Labor minister Pushpendra Singh Deo appeals on ESIC Medical College

This creates an interesting situation. On one hand Rourkela is really the right location for the ESIC Medical college; but on the other hand changing of an already announced location can be dangerous in that it opens up other attempts to change other locations. No announcement of a location will be safe as  people from other aspiring areas will keep trying to change it and some of that may result in instability and chaos.

While ESIC medical college case is a very very special case,  and we tried to make that case, it seems to be very difficult to make people understand that. Even we have failed in that in these pages.

That may be one of the reasons Orissa government is being stubborn on the ESIC Medical college case.

As the Telangana case illustrates how one decision can have snowball effect on the rest of the country, unless the ESIC case is carefully handled (by all sides) it can create chaos across the state.

I am delighted to be here today to participate in the foundation stone laying ceremony of this National Institute of Science Education and Research. The institute symbolizes our commitment to the development of Odisha and its people. It also symbolizes our commitment to the cause of education, and particularly to science education. 

We recognise the important role that education has to play in our development process and our steady progress towards being a modern knowledge society. In the last about five years our government has undertaken a massive expansion and improvement of our education system at all levels. But we realize that we need to do much more. 

In the area of science education particularly, I share the concern that our best minds are not turning to science. We must find ways of making science more attractive to our youth. We must improve the quality of teaching in science and mathematics at the school level. At the university level we must ensure better infrastructure, high quality faculty and greater interaction between academia and industry. 

Since independence, there has been a great deal of progress in our Science & Technology system. This is evident from the success of the mission-oriented Science &Technology agencies, like the family of Department of Atomic Energy institutions, that have made our nation proud. We are committed to ensure operational autonomy, including in matters of appointments, to various institutions of excellence under the Department of Atomic Energy as is the case with some other scientific institutions of eminence in India. 

I am also aware that we need to increase our expenditure on Science & Technology from its current level of 1% of our GDP. This is about half of the level of developed countries. The Government is committed to increasing Research & Development funding and for the last few years, we have been allocating larger budgets in this area. But I also expect the private sector to do more for Research & Development. We also need more public- private partnership in Research & Development in all areas of Science & Technology. 

One way of making careers in science and technology attractive would be to improve remuneration and ensure the integrity of the selection process. It is well known that the initial starting salary for scientists with a PhD in India is often lower than those of Engineers, Doctors and Management graduates. It is obvious that if talented young people are to be retained in science, scientists have to be treated differently than other Government employees in service and salary matters. 

It is our expectation that the National Institute of Science Education and Research will produce scientific trained manpower of a very high quality which could directly find placement across the country. There will be greater emphasis on branches of science relevant to the Department of Atomic Energy, which also cater to better exploitation and utilization of Odisha’s natural resources. Odisha’s mineral and marine resources will be taken into consideration in designing training programs for students here. 

We expect NISER to be an institute at par with the best in the country in terms of facilities and faculty. It will have a research to teaching load as practiced in the best universities in the world. This will ensure world class education and also attract the best researchers. It will have world-class experimental facilities in all the current and emerging branches of science including physics, chemistry, modern biology and environmental sciences. I am confident that the National Institute of Science Education and Research will become an eminent institute for science like TIFR and IISc. 

Let me end by wishing the National Institute of Science Education and Research all the very best in the years to come. Odisha has produced many outstanding scientists like Jogesh Chandra Pati. I hope this institution will produce many more great men of science. I also wish all of you all success in your efforts to make India stronger in Science and Technology.”

160 construction companies bid for the AIIMS-type institutes

There is an unprecedented response for tenders for the construction of new All India Institute of Medical Sciences (AIIMS)-type medical institutions in Patna, Raipur, Bhopal, Bhubaneshwar, Jodhpur and Rishikesh.

Sources in the Ministry of Health and Family Welfare sais around 160 construction companies joined the bidding making it more competitive.

Thanks to the incentive package, if the construction of the institute is completed within the stipulated time or little in advance of the scheduled time, the company would get benefit of Rs 10 crore at one stroke. As per the detailed project report, construction cost of each institution, which comprises the medical colleges and the hospital, is around Rs 300 crore and for the all the six institutes, the cost would be around Rs 1800 crore.

Sibal in Singapore; talks about co-operation in building Innovation Universities

Following is an excerpt from a report in Times of India.

Sibal, who was speaking at a Singapore Symposium here, said both India and Singapore will cooperate in setting up 14 innovation universities in India.

India needs modern universities to bridge the huge skill shortage gap and Singapore can be the best country to partner with in this area. Infrastructure, education, and skill development are the potential areas of cooperation between the two countries," he said.

Sibal said India is grappling with the challenge of building architecture for 21st century cities and cooperation with Singapore in this sector can be beneficial in identifying a possible solution.

Singapore has achieved an enormous level of excellence in innovation and India is rich in skilled manpower, and greater cooperation between the two countries can result in win-win opportunities for the two countries," he added.

Sibal said India has very recently initiated steps to reform the education sector and added that positive results are expected by 2014.

Following is excerpted from a PTI report in Hindu.

With a large number of rural people migrating to urban areas, the government is planning to set up an innovation university dedicated to study and research in sustainable city development, HRD Minister Kapil Sibal said today.

This university will work on all issues, including city planning, water management, urban transport, housing and energy, he said at ‘The Singapore Symposium’ here.

The government will set up 14 innovation universities. One of them could be on the area of city development which will work on technology solutions for urban planning,” he said.

Mr. Sibal said that urban areas in the country are yet to be developed. They suffer from myriad problems starting from power crisis to drainage and water management. The government is looking for partnerships with various agencies for starting such innovative universities.

Why cannot we have a partnership with Singapore to move forward?” he asked.

The government is in the process of setting up 14 innovation universities aiming at world class standards. Some of these universities would be set up in partnership with foreign institutions.

After US and UK, Singapore is the third country where the Inidan government has mentioned possible partnership/co-operation for developing its proposed innovation universities.

First hint that the CM is aware of the ESIC medical college in Rourkela issue

Chief Minister has now demanded the Government of India to favour with a Dental and Nursing College for the Steel City, said official sources.

State Government in the Department of Labour & Employment (DOLE) has asked the Ministry of Labour to set up the facilities in Rourkela keeping in view the long standing demand of the people.

After Rourkela has been sidetracked for a Medical College & Hospital, the State Government has initiated the move to set up Dental College and College of Nursing in the city.

…Nearest Hospital for them is Sambalpur and IPs require frequent references for their dental problems.

Further there is extreme shortage of nursing staff in the health institutions of the state including ESI Medical Institutions.

So both Dental and Nursing College is needed, said Satya Prakash Nanda, Development Commissioner.

Mr.Nanda has taken up the issue with P C Chaturvedi, the Union Secretary Labour & Employment.

It has been agreed that ESIC would consider opening up of a Dental College and College of Nursing at Rourkela.

Investment in both the institutions will be around Rs.100 crores, said Sardar Jagar Singh, Secretary Labour & Employment.

Mr.Singh said that he has brought it to the notice of C D Kedar, the Director General ESIC.

Although a dental and nursing college (if it happens) is better than nothing, but it still does not seem to address the issue fairly. If there are more ESI insured people around Rourkela, the medical college should be established there. If there is some real logical reason why the medical college is being made in Bhubaneswar then the officials involved should spell that out.

Congress leaders demand that the proposed (during the 11th plan) central/national/innovation university in Bhubaneswar (Update: Or is it the one in Koraput) be named after Utkalmani

Update: Samaja has a report on this where it first says that the Central Univ in Koraput was demanded to be named after Utkalmani and then it says that the central univ in Bhubaneswar was demanded to be named after Utkalmani. See the article at the bottom. I guess different people in the assembly demanded different things.


Following is from a report in Orissadiary.com.

During the 11th Yojna there is a proposal to open a Central University in Bhubaneswar. The Chief Whiff of Opposition Prasad Harichandan Demanded in the House on Friday  to request the Centre for name the University as Utkalmani Central University. Legislature Santosh Singh Saluja also seconded the proposal.

Just to avoid confusion, the 11th plan details are already in place and the central university mentioned above in all probability refers to one of the two central universities (for Orissa) out of the 30 that are being established in India during the 11th plan. Following is a walk through on how the name evolved from "world class central university" to "national university" to "innovation university." However, many still refer to it as central university which has caused some confusion.

It has also been decided to locate 14 world class Universities, one each in the 14 States / Regions as detailed in the Annexure.

The Government proposes to establish 14 National Universities aiming towards world-class standards the 11th Plan period.  A State- wise list of cities identified or locating these universities is annexed.  A preliminary draft of the Concept Paper on setting up of these universities was prepared by an Expert Committee constituted by the University Grants Commission.  The Expert Committee has held extensive consultations with eminent educationists, academics and policy makers.  The relevant recommendations of the National Knowledge Commission have also been taken into consideration by the Expert Committee while revising the draft Concept Paper. The Concept Paper is, however, yet to be finalized by the Committee.

The Government of India in its Eleventh Plan has given a major thrust to education. The Central Government has taken several initiatives in respect of new institution building. These include setting up of 30 new Central Universities

I am happy to say that the State of Orissa is also getting its due share. We have decided in this Plan Period to have in Orissa State, one Central University, one National University aiming for world class standards, …

The Government is considering a proposal to set up 14 Universities aiming at world class standards at the following locations:-

14. Bhubhaneshwar (Orissa)

Universities aiming at world class standards would act as exemplars for other universities including Central Universities, in benchmarking standards of teaching and research to those prevailing in the best universities in the world. This information was given by the Minister of State for Human Resource Development Smt. D. Purandeswari, in a written reply to a question, in the Rajya Sabha today.

Somewhere down the line, the nomenclature changed to "Innovation Universities" and two concept papers for it were made available at

Following are some excerpts from the first one: 

… the XI Plan proposes the establishment of 14 Innovation Universities aimed at world class standards. These Universities would be at the fount of making India the global knowledge hub and set benchmarks for excellence for other Central and State Universities.


Past the 11th plan there is possibility of additional central and national/innovation universities. (The Knowledge commission has talked about 50 national universities.) Orissa should be ready for these. In particular infrastructure (read "airport") is often being mentioned as an important criteria; especially for the national/innovation universities. Thus before the 12th plan document starts getting drafted, Orissa must have the Jharsuguda and Rourkela airports in operation and Berhampur linked properly to the Bhubaneswar airport through regular airport shuttle.

In addition Orissa leadership should from the very beginning (of the 12th plan drafting) focus on other parts of Orissa; otherwise Orissa will completely miss out on the new developments of the 12th plan which is only 3 years away. More details on how Orissa government can proactively shape the 12th plan by being prepared and by pushing for institutions that can be established in less-developed places (Balangir, Bhawanipatna, etc.) is discussed in http://orissa2020.org.

Status of various newly started central universities

Following is extracted from Swaha Sahoo’s report at  http://in.news.yahoo.com/32/20091203/1053/tnl-makeshift-universities.html. It originally appeared in Hindustan Times. (The article has the first name of the CUO VC wrong. Her name is Surabhi Banerjee and not Saswati Banerjee.)

  • Central University of Orissa, Koraput: Started with four teachers taking post-graduate courses in English, Oriya, sociology, anthropology and tribal studies, and journalism and mass communication. One lecturer left soon after joining."We are not short of faculty and have visiting teachers. The procedure to appoint regular faculty takes time," said vice-chancellor …. The university has plans to appoint 15 faculty members initially. With 150 post-graduate students … Guest lecturers are not too keen on visiting the Central University of Orissa because reaching Koraput, 450 km southwest of state capital Bhubaneswar, is difficult. A single passenger train a day runs from the state capital Bhubaneswar and takes 18 hours to reach Naxal-affected Koraput. The closest airport is in Vizag in Andhra Pradesh, a five-hour drive. "Unless some sort of infrastructure development happens in and around the central universities, attracting faculty and providing quality education will be difficult,” said … Banerjee.
  • Central University of Haryana, Mahendragarh: Lord Krishna Central University of Haryana has been functioning temporarily from the Government Education College at Narnaul, the headquarters of Mahendergarh district, about 130 km west of Delhi. There is no place for teachers and students to stay at the college campus. There is a community health centre (CHC), only one cinema hall, a government school, and a few private schools in Mahendergarh. About 40 km from this place, about 500 acres of panchayat land for the university is under transfer. The process of admission for the M Phil and Ph D courses in English, Economics and Political Science is on. The temporary administrative office of the university is in Gurgaon, adjacent Delhi.
  • Central University of Bihar: The state government wants to set up the central university in Motihari, 135 km north of Patna. Vice-Chancellor Janak Pandey has proposed for setting up a multi-centre campus, with Motihari as the main venue. Motihari does not have air connectivity. The university is functioning at a makeshift campus in Patna, mostly with teachers on contract from the Tata Institute of Social Sciences, Mumbai, and the Institute of Development Studies, Jaipur. … In Bihar, the HRD ministry has attached conditions to the state government’s proposal for a central university at Motihari, 135 km north of Patna. Sibal wrote to Bihar Chief Minister Nitish Kumar in October that the state government should develop infrastructure such as roads and air connectivity as soon as possible.
  • Central University of Kerala: .. began two interdisciplinary courses – MA in Comparative Literature and Economic Theory and Global Governance – while only five of the 25 seats in Economics and 15 of the 25 seats in English filled. Teacher shortage …
  • Central University of Gujarat: … 25 posts have been sanctioned, but since recruitment is yet to take place, the university has begun functioning with three teachers on contract, temporarily in Gandhinagar. Land is yet to be allotted.
  • Central university of Karnataka: “We have constructed just a boundary wall on the 621 acres of land handed over to us and will soon begin construction,” said A.M. Pathan, vice-chancellor of the Central University of Karnataka.
  • Most of the universities have come or are slated to do so in educationally backward areas such as Koraput (Orissa), Thiruvarur (332 km south of Chennai), Gulbarga (663 km north of Bangalore), Mahendragarh (in Haryana; 130 km from Delhi), Kasargod (650 km north of Thiruvananthapuram) and Bathinda (Punjab; 146 km west of Chandigarh). The following have temporary locations: Patna, Brambey (20 km west of Ranchi in Jharkhand), Jaipur, Gandhinagar and Kasrgod. The ones in Himachal Pradesh and Jammu & Kashmir have not started functioning.
  • … only five central universities (Haryana, Karnataka, Orissa, Punjab and Tamil Nadu) have managed to find land for setting up permanent infrastructure.
  • In Himachal Pradesh, for instance, the dispute between the state and Central governments has come in the way of setting up the campus.

These are all teething problems and as the campuses get built things will change for the better. Despite these problems, it is wise that many of the states picked the backward areas for these universities.

Some of the things the Orissa government needs to do is:

  • Start a daytime train between Bhubaneswar and Koraput. The distance between them is 679 kms. (Note that Koraput has a daily train to Howrah and a new daily train to Rourkela has been announced in this year’s budget.)
  • Start an intercity between Visakhapatnam and Koraput. (Distance is 216 kms.)
  • Open a knowledge park of 200 acres near the central university. This knowledge park should contain an STP, and other amenities. the state should invite trustees of some of the top private engineering colleges to establish educational institutions such as engineering colleges in this knowledge park.

Another point to note is that Central University of Bihar VC is planning a multi-center campus.  CU Orissa should do the same and have multiple centers in the KBK region.

Vacancies galore in IITs, IIMs, IISc & NITs

… the Lok Sabha was told today.

The vacancy has arisen due to retirement and resignations in these top institutes, HRD Minister Kapil Sibal said in a written reply.

Giving details of the vacancies, he said the faculty position in the IITs stands at 2,983 against the sanctioned strength of 4,267. Similarly, there are 388 faculty members against the sanctioned strength of 468 in the IIMs.

The situation is no different in National Institutes of Technology (NITs) where the faculty position stands at 2603 against the sanctioned strength of 3747.

The scenario is critical in Indian Institute of Science, Bangalore where there are only 210 faculty members while the sanctioned strength is 478.

India’s effort to address imbalances in higher education: PIB

LOK SABHA 

The National Sample Survey (NSS) data for 2004-05, indicates rural-urban disparities, gender disparities, inter caste disparities, imbalances in access opportunities for tribal population of the country, disparities amongst religious groups and differences in enrolment rates between the poor and non-poor. The Gross Enrolment Ratio (GER) in higher education for the nation as a whole as a percentage of the population cohort in the age group of 18-24 years is 12.4% based on 2007 enrolment data whereas the GER in secondary education (class XI-XII) as a percentage of the population in the age group of 16-18 years is 28.96% based on data reported in Selected Educational Statistics of 2006-07. 

During the Eleventh Plan establishment of Central Universities in hitherto uncovered States has been envisaged. 15 New Central Universities have been notified on 15.1.2009 and another Central University has been established in Jammu Division of the State of Jammu and Kashmir. The Indira Gandhi National Tribal University (IGNTU) has been established for facilitating and promoting studies in areas concerned with the way of life of the tribal population in the country. A new Regional Centre of the IGNTU has been inaugurated in Manipur. University Grants Commission (UGC) has invited detailed project proposals from State Governments for Establishment of 374 model degree colleges in the districts having GER lower than national level with the Centre-State funding in the ratio of 1:1 for Special Category States and 1:2 for other States. The Eleventh Plan has schemes for incentivizing State Government for setting up of new institutions or expansion of existing institutions with Central assistance with focus on underserved areas, strengthening colleges and State universities with focus on underserved areas which are not presently eligible for receiving assistance from UGC to enable these institutions to fulfil the criteria for UGC assistance, additional assistance to State universities and colleges which are already declared fit to receive grants under Section 12B of the UGC Act. The All India Council for Technical Education (AICTE) has permitted second shift in certain engineering colleges and polytechnics. Expansion of intake in Central Educational Institutions by 54% has been undertaken consequent to the implementation of the Central Educational Institutions (Reservation in Admission) Act, 2006. A scheme of interest subsidy during moratorium period for students accessing educational loans for technical and professional education has been notified on 8.9.2009.

Correlation between Cafe Coffee Day outlets and Knowledge hubs – just for fun

Cafe Coffee day is a coffee outlet company which has 833 cafes across 118 cities, mostly in India. Often there is a correlation between number of people working in the "knowledge" sectors and coffee drinking. Using that parameter following is a ranking together with their metro ranking based on the Gazetteer.

Although the above is just for fun and I can see at least some inaccuracies (for example, Bangalore should probably at the top, and Hyderabad should be at least above Kolkata) it does make some sense.

In the context of Orissa, I think Bhubaneswar has a decent chance to be in the top 10 knowledge hubs of India within a few years, and not just in terms of coffee outlets; the top 8 are untouchable for Bhubaneswar (for at least the next decade), but it is a fair game after that.

IIT Gandhinagar to have part-time jobs for students

The Indian Institute of Technology, Gandhinagar (IIT-GN) will begin an ‘earn while you learn’ offer for its undergraduate students. …

"Selected students from the second-year batch will be allowed to work for a maximum of eight hours a week during the semester, and 40 hours per week during the vacations.

They will be paid a remuneration of Rs50 to Rs80 per hour. Initially, 25 to 30 students will be selected for the programme," said Jaison Manjaly, assistant professor and faculty coordinator for the programme.

… "The students will be engaged in the library, computer centre, laboratories, general administration, placement services, public relations etc," he said.

… Sudhir Jain, director of IIT-GN, said that … students with a CPI of seven and above will be eligible for participation in the programme.

Rourkela is the second largest metropolitan area of Orissa with an official metropolitan population of 550,668 but perhaps much more (at least 700 K) if one takes into account nearby places like Biramitrapur and Rajgangpur. It is probably the most cosmopolitan area of Orissa. Because of its steel plant it has world-wide name recognition. It has a lot of young talents; I am told that Rourkela youngsters have done much better in entrance exams like IIT JEE than from other parts of Orissa. Rourkela and the Sundergarh district have produced many national hockey players (both male and female), some of whom have gone on to captain the Indian national side.

Being an important station in the Mumbai-Howrah line, Rourkela is very well connected to both. The National Institute of Technology at Rourkela is often ranked among the top 5 NITs of the country; in recent years it has done much better and is in the process of starting a business program. Rourkela also has two private engineering colleges and at least one more is in the works. Rourkela has at least two good magament schools: Rourkela Institute of Management Studies (sometimes ranked nationally) and Indian Institute of Production Management, Kansbahal.  

Overall, Rourkela has the potential to be a Tier II city of India at the level of Vizag, Chandigarh, etc. But unfortunately, that has not happened so far and active organized efforts need to  be made to achieve that.

So here I will list some of the things that should be pursued so that Rourkela becomes a Tier II city of India.

Knowledge and HRD aspects:

  • Metropolitan University: Rourkela is perhaps the largest metropolitan area of the country, or may be the whole world which does not have a general university. This needs to be rectified at the earliest. IMHO, the best model to follow would be of Delhi University. So a Rourkela Metropolitan University should be established  with graduate programs as well as with a few constituent colleges spread (offering Bachelors as well as Masters degrees) across the metropolitan area, but with no affiliated colleges. The exisiting government colleges in Rourkela (Govt. College, Rourkela; SG Women’s, Rourkela and Rourkela College) would be made constituents of this university.
  • Medical College: Although a WODC sponsored PPP-based medical college is in the works, we must continue pursuing an ESIC medical college here. SAIL, which is making a medical college in Bokaro, should also be pushed to establish a medical college here.
  • BPUT: BPUT must become fully operational from Rourkela.It  needs to have real departments and centers and offer its own courses. It should be expanded to have programs in Science and Humanities.
  • Research Centers: The state should pursue one of the central government departments such as CSIR, DAE, Sc & Tech, etc. to open a research center in Rourkela.
  • Centrally funded University: At some point a centrally funded university should be pursued for Rourkela.
  • More private institutions: Rourkela has the population base and the amenities that metropolitan areas offer to have more private institutions such as engineering colleges, management institutions etc. A multi-pronged apporoach should be taken.
    • Local big industries should be cajoled to participate in this. For example, SAIL is also planning an engineering college in Bokaro. They should be pushed to have one in Rourkela.
    • Local people should also open private institutions on their own.
    • Educational foundations inside and outside state that have developed good private institutions should be approached and invited to open institutions in Rourkela. Inside Orissa, institutions like Silicon and NIST should be approached. 
  • STP: The STP at Rourkela should be expanded.
  • IT/BPO: Because of the cosmopolitan nature of Rourkela, it would be a good place for BPO and call center operations. This should be pursued.
  • Sports Institute/University: Sundergrah district is considered by many to be the Hockey cradle of India, both in men’s and women’s hockey. It has produced both Men’s and Women’s hockey team captains in Dilip Tirkey and Jyoti Sunita Kullu. Orissa government should pursue to establish a National Sports Institute (of the kind in Patiala) in Rourkela. It should include programs in physical training, coach training, official training etc. This would specially contribute  in the enhancing the employment opportunities for Adivasis who constitute 50.74% of Sundergarh’s population.

Connectivity Aspects:

  • Rail Connectivity -Trains: While the connectivity to Mumbai and Kolkata is marvelous, connectivity to other places needs improvement. Dilip has a good list of new trains needed for Rourkela at http://rourkelarail.wetpaint.com/page/DEMANDS. This list is:
    • Rourkela-Bhubaneswar Intercity Express( Day Time)
    • Rourkela-Berhampur Gajapati Express
    • Rourkela-Secundarabad/Hyderabad Express
    • Trains to New Delhi from Bhubaneswar via Rourkela OR Rourkela-Nizamuddin/New Delhi Express (Any extension of Ranchi-Hatia or Tatanagar trains will also work)
    • Trains to Patna and Eastern U.P.
  • Rail Connectivity-Others: The Talcher-Bimlagarh line must be fast-tracked.
  • Roads: The 4-laning of the state highway 10 connecting Sambalpur and Rourkela must be expedited.
  • Air Connectivity: Rourkela airport must be made functional with commercial flights at the earliest.

Metro area:

  • A larger metropolitan area for Rourkela that includes Kansbahal and Rajgangpur in the west and Biramitrapur in the North must be formally established.
  • The state government should pursue Rourkela to be included in JNNURM.

Building World Class Universities: Keynote address by Prof Richard C. Levin, President, Yale University, USA at FICCI 2009 Higher Education Summit

It is a great pleasure to be with you this morning, and an honor to have the opportunity to address this distinguished audience, filled as it is with a diverse and accomplished group of leaders from across India. I thank you for the opportunity.

Over the next two days, you will hear about many of the most pressing issues facing higher education in India, issues that are also challenging universities in the United States and across the globe: reforming regulation and accreditation; using technology; ensuring afford ability; and promoting publicprivate cooperation. All of these issues present opportunities to improve our universities and further the good work they do in society.

It is an honor to have with us today the Union Minister for Human Resource Development, Kapil Sibal.

Only a week ago, Minister Sibal visited Yale, and I was pleased to learn about his ambitious vision for higher education in India. He has shown intrepid leadership in fashioning the Ministry’s plans for new world-class universities, and for making the challenge of improving India’s higher education system a national priority.

There is no doubt that India possesses a number of educational institutions that have made their mark, and will continue to make their mark, on the world stage. The Indian Institutes of Technology, the Indian Institute of Science, and the Indian Institutes of Management are among these. But the rise of this country to become one of world’s economic powerhouses begs for expansion in India’s higher education system. The need is a striking one. India is already the world’s largest democracy. In two decades, it will be the most populated country in the planet, and by 2050, it is likely to become the second largest economy in the world.

We hear much about today’s "knowledge economy,” and for good reason: it is the innovation born at the world’s great universities – and the leaders who are trained there – that will drive the economic growth and continued prosperity of India and the world’s other leading economies in the coming decades.

With this in mind, Minister Sibal and the Indian government have rightly set the dual goals of increasing access to higher education and creating a group of new, worldclass universities. Today, only 12 percent of college-age Indian students pursue higher education. By contrast, in the United States, 63 percent of students go to college; among the 30 member countries of the Organisation for Economic Co-operation and Development, the average is 56 percent. Minister Sibal has articulated an ambitious target of 30 percent of Indian students pursuing higher education by 2020.

Increasing access will require the expansion of enrollment at existing institutions and the creation of many new ones at all levels. The new world-class universities will only contribute a small fraction of the required increase in enrollments throughout India, but they will play an especially prominent role in India’s future development.

First, however, these universities must be built, and that is what I will speak about today: the challenge of building world-class universities.

A great research university is not built from the bricks and mortar of its campus, but of the students and scholars who inhabit it, and the discourse and ideas they share. A university exists not for the purpose of handing out diplomas to those who go through its doors, but to advance knowledge and to educate young people to become critical thinkers and society’s leaders. Building a world-class university is far more than a construction project – it is building a community of knowledge, far more than it is building a campus. A world-class university avails its students not just of courses of study, but of an environment that facilitates learning and growth in all areas of human endeavor. The university is composed of many things: a distinguished and engaged faculty; broad library and museum collections; state-of-the-art laboratories and computing resources; and a wide range of extracurricular, cultural and athletic activities, to name just a few essential components.

At the most fundamental level, a world-class university contributes to the world in three ways: through research, through education, and through institutional citizenship.

First, by facilitating advancements in science, technology, and medicine, research universities help spur economic prosperity and the advancement in the health and quality of life in communities across the world.

Second, by educating students, great universities prepare the next generation of leaders, leaders who will be able to tackle new problems and new situations with maturity and flexibility and who see the world with curiosity and an open mind.

Third, by acting as models of institutional citizenship, world-class universities contribute to the betterment of society and instill in their students social responsibility and an appreciation of service to their communities.

Let me discuss each role of the university in turn.

Inspiring innovation

First and foremost, a world-class university must have a world-class faculty. This serves as the backbone of any institution. For a broad, comprehensive university to be considered world-class it must have a faculty that, through its research, is making significant contributions to the advancement of knowledge.

In our "knowledge economy," nations prosper by virtue of their capacity to innovate – to develop and introduce new products, processes, services, and even, new ways of thinking. The extent to which such innovation happens is a function of the continuing advance of science.

As the principal source of basic research, comprehensive universities playa fundamental and irreplaceable role in encouraging economic development and national competitiveness. This basic research is motivated by the quest for intellectual discovery, not some practical objective-but in the long run, it is the wellspring for all commercially oriented research and development. That fact, that fundamental research occurs within the university – rather than in government laboratories, non-teaching research institutes, or private industry – is an essential element of allowing a university to realize its full potential. When researchers are isolated in research institutes, students – especially undergraduates are deprived of exposure to first-rate scientists, their methods, and their research. Absent the best scientists, the quality of teaching will suffer, and the curriculum is less likely to include the most novel thinking and innovative approaches.

World-class research requires substantial resources, and it is important to allocate these resources to produce maximum social benefit. This is one area where America has far outstripped the rest of the world, by allocating its public funding for research not by seniority and not by political give-and-take, but through the strict meritocracy of peer review. India would be well advised to adopt this model.

The research undertaken in universities must not stay in the academic buildings and laboratories where it is born. To drive national innovation, it must move from theory to practice, and the university plays a key role in this process as well. Engagement with industry is a central function of the modem research university, as commercializing faculty inventions benefits both the university and the broader
society.

Training future leaders

Second, just as faculty members contribute, through their scholarship and research, to the intellectual vigor of their nation and the world, they also serve to shape the future leaders of their nation and, again, the world.

The phrase "the knowledge economy" that is so often spoken about would seem to suggest that universities impart to young people what is most obvious – that is, knowledge. But the best universities do not practice the mere transfer of knowledge from teacher to student. They focus not on the mastery of content, but on the development of their students’ capacity for independent, critical thinking.

Universities exist to teach young people how to think, not what to think. The best American universities seek to educate undergraduates not to be experts in a particular field, but to be creative, flexible, and adaptive; to approach problems critically and to collaborate with others to solve them; and to be able to understand different cultures and adapt to new environments. Universities like Yale train undergraduates not for a profession, but for life.

The method of education employed by America’s most selective universities what we know as the "liberal education" of undergraduates – is particularly well suited to preparing students to enter the rapidly-changing modem world. Courses are not principally about a student mastering a body of knowledge, but about that student’s mind being stretched. This must be a guiding light in the creation of a course of study: as many classes as possible should be small, small enough to take shape as active discussions, not as lectures passively attended. Students must be challenged not to memorize, but to analyze. Professors must serve as mentors, as sources of inspiration, not merely as lecturers and graders.

Students, too, should not find their development limited to the classroom. Students at Yale often say that they learn more over meals with their peers in university dining halls than they do in classrooms and lecture halls. In addition, extracurricular activities- producing a play, singing in an a cappella group, writing for a campus publication – help teach skills in teamwork, communication, and collaboration that students later put to use as their careers develop.

Bettering society

Third, a world-class university leads by example, both in its local community and in the-world. Acts of institutional citizenship have benefits on two levels: they represent a positive force for human welfare, and they also inspire students to embrace social responsibility in their own lives. To illustrate this point, I will give examples of institutional citizenship both locally and globally.

When I became Yale’s president in 1993, the city of New Haven had a distinctly negative external image. As soon as I took office, we created a comprehensive strategy to engage with our surrounding community, partnering with public officials and neighborhood groups to better the city in which we live. Our initiatives included an internship program to allow students to work in schools, community service organizations, and local government; a Homebuyer Program to subsidize home purchases by our faculty and staff in neighborhoods around the campus; a concerted effort to spin-off Yale research into commercial ventures, particularly in biotechnology and medicine, and a major investment in the redevelopment of the downtown retail district. As a result of these actions, our community has been dramatically strengthened.

On a more global scale, consider the issue of reducing carbon emissions. The problem of global warming requires a multinational solution, and no solution will succeed without the cooperation of the United States and India. But universities can and should – play an important role in the effort to curtail global warming, both in their research and in setting standards for their own carbon emissions. In 2005, Yale made a commitment to reduce carbon emissions to 10 percent below our 1990 level by the year 2020, which equates to a 43 percent reduction in our 2005 carbon footprint. If the nations of the world were to negotiate such a reduction in carbon emissions later this year at their meeting in Copenhagen, the planet would be much better off.

Of course, we acknowledge that even the most ambitious sustainability efforts at the world’s universities will not have a measurable impact on global carbon emissions. But in keeping with our mission as a teaching institution, we seek to inspire our students and lead by example. And I believe that the collective leadership of the world’s universities on this important issue may very well serve, over time, to make meaningful global cooperation more likely.

Conclusion

There is no doubt that expanding access to higher education in India is an imperative, and Minister Sibal and others should be commended for understanding its importance. Expanding access to higher education will raise the general standard of living and create avenues of upward mobility for the most disadvantaged. With adequate investment of resources, expanding access is an achievable objective; it has been done before, in Europe and Japan following the second World War, and in China within the last eleven years.

But building world-class universities is a Herculean task. It has never been done before in one concerted effort, by one country. And it requires more than money. But if India succeeds, the impact on Indian society and its aspirations to world leadership will be limitless. It is through world-class universities that the seeds of innovation are planted arid the next generation of leaders acquires the capacity to lead. As this dream is pursued, it will be important to ensure that even these elite universities are accessible and affordable, and not merely available to those whose families can pay for it.

The challenge is immense, but the potential gains are commensurate with the challenge. Through their research, teaching, and institutional citizenship, a new set of great universities will strengthen this society, and the people of India – and of the rest of the world – will reap the benefits.

Kapil Sibal’s trip to US to invite foreign universities to India and Orissa’s dwindling window of opportunity

I wish some people of Orissa had not created road block for Vedanta University. If it had made progress as scheduled then it would have put the Bhubaneswar-Puri area in the map of top knowledge centers of India and there would have been a higher chance of some good foreign (especially US) universities thinking about having some operations in Orissa. As it stands now Orissa may lose the window of opportunity it has. Unless Orissa quickly positions itself among the top knowledge centers of India, the top foreign universities will give it a skip and it may again take a long long time for Orissa to catch up.

DST plans for easy grant opportunities for MSc and PhD graduates in Science

Following in an excerpt from a report in Times of India.

An unemployed MSc or Phd basic science student can write a proposal to the department of science and technology on any project that would have useful results — either in terms of a product or in terms of enhanced knowledge, or new formulations in basic sciences. The proposal is evaluated by experts, and if okayed, the student gets the grant for
two years.

‘‘Students may not want to do an MSc or Phd in basic sciences, fearing they won’t land jobs. This hits research in basic sciences as well as the student ratio and strength. If there is some sort of security and an assured financial support period, students would feel confident to take up MSc or Phd in basic sciences. That way, research benefits,’’ said an official of the department of science and technology.

The ministry is planning an awareness drive across the country on the science allowance.

… ‘‘The money coming from the DST is good and will be enough to help the student coast through a year or two. We expect a student to come up with a project that would be job-enabling, as experience on the project would count in job offers. The good thing is that students would not be penniless for the two-year period. The science ministry takes care of the student until he or she finds a job,’’ the official said.
