per College Non-recurring :9.0 Crores.
* the expenditure towards hostel could be sanctioned through the UGC special scheme for “ hostels”. The net Non-recurring requirements would thus be Rs.8.0. crores per college.

4.1.2. Recurring Budget requirement: It would involve the salary requirements for 25 teaching and 25 nonteaching personnel for each college and the college maintenance expenditure of Rs.50.0 lakhs per annum to be provided by the State government concerned.

4.1.4.1. Model I: Fully Government supported Colleges:
Non-Recurring : 100 % by Central Government, while the required land for the colleges has to be provided by the State Govt.
(This pattern of financial support by Central Govt. is necessary to motivate the State Governments to
establish these model colleges in the Low GER districts adhering to the criteria suggested for actual location of these Colleges within the LOW GER districts) Recurring : 100% by the State Government;

Land acquisition status of Vedanta University

Following is an excerpt from a report in Business Standard.

The total land needed for the Rs 15,000-crore university is 6,000 acres. The company has to date acquired 3,155 acres and taken possession of 2256.49 acres, which includes 385.15 acres of government land and 1871.34 acres of private land.

Brief updates on NISER Bhubaneswar

  1. NISER Bhubaneswar has a redesigned web page with information on faculty.
  2. A competition for Architects to design the NISER campus will be announced in the near future.
  3. NISER is going through the faculty applications that it received and checking the references. It expects to invite selected candidates for interview in the coming months.
  4. The Director appointment is still waiting for the final seal of approval from the Appointments Committee of the Cabinet. However, the identified Director, Prof. T K Chandrasekar visits NISER once in a while and is in the loop regarding major decisions. The approval from the Appointments Committee of the Cabinet is expected to come any time.
  5. NISER is in touch with IIT Bhubaneswar officials to co-ordinate some of the infrastructure requirements, such as a water line to the campus.

Vedanta University does the right thing and makes sustained efforts to win the hearts of locals

Following is from a report in Pioneer.

The Vedanta University Project has commenced significant initiatives for education, healthcare, infrastructure and livelihood improvements in the local area here comprising over 20 villages. This includes sponsoring 500 children for high quality education in Puri DAV School, mobile health units and mobile veterinary units.

Besides, electrification of villages, upgrading infrastructure of schools and villages, a programme of sustainable livelihood solution and training of local youth in skills development etc, have also been initiated under its Corporate Social Responsibility (CSR) drive. According to CSR executive of the project Abhijita Panigrahi, the project is working to develop the local communities to a standard of living to cope with the world class township of the Vedanta University that will bring huge economic prosperity to the State.

The project envisages setting up a world class multidisciplinary university with quality higher education facilities in arts, science, medicine, engineering, law, business, education, design and architecture, journalism and communication, etc. The university will also have research centres and complete infrastructure for the students, faculties and staffs and will become an academic township over the 6,000 acres campus near the Puri-Konark marine drive. The university being set up with an initial donation of over Rs 4,000 crore will be a "Not for Profit" institution.
