Efforts on to make Khallikote a unitary university

Following are excerpts from a report in tathya.in.

With UCE Burla granted the Unitary State University (USU) status, lawmakers of southern Orissa have urged the Chief Minister to declare the century-old Khallikote Autonomous College (KAC) in Berhampur, an USU. 

The KAC has been the Center of Learning and intellectual pursuits in Orissa since long. 

Lawmakers including Sugyani Kumari Deo, R CC Patnaik, Bikram Kesari Arukh, Usha Devi, Ladu Kishore Swain, Bharat Paik, Niranjan Pradhan and Saroj Kumar Padhi have requested the Chief Minister to take up the matter to the next Cabinet. 

All of them have appealed Naveen Patnaik to upgrade the institution from autonomous status to USU. 

The Chief Minister has asked the Higher Education department to take up the case. 

Accordingly Madhu Sudan Padhi, Commissioner-cum-Secretary Higher Education has processed the file, said sources. 

A Cabinet Note is being prepared for the purpose, revealed an official. 

Most likely the proposal will be accepted, thanks to the elections round the corner. 

Than Orissa will have 3 unitary universities with Ravenshaw and UCE Burla (VSS) Unitary University earlier given the status. 

The KAC which started in 1856 as a Zilla School is now a full fledged Post Graduate College having autonomous status since 1990.

General Colleges count in various Orissa districts – work in progress

The left four columns(*) in the following list is based on the lists at http://orissagov.nic.in/highereducation/DistBlockWise_College_list.htm and http://orissagov.nic.in/highereducation/actsrules.htm. It seems both these lists are not up-to-date. For example, neither list has any colleges in the Boudha district. However, the Boudha district web pages mention it having 9 colleges. Using Google some of the colleges one can find in Boudha are Boudh Panchayat College and Gandharadi College. The rightmost column (**) is based on going to the district web pages and getting information there. That is also not up-to-date as in recent years numerous junior (+2) colleges have opened.

Following are the courses offered by the Institutes of Hotel Management and the Food Craft Institutes.

The Bachelor of Science programme in Hospitality and Hotel Administration is offered jointly by the National Council for Hotel Management and the Indira Gandhi National Open University. The Three-Year programme equips students with all the required skills, knowledge and attitude to efficiently discharge supervisory responsibilities in the Hospitality sector. The programme also involves in-depth laboratory work for students to acquire required knowledge and skills standards in the operational areas of Food Production, Food and Beverage Service, Front Office Operation and House Keeping. A recent news item in expressbuzz.com mentions some problem with respect the Food Craft Institute in Balangir.

Uncertainity looms large over the Food Craft Institute here which is unique in Orissa. Reason: The State Government is yet to allot the plot, where the institute is presently located, in the name of institute. As a result, the financial assistance of Rs 1.3 crore from Centre to construct the hostel and part of institute building may return.

The government had decided to set up the institute in 2004 to boost the tourism and hospitality sector in the region. At present, the institute is being run by Ministry of Tourism. Orissa government had signed an MoU with Centre according to which the latter will provide financial assistance to run the institute for five years. Since the State Government is yet to hand over the land to the institute, the stipulated period (five years) of running the institute will elapse soon resulting in closure of the institute.Sources in the institute said if the State government does not do anything, then the institute will face closure in 2009. The Centre is seeking utilisation certificate (UC), which the institute has not been able to submit as the money is yet to be utilised in building the required infrastructure. When asked, Works Minister (former Tourism minister) and local MLA Ananga Udaya Singhdeo admitted that Centre would ask for return of funds if the UC is not submitted. “I have reminded the Tourism Department many times but they are not taking any step in this regard. The land should be allotted in the name of the institute as per the MoU,’ said the Minister.So far the institute has produced hundreds of students, who are well placed in hospitality industry. At present, around 55 students are studying in the institute.

Expert committee report on 374 model colleges in educationally backward districts

The expert committee report is at http://www.ugc.ac.in/notices/dpr374modelcolleges.html. The list of 374 districts contains 18 districts from Orissa. They are:  Malkangiri, Baudh, Kandhamal, Nuapada, Nabrangpur, Gajapati, Koraput, Sonapur, Bargarh, Deogarh, Kalahandi, Balangir, Anugul, Rayagada, Kendujhar, Ganjam, Nayagarh, Dhenkanal. Of these, Malkangiri and Baudha are in Phase 1 with CPI (colleges per lakh population) below 4, Kandhamal and Nuapada in Phase 2 with CPI 4 to 8, and the rest in Phase 3 with CPI 8.1-12.4.

Following are some excerpts from that report:

The criteria for identification of location within the district may be the following:
a. The college has to be located in an area of the district having no college in the vicinity of 10 km radius.
b. Predominantly rural location where the proportion of rural population in area is higher than the State average
c. A new college as an additional one in the vicinity shall be permitted only if the existing college has more than 1000 students, or there is no separate college for women in the area of 10 km. radius.
d. Accessibility : The location of the college should be such that it is accessible, i.e. reasonably well connected by transport facilities so that the college may serve a larger catchments area.
e. Population density: The proposed college should be located subject to fulfillment of the above-mentioned criteria in locations having higher population density in comparison with other contending locations.

4.1. Non- recurring Budget requirements:

4..1.1. Land : Since the Model colleges are to be established in rural, hilly, forest, tribal and other priority areas as per the criteria already described in chapter.2., a minimum of 10 acres of land need to be provided by the State Government concerned to each of the college in the identified low GER district.
4.1.2. Non recurring infrastructure requirements per college:

4.1.2.1. Academic & administrative buildings (3000 sq.mtrs) : 2.5 crores
4.1.2.2. Campus development : 2.0 crores
4.1.2.3. Hostels for 100 students : 1.0 crores*
4.1.2.4.Teachers’/Non teaching quarters – 20 each; : 2.5 crores
4.1.2.5. Laboratories : 0.2 crore
4.1.2.6. Library : 0.2 crore
4.1.2.7. Computer Centre : 0.2 crore
4.1.2.8. Health centre : 0.1 crore
4.1.2.9. sports facilities : 0.1 crore
4.1.2.10 Miscellaneous : 0.2 crore
Total per College Non-recurring :9.0 Crores.
* the expenditure towards hostel could be sanctioned through the UGC special scheme for “ hostels”. The net Non-recurring requirements would thus be Rs.8.0. crores per college.

4.1.2. Recurring Budget requirement: It would involve the salary requirements for 25 teaching and 25 nonteaching personnel for each college and the college maintenance expenditure of Rs.50.0 lakhs per annum to be provided by the State government concerned.

4.1.4.1. Model I: Fully Government supported Colleges:
Non-Recurring : 100 % by Central Government, while the required land for the colleges has to be provided by the State Govt.
(This pattern of financial support by Central Govt. is necessary to motivate the State Governments to
establish these model colleges in the Low GER districts adhering to the criteria suggested for actual location of these Colleges within the LOW GER districts) Recurring : 100% by the State Government;

UCE Burla Students’ dharna reported in various newspapers

Following is an excerpt from a report in New Indian Express.

Students of University College of Engineering (UCE), Burla, launched their three day hunger strike from today staging silent sit-on dharna in front of the administrative building of the college.

The students are demanding Unitary University Status for the oldest engineering college of the State, on the lines of Ravenshaw University, transfer of 400 acres of government land adjacent to UCE campus, hike in annual grant to UCE to Rs 15 crore and special infrastructure development grant of Rs 100 crore spread over three years. The students had launched a stir in October demanding upgradation of UCE to IIT with support from the Alumni Association of the college and locals.

But with the State Government deciding to house the IIT at Jatni, they are now demanding declaring the college as an Unitary University.

The students had apprised the Chief Minister of their demand vide a petition on August 2 and set August 21 as deadline to fulfill the demand.

But with no communication from the office of the Chief Minister for a dialogue over the issue, they resorted to hunger strike. … A delegation of students will be leaving for Bhubaneswar and will try to get an audience with Chief Minister Naveen Patnaik and Governor MC Bhandare.

Law University to start classes in 2009-2010

Following is from a report in Pioneer.

The classes for the proposed Law University will commence from the next academic year 2009-10.

A decision to this effect was taken at a high-level meeting convened by Chief Minister Naveen Patnaik on Wednesday. LN Mitra from the National Law University (NLU) attended the meeting. The proposal for the university was announced by the Union Law Minister in 2005.

The classes would commence either at the Madhu Sudan Law College or in the campus of Ravenshaw Law College.

The proposed university would be set up at Naraj in an area of 50 acre. The State Government has already acquired 30 acres of land for this purpose.

The Chief Justice of India will function as chancellor of the University while the Bar Council of India will run the entire curriculum of the university.

HHI Hotel Management School in Bhubaneswar

Following is an excerpt from a report in Hospitality Biz India.

In a bid to equip the Indian hospitality industry with manpower, Hotel Hindustan International (HHI) group of hotels is setting up a hotel management institute in Bhubaneswar. This will be the branch of HHI’s already existing institute called Regency HHI Institute of Hotel Management and Catering Technology in Varanasi.

DK Jaiswal, Chairman and Managing Director, HHI group of hotels, says, “Indian hospitality’s future lies in not only the premium properties, but mainly in the three to four-star category budget hotels. With a great demand of rooms all over the country, Indian hospitality business requires an enormous number of skilled professionals. We therefore, plan to churn out more manpower for the industry.”

The HHI Institute in Varanasi, according to Jaiswal, teaches aspirants as per global hospitality standards. “As we generally try to absorb the professionals in all our present and up coming properties across India, we try to teach them according to our benchmark which is based on global standards and accepted by most of the hospitality giants present in India,” adds Jaiswal. The Regency HHI institute started its operation about three years back and has been looking after the manpower capacity for all existing HHI properties in Kolkata, Varanasi and Bhubaneswar.  …

The upcoming institute in Bhubaneswar will have the regular three years degree courses on hotel management and catering technology. It will cater to 100 students per session. According to Jaiswal, the institute will start its operation from next year with a skilled group of professors. “We will lay emphasis on more practical knowledge rather than just theory,” says Jaiswal.
