The Western Orissa Development Council (WODC) on Friday signed a MoU with the city based Vigyan Bharati Charitable Trust to set up a sophisticated hospital and medical college at Rourkela with the active support of the State Government.
Chairman of WODC Niranjan Panda said that the hospital would have 500 beds and the medical college with 100 seats. It would be functional by 2010-11.
The WODC has provided a grant of Rs 10 crore for creation of the requisite infrastructure and the State Government would provide 25 acres of land free of cost. The BPL category patients would be provided with free healthcare and no fee for consultancy and routine investigation would be charged.
The trust has agreed to reserve 10 per cent of the seats for the eligible candidates of the WODC area and provide concession in food, accommodation and purchase of books, said Panda. He hoped that the hospital would be a boon for the poor people of the region who are deprived from advanced healthcare facilities and have to travel to far off places to avail qualitative healthcare. The trust has agreed to take care of any sort of emergency health problem during natural calamities.
Chairman of Vigyan Bharati Charitable Trust Tirupati Panigrahi said he is hopeful that the hospital will be completed before schedule.

As per the new admission criteria to NITs this year while 50% of seats will be reserved to the students from the state where the NIT is the remaining 50% will be open. In previous years the remaining 50% was broken apart and divided to various states. With this change the previous year (2007) opening and closing rank numbers may not be much helpful. This scheme will benefit the states from where students do well in AIEEE while will have a negative effect on the other states.

Following is an excerpt from a news report in The Statesman.
The proposed medical college and hospital at Rourkela is expected to be set up soon as a team of hi-tech group of institutions, led by its chairman Mr Tirupati Panigrahi paid a visit to the site recently. It is said that the visit was intended for site selection and discussion with the district administration about the ancillary formalities. The group is believed to set up a 300-bed medical college and hospital here.
They visited the Rourkela government hospital (RGH) campus, sector-13 and sector-9.
The team also called on collector Dr K Kumar and discussed with him various aspects of the venture.
Reliable sources said the group, in the first phase, would build the hospital and within six months, would upgrade the same as a medical college.
Thoufh the CM had laid the foundation stone earlier, yet the inordinate delay and changed political scenario had made people believe that the medical college may not see the light of day. But the visit of the team is described as a ray of hope.
The Western Orissa Development Council (WODC) will partly finance the project in the initial stages, sources said. …

Following is an excerpt from a report in New Indian Express.
IDCO Divisional head R.K. Nayak said construction of the six-km internal road stretches are scheduled for completion in a couple of months, while works on the administrative block and student centre are moving on schedule. He added that work on the academic block would begin next. It is learnt, in the first phase nearly Rs 9.5 crore would be spent on construction of three buildings.
… Sources said the complete campus would cost between Rs 50 to 60 crore and if everything went as planned, including regular flow of funds, the campus would be ready in four years.

The colleges that are missing from the above are NIT Rourkela, and KIIT. I consider NIT Rourkela to currently be the best in Orissa. I would slot KIIT around ITER and Silicon.
Outlook for 2008-2009:
Now that ITER’s parent organization Siksha O Anusandhan has become a deemed university, ITER may opt out of Orissa JEE and/or 2008 BPUT counseling.
In 2008 and 2009 there would be several new colleges.

Update 1: It looks like my assumption below that the university at Kadapa is a state one was wrong. As per Times of India, the AP government just decided to change the venue of the world class central university from Vizag to Kadapa.
Update 2: Later reports mention that the AP government did not ask the center before making the Kadapa announcement and the central govt. may not agree to shift the location from Vizag to Kadapa.

The meeting also decided to set up a world-class university in Kadapa, the home district of the chief minister, for which the government will allot 700 acres of land.
In this regard, one may note that the central government had announced that it will establish a world class central university in Vizag. I assume the Andhra Pradesh Government is talking about a different university (state funded) for Kadapa.
The Orissa government should follow Andhra’s example and besides the central govt. funded world class university in Bhubaneswar and another central university in KBK, the Orissa government should establish a world class university in Rourkela via state funds or PPP.

“We will also be expanding nationally. New centres will be opened this year at Cuttack, Rourkela, Bhubaneswar, Durgapur, Guwahati and Dibrugarh,†he added.
The course content for the two academies is also going to change from May.
Krishnan said: “With animation and computer training institutes mushrooming everywhere, we are focussing on how our students can get faster and better jobs. We will introduce some new modules and methodologies.
“We have introduced a specialised demo reel making module in the syllabus this year. Earlier, the demo reel was just a part of the curriculum. Now this demo reel will act as the portfolio of a student.â€

The recent announcements of the locations of the 30 central universities, new IITs and IIMs and earlier announcements of IISERs shows how the Government of India has corrected the earlier imbalance in terms of marquee HRD institution locations and has now spread its HRD institutions all across India. The Orissa government should do the same. In particular, for Orissa to get to the targeted 15% enrollment in higher education from its current 6.1% it must provide opportunities of higher education across Orissa. With this in mind we propose that while announcing its IIT and central university locations it must do the following:
- Not be complacent and pursue other undecided issues at MHRD (this includes pursuing one of the proposed 10 NITs, one of the four new National Institutes of Design, an NIFT, one of the 20 IIITs etc.)
- Establish new universities and institutions across Orissa to fill existing holes in Orissa higher education landscape. In particular it should:
- Establish the IIT at a location a bit far from Bhubaneswar (as far as acceptable to center, and as far as it can still maintain its proximity to Bhubaneswar to be able to be competitive in recruiting good faculty)
- Establish the second central university in KBK with branch campuses across KBK+ districts. The first choice for a HQ could be Bhawanipatna, which is well connected to other places in KBK. Alternatives are Koraput-Jeypore area or Rayagada. If the center does not allow this and requires that the central university be near a city then Rourkela (which is without a regular university) would be a good location.
- The new IIIT should be in location other than Rourkela and Bhubaneswar, and in a place where there is an STPI. Berhampur would be a first choice. Other choices could be Bhadrakh (between Kalinganagar industrial area and Balasore) and Sambalpur.
- New NIT: If it will be an upgradation, then UCE Burla is the first choice. If it will be a greenfield one then possible choices include industry hubs such as Angul, Kalinganagar, Rayagada.
- A regular university in Rourkela: Rourkela, the second largest metropolitan area of Orissa needs a regular university where students can pursue masters and Ph.Ds in science, liberal arts, etc.
- A medical college in Rourkela.
- A medical college in North Orissa: Balasore has been demanding a medical college for a long time.
- Upgrade UCE Burla to a state university and position it better to make it an IIEST similar to what West Bengal and Kerala did with respect to BESU and CUSAT respectively.
- State universities in KBK region: The government should aim for three universities for the three undivided KBK districts. If a central university is established in one of the three districts then the other two should have state universities.
- The state government should make a few more state engineering colleges in industrial and emerging areas such as Rayagada, Kalinganagar, Jharsuguda and Paradeep. Perhaps the premiere engineering schools in Berhampur and Jharsuguda can be upgraded to engineering colleges.
- A medical college, perhaps in partnership with NALCO and/or MCL and a regular university in Angul-Talcher area may also be considered.
To do the above the state might consider going the PPP route and creating a corpus of 1000-2000 crores.

the State Government and Apparel Export Promotion Council on Thursday signed an MoU to set up apparel training and design centres.
As per the MoU, five satellite centres would be set up at Berhampur, Rourkela, Baripada, Sambalpur and Cuttack. Three centres at Berhampur, Baripada and Rourkela would start on 31st May, 2008. The two other centres at Cuttak and Sambalpur will be taken up in the next phase.
As per the scheme, the initial capital expenditure of Rs 30 lakh for setting up the institution will be provided by State Government. The assistance will come from the State Employment Mission which works with the objective of skill generation for creating employability among rural and urban youths. The Government will also make available for the Centre floor area of 5,500- 7,500 sq feet suitable for undertaking training and housing equipments. The AEPC will be responsible for other recurring expense for running the institutions including recruitment of personnel and other staffs as well as the day-to-day.
The APEC will be responsible for other recurring expenses for running institution including recruitment of personnel and other staffs as well as the day a to day management. In selection of trainees, local candidates will be given priority and selection will be made from the candidates of Orissa only. These five centres will able to generate about 5,000- 6,000 employment in the garment sector only and 20,00 -26,000 over the 11th plan period.

Following is from Volume 2 of the expenditure of Budget 2008-09.
- NISER/IOP: The IOP+NISER budget (item 9.04 of the DAE budget) is 69 crores in plan + 9 crores in non-plan = 78 crores. The nornal IOP budget is about 20 crores. Hence, 50-58 crores is the budget for NISER in 2008-09. (Note that in 2007-08 IOP was allocated 32.75+7 crores and it spent 27.6+8 = 35.6 crores. I..e, Probably 15-18 crores were spent for NISER. )
- IISER: There is a budget of 150 crores (item 61 of the Higher education budget) for the five IISERs. (The budget for three of them was 125 crores in 2007-08, out of which only 60 crores was spent.)
- new IITs: There is a budget of 50 crores (item 60 of the Higher education budget) for the establishment of three new IITs. (The budget for them was 80 crores in 2007-08, out of which only 0.01 crores was spent.)
- new IIITs: There is a budget of 21.4 crores (item 57 of the Higher education budget) for the establishment of new IIITs.
- AIIMS-like: There is a total budget of 490 crores (item 26 of the Health ministry budget) for the establishment of 6 new AIIMS-like institutes and upgradation of 10 other institutes. In 2007-08 the budget for this was 150 crores out of which only 90 crores was spent; most of it went to the upgradation part.
- NITs: The budget for the NITs (item 69 of the Higher education budget) is 808 (plan) + 285 (non-plan) = 1093 crores. Rs 608 crores of that is for enhancing the number of students to account for the OBC quota.
- IITs: The budget for the IITs (item 38 of the Higher education budget) is 1171 (plan) + 525 (non-plan) = 1696 crores. Rs 771 crores of that is for enhancing the number of students to account for the OBC quota.
- IISc Bangalore: The budget for the IISc (item 41 of the Higher education budget) is 130 (plan) + 91 (non-plan) = 221 crores. Rs 70 crores of that is for enhancing the number of students to account for the OBC quota.
- UGC: The budget for UGC (item 3 of the Higher education budget) is 3095.5 (plan) + 2009.4 (non-plan) = 5104.9 crores. Rs 875 crores of that is for enhancing the number of students to account for the OBC quota.
- NIRTAR and other 6 institutes for blind, deaf, mentally retarded and orthopaedically handicapped: The budget for them (item 21 of Ministry of Social Justice budget) is 47+27.05 crores.
- IIST (Indian Inst. of Space Sc. & Tech): Its budget (item 12 of ministry of space) is 65.25 crores. 25 crores out of a budgeted 75 crores was spent in 2007-08.
- ISIs: Its budget (item 4 of ministry of statistics) is 22.5 + 51.96 crores.
- NIFT: Its budget (item 11.01 of ministry of Textile) is 31.75 + 10 crores.
- Tourism: Its budget for training (item 5 of Tourism ministry) is 71 + 0.8 crores. It includes 26 Institutes of Hotel management, 7 Foodcraft institutes, IITTM, and NIWS (National Institute of Water Sports).
- CIPET: Its budget (item 2 of Ministry of Chemicals and Fertilizers) for the 15 centers is 31 crores.
- NIPER, Mohali: Its budget (item 7 of Ministry of Chemicals and Fertilizers) is 75+15 crores.
- National Institute of design: Its budget for (item 3 of ministry of commerce) is only 0.25 crores. It was 20.25 crores in 2007-08. It seems the funding pattern has been changed. There is now 50 crores (item 7 of ministry of commerce) for project based support to autonomous institutions which includes NID and several other institutions.

The proposed medical college on PPP (public private participation) mode at Rourkela continues to be an election promise. In 2004, Chief Minister Naveen Patnaik announced about it at a pre-poll rally.
Still there is no headway in the project as the government allegedly continues with its dillydallying attitude under the plea that the proposed site is disputed.
In the face of intense public pressure, while Rourkela BJD MLA S P Nayak assured to expedite the issue, a demand has gained ground that the proposed medical college and hospital be attached to the Rourkela Government Hospital (RGH).
Reliable sources said earlier the project got delayed for two years as a clause made it mandatory for the private partner to accept the proposals for Rourkela and Balangir simultaneously.
After much persuasion one GSL Trust came forward to be the partner but later made a quiet exit. The 650-bed medical college and hospital envisages to have 150 medical seats in the initial year.
The project requires a minimum capital investment of Rs 100 crore. While the Western Orissa Development Council (WODC) will arrange 25 acre cost-free land and Rs 10 crore, the rest fund would be raised through private participation.
Wasting much time in locating land, the WODC finally decided to use the surplus land of RGH. But, the local displaced persons staked claims on proposed site in court. A high-power committee is now looking into the project.

Shri S.K.Roongta, Chairman, SAIL along with Shri B.N.Singh, M.D. Rourkela Steel Plant called on the Chief Minister at Orissa Bhawan. They briefed the Chief Minister about the expansion plans of Rourkela Steel Plant. He intimated that it has been decided to increase the capacity of Rourkela Steel Plant from 2.1 million tonnes to 4.5 million tones hot metal with an approximate investment of Rs 10,000 Crore. He agreed to the suggestion of the Chief Minister to adopt the existing ITIs of the Sundergarh District and also launch Mobile Medical Vans for each block of the Sundargarh District to deal with the common medical ailments like Malaria. Chief Minister also asked the Chairman, SAIL to take up afforestation in the periphery area of the RSP in a big way.
