CIPET adds two exclusive R & D hubs: One of them, Laboratory for Advance Research in Polymeric Materials (LARPM), established in Bhubaneswar
The advertisement http://www.cipet.gov.in/pdfs/advt.2010.pdf mentions that CIPET is upgrading its centers to High Learning Centers to impart B.Tech, M.Tech and Ph.D programs with exclusive R & D hubs ARSTPS & LARPM. (Note: I think LARPM was the first R & D hub to be created by CIPET and was mentioned in a Jan 2009 PIB report. But both were also mentioned in a May 2008 Economic Times article.)

Technology innovation through dedicated research work by a Core team has been the philosophy of CIPET, which led to the establishment of 02 R&D centres – Laboratory for Advance Research in polymeric Materials (LARPM) & Advance Research School for Technology & Product simulation (ARSTPS) at CIPET Bhubaneswar & Chennai respectively. …
The vision for these R&D Centres have been conceived with objectives of transforming CIPET as a Global research Centre on Polymeric Materials as well as a Resource centre for newer concept development & conversion of concept into reality by Product development on commercial scales. Technology transfer, creation of Intellectual Property (IP), knowledge base with validated documentation would be the key aspects of functioning of R&D entities.
The significance of LARPM & ARSTPS is evident from the fact that they will be chaired by Director General and functioning independently under the Technology & Business development department of Corporate Office. The targets for both R&D centres have been set to pursue the objectives in mission mode. The experienced & competent faculties have been drawn from the existing pool of CIPET along with newly inducted researchers.
Operating model of LARPM & ARSTPS would be influenced with 03 “Rs”- Relevance to industry needs, Result-oriented output, Resourceful base to operate as ‘Centre of excellence”. It is worth mentioning that LARPM has already been sanctioned 03 sponsored projects from Funding agencies of Govt. of India. Similarly, ARSTPS has already initiated industry sponsored projects for Automotive, Medical & Aerospace Industries.

The 2010-2011 admission ad shows the B.tech and M.tech programs that will be offered in 2010-2011. The program that will be offered at CIPET Bhubaneswar are:
- B.Tech in Plastics Engineering/Technology (Bhubaneswar, Ahmedabad, Chennai , Lucknow, Haldia – proposed)
- B.Tech in Manufacturing Engineering & Technology – proposed (Bhubaneswar, Ahmedabad, Chennai, Lucknow)

The only program not listed to be offered at Bhubaneswar, but offered elsewhere, is

Besides the above; all the 15 CIPET centers offer the following diplomas and PG Diplomas:

- PG Diploma in plastic processing & testing (1.5 yrs)
Finally, the Mancheswar branch of CIPET offers the following programs:
- ITI-Fitter, ITI-Electrician, ITI-IT&ESM and ITI-Welder
- and various short term courses and CAD/CAM courses.
From the above it looks like CIPET Chennai and Bhubaneswar are among the leaders. However neither Odisha nor Tamil Nadu have a NIPER. (The original NIPER is near Mohali and Chandigarh. As part of the 11th plan, new NIPERs were made in Hyderabad, Kolkata, Hajipur, Ahmedabad, Guwahati and Rae Bareli.) I hope Odisha pursues and gets one during the next five year plan.

Center willing to have Odisha’s third CIPET campus in Balasore
Following is an excerpt from a report in Financial Express.
Patnaik said that the Union secretary also said the Centre is willing to set up a branch of the CIPET (Cental Institute of Plastic Engineering Tehncology) at Balasore in the state. For the institute, the state government has agreed to provide 15 acres of land, he disclosed.
The information regarding the other two Odisha campuses of CIPET are in the following web sites.
The proposed 3rd campus in Balasore is mainly due to the efforts of Central Minister and Balasore MP Srikant Jena. The other campuses of CIPET in the rest of India are shown in this map.

Speaking on the occasion, Patnaik said, … “IIPH, in consultation with the state government, will impart training programmes for enhancing the capacity of the public health functionaries across all levels. The institute will offer Post-Graduate diploma programmes in Public Health Management, Health Economics, Health Care Financing, Health Policy, Biostatistics and Data Management. In addition, IIPH will conduct two-year diploma course in Public Health and Masters in Public Health”, he added.
… Reddy, the PHFI president, said, “Once the IIPH campus is fully operational, it will offer training short-term training programmes to 500 people and long-term training to 300 others.
As per the IIPH web pages currently the following courses are offered by the existing IIPHs.
- Delhi: PG Diploma in (a) Clinical Research (b) Public Health Management and (c) Health Economics, Health Care Financing and Health Policy
- Hyderabad: PG Diploma in (a) Biostatistics and Data Management

Earlier when it was announced that PHFI centers will open in Bhubaneswar and Balasore it was not clear what kind of center it would be. (See also here and here.) Following is an excerpt from a PTI report that says an IIPH will start in Bhubaneswar this July.
Orissa will soon get an Indian Institute of Public Health (IIPH) here which will start functioning from July this year.
An MoU in this regard was signed between the state government and the New Delhi-based Public Health Foundation of India (PHFI) for establishment of an IIPH here at an investment of Rs 140 crore.
"The institute will deal in education, training and research on prioritised health problems of the state," Chief Minister Naveen Patnaik said while attending a function on the occasion.
While the state government had agreed to give 40 acres of land free of cost at Kumarbasta village near here to establish the IIPH, the PHFI would invest the money for the purpose, Patnaik said.
Considering the real need with respect to containing Cholera, Malaria and other diseases that frequently break out in the hinterlands the IIPH in Bhubaneswar must establish branches in the hinterlands of Odisha.

Shortage of Math Ph.ds in India; current faculty situation at the IISERS and NISER
I was discussing with several people associated with NISER Bhubaneswar. I was told that the NISERs and IISER are having difficulty finding good faculty in mathematics, especially in pure mathematics. (On the other hand they can find very good people in Physics, Chemistry and Biology.) I did a quick survey of the IISERs and NISER and indeed they have much more faculty in Physics, Chemistry and Biology than in Mathematics. Following is a rough count made on Jan 30, 2010.

As evident from the above, all of the above institutes are struggling in hiring faculty in Mathematics. Also, while the young faculty in the other fields (Physics, Chemistry and Biology) mostly have post-doc experiences, most of the younger Math faculty do not have that experience.
One of the reasons behind the shortage of Math Ph.ds is that most people who love Mathematics in high school go on to pursue engineering and perhaps there is a mistaken impression that the career prospects in mathematics is not good. Thus there is a big need for institutions like

which is making great efforts to popularize Math among youngsters.
I hope some of the people who loved Math in high school, and now are in other (say IT) jobs would consider pursuing Math. Some of the top places to pursue Ph.D in Mathematics in India are:
- TIFR, Mumbai
- Institute of Mathematical Sciences, Chennai
- Chennai Mathematical institute, Chennai
- HRI, Allahabad
- ISI, Kolkata and Bangalore
- IISc Bangalore
- Various IITs
- the IISERs and NISER
- Some of the Universities
India could also consider hiring foreigners. At least in the USA many Math Ph.Ds from top schools do not get a tenure track faculty position and end up teaching in community colleges. Some of them may jump at an opportunity to be a faculty in IISERs, NISER and other institutions.

IIT Kharagapur’s future plans
Following is an excerpt from a report in Business Standard.
IIT-Kharagpur plans to start by setting up a centre of excellence on Energy Science and Engineering to train students in research and development on various energy verticals like bio-energy, solar energy, nuclear, as well as hydel and thermal energy. …
The institute is also introducing new engineering programme on design and manufacturing where it aims to create globally competent engineering products. It will start School of Entrepreneurship soon where it will offer dual degree in BTech and entrepreneurship programmes. Students will be selected through joint entrance examination (JEE).
“The Innovation Centre will be funded by one of our alumnus, S K Bhattacharya. Each student of School of Entrepreneurship will be attached to an innovation centre. Each student will get a faculty and a successful alumnus entrepreneur to assist him or her. Our aim is to have around 30 per cent of our total student to be PhDs and researchers by 2015, compared to 15 per cent right now,” says Acharya.
An innovation centre is a new concept through which IIT-Kharagpur intends to encourage research and innovation. “We will have support from international institutions and industries to draw on their expertise and develop products of global use. So, for instance, we are collaborating with Warwick Manufacturing Group, Georgia Institute of Technology, Eindhoven University of Technology, among others,” adds Acharya.
Among international collaborations, IIT-Kharagpur is looking at specific areas of collaboration with National University of Singapore for water policies and issues. Also, the institute has signed an agreement with University of California, San Diego, for a 350-700 bed medical college. The collaboration is both for part-financing the project as well as an academic collaboration.

I am delighted to be here today to participate in the foundation stone laying ceremony of this National Institute of Science Education and Research. The institute symbolizes our commitment to the development of Odisha and its people. It also symbolizes our commitment to the cause of education, and particularly to science education.
We recognise the important role that education has to play in our development process and our steady progress towards being a modern knowledge society. In the last about five years our government has undertaken a massive expansion and improvement of our education system at all levels. But we realize that we need to do much more.
In the area of science education particularly, I share the concern that our best minds are not turning to science. We must find ways of making science more attractive to our youth. We must improve the quality of teaching in science and mathematics at the school level. At the university level we must ensure better infrastructure, high quality faculty and greater interaction between academia and industry.
Since independence, there has been a great deal of progress in our Science & Technology system. This is evident from the success of the mission-oriented Science &Technology agencies, like the family of Department of Atomic Energy institutions, that have made our nation proud. We are committed to ensure operational autonomy, including in matters of appointments, to various institutions of excellence under the Department of Atomic Energy as is the case with some other scientific institutions of eminence in India.
I am also aware that we need to increase our expenditure on Science & Technology from its current level of 1% of our GDP. This is about half of the level of developed countries. The Government is committed to increasing Research & Development funding and for the last few years, we have been allocating larger budgets in this area. But I also expect the private sector to do more for Research & Development. We also need more public- private partnership in Research & Development in all areas of Science & Technology.
One way of making careers in science and technology attractive would be to improve remuneration and ensure the integrity of the selection process. It is well known that the initial starting salary for scientists with a PhD in India is often lower than those of Engineers, Doctors and Management graduates. It is obvious that if talented young people are to be retained in science, scientists have to be treated differently than other Government employees in service and salary matters.
It is our expectation that the National Institute of Science Education and Research will produce scientific trained manpower of a very high quality which could directly find placement across the country. There will be greater emphasis on branches of science relevant to the Department of Atomic Energy, which also cater to better exploitation and utilization of Odisha’s natural resources. Odisha’s mineral and marine resources will be taken into consideration in designing training programs for students here.
We expect NISER to be an institute at par with the best in the country in terms of facilities and faculty. It will have a research to teaching load as practiced in the best universities in the world. This will ensure world class education and also attract the best researchers. It will have world-class experimental facilities in all the current and emerging branches of science including physics, chemistry, modern biology and environmental sciences. I am confident that the National Institute of Science Education and Research will become an eminent institute for science like TIFR and IISc.
Let me end by wishing the National Institute of Science Education and Research all the very best in the years to come. Odisha has produced many outstanding scientists like Jogesh Chandra Pati. I hope this institution will produce many more great men of science. I also wish all of you all success in your efforts to make India stronger in Science and Technology.”

160 construction companies bid for the AIIMS-type institutes
Following is an excerpt from a report in expressbuzz.com.
There is an unprecedented response for tenders for the construction of new All India Institute of Medical Sciences (AIIMS)-type medical institutions in Patna, Raipur, Bhopal, Bhubaneshwar, Jodhpur and Rishikesh.
Sources in the Ministry of Health and Family Welfare sais around 160 construction companies joined the bidding making it more competitive.
Thanks to the incentive package, if the construction of the institute is completed within the stipulated time or little in advance of the scheduled time, the company would get benefit of Rs 10 crore at one stroke. As per the detailed project report, construction cost of each institution, which comprises the medical colleges and the hospital, is around Rs 300 crore and for the all the six institutes, the cost would be around Rs 1800 crore.

Indian Institute of Mass Communication (IIMC), including its Dhenkanal campus on its way to become a Media University
Following is an excerpt from a report in livemint.com.
A two-and-a-half-year-old proposal by the ministry of information and broadcasting (I&B) to upgrade the Indian Institute of Mass Communication (IIMC), a 45-year-old state-run media school, into an international university may be approved.
The I&B ministry is preparing a draft cabinet note on the subject in consultation with the institute, according to a report of the standing committee on information technology tabled in Parliament last week. …
The enhanced status will let it offer bachelor’s and postgraduate degrees instead of the postgraduate diploma it currently offers.
The I&B ministry has also asked the Jawaharlal Nehru University (JNU) in New Delhi for facilities since the media institute is currently located on the JNU campus. The university status will also cover IIMC’s campus at Dhenkanal in Orissa.

NIT Rourkela: Orissa’s top nationally ranked academic institution and Rourkela’s shining jewel
I was going through NIT Rourkela’s website. Although it has been always ranked pretty high (good research ranking, high ranking by India Today) among engineering colleges in India, over the last few years it is turning into a comprehensive university with new departments and programs. Prof. Sunil Sarangi has done wonders since he has arrived as the director of NIT Rourkela. Following are some of the highlights of the unique programs, new programs and new departments.
- Applied Mathematics Department: Has a program in M.Sc Mathematics
- Biotechnology and Medical Engineering Department: New department started in 2007-2008 and started B.Tech and M.Tech in Biomedical Engineering
- Business Administration Department: New department being made. New programs to start soon, hopefully in 2010
- Ceramic Engineering Department: B.Tech and M.Tech programs in Ceramic Engineering. This is a unique department and program not available in many places.
- Chemistry Department: Has a program in M.Sc Chemistry
- Humanities and Social Sciences Department: Two-year PG Programme in Development Studies to start from the next academic year
- Life Sciences Department: 2 year M. Sc. Programme (4-semester course) in Life Science commenced from July 2009
- Physics Department: Has a program in M.Sc Physics
Note: Among the above departments, the Applied Mathematics, Chemistry and Physics departments are not new but I think the M.Sc programs are new; I could not find when exactly they were started.
As one can notice from the above, one can do degrees in Molecular Biology or Humanities at NIT Rourkela. Soon one can pursue an MBA. This is really wonderful and kudos to Prof. Sarangi for making this happen.
In August this year when I met Prof. Sarangi in Orissa I broached the topic of having a medical college at NIT Rourkela. He was not opposed to the idea, but was worried that with only 1-2 years left in his tenure at NIT Rourkela, he would not be able to make it happen in that short time. I hope a way is found so that Prof. Sarangi stays for another 5 year term at NIT Rourkela. I am told every one likes him and respects him at NIT Rourkela. We should write him and thank him for all that he has done for NIT Rourkela, request him to stay longer in Rourkela and we should do something (perhaps write to CMO and MHRD) to give him another 5 year term. We should request Prof. Sarangi to start a medical college at NIT Rourkela. His parent institution, IIT Khragpur is starting one in Kharagpur, so if he is given time, he will be able to do it. Another program that NIT Rourkela should be encouraged to establish is "Architecture and Town Planning". (In this regard, NIT Warangal leads the pack of NITs in planning for a medical school and a law school.)
For our readers with Rourkela connection please spread the word about the availability of science, business and humanities programs at NIT Rourkela so that good students and faculty join these programs. Also, some of you students, go and pursue higher degrees (PhD) and come back and join NIT Rourkela and to the others become an entrepreneur and open companies in Rourkela.
Another good thing about all of these is that with the new VC at VSSUT Burla, who is also from IIT Khragapur and a good friend of Prof. Sarangi , a similar transformation can be expected at VSSUT Burla. Already, a new department of Humanities is being made at VSSUT Burla. VSSUT Burla has advertised for new faculty positions and its VC has mentioned some of his new plans. In an interview to TOI he is reported to have said:
Our priority will be to make the institution as one of the best of the country and for this we are planning to introduce few new branches of engineering courses. Textile engineering is one among them which will help to strengthen the development of the Sambalpuri fabric. We also plan to introduce Nano-science technology, Bio-medical engineering and surgical engineering soon”, the vice chancellor Dr Tripathy told.

IIT Gandhinagar to have part-time jobs for students
Following is an excerpt from a report in DNA.
The Indian Institute of Technology, Gandhinagar (IIT-GN) will begin an ‘earn while you learn’ offer for its undergraduate students. …
"Selected students from the second-year batch will be allowed to work for a maximum of eight hours a week during the semester, and 40 hours per week during the vacations.
They will be paid a remuneration of Rs50 to Rs80 per hour. Initially, 25 to 30 students will be selected for the programme," said Jaison Manjaly, assistant professor and faculty coordinator for the programme.
… "The students will be engaged in the library, computer centre, laboratories, general administration, placement services, public relations etc," he said.
… Sudhir Jain, director of IIT-GN, said that … students with a CPI of seven and above will be eligible for participation in the programme.

Union Health Minister has incorporated a strong monetary incentive for fast completion of the new AIIMS-like institutions
Following is an excerpt from a PIB release.
… the Union Health Minister Shri Ghulam Nabi Azad expressed concern over dilution of original role of AIIMS due to heavy patient load. He said for bringing the research and innovation to the fore it is important to decongest the institute. Outlining his strategy for this Shri Azad said that the establishment of 8 AIIMS like institution and upgradation of 19 government medical colleges along with strengthening of health infrastructure at rural, district and state level will reduce the pressure on AIIMS. Speaking with the Journalists after the function the minister said that most of the clearances for the AIIMS like institutions have been procured and civil tenders are being issued. He informed that taking cue from his experience in Jammu and Kashmir where he was the Chief Minister he has incorporated a strong monetary incentive for fast completion of these projects. The Hospital – OPD complex is to be built in 24 months. The Minister informed that incentive upto Rs 10 crore will be given for the early completion of work.
