Revival of Orissa Aviation institute is on the cards

Following is an excerpt from a report in Financial Express.

The Orissa government will sign an agreement with Gujarat’s Ahmedabad Aviation & Aeronautic Ltd (AAAL) in July to revive the Government Aviation Training Institute (GATI) in the state. This will be done via public-private-partnership (PPP) with the newly floated AAAL company, HBE Global Avionoutic Ltd (GAL). The project will be done under the lease-develop-operate (LDO) financing model.

… Established in 1947 as a flying club, GATI used to impart training for student pilot licence, private pilot licence and commercial pilot licence. Passouts from the institute were placed in Indian Airlines, Air India, Kingfisher, Reliance, Deccan Aviation, Garg Aviation, IMFA and OSL. The institute, which became non-functional from 2005-06 owing to resignation of pilots and lack of government support, has two training aircraft, spacious hanger and runway space.

According to the PPP agreement, GAL will use the available facilities of the institute on a lease basis to train students. It will develop GATI as a full-fledged commercially viable state-of-the-art aviation academy capable of providing multi-level training for commercial pilots, aircraft maintenance, ground staff and cabin crews. The revenue sharing mechanism will be based on LDO model, while the state government will remain owner of all the movable and non-movable properties of the institute.

Nandalal Bhatia, chairman and managing director of Global Avionoutic, on Tuesday discussed the issue with Orissa chief minister Naveen Patnaik here.

National Council of Teacher Education; eastern regional office in Bhubaneswar

Following is from their page http://www.ncte-in.org/theintro.htm.

National Council of Teacher Education

AT A GLANCE

INTRODUCTION

The National Council for Teacher Education, in its previous status since 1973, was an advisory body for the Central and State Governments on all matters pertaining to teacher education, with its Secretariat in the Department of Teacher Education of the National Council of Educational Research and Training (NCERT). Despite its commendable work in the academic fields, it could not perform essential regulatory functions, to ensure maintenance of standards in teacher education and preventing proliferation of substandard teacher education institutions. The National Policy on Education (NPE), 1986 and the Programme of Action thereunder, envisaged a National Council for Teacher Education with statutory status and necessary resources as a first step for overhauling the system of teacher education. The National Council for Teacher Education as a statutory body came into existence in pursuance of the National Council for Teacher Education Act, 1993 (No. 73 of 1993) on the 17th August,1995.

OBJECTIVE

The main objective of the NCTE is to achieve planned and coordinated development of the teacher education system throughout the country, the regulation and proper maintenance of Norms and Standards in the teacher education system and for matters connected therewith. The mandate given to the NCTE is very broad and covers the whole gamut of teacher education programmes including research and training of persons for equipping them to teach at pre-primary, primary, secondary and senior secondary stages in schools, and non-formal education, part-time education, adult education and distance (correspondence) education courses.

ORGANISATIONAL STRUCTURE

NCTE has its headquarder at New Delhi and four Regional Committees at Banglore, Bhopal, Bhubaneshwar and Jaipur to look after its statutory responsibilities. In order to enable the NCTE to perform the assigned functions including planned and co-ordinated development and initiating innovations in teacher education, the NCTE in Delhi as well as its four Reginal Committees have administrative and academic wings to deal respectively with finance, establishment and legal matters and with research, policy planning, monitoring, curriculum, innovations, co-ordination, library and documentation, inservice programmes. The NCTE Headquarters is headed by the Chairperson, while each Regional Committee is headed by a Regional Director.

National Law University of Orissa to take off

Following are excerpts from a Tathya.in report.

It seems that finally the National Law University of Orissa (NLUO) is taking a concrete shape.

The move to set up an international institution for learning of Law since 1999 will be taking form with a dedicated Corpus Fund in place.

The State Government will be providing Rs.5 crore to the Fund.

Naveen Patnaik, the Chief Minister will be laying foundation of the institution on 5 January at Brajabiharipur near Naraj in Cuttack district.

The State Government has allocated 30 acres of land free of cost.

Since 1999, the move was on to establish the National Law School (NLS) on the lines of the NLS of Bangalore.

Though initiative was taken for the same, but it never took concrete shape.

Taking the experiences of all the NLUs, the State Government is going for the NLUO in an organized way, said the source.

With the Corpus Fund in hand the NLUO will move for a Self Financing Scheme for the operation.

The NLUO is being set up to design and run regular and periodical course of learning for dissemination of knowledge of advanced learning in legal subjects and various issues of Law.

In the mean time the Government of Orissa has already given final shape to the bill of the National Law University of Orissa.

The Cabinet has already approved the bill and it will be presented in the Budget Session of the State legislative Assembly.

Once the new Act and funds in hand, the authorities will go ahead to set up the World Class Centre for Learning of Law in the state, said an official.

There is plan that in 2008 they will have a common entrance exam. The proposed National Law University in Orissa should immediately attempt to join this group.
