Azim Premji University Bangalore to establish Institute of Learning and Development in Odisha

The Azim Premji Foundation (APF) … has decided to set up new institutes in Orissa. "The Institute of Learning and Development will be set up in the state under Azim Premji University. We also have plans to set up low-cost model demonstration schools in the districts. The projects will begin in the next couple of years," said the chief executive officer of APF, Dileep Ranjekar.

… He announced the launch of three post-graduate courses at the university, starting from the next academic session. "The absence of a large number of committed, qualified and trained professionals is one of the major constraints in the fields of education and development. The courses we have designed in our university will definitely help prepare outstanding professionals in the education sector," said Ranjekar. The courses offered are: masters degrees in education, development and teacher education.

"There is a huge dearth of experts in the fields of education and development. Teachers’ education in the country is of very poor quality and there has been no concerted effort to improve the curriculum and pedagogy," Ranjekar said.

Those interested in studying in the university will also be provided facilities like scholarships, loans, partial or full tuition fees and living expenses. "We will ensure that no student misses out on opportunities to study in the university due to financial constraints," he maintained. Ranjekar added that the foundation also has plans to set up an institute for assessment and accreditation of educational institutes.

AT A GLANCE

INTRODUCTION

The National Council for Teacher Education, in its previous status since 1973, was an advisory body for the Central and State Governments on all matters pertaining to teacher education, with its Secretariat in the Department of Teacher Education of the National Council of Educational Research and Training (NCERT). Despite its commendable work in the academic fields, it could not perform essential regulatory functions, to ensure maintenance of standards in teacher education and preventing proliferation of substandard teacher education institutions. The National Policy on Education (NPE), 1986 and the Programme of Action thereunder, envisaged a National Council for Teacher Education with statutory status and necessary resources as a first step for overhauling the system of teacher education. The National Council for Teacher Education as a statutory body came into existence in pursuance of the National Council for Teacher Education Act, 1993 (No. 73 of 1993) on the 17th August,1995.

OBJECTIVE

The main objective of the NCTE is to achieve planned and coordinated development of the teacher education system throughout the country, the regulation and proper maintenance of Norms and Standards in the teacher education system and for matters connected therewith. The mandate given to the NCTE is very broad and covers the whole gamut of teacher education programmes including research and training of persons for equipping them to teach at pre-primary, primary, secondary and senior secondary stages in schools, and non-formal education, part-time education, adult education and distance (correspondence) education courses.

ORGANISATIONAL STRUCTURE

NCTE has its headquarder at New Delhi and four Regional Committees at Banglore, Bhopal, Bhubaneshwar and Jaipur to look after its statutory responsibilities. In order to enable the NCTE to perform the assigned functions including planned and co-ordinated development and initiating innovations in teacher education, the NCTE in Delhi as well as its four Reginal Committees have administrative and academic wings to deal respectively with finance, establishment and legal matters and with research, policy planning, monitoring, curriculum, innovations, co-ordination, library and documentation, inservice programmes. The NCTE Headquarters is headed by the Chairperson, while each Regional Committee is headed by a Regional Director.

Orissa missed out on funding for DIETs: Samaja

Following is from Samaja and it suggests that Orissa missed out on funding for DIETs by not establishing one DIET in each district. However, it does not mention that there are many CT trained people still looking for a teacher’s job (see http://orissagov.nic.in/e-magazine/Orissareview/sept-oct2006/engpdf/51-55.pdf) and perhaps because of that the state government did not establish additional DIETs.

The Indira Gandhi National Open University (IGNOU) will begin its first phase admission process for B.Ed. program from 30 October.

… The admission to the B.Ed. Program will be done for the 10 Program Study Centers of Bhubaneswar Region.

… The first phase admission shall be concluded on 5 November for all centers.

The list of successful candidates has been placed on the Regional Centre website www.ignoubbsr.org.
