Invitation to be part of a new initiative in science education


The National Institute of Science Education and Research (NISER) has been setup at Bhubaneswar by the Department of Atomic Energy of the Government of India to be a unique institution of its kind pursuing undergraduate and post-graduate education in science combined with frontline research. The Government of India has made a very generous financial outlay to NISER for the purpose of setting up state-of-the-art research facilities in all branches of basic science and to promote interdisciplinary areas of research.

NISER is being setup in a sprawling 300 acre campus about 3 km from Khurda Road Railway Station on the outskirts of Bhubaneswar overlooking Barunei Hills. It will be a fully residential campus with modern living amenities including children’s school and health centre. Presently NISER operates from the campus of Institute of Physics, a premier research institution funded by the Department of Atomic Energy. The Institute of Physics has vibrant research programmes in theoretical and experimental nuclear physics, condensed matter physics and high energy physics. The infrastructure includes well established library, computer centre, 3MV Pelletron accelerator, a high resolution TEM and several other state-of-the-art instruments for experimental condensed matter research (for details see www.iopb.res.in).

NISER’s own academic block of about 5000 m2 area is under construction in the Institute of Physics campus which will also provide research laboratories for the faculty. Until NISER operates from the Institute of Physics campus, it may provide limited residential accommodation within the town. It is expected to move to the main campus by the academic session of 2011-12.

NISER invites applications from extremely motivated Indian scientists with a high-profile research agenda and a flair for teaching (especially at the undergraduate level) for the following faculty positions bearing scale of pay given against each:

Qualifications: Ph.D. in any area of Biology, Chemistry, Mathematics, Physics

Experience: One/two years postdoctoral research and/or teaching experience is desirable for Assistant Professor Grade. For higher grades it should be appropriate to the positions applied for.

The age of superannuation is 65 years. The scale of pay is under revision. In addition to the basic salary, NISER faculty is entitled to allowances as admissible to Central Government Employees stationed at Bhubaneswar and to the DAE’s update allowance, which is currently Rs. 10,000 to Rs. 30,000 per year depending on the scale of pay. They will also receive other fringe benefits (like Relocation Grant, Reimbursement of telephone charges, financial support to attend national/international Conferences/Seminars/Workshops, etc.) which will be comparable to the best in the country.

NISER has sufficient funds to provide seed money to the new faculty to start their research programme. In addition the Department of Atomic Energy provides generous grants from its Prospective Research Fund to bright young scientists.

The qualification and experience prescribed are the minimum and mere possession of the same does not entitle a candidate to be considered for any position. However, the experience criteria may be relaxed for exceptionally meritorious candidates.

Candidates should report at the above address at 8.00 a.m. on the day of the interview. The interview will be held throughout the day. The interview of a candidate may be held anytime between 8.30 a.m. to 6.30 p.m. on that day. Outstation candidates should make their own arrangements for travel and accommodation. SC/ST and PD (Persons with Disability) candidates will be entitled to travel allowance (second class train fare/bus fare from place of residence to Bhubaneswar and back, by the shortest route) as per the institute norms.

Candidates are required to bring with them at the time of interview the following documents in original :

  • Class X and Class XII mark sheets.
  • Proof of date of birth.
  • Caste/tribe certificate issued by a competent authority (in case of SC/ST students).

Result of NEST 08 for NISER out

The site http://www.tifr.res.in/~nest/Results.html lists the roll numbers of students with a percentile of more than 50. There are about 4000 such students. (So total number of students that appeared this exam is 8000.) The site http://www.tifr.res.in/~nest/NISER-int.html list the 330 or so students who have been called for interview. In this list of 330 or so there are 47 from the Orissa centers. Out of these 47, two of them are among the top 8 that have a perecntile more than 99.9. Those two are (i) 1523056 Soumyashanta Nayak with 99.93 percentile and (ii) 1513038 Aditya Acharya with 99.92 percentile.

After the interview NISER will admit 40 students. So 4% of the students who appeared the entrance are called for interview and 0.5% (one out of 200) of the students who appeared the entrance will be selected. 

47 of the 330 candidates called for interview are from Orissa centers. I.e., a percentage of about 14%.

Prof. T. K. Chandrashekar to soon join as NISER director

Update: August 2 2008. The approval from the Appointments Committee of the Cabinet is still awaited. I am told that it takes arbitrary time. For some it has taken 7 months.

I am told that the cabinet committee approval is in place and Prof. Chandrashekar will soon join as NISER director. Lets hope the "soon" means days or weeks and not months.

New IITs to have a broad array of disciplines and have a seven year total budget of 760 crores each

Following is an excerpt from a report in Times of India.

The three new IITs in Bihar, Rajasthan and Andhra Pradesh will teach not only engineering, but also design and creative arts, management, health sciences, humanities and social sciences.

… To be set up at an outlay of Rs 760 crore each over six years, outsourcing will be resorted to in the three IITs for various routine services. In fact, the Expenditure Finance Committee (EFC) has only approved creation of the post of director and the registrar in each institute along with minimum support staff. The HRD ministry would submit a separate proposal to EFC for support staff.

… Initially, each institute will have an intake capacity of 200 students, but when fully developed, each IIT will have a total student strength of about 3,000 students with approximately 2,000 of them in B Tech, 500 in M Tech, 400 in Ph.D and 100 as post-doctoral fellows.

The new IITs will be mentored by one of the existing IITs to enable them to attain high standards. Each institute will have a faculty strength of 262 at the end of the seventh year of operation and adhere to the teacher-student ratio of 1:9, as in the case of other IITs.

Some Budget numbers relevant to Orissa HRD (NISER, AIIMS-like, etc.)

Following is from Volume 2 of the expenditure of Budget 2008-09.

  • NISER/IOP: The IOP+NISER budget (item 9.04 of the DAE budget) is 69 crores in plan + 9 crores in non-plan  = 78 crores. The nornal IOP budget is about 20 crores. Hence, 50-58 crores is the budget for NISER in 2008-09.  (Note that in 2007-08  IOP was allocated 32.75+7 crores and it spent 27.6+8 = 35.6 crores. I..e, Probably 15-18 crores were spent for NISER. )
  • IISER: There is a budget of 150 crores (item 61 of the Higher education budget) for the five IISERs. (The budget for three of  them was 125 crores in 2007-08, out of which only 60 crores was spent.)
  • new IITs: There is a budget of 50 crores (item 60 of the Higher education budget) for the establishment of three new IITs. (The budget for them was 80 crores in 2007-08, out of which only 0.01 crores was spent.)
  • new IIITs: There is a budget of 21.4 crores (item 57 of the Higher education budget) for the establishment of new IIITs.
  • AIIMS-like: There is a total budget of 490 crores (item 26 of the Health ministry budget) for the establishment of 6 new AIIMS-like institutes and upgradation of 10 other institutes. In 2007-08 the budget for this was 150 crores out of which only 90 crores was spent; most of it went to the upgradation part.
  • NITs: The budget for the NITs (item 69 of the Higher education budget) is 808 (plan) + 285 (non-plan) = 1093 crores. Rs 608 crores of that is for enhancing the number of students to account for the OBC quota.
  • IITs: The budget for the IITs (item 38 of the Higher education budget) is 1171 (plan) + 525 (non-plan) = 1696 crores. Rs 771 crores of that is for enhancing the number of students to account for the OBC quota.
  • IISc Bangalore: The budget for the IISc (item 41 of the Higher education budget) is 130 (plan) + 91 (non-plan) = 221 crores. Rs 70 crores of that is for enhancing the number of students to account for the OBC quota.
  • UGC: The budget for UGC (item 3 of the Higher education budget) is 3095.5 (plan) + 2009.4 (non-plan) = 5104.9 crores. Rs 875 crores of that is for enhancing the number of students to account for the OBC quota.
  • NIRTAR and other 6 institutes for blind, deaf, mentally retarded and orthopaedically handicapped: The budget for them (item 21 of Ministry of Social Justice budget) is 47+27.05 crores.
  • IIST (Indian Inst. of Space Sc. & Tech): Its budget (item 12 of ministry of space) is 65.25 crores. 25 crores out of a budgeted 75 crores was spent in 2007-08.
  • ISIs: Its budget (item 4 of ministry of statistics) is 22.5 + 51.96 crores.
  • NIFT: Its budget (item 11.01 of ministry of Textile) is 31.75 + 10 crores.
  • Tourism: Its budget for training (item 5 of Tourism ministry) is 71 + 0.8 crores. It includes 26 Institutes of Hotel management, 7 Foodcraft institutes, IITTM, and NIWS (National Institute of Water Sports).
  • CIPET: Its budget (item 2 of Ministry of Chemicals and Fertilizers) for the 15 centers is 31 crores.
  • NIPER, Mohali: Its budget (item 7 of Ministry of Chemicals and Fertilizers) is 75+15 crores.
  • National Institute of design: Its budget for (item 3 of ministry of commerce) is only 0.25 crores. It was 20.25 crores in 2007-08. It seems the funding pattern has been changed. There is now 50 crores (item 7 of ministry of commerce) for project based support to autonomous institutions which includes NID and several other institutions.

Updates on NISER Bhubaneswar

During my visit to Bhubaneswar, I met various people involved with NISER. Following is a quick update.

  • Apparently the cabinet approval of NISER had a condition that said "subject to finance ministry clearance." Apparently that clearance has not come yet and its delay is guessed to be  due to the difference between the IISER and NISER budget amounts. Its expected any day. But that clearance has some role in NISER not being able to hire a director and hire regular faculty. On the other hand DAE has its plate full with the atomic energy agreement and negotiation between India and US, so perhaps it is not moving at the speed as it should. I think Orissa government and people of Orissa should push DAE on this.
  • The first batch just finished their first semester. I was given the impression that the professors are teaching very diligently, have made the syllabus quite tough and are driving the students quite hard.
  • The land has not yet been handed over to NISER by the Orissa government. I am told there is no big problem but it is just moving slow. The NISER folks are a bit unhappy at this tardy pace because they would like the full campus to be built as soon as possible. I hope the ad means that there has been some movement, since I met them.
  • Several new buildings have been made and are being made in IOP campus to accommodate NISER classes until its own campus is done. The construction of these buildings have been quite fast.
  • Currently, in the absence of a director of NISER, the  director of IOP is in charge. The main persons helping him are Prof. Jnana Maharana, Prof. D. P. Mohapatra and Prof. P. C. Das. Prof. Das is in charge of the M.Sc integrated program. Prof. Mohapatra is making sure that the buildings are made in time, the labs are equipped in time, etc. so that the classes can go on in time.
  • Following are some of the temporary teachers who are teaching the stduents.
    • Biology: Prof Rabi Nayak of IISc Bangalore is on leave from Bangalore and is the leading person. He has a new laboratory for his research and teaching at IOP. Other names that were mentioned to me were Prof. Anita Roy , Prof. K. M. Das and Prof. Chaini. I am told Prof. Santosh Kar will be teaching for a month in 2008 and some faculty from Institute of Life Sciences, Bhubaneswar will also teach.
    • Chemistry: Prof. Anadi Das (retired, Utkal) is in charge and is helped by Prof. Chandrasekhar Panda (retired Berhampur U, Ph.D IIT Kanpur) and Prof. M. Mohanty
    • Physics: Prof. N. Barik (formerly from Utkal University), Prof. Ansari (retired from IOP), Prof. Minaketan Panda (formerly at NEHU) and Professor Pathak (from IOP)
    • Mathematics: Prof. Padhee (formerly from Berhampur University, PhD IIT Kanpur) and Prof. P. C. Das.

Prof. R. Nayak’s mail about faculty positions in Biology and Life Sciences at NISER, Bhubaneswar

Govt of India has started several institutions modeled after  IISC except that these Institute would also have an integrated MSc   program. These Institutes go by the name Indian Institute of Science   Education and Research.(IISER). The NISER is a similar Institution which is   being funded by DAE rather than MHRD.In that sense it a sister institution   of  TIFR, Mumbai, and NCBS, Bangalore, etc.The sanctioned faculty strength in   the first phase is 200 of which at least 50 will be for the School of   Biology. I seek your help to locate suitable faculty in all branches of   biology through your network. We wish to make the new Institution one of  the best in India and in the world. Admission procedure for Five Year Integrated M.Sc. programme will consist of two components:

  1. Students seeking admission to NISER will first appear for National Entrance Screening Test (NEST) to be conducted on April 20, 2008 at a number of centres in India. Please see NEST 2008 brochure for more information on NEST.
  2. Based on the NEST score a limited number of students will be called for interview at Bhubaneswar. The interview dates will NOT clash with UM-DAE CBS interview dates, so that application to both institutes is permitted.

Final selection for admission will be made only on the basis of performance in the interview.

Eligibility

(i) Qualification : 60% marks for general category and 55% for SC/ST/PD category in aggregate (or equivalent grade) in Class XII (or equivalent) examination, from any recognized Board in India. Students who have passed the qualifying examination in 2007 or are appearing in 2008 are eligible to apply. Where only Letter grade is available, a certificate from the Board specifying equivalent percentage marks will be required. In the absence of such a certificate the decision of the NISER Admission Committee will be final.

(ii) Age_Limit : Candidates born on or after 01 Oct. 1983 are eligible to apply; this limit is relaxable by 5 years for SC/ST/PD candidates.

Number of Seats and Reservation.

There will be 40 seats in the academic year starting Aug. 2008, with reservation of 15% for SC and 7.5% for ST Categories. An overall reservation of 3% will be applicable for Persons with Disability (PD), as per Government of India norms. The admission will be very selective and only those students who are highly motivated to pursue higher education and research in science and its applications are encouraged to apply.

Application Fee

There is a single application fee (even if you are applying to admission to both NISER, Bhubaneswar and UM-DAE CBS, Mumbai) of Rs.500/- (all general category male candidates) and Rs. 250/- (SC/ST/PD and ALL female candidates), to be sent as Demand Draft in favour of "CBS-NEST", payable at Mumbai.

This is indeed a cause for concern as other IISERs have advertised and even hired regular faculty. This delay is probably because NISER still does not have a director.  It was expected by many that DAE would move fatser than MHRD. However, taht does not seem to be the case here and further delay in recruiting regular faculty will make it harder for NISEr to get top-notch faculty; it will then only get the left overs.]

ADVERTISEMENT FOR FIXED TERM FACULTY APPOINTMENTS

The National Institute of Science Education and Research (NISER) has been established for the advancement of science education and research at the national level and is functioning from the campus of Institute of Physics at Bhubaneswar. NISER is funded by the Department of Atomic energy of the Government of India. The Institute has started an integrated M.Sc. programme in Biology, Chemistry, Mathematics and Physics from the academic year 2007 – 2008. As an immediate measure NISER invites applications for fixed term appointment in all the above mentioned areas for teaching assignments beginning August, 2008. The remuneration and period of appointment will be based on academic qualifications and experiences.

Research infrastructure at Institute of Physics campus consists of a 3MV pelletron accelerator with several beam lines and excellent microscopy facility including 200 KeV TEM with various attachments. General purpose equipments for research in Chemistry and Biology are also being procured.

Interested scientists with a strong track record in teaching and research are requested to send their CV with a list of publications and resume of their teaching experiences to the Director, Institute of Physics, Bhubaneswar – 751 005. Faculty members serving in other academic institutions who would like to spend one or two semesters on sabbatical leave are encouraged to apply. Retired faculty members are also eligible for fixed term appointments. They may be provided suitable honoraria for teaching.
