The Sardar Vallabhbhai Patel Institute of Textile Management in Coimbatore will be upgraded and renamed Indian School of Textiles, the government announced Thursday.
“The school will engage itself in research and will also undertake comprehensive consultancy services for the industry,” Textiles Minister Dayanidhi Maran told reporters here.
Orissa should keep a watch on similar upgradations and make a case for upgradation of similar institutes in Orissa. Some of the institutes that come into mind are:
- Food Craft Institute Balangir – Should be upgraded to Indian Institute of Hotel Management
- Biju Patnaik National Steel Institute, Puri – Should be upgraded to Indian Institute of Steel
- IIMC Dhenakanal branch – Should be upgraded to an independent IIMC
- IITTM Bhubaneswar branch – Should be upgraded to an independent IITTM

Following is an excerpt from a report in Business Standard.
Four more Indian Institutes of Mass Communication (IIMC) will soon be set up in different parts of the country to meet growing demand for media professionals, taking the number of IIMCs to six.
The new IIMCs will come up in Jammu and Kashmir and Mizoram, besides in the southern and western regions, Minister for Information and Broadcasting Ambika Soni today said.
… She said the ministry will firm up proposals for setting up of IIMCs and the work will start soon.
Currently, there are two IIMCs in Delhi and Dhenkanal (Orissa).
Soni also said that her ministry is working out the modalities of upgrading IIMC as a world class university to provide undergraduate courses, offer MPhil and PhD degrees and serve as a think tank for media.
Currently IIMC (both Delhi and Dhenkanal campus included) has a total full-time faculty of 14, with only one mentioned in the context of Dhenkanal. I hope by upgrading IIMC both Delhi and Dhenkanal, especially Dhenkanal will have more faculty. The Orissa government should be proactive on this and try to find out if more land is needed at IIMC Dhenkanal.

Based on this ranking NIT Rourkela is at number 20.
In the table below: P is the number of papers published, C is the number of citations obtained, ICP is the number of papers through international collaboration, h is the H-index and p is a newly proposed index.

The International Institute of Information Technology (IIIT), Bhubaneswar, is all set to launch B Tech courses in several disciplines from the ensuing academic session.
The All India Council for Technical Education (AICTE) has granted its approval to the premier institute for intake of 240 students in the disciplines of Electronics and Communication Engineering, Electrical and Electronics Engineering, Computer Science Engineering and IT. Each discipline would have a seat strength of 60.
The students for the B Tech programme would be taken from the State JEE this year. Plans are to restrict intake from State JEE to between 50 and 60 percent and the rest from AIEE and IIT JEE in the subsequent years. Along with the B Tech courses, the institute will also include Ph.D programmes in its curriculum from this year.
… A proposal would be put up with the UGC for accordance of University status to it once it gets going in full strength. The institute, which is presently conducting M Tech courses in Computer Science and IT with 25 students each from the OCAC building, is expected to shift to its own campus at Gothapatna on the outskirts of the Capital in August this year. The campus would come up as a state-of-the-art facility to provide top standard atmosphere and education to the students. Spanning over 23 acres, the IIIT would then have around 2000 students, Prof Nayak said.
… work has started on establishing a second IIIT at Berhampur. The Government has allotted 100 acres for the proposed institute at Rangeilunda.

There is some progress in the IIIT front. Below is an excerpt from a Business Standard report. (In this regard, Orissa must insist that a new PPP based IIIT be established in Berhampur.)
… Nasscom has proposed that the IIITs be set up with an initial investment of Rs 30 crore, of which the government’s share should not exceed Rs 14.9 crore while the share of partnering companies should not be less than Rs 15.1 crore.
“A series of meetings have been held on the issue of finalising the PPP model for the IIITs. The final decision will be taken within a month’s time after which the institutes will be set up,” a senior HRD ministry official said.
Nasscom has also proposed that salary of faculty be linked to their output and the institutions have provisions of differential salary package.
As per the proposal, the IIITs will be autonomous degree awarding institutions. Each institute will have its own Board of Governors comprising 13 members, including one representative from the government.
The government will give a loan of Rs 100 crore to each institute with five years moratorium period and repayable within ten years time, Nasscom Vice-President Rajdeep Sehrawat said.
… As per the government’s plans, 20 new IIITs will be set up across the country in the Eleventh Plan period. Currently, there are four IIITs in the country. In north-eastern states and Jammu and Kashmir, where there are not enough industries, the government will bear the full establishment cost.
The IIIT, for which land will be provided by the states, will spread over 50 acres of area and have completely integrated campus with science and technology parks, he said.
Each institute will specialise on specific area of Information Technology. Each IIIT will be a centre of excellence in that domain. Nasscom has suggested that the institutes be set up in cities having modern amenities.
The IIITs will offer under-graduate, masters and PhD programmes. Each institute will have an intake capacity of about 1,000 students within a period of six to seven years of their functioning, he said.

Update on 27th April 2011: The Central University location has been changed to Bander Sindri near Ajmer and only 80 kms from Jaipur. The Innovation University (previsouly referred to as National University) aiming for world class is now pushed for Jaipur. [Times of India]
The panel set up by the CM of Rajsthan has picked the following places to recommend to the central government for the various national institutes and universities coming up in Rajasthan. (From a Times of India report and another Times of India report)
- IIT : Jodhpur
- IIM: Udaipur
- National University aiming for world-class: Ajmer
- Central university: Bikaner.
The committee also recommended:
- a "futuristic" heritage conservation and museology centre in Jaipur
- an institute of Food Technology in Hadoti region of Kota
Currently the following national institutions exisit or are being made in the following places in Rajasthan:
- NIT: Jaipur
- LNMIT (private but top-notch): Jaipur
- National law School: Jodhpur
- AIIMS-like institution (being made): Jodhpur
The institutions are nicely distributed between various cities of Rajsthan, although people of Jaipur and Kota are not happy. The population of these locations are:
- Jaipur (World Gazetteer 2009): 3.1 million (has inetrnational air connectivity)
- Jodhpur (World Gazetteer 2009): 988K – (332 kms from Jaipur; has air connectivity)
- Udaipur (World Gazetteer 2009): 457K – (400 kms from Jaipur; has air connectivity)
- Ajmer (World Gazetteer 2009): 604.7K – (131 kms from Jaipur)
- Bikaner (World Gazetteer 2009): 624.6K – (321 kms from Jaipur)
- Kota (World Gazetteer 2009): 823 K (242 kms from Jaipur)
In contrast in Orissa the distribution of national institutions are more Bhubaneswar centric. Following is the status:

- IIIT (state-funded) : Bhubaneswar

Unfortunately, one of the reason given behind the above selection is the lack of connectivity and the size of places. Following is some information on that.

- Rourkela (World Gazetteer 2009): 551 K (no air connections) – 334 kms from Bhubaneswar
- Berhampur (World Gazetteer 2009): 403 K (no air connections) – 160 kms from Bhubaneswar
- Koraput-Jeypore-Sunabeda: 200K+ (no air connections) – 499 kms from bhubaneswar
- Puri (World Gazetteer 2009): 185K – 60 kms from Bhubaneswar
- Sambalpur (World Gazetteer 2009): 258 K (no air connections) – 321 kms from Bhubaneswar
- Jharsuguda-Belpahar-Brajarajnagar: 200 K (no air connections) – 374 kms from Bhubaneswar; 50 kms from Sambalpur
For the future, following are some of the steps that Orissa government needs to urgently take regarding developing more larger urban areas and having the national institutions more evenly distributed:
- Make sure the centrally funded IIIT is established in Berhampur
- Establish functioing airports in Jharsuguda, Rourkela and Koraput at the earliest
- Push for international flights to Bhubaneswar
- Push for upgradation of UCE Burla (Sambalpur area) to an IIEST (Indian Institute of Engineering Science & Technology)
- Push for the establishment of a branch of IGNTU (Indira Gandhi National Tribal University) in Phulbani
- Push for the establishment of IIM outside of the Bhubaneswar area
- Push for the establishment of a centrally funded KBK Inst of Engineering and Technology (along the lines of SLIET and ABAGKIET) in Kalahandi or Balangir.
- Push for upgrading another medical college (Berhampur or Sambalpur) to AIIMS level.
- Push for establishing NID in a location outside of Bhubaneswar
- Push for establishing NIPER in a location outside of Bhubaneswar
- Push for a BITS Pilani campus in a location outside of Bhubaneswar

Foundation Stone of the Indian Institute of Technology ( IIT ), Bhubaneswar, was laid in Orissa today. Shri Arjun Singh, Union Minister of Human Resource Development, was to lay the Foundation Stone, but due to unavoidable reasons he couldn’t go to Orissa and the ceremony was held in his absentia at KANSAPADA ( Khudupur-Taraboi Road ) near Jatni Block Office, Khordha.
This new IIT at Bhubaneswar is part of the 8 new IITs that have been established in the country by the Union Ministry of Human Resource Ministry. Orissa is also to get a new Central University under The Central Universities Ordinance, 2009 which was promulgated by the President of India on 15.01.2009.
Following is the full text of the speech of Shri Arjun Singh, delivered on his behalf :
“ IITs are our national pride and owe their existence to the scientific temper and disposition of our First Prime Minister Pt. Jawahar Lal Nehru. Making India, the knowledge hub of the world was a cherished dream of our first Prime Minister Pt. Jawahar Lal Nehru. Way back in 1951, the Government of India, under the leadership of Panditji, planned to have four such institutes of excellence in the field of Engineering and Technology. The first amongst four such institutes (one for each zone) came up at Kharagpur in eastern region.
During the Eleventh Plan Period, the Government of India has decided to have eight new IITs, including IIT Bhubaneswar. IIT Bhubaneswar was one of the new IITs to become operational with 120 students in July, 2008. It is also heartening to note that the mother of the IIT system, IIT Kharagpur, is mentoring this new IIT. I would like to compliment Prof. Damodar Acharyaji, Director, IIT, Kharagpur who has made all possible efforts to mentor this IIT. The necessary facilities are being created in IIT Kharagpur Extension Campus at Bhubaneswar so that the students of IIT Bhubaneswar could have their education from Bhubaneswar itself from the forthcoming academic session starting from July 2009. IIT Bhubaneswar will offer science based engineering graduate, postgraduate and doctoral programmes of international standard in various disciplines.
The State of Orissa is a resource-rich state and we expect that IIT, Bhubaneswar will act as a catalyst for the rapid industrialization of the State. Indian Institutes of Technology are known the world over for imparting quality and relevant education to students. I am confident that this new IIT also carry forward the great tradition of IITs.
I am happy to note that the Government of Orissa has allotted 935 acres of land for this IIT. The State Government has also agreed to provide adequate facilities of water, electricity and road connectivity. I appreciate the support of the Government of Orissa to have this IIT in Bhubaneswar and would like to specially thank Shri Naveen Patnaikji for his support for the venture.
I take this opportunity to mention that we had made an assessment of various States about availability of degree and diploma level courses per lakh population in the field of technical education. We find that the availability of degree and diploma level courses per lakh population in Orissa is much below the national average. This obviously means that the regional imbalance in respect of technical education needs to be corrected. It is in this context that the setting up of an IIT in Bhubaneswar is a right and timely step. I am sure the Government of Orissa will derive maximum benefits from the Central Government schemes for educational advancement of this State.
The Government of India in its Eleventh Plan has given a major thrust to education. The Central Government has taken several initiatives in respect of new institution building. These include setting up of 30 new Central Universities, Indira Gandhi National Tribal University, eight new IITs, seven new Indian Institutes of Management (IIMs), five new Indian Institutes of Science Education and Research (IISERs), two new Schools of Planning & Architecture (SPAs), 10 new National Institutes of Technology (NITs) and 20 new IIITs. For this unprecedented expansion, the credit goes to the Hon’ble Prime Minister, who has been kind enough to accord very high priority to the education sector and provided a nine fold increase in the budgetary outlays for the higher education during the XIth Plan as compared to Xth Plan.
Capacity building in the diverse fields of basic science, engineering and technology, architecture, management will empower besides providing opportunities to the youth. It has been decided to launch a massive National Initiative for Skill Development under which it is proposed to give assistance for the establishment of 1000 new polytechnics. It is also proposed to upgrade infrastructure facilities of existing diploma level Government and Government aided polytechnics. In order to attract women in polytechnic education, we are proposing to provide financial assistance for the construction of women’s hostels in 500 polytechnics.
The Government is also going to incentivise the States for starting new Universities, besides giving a one time grant to the States on a matching basis to develop the infrastructure of State technical institutions. With these initiatives, we hope to increase access (by 5% GER during XI Plan) with equity and excellence.
8. I am happy to say that the State of Orissa is also getting its due share. We have decided in this Plan Period to have in Orissa State, one Central University, one National University aiming for world class standards, one IIIT, and several Polytechnics in those districts which currently do not have a Polytechnic. The Government and Private Engineering Colleges will also be getting opportunity to upgrade their facilities through TEQIP. This will provide our youth in the State with vocational and professional educational opportunities to realize their full potential.”

In the new IIITs, the government is actively considering a model where a majority stake goes to the private sector, while reducing the government to a minority shareholder. So, on an equity base of Rs30 crore, the government would get Rs14.90 crore maximum; and industry, Rs15.10 crore minimum.
“This is where the concept of autonomy begins. Even IIMs (Indian Institutes of Management) and IITs, which are autonomous institutes, can’t decide on fees and number of seats without government approval because they are dependent on it for grants,” said Rajdeep Sahrawat, vice-president of industry lobby group National Association of Software and Service Companies (Nasscom), who led the drafting of the detailed project report on IIITs.
The government is also looking at a loan model, prepared by Nasscom, for IIITs to be set up as autonomous bodies, where the government would give loans to the institutes—and not grant funds—to be paid back over 10 years after a five-year moratorium.
The partners in setting up these IIITs would be the HRD ministry, the governments of the respective states where each institute will be established and industry members.
The committee member said it is hoping the model has no management quota. “There will be a board of governors that will decide policy matters for the institutes, and have representations from academia, industry and government,” this person said.
To further clip government interference, the board of governors at these IIITs will have just one government representative, based on the policy of “one seat per investor”.
“Each institution should have three-four industry partners, with a pedigree for research. Even the age of the people to be appointed to the governing board can’t exceed 70 years,” the member said.
With a focus on research, the new IIITs will also have a faculty-student ratio of 1:10, as in IITs. While Nasscom’s public-private partnership model for the new IIITs skips any mention of reservations for students from backward classes, a provision for merit-cum-means scholarships for the students is proposed, where an institute is granted subsidy from the government for the scholarships granted.
This, however, continues to be the toughest call for the government. “The industry wants merit to be the sole criteria, but the government would like to push through reservations, as applicable in other educational institutions. However, the IIITs would have some kind of a relaxation of marks for students from certain backward classes,” the member said.

The chances of a National Institute of Design (NID) in Orissa seems bright, thanks to the initiative of Subas Pani.
… During his recent visit to the state he advised the officials of the Government of Orissa to allot land free of cost for a NID at Bhubaneswar.
And accordingly intimate the Government of India to set up the NID in Orissa, advised he.
Montek Singh Ahluwalia, the Deputy Chairman of the Planning Commission is favoring the idea of another NID in the country.
Dr.Ahluwalia has also responded positively, when Naveen Patnaik raised the matter with him on the event of proposed NID being shifted to Bhopal. …
While Orissa Government along with leading IT companies has set up an Indian Institute of Information Technology (IIIT) at Bhubaneswar, another IIIT offered by the Government of India may be set up at Berhampur, Dr.Pani suggested.
Accordingly a piece of land may be acquired there and intimated to the Centre as soon as possible, said Dr.Pani.

As per the new admission criteria to NITs this year while 50% of seats will be reserved to the students from the state where the NIT is the remaining 50% will be open. In previous years the remaining 50% was broken apart and divided to various states. With this change the previous year (2007) opening and closing rank numbers may not be much helpful. This scheme will benefit the states from where students do well in AIEEE while will have a negative effect on the other states.
