The Indian Institute of Science’s (IISc) much-anticipated Undergraduate (UG) programme is most likely to be held at the institute’s Bangalore campus, and not at its proposed campus at Chitradurga.
This is part of a series of changes that the Institute incorporated into the original plan to bring on board faculty members who had expressed reservations on the programme.
… The revised proposal fleshes out details of the UG programme, and expands on proposals mentioned in the earlier one. To allay faculty fears, the new proposal specifies that the UG programme will not compromise the institute’s postgraduate nature, by limiting admissions to around 100 per year. “In the next 5 years, the envisaged undergraduate student population of the IISc will never exceed a number (400-500) which is more than 20 per cent of the post graduate population,” says the proposal.

Update: There have been some earlier news that the undergraduate program will be in a new campus at Chitradurga which is 200 kms from Bangalore. Chitradurga is to the North West of Bangalore. (Mysore is to the south west.)

… IISc is planning to introduce a unique four-year, research-based undergraduate programme, including interaction between the students and its researchers,
… The draft course prepared by the institute received the stamp of approval from the faculty at a meeting on September 2.
… The institute is hoping the undergraduate programme emerges a model for other institutions involved in higher education and research to follow. It will be titled a bachelors in science (BS) programme in a specialisation of the student’s choice — for instance in physics, chemistry or biology.
… IISc sources were tight-lipped about the selection process they plan to use to pick students for the course, but said it would be restricted to around 500 of the “brightest” students interested over the first five years.
… The undergraduate course structure drafted by the institute will in the first three years — over six semesters — aim at strengthening basic knowledge of classical scientific, mathematical and engineering subjects in students.
Students will have to study humanities — they can pick from courses in areas of history, philosophy, sociology and the management of science and technology.
After the first three semesters, students will have to pick a “stream” of their choice — a subject within the sciences and engineering that they wish to pursue in greater detail than other subjects.
While majoring in their chosen stream, students continue to study a certain minimum number of courses in other streams — to keep the course inter-disciplinary.
The final year of the course will largely be devoted to a research project each student must undertake.

Academic faculty within institutions have proved to be a big hurdle in ushering in changes in the research universities in India, charged Indian Institute of Science (IISc) Director Prof P Balaram .
Speaking at the Indian Institute of Astrophysics here on Tuesday, he said, “What we have found is that opposition to reform comes from academic faculty members within the institute, who are more comfortable maintaining the status quo.”
Prof Balaram pointed that in the ranking of world universities by the Shanghai Jiao Tong University, IISc was the best performing Indian university ranking between 300 and 350.
He also pointed that in 2003 the institute’s ranking was between 251 and 300. “So does this mean that our institute is going down, or that other institutes are going up, or that we are going up slower than other institutes,” he asked.
On steps to improve research in Indian universities, he said that academic faculty members must be open to the idea of change. Besides this, institutes need to get their administrative structure sorted out. “Right now, we are at a stage where there is a lot of interest from the political class to strengthen the higher education system,” he said.
Prof Balaram also said that ideal universities must include teaching along with research, both at the undergraduate and post-graduate level.
“Teaching and research are two sides of the same coin. Unfortunately, today universities have restricted themselves to teaching just post-graduate courses,” he said. Prof Balaram also lamented at the fragmentation of disciplines at traditional universities.
“In Karnataka for instance, we now have a specialised university for law, engineering, medicine, Ayurveda, and music. The traditional university is now restricted to just basic sciences and humanities, essentially leaving it to be ignored,” he lamented.

Recently there was some news reports regarding 7 new IIMs. This resulted in reactions from various circles in Orissa, including the CM. The CM shot off a letter to the PM. As per a report in Times of India:
In a letter to Prime Minister Manmohan Singh, Naveen protested the Union government’s decision to ignore Orissa’s "repeated demands" for an IIM.
The Biju Youth Janata Dal has threatened a stir. As per a report in ExpressIndia.com:
The Biju Yuva Janata Dal (BYJD) has threatened to launch a State-wide agitation if the Centre does not consider the State Government’s demand for the establishment of an Indian Institute of Management (IIM) in Orissa.
Even the Oriass Pradesh Congress Committee has chimed in. As per another report in Expressindia.com:
However, the Orissa Pradesh Congress Committee (OPCC) has demanded establishment of an Indian Institute of Management (IIM) in the State.A memorandum was submitted to Sibal by the OPCC at the Congress Bhavan here today.
The memorandum maintained that as Orissa is witnessing rapid industrialisation, the necessity for setting up an IIM is increasingly felt.Stating that such an institute will accelerate the economic development and consolidate the quality of human resources development in Orissa, OPCC requested the Minister to announce an additional IIM for the State along with the seven announced by the Centre.
Besides, OPCC demanded establishment of one national tribal university on the lines of Indira Gandhi Tribal University at Amarkantak in Madhya Pradesh in view of the heavy concentration of tribal population and their economic backwardness.
In a sense this is a good development as this shows that the politicians in Orissa are now aware of the importance of Orissa getting its share of centrally funded institutions. However, their knowledge is half-baked. The news they are reacting to is not a new announcement. On March 28, 2008 when an IIT and 2 central universities for Orissa was announced, there were announcements of new IIMs. At that time it was made clear that the new IITs and IIMs were announced in different states. So based on that, Orissa has nothing to complain about. It got an IIT instead of an IIM. An IIT costs 4 times than that of an IIM and can have its own management school.
It would be good to have an IIM in Orissa. But now the central govt. is stretched to implement the new IITs, IIMs and central universities it has announced for the 11th plan. So it is very unlikely that they will make any commitments for a new IIM. (The IIM in Rajasthan was a recent addition to the list announced on March 28, 2008. It was because of a typo in the speech of Finance Minister Pranab Mukherjee; but the govt. decided to honor his speech.)
What Orissa can do is follow the path of Andhra Pradesh which made a deal with IIM Ahmedabad for a campus in Hyderabad. Orissa can approach one of the other IIMs and make a similar deal for an IIM in Orissa. Because of the proximity, IIM Calcutta would be a good candidate. For now that is the best path. In addition, it should be ready to push hard for an IIM when the 12th plan documents are made.
Finally, what Orissa should be really doing is to focus on the 11th plan documents and budgets and make sure it gets its fair share. For example, the 11th plan document mentions that 5 of the new central universities will have a medical and engineering college during the 11th plan. Orissa should push Central University of Orissa, Koraput to be one of those 5 universities.

“The decision to set up IIM-A campus in Hyderabad was taken at a meeting between the board of governors of the institute and state government officials in Ahmedabad recently. The top management institution has now set up a committee to work out further modalities,” state government sources told STOI. Dons in IIM-A confirmed the development to STOI.
The move is said to be highly symbiotic. The 110-acre IIM-A campus is virtually saturated and there is no scope of any further expansion. “The AP government has offered nearly 150 acres of land virtually free of cost or at a nominal amount of Rs one per acre as well as a grant of Rs 100 crore. The seamless campus at Hyderabad would be bigger than the Ahmedabad location and have ultra-modern facilities,” the official said.
According to sources, IIM-A can benefit immensely by having an extension in Hyderabad. “The PGDM — commonly called MBA-course is the brand-building one, but not revenue earning. The institute can generate money only through short-term executive courses and the IT, biotechnology and infrastructure hub that Hyderabad is would attract many to join up,” sources said.
According to sources, reputed faculty from abroad are keen to join the institute and would be motivated by the access that the Hyderabad international airport would provide for them. “IIM-A is the top management institution in the country and Hyderabad is the hub of the emerging economy. Both will tremendously benefit with the setting up of the seamless campus,” officials said.
The YSR Reddy government thought of the seamless IIM-A campus after the Centre made it clear that a new IIM cannot be granted for Hyderabad since it already has an IIT. “And there is no provision for an IIM for Andhra Pradesh in the 12th Five-Year Plan (2013-18) as well. A seamless IIM-A campus would be an extension of the one at Ahmedabad and not another new campus. This way, the Union HRD ministry will also have no objection as it need not give any financial assistance,” said sources.
According to the sources, the IIM-A board of governors were highly appreciative of the facilities that were being offered by the state government for the growth and expansion of the institution. “Their efforts in the last few years to grow including opening a campus in Mumbai came a cropper. Besides, former HRD minister Arjun Singh shot down all the expansion plans of the IIMs. Therefore, the offer from the AP government was welcomed with open arms by IIM-A authorities,” officials said.
Apart from the flagship PGDM course, the seamless campus in Hyderabad would offer a slew of new ones as well as optional courses that the student from Ahmedabad can enlist for a short-term, the sources said.
… The committee set up by the IIM-A authorities is expected to submit its proposals shortly to the board of governors after which the institute will seek a formal approval from the Union HRD ministry.
Orissa should pursue a similar deal with IIM Calcutta for a campus in Orissa.

With the institution of the IIT at Bhubaneswar I can sea a visible change in this region. Bhubaneswar has already earned a place in the list of cities in this country as an educational hub and third in the country so far as the business ambience is concerned.
Very soon there will be more visitors to this city from all over the world for education, business and tourism creating a demand for an international airport and a lot of traffic through sea route,” said IIT Bhubaneswar Director Prof M Chakraborty at its first foundation day function here on Wednesday.
Prof Chakraborty said the day assumes added significance because it is the day, on which the academic programme of the institution began in the city though in a temporary building. Earlier, the classes were going on at IIT Kharagpur. The permanent building of the institute will be established on 936 acres of land at Argul near the city.
“The institute will promote a borderless academic environment, in which distinction between different branches of science and engineering will dissolve. We shall have the concept of schools rather than departments,” Prof Chakraborty said, adding that the institute is planning to open a School of Material and Mineral Engineering, a School of Ocean and Environmental Sciences and a School of Chemical and Biochemical Engineering in the near future. PhD programme is introduced from the current year and steps are being taken to provide Rs 5 lakh to every faculty member to initiate their research programmes.
Besides, there is a proposal to establish a science park with focus on innovations emphasising product design and product creation based global societal needs, he informed.

Following are some excerpts from that interview.
What are the institute’s immediate campus expansion plans?
We received 936 acres from the Orissa government in Argul. The master plan for the permanent and residential IIT-Bhubaneswar campuses is almost ready. Next we will appoint architects and consultants for project and construction management. IIT-Kharagpur will continue to be the mentor institute for IIT-Bhubaneswar for 2-3 years, beginning 2008. We started at the IIT-KGP campus in July 2008 with 100 students. Now we have moved to a temporary campus of 45,000 sq ft in Bhubaneswar. This space is IIT-KGP’s extension centre and was given to us by IIT-KGP. Currently, we are putting up all our students and faculty in a housing complex where we have hired 60 large flats.
Academically, what are your focus areas?
We started with three courses in July 2008. These were BTech degrees in civil, electrical and mechanical engineering. We plan to start a school of mineral and material engineering, considering the rich resources of Orissa. Also we intend to start studies in ocean sciences, environmental sciences and disaster management. School of chemical and bio-chemical engineering is also another priority area. Our new campus of 936 acres will have a science park where various industries would come and work with students and faculty. This will ensure our students’ exposure to on-job learning.
Also, we will not have separate departments for each discipline. For instance, we will have only one school of basic sciences which will encompass subjects like Physics, Chemistry, bio-science, arts sciences, and others. Similarly, our school of infrastructure management will encompass everything from construction, architecture to building materials, etc. This will ensure multi-disciplinary and inter-disciplinary research and interaction. Our aim is to encourage product designing and product creation based on societal needs, and in order to do that, a student needs to know right from the material selection to manufacturing to production to finished goods. Therefore, each school of learning should address all necessary knowledge required to build a product specific to that industry.
How many students and faculty do you have now, and what is the plan ahead?
When we started from IIT-KGP last year, we had 100 students. This year we have moved to the temporary campus in Bhubaneswar with 94 second-year students. We have 120 first years and 20 preparatory students. … We have 27 faculty members right now taking care of the first and second year students, and the drive is on for recruiting more faculty. Our plan is to have 2,500 students and 280 faculty within 3-4 years. In 15 years from now, we should have 10,000 students, 1,100 faculty and nearly 1,400 supporting staff.

Any specific plans to encourage research?
Research is one of our main focus areas and we are encouraging faculty to join us with their own research scholars. Even professors from other institutions would come to IIT-Bhubaneswar with their projects. All these projects are funded by various government departments and agencies, so once the researchers come to IIT-Bhubaneswar, the research funds would get transferred to our institute. We will soon advertise for research scholars to engage them in creating new knowledge, as then publish the findings. …
IIT-Bhubaneswar is also making provision for up to Rs 5 lakh research grant to a faculty. This would help them to invest in necessary infrastructure they require to carry out their research, like softwares, hardwares, books and journals, etc. Student researchers get a grant of Rs 15,000 per month. International exposure for faculty and student researchers and presenting their research papers at international conferences is another priority area.

IIT Bhubaneswar invites applications for faculty positions at the level of Professor, Associate Professor and Assistant Professor in the following disciplines.
Disciplines : Civil Engineering, Computer Science & Engineering, Electrical Engineering, Mechanical Engineering, Physics, Chemistry, Mathematics and Humanities & Social Sciences (Economics, English, Psychology)
Minimum Qualification
Ph.D. with first class or equivalent in the preceding degree in appropriate branch and evidence of the ability to pursue independent high quality research.
Experience
Professor : At least 10 years teaching / research / industrial experience of which 5 years should be at the level of Assistant Professor or 3 years as Associate Professor.
Associate Professor : At least 8 years teaching / research / industrial experience of which 3 years should be at the level of Assistant Professor
Assistant Professor : At least 3 years teaching / research / industrial experience.
Scale of Pay
Professor : Rs. 18400-500-22400/-
Associate Professor : Rs. 16400-450-20000/-
Assistant Professor : Rs. 12000-420-18300/-
plus allowances as admissible to Central Government employees.
(Pay and allowances are likely to be revised as per Sixth Central Pay Commission)
Academic reimbursements and other incentives
Full funding for attending national conferences either for presenting a paper or chairing a session as per Institute guidelines.
Financial assistance up to Rs.1.00 lakh once in 3 years for attending International conferences either for presenting a paper or chairing a session as per Institute guidelines.
Reimbursement of 75% of membership fee of one international professional society every year.
Book grant of Rs. 4000/- per annum.
Reimbursement of telephone charges up to Rs.750 per month.
Reimbursement of relocation charges from within India to the faculty members at the time of their joining.
Honorarium of Rs. 15,000/- per month to the teachers who have obtained Bhatnagar Award OR are having fellowship of at least two National Academies. A faculty member is entitled for only one of the two honoraria.

The newly set-up Indian Institute of Technology (IIT) in this Bihar city will start its doctoral programmes from next month, an official said on Friday.
"IIT-Patna will become the first among the eight new IITs set up last year to start PhD programmes," institute official Subhash Pandey said.
The IIT will have PhD programmes in computer science, electrical engineering, mechanical engineering, chemistry, mathematics, physics, humanities and social sciences.
Pandey said that interviews of the applicants are underway and there are 30 vacancies.
NOTE: IIT Hyderabad has already admitted eleven students for PhD Program in the January-May 2009 semester.

Following is an excerpt from a report in Business standard:
The HRD Ministry has granted permission to IIT Kanpur to open an extension centre in Noida, work on which will start within a week. IIT Kanpur Registrar Sanjiv Kashalkar told PTI that the work will be completed by 2012. He said that a ‘distance learning centre’ will also be opened there.
Kashalkar said the centre will function on the lines of India International Centre with technocrats imparting technical education through conferences. It will also provide several short-term management courses and refresher courses meant for distance learning, he said.
The premier institute has been granted five acres of land in sector 62 of Noida.

Update on 27th April 2011: The Central University location has been changed to Bander Sindri near Ajmer and only 80 kms from Jaipur. The Innovation University (previsouly referred to as National University) aiming for world class is now pushed for Jaipur. [Times of India]
The panel set up by the CM of Rajsthan has picked the following places to recommend to the central government for the various national institutes and universities coming up in Rajasthan. (From a Times of India report and another Times of India report)
- IIT : Jodhpur
- IIM: Udaipur
- National University aiming for world-class: Ajmer
- Central university: Bikaner.
The committee also recommended:
- a "futuristic" heritage conservation and museology centre in Jaipur
- an institute of Food Technology in Hadoti region of Kota
Currently the following national institutions exisit or are being made in the following places in Rajasthan:
- NIT: Jaipur
- LNMIT (private but top-notch): Jaipur
- National law School: Jodhpur
- AIIMS-like institution (being made): Jodhpur
The institutions are nicely distributed between various cities of Rajsthan, although people of Jaipur and Kota are not happy. The population of these locations are:
- Jaipur (World Gazetteer 2009): 3.1 million (has inetrnational air connectivity)
- Jodhpur (World Gazetteer 2009): 988K – (332 kms from Jaipur; has air connectivity)
- Udaipur (World Gazetteer 2009): 457K – (400 kms from Jaipur; has air connectivity)
- Ajmer (World Gazetteer 2009): 604.7K – (131 kms from Jaipur)
- Bikaner (World Gazetteer 2009): 624.6K – (321 kms from Jaipur)
- Kota (World Gazetteer 2009): 823 K (242 kms from Jaipur)
In contrast in Orissa the distribution of national institutions are more Bhubaneswar centric. Following is the status:
- IIT: Bhubaneswar
- NISER: Bhubaneswar
- AIIMS-like (being made) : Bhubaneswar
- National Law University: Cuttack (part of Bhubaneswar metroplex)
- IIIT (state-funded) : Bhubaneswar
- National University aiming to be world class: Bhubaneswar
- Vedanta University (private): Puri
- NIT: Rourkela
- Central University: Koraput
- IIIT (centrally funded): state wants it in Berhampur; center has identified as Bhubaneswar
Unfortunately, one of the reason given behind the above selection is the lack of connectivity and the size of places. Following is some information on that.
- Bhubaneswar (World Gazetteer 2009): 1.67 million (has airport but no inetrnational connectivity)
- Rourkela (World Gazetteer 2009): 551 K (no air connections) – 334 kms from Bhubaneswar
- Berhampur (World Gazetteer 2009): 403 K (no air connections) – 160 kms from Bhubaneswar
- Koraput-Jeypore-Sunabeda: 200K+ (no air connections) – 499 kms from bhubaneswar
- Puri (World Gazetteer 2009): 185K – 60 kms from Bhubaneswar
- Sambalpur (World Gazetteer 2009): 258 K (no air connections) – 321 kms from Bhubaneswar
- Jharsuguda-Belpahar-Brajarajnagar: 200 K (no air connections) – 374 kms from Bhubaneswar; 50 kms from Sambalpur
For the future, following are some of the steps that Orissa government needs to urgently take regarding developing more larger urban areas and having the national institutions more evenly distributed:
- Make sure the centrally funded IIIT is established in Berhampur
- Establish functioing airports in Jharsuguda, Rourkela and Koraput at the earliest
- Push for international flights to Bhubaneswar
- Push for upgradation of UCE Burla (Sambalpur area) to an IIEST (Indian Institute of Engineering Science & Technology)
- Push for the establishment of a branch of IGNTU (Indira Gandhi National Tribal University) in Phulbani
- Push for the establishment of IIM outside of the Bhubaneswar area
- Push for the establishment of a centrally funded KBK Inst of Engineering and Technology (along the lines of SLIET and ABAGKIET) in Kalahandi or Balangir.
- Push for upgrading another medical college (Berhampur or Sambalpur) to AIIMS level.
- Push for establishing NID in a location outside of Bhubaneswar
- Push for establishing NIPER in a location outside of Bhubaneswar
- Push for a BITS Pilani campus in a location outside of Bhubaneswar
