IIT in Punjab to be in Ropar (45 kms from Chandigarh) and classes will start this year. IIT Delhi will be the mentor institution: Times of India.

IIT in Gujarat to be mentored by IIT Bombay. Classes will start this year at the Vishwakarma Government Engineering College campus at Chandkheda in Gandhinagar district where IIT Bombay has the extension center. This year 120 students will be admitted in the disciplines of Mechanical, Electrical and Chemical. It will be located in the Gandhinagar-Ahmedabad Knowledge Corridor: Hindu , Indian Express.
IT BHU on its way to get IIT tag. The is expected to take around a year with the government modifying the BHU Act 1915 in Parliament.: Business Standard.
IIT in Orissa rumored to be located near Bhubaneswar. No formal announcement has been made but the IIT Kharagpur officials have discussed with the CM regarding their preferences and the CM has written to MHRD to allow classes to start this year.
IIT in Rajasthan to be mentored by IIT Kanpur and classes will start this year. 120 students will be admitted in Electronics engineering, computer science and mechanical engineering. "Apartments of IIT-K’s guest house would be converted into hostels for students of IIT-Rajasthan. Classes and labs would be held in shifts. If IIT-K classes are held in the morning shift, IIT-R students would have to attend classes in the evening and similar arrangement would be made for labs"."Along with IIT-K, Prof Sanjay Govind Dhande would also be the director for IIT-R" : Times of India.
IIT Hyderabad would be mentored by IIT Chennai. : Times of India.

In the meantime, Orissa chief minister Naveen Patnaik too has written to the Centre requesting that the IIT which is to come up in his state should begin functioning from the 2008-09 academic session itself.

… the Union ministry of human resources development has written to the state government suggesting three cities. And none among the three is the location favoured by the Rajasthan government, Kota. Instead, the ministry has suggested that the IIT be located in either Jaipur, Jodhpur or Udaipur. The logic behind the ministry’s suggestion, said sources, is that it wants the IIT located in a city which has an airport or is at least in close proximity to an airport. While all the three cities suggested by the HRD ministry have an airport, Kota doesn’t have one. The closest airport is in Jaipur, some 240 km away.
… both the other two new IITs — in Bihar and Andhra Pradesh — fulfil this HRD ministry criteria. The one in Andhra Pradesh will be located in Isnapur near Sanga Reddy in Medak district and won’t be too far away from the twin-cities of Hyderabad-Secunderabad. … the new IIT which will come up in Bihar is located some 40 kilometres away from state capital Patna, which has an airport. These three IITs will begin admissions from the 2008-09 academic session itself, though they will be functioning from the already-established IITs.
Prime Minister Manmohan Singh would lay the foundation stone of the Indian Institute of Science Education and Research (IISER) and Indian Institute of Space Technology (IIST).
The Central University sanctioned by the IHRD Ministry will be started in Kasargod district.
The Centre has also sanctioned another Central university with world class standards.

Now the Orissa Industrial Infrastructure Development Corporation (IDCO) has been asked to identify the land. IDCO has identified 3 spots for the proposed IIT.
Interestingly last week only, the MHRD sent a letter to identify a land measuring 600 acres for the proposed IIT in the vicinity of Bhubaneswar, which will be directly accessible to the airport, railway and national highway.
Nearest to Bhubaneswar is a temple land near Jatni is available which is only 25 km from the capital city. This is approachable with railway and national highway. But snag is that only 400 acres of government land is available, so it may not be acceptable for IIT.
Second place is near Banki-Cuttack Road, which is around 65 km from Bhubaneswar. There is a patch of more than 2000 acres of government land. However the place is not directly connected with national highway, but it lies the side of a state highway.
Third one is in Tangi of Bhusandpur near Chilka. More than 4000 acres of land is available in the low lying areas of Chilka. It will be more than 70 km from Bhubaneswar. The place is picturesque and its scenic beauty is enchanting. The NH-6 5 is passing nearby the place.
Out of these 3 places, one will be chosen.
Experts are visiting the places and it will take much time to reach a final decision. How ever nothing prevents MHRD to declare IIT Kharagpur as the ‘mentor institution’ of IIT Orissa and start the classes from this education year. IIT Kharagpur needs 3-4 acre of land as it is having an extension centre at Bhubaneswar. Only 70,000 square feet is needed to begin the classes.
In regards to IIT Odisha, Prof. Damodar Acharya, who as IIT Kharagpur director will be in charge of IIT Odisha, recently visited and discussed with the CM of Orissa on the IIT issue. I was told that there was a news item in the local edition of Times of India that the IIT in Odisha will start classes this year with 120 students. This news has not appeared in any other place yet.
… IIT Bombay, which set up its extension centre at Government Engineering College (GEC), Chandkheda, six months ago, will support the state education department in the entire process of setting up full-fledged IIT here, including faculty recruitment. The IIT will function from GEC Chandkheda- the institute from where IIT Bombay currently conducts 12 short-term courses under its continuing education programme
According to Principal Secretary, education department, Hasmukh Adhia, "After the media came up with its report on the decision to set up an IIT in Gujarat, we received the letter from the union HRD ministry. To which we have expressed the ministry that we consists readymade infrastructure at GEC, Chandkheda, which fulfils all infrastructural requirements as asked by it, so we came to a conclusion to set up IIT".
Pointing out the grey areas Mr. Adhia, "We have the entire required infrastructure in place. But the only thing which is missing here is the hostel facility for students. GCE, Chandkheda has very excellent housing projects in place and the problem of hostel requirement will be easily sorted out".
The HRD ministry’s decision to set up four IITs each in Gujarat, Orissa, Madhya Pradesh and Punjab, comes months after finance minister P Chidambaram declaration during his budget speech about setting up IITs in Bihar, Andhra Pradesh and Rajasthan. Initially, the three states will kick-start IITs with 120 students each for three undergraduate programmes in Computer Science & Engineering, Electrical Engineering and Mechanical Engineering. IIT-G is to follow the same pattern as well.
So Orissa could get 18 colleges (in 18 districts) and 11 polytechnics. Each of these colleges would be supported by GOI by upto Rs. 2.5 Crore or one-third cost with the balance being met by the State Government or Private participation.
The three-year Bachelor of Science course could soon be phased out across the country and replaced by a four-year BS course based on the American model.
In the new course, students in the first year will study core science subjects.
From the second year they will specialise and choose their electives.
The Bangalore-based Indian Institute of Science and the Indian Institutes of Technology could be the first ones to introduce the four-year programme.

The proposal is the brainchild of the National Knowledge Commission, which is headed by Prime Minister Manmohan Singh.
As per the last year records, 140 PhDs were awarded to engineering graduates by the Indian Institute of Technology, Delhi (IIT-D) highlighting the increasing trend of students opting for research.
To further encourage Research and Development, IIT-D has also come up with scholarships up to Rs.20,000/- per month for research students. Furthermore, accommodation and in-house facilities are also being provided to research scholars.
According to Mr. M. Balakrishnan, Dean, Post Graduate Studies and Research at IIT-Delhi, "Industrial Research and Development (R&D) in India, is getting bigger day by day. Today, the private sector employs PhDs in all disciplines- Automobiles, Energy, Environment, Materials."
Mr. Balakrishnan, while disagreeing to the fact that salaries are a constraint for PhD-holders, pointed out, "A PhD done by a researcher in any of the engineering field today is paid anywhere between Rs.8 lakh to Rs.16 lakh per annum."
He further added that, the companies involved in the technology establishment pay the highest amount, "Companies such as Google and Yahoo, who work with new technologies, pay the highest amount to the researchers."
The Human Resource Development Ministry has asked the State Government to identify land for the proposed Indian Institute of Technology and the Central University (CU) announced by the Centre.
In a communique to Chief Minister Naveen Patnaik, the Ministry has requested for 700 acres of land free of cost near the Capital for setting up Central University. …
The contour and the shape of the institutions, however, will be defined shortly. The new IT IIT and the CU will be set up during the 11th Plan period.
Update 3: Budget for new AIIMS-like institution is 332 crores each while for upgradation is 120 crores each of which 100 crores is from the central government and 20 crores is from the state government.

Based on the recommendations made by the Scientific Advisory Council to the Prime Minister (SAC-PM), it has been decided to set up three new Indian Institutes of Technology (IITs), one each in the States of Rajasthan, Bihar and Andhra Pradesh during the XI plan. In order to expand the facilities for high quality management education in the North-East, the Government has decided to establish an Indian Institute of Management (IIM), at Shillong.
After considering requests of the State Governments and other relevant factors such as existing regional distribution of Central Educational Institutions in the country, it has been decided to locate 5 more IITs and 6 more IIMs in the following States :-
IIMs – Tamil Nadu, Jammu & Kashmir, Jharkhand, Chhattisgarh (Raipur), Uttarakhand and Haryana.
16 States which do not have a Central University at present, and which will get one Central University each in the 11th Plan are Bihar, Jharkhand, Orissa, Madhya Pradesh, Chhattisgarh, Punjab, Haryana, Himachal Pradesh, Uttarakhand, Jammu & Kashmir, Karnataka, Kerala, Tamil Nadu, Gujarat, Rajasthan and Goa. Of these, in three States, existing State Universities will be taken over by the Central Government and converted into Central Universities. These three Universities are Dr. Hari Singh Gaur University, Sagar (in Madhya Pradesh), Guru Ghasidas University, Bilaspur (in Chhattisgarh), and Goa University. It has also been decided to locate 14 world class Universities, one each in the 14 States / Regions as detailed in the Annexure. State Governments of Bihar, Rajasthan and Andhra Pradesh have offered land free of cost for setting up of IITs in their States. Locations of remaining Institutes / Central Universities will depend on various factors including the sites as may be offered by the respective State Governments.
A total outlay for setting up of one new IIT, with an intake capacity of 860 students is expected to be Rs. 760 crores. The total outlay for setting up of one IIM, with an intake capacity of 180 students is expected to be of the order of Rs. 210.25 crores. The estimated cost for infrastructure of a Central University with a School of Medicine, with an intake capacity of about 12700 students, would be about Rs. 720 crores spread over a period of 9 years. These new Institutes / universities will be funded by the Central Government (except cost of developed land).

A spot near Hyderabad has been picked for the Andhra Pradesh IIT, but the HRD ministry and the governments of Rajasthan and Bihar are at loggerheads over finalising sites.
While the site Bihar picked suffers from waterlogging, the ministry considers the Rajasthan government’s choice — Kota — “too far from a major city”.
It looks to me that the new IITs will be in locations where they can form an ITIR (Information Technology Investment Regions) and close to an airport. It is not clear what "close" would mean. I hope 100kms is considered close enough. This could be an issue for the IIT in Orissa. In Orissa the major cities are (i) Bhubaneswar (1,636,216), (ii) Rourkela (542,481), (iii) Brahmapur (389,830) and (iv) Sambalpur (254,236). If Kota was not considered a major city, by that definition center may not consider Rourkela, Brahmapur and Sambalpur as major cities. But then too many institutes are coming up in Bhubaneswar and it would be better to have the IIT somewhat away from Bhubaneswar. With all these constraints, the only location that seems appropriate in terms of being near a major city and yet not in Bhubaneswar, but near another city in Orissa, would be a location between Bhubaneswar and Berhampur that is as far from Bhubaneswar as acceptable to the center. My guess is a location 100 kms from Bhubaneswar (on the NH) and on the major Rail corridor could be acceptable to the center as such a location would be only 1hr (to 1.5 hr) away from Bhubaneswar; thus not too far from the only major city in Orissa. Yet it will be close to Berhampur to positively impact Berhampur and help create a Bhubaneswar-Berhampur knowledge corridor. Also, if it is established in the Ganjam district (even though right on the Ganjam-Khordha border on the NH5) it will give a psychological boost to south Orissa which is tagged as among the most backward areas of Orissa and India.
Directors of some Indian Institutes of Technology (IITs) are understood to have written to Planning Commission Deputy Chairman Montek Singh Ahluwalia urging the government to give the proposed IITs some other name.
They are of the view that calling the new institutes “IITs” would dilute the brand image of the existing premier institutes, which figure among the world’s 100 best technology universities and are compared with the likes of MIT, California University and Berkeley.
If true, this is an unfortunate development. I do not think increasing the number of IITs from 7 to 16 is going to have any impact on the existing IITs, if done right. IIMs don’t seem to mind any "brand dilution"; the elitist attitude of the IITs is rather shocking.
IMHO, existing IITs are so good because of their students, faculty, and funding. If the government is willing to invest in the IITs and is careful in hiring the faculty, then the proposed IITs can have equally good infrastructure and faculty compared to the old ones. As far as students are concerned, doubling the intake is not going to impact the quality of students drastically. I believe that the top 6000 IIT JEE rankers are as good as the top 3000 rankers (or however many students are admitted these days). Finally, existing IITs are nowhere near MIT or UCB, so its not really a big gap to bridge for the proposed IITs.
Giving details of the measures, Secretary Higher Education R P Agarwal said Indians teaching abroad will be offered Ramanujan fellowship.
The fellowship would offer Rs 5 lakh for five years as research grant to them. Apart from this, they would be given a pay package of Rs 60,000 that would now be revised keeping the sixth pay commission in mind.
The acclaimed faculty teaching in India would be given the Bose fellowship. There would also be grants for paper presentation for all the faculty members, Agarwal said.
To strengthen the science stream, the research grant in the field would be increased.
"In India, only 2.9 per cent people are into research. Where as in US the percentage is 15 and in UK the figure is 25 per cent. Canada tops the list with 36 per cent and all these research works are done through their university system only in these countries," Agarwal added.
