National Law University of Orissa to take off

Following are excerpts from a Tathya.in report.

It seems that finally the National Law University of Orissa (NLUO) is taking a concrete shape.

The move to set up an international institution for learning of Law since 1999 will be taking form with a dedicated Corpus Fund in place.

The State Government will be providing Rs.5 crore to the Fund.

Naveen Patnaik, the Chief Minister will be laying foundation of the institution on 5 January at Brajabiharipur near Naraj in Cuttack district.

The State Government has allocated 30 acres of land free of cost.

Since 1999, the move was on to establish the National Law School (NLS) on the lines of the NLS of Bangalore.

Though initiative was taken for the same, but it never took concrete shape.

Taking the experiences of all the NLUs, the State Government is going for the NLUO in an organized way, said the source.

With the Corpus Fund in hand the NLUO will move for a Self Financing Scheme for the operation.

The NLUO is being set up to design and run regular and periodical course of learning for dissemination of knowledge of advanced learning in legal subjects and various issues of Law.

In the mean time the Government of Orissa has already given final shape to the bill of the National Law University of Orissa.

The Cabinet has already approved the bill and it will be presented in the Budget Session of the State legislative Assembly.

Once the new Act and funds in hand, the authorities will go ahead to set up the World Class Centre for Learning of Law in the state, said an official.

National Law School foundation stone to be led by December end

Following is a report from Pioneer on this.

Chief Minister Naveen Patnaik will lay the foundation stone of the National University of Law by the end of December. Sources said though the exact official date has not been finalised, the foundation stone laying ceremony is expected to be held on December 30.

The founding stone for the university will be laid on Brajabiharipur Mouza near CDA. The Government will provide one-time contribution of Rs 5 crore for the project. The Government will also provide 30 acre land for the project. The Law University will be built on the line of its counterpart in Bangalore, Hyderabad, Ahmedabad and Kolkata.

While the Chief Justice of Orissa High Court will be the Chancellor of the University, Chief Justice of Supreme Court will be the visiting chairman of the newly formed Governing board.

Note: As per a recent Economic Times article, currently there are 7 National Law Universities. They are in Bangalore, Bhopal, Raipur, Hyderabad, Jodhpur, Gandhinagar and Kolkata. There is plan that in 2008 they will have a common entrance exam. The proposed National Law University in Orissa should immediately attempt to join this group.

Orissa missed out on funding for DIETs: Samaja

Following is from Samaja and it suggests that Orissa missed out on funding for DIETs by not establishing one DIET in each district. However, it does not mention that there are many CT trained people still looking for a teacher’s job (see http://orissagov.nic.in/e-magazine/Orissareview/sept-oct2006/engpdf/51-55.pdf) and perhaps because of that the state government did not establish additional DIETs.

KISS students represent India in a under-14 International school rugby tournament

Following are excerpts from a report in The Hindu:

… Surmounting heavy odds, the well-trained rugby team of the Bhubaneswar-based Kalinga Institute of Social Sciences (KISS) was now ready to take on the world, representing India at an under-14 international school rugby tournament in London.

For the products of the country’s largest school for tribal communities, rugby was just the right tool to unleash their collective talent. Hitherto dismissed to their miserable tribal hinterland, the students had a mission: to prove their mettle to a world cynically ignorant of the tribal life, their dreams and ambitions.

KISS, a sister concern of the KIIT Deemed University, had picked them out of their poverty-stricken families to offer an education, to get them a slice of mainstream life. Nurtured in the residential campus since age six, the team members were now prepared to announce their arrival. London beckoned, so did recognition and fame.

The training

Behind their collective exuberance was a well-tuned method. Thirty students had been selected from a first list of 56, who underwent rigorous training by a World Rugby Association coach.

The 30 proved their worth at a tournament in Kolkata on July 16, watched closely by their sponsors, the Kolkata Jungle Crows.

The final 12 now await the flight for the big fight on September 24, but not before some fine-tuning by an English coach, Paul Walsh, and two coaches from the Kolkata Rugby Association.

“We are confident of beating the other teams.” This remark by the KISS Rugby team captain to a visiting media team from Bangalore, had a solidity built on months of disciplined training. “From 6 a.m. to 7.30 a.m., 4 p.m. to 6.30 p.m., we are at it every day,” explained the team’s school coach, Manash Jena.

The team

Tag Rugby was the team’s first brush with the game, 18 months ago. Graduating to full rugby in quick time, the team captained by Bikash Chandra Murmu practised hard. Any tribe-based differences forgotten, the students were now part of one team. It had Chitta Ranjan Mumu and Babula Malka, Raj Kishore Murmu and Bukai Hansda, Niranjan Biswal, Hadi Dhangada Majhi, Sahadev Majhi, Gauranga Jamuda, Narsingh Kerai, Barial Beshra and Ganesh Hembram. Represented were the tribes Banda, Santal, Bathudi, Kandha and Kolha, whose people were otherwise dismissed to the poor rural backyard of Orissa.

The vision

Tribal people make up 23.13 per cent of Orissa’s population. It needed a body as systematic as KISS to pull them out of obscurity and neglect.

It was eventually left to philanthropist and Kalinga Institute of Industrial Technology (KIIT) founder Achyutananda Samanta to make that critical difference through KISS. …

KIIT to have a law school that will also offer five year integrated B.X+LLB programs

KIIT  has started a law school that will offer five year integrated law school programs.  Following are excerpts from Kalinga Times’ report on this.

"KIIT National Law School (KNLS) fills up the absence of a national law school in Orissa and will meet the surging demand for legal professionals in the wake of globalisation and rapid expansion of corporate sector and influx of multinationals in the country," according to an official release issued by the University.

N. L. Mitra, a renowned law academician, has consented to be involved with KNLS as its chief advisor, giving a boost to its mission to be at par with the best law schools.

Mitra has been instrumental in setting up almost all reputed national law schools in the country. He is former Director of National Law School of India University, Bangalore and former Vice-Chancellor of National Law School, Jodhpur.

KNLS is offering five year integrated law programmes (B.A.LL.B; B.Sc. LLB; and BBA.LL.B) as well as three Year LL.B course from the current academic year. …

The School is headed by Faizan Mustafa, who is former Dean and Registrar of Law School, Aligarh Muslim University.

Vikram Dev School of Art to be made a degree college

Daily Pioneer reports on this. Following are some excerpts.

The State Government is working on a proposal to upgrade the six-decade-old Vikram Dev School of Art and Craft at Jeypore as a degree college from the current academic session. From now on, the school will be known as Vikram Dev College of Art and Craft, sources in the Culture Department said…

Culture Secretary Gopinath Mohanty set up a committee comprising Orissa Lalit Kala Akadami secretary Chandramani Biwal, Utkal University of Culture’s officer on special duty Bhawani Charan Biswal and BK College of Art and Craft (BKAC) principal AC Sahoo, to have an on-the-spot assessment of the situation. …

It has recommended introduction of Bachelor’s Degree programme in visual art under the Utkal University of Culture from the current academic year.

The students, who pass out of the institution, would be directly admitted to degree courses while those who were intermediates would be considered for admission after an aptitude test, the committee has observed.

Orissa JEE counseling brochure is available now

(Update on June 17 2008:  For guidance on what you can get with your Orissa JEE rank in 2008, please see https://www.orissalinks.com/archives/1185 I do not have more information than that.)

Orissa JEE counseling brochure is now available in the web. Unfortunately it does not give any historical data regarding which ranks were able to get which branch and which college in the previous years. In comparison with the 2006 counselling brochure, the 2007 counseling brochure lists four new engineering colleges:

  • Gandhi Institute of Technology, Bhubaneswar [GIF] (this is besides the preexisting Gandhi Engineering College, Bhubaneswar [GEC]; GIET Gunupur [GIT]; and GITA Bhubaneswar [GIB])
  • Nalanda institute of Technology, Bhubaneswar [NIT]
  • Rajdhani Engineering College, Bhubaneswar [REC]
  • Sundergarh Engineering College, Sundergarh [SUN]

and does not include

  • Institute of Textile Technology, Choudwar [ITT]
