Central University of Orissa classes to start in June from a temporary location; VC Prof. Banerjee will be tested on her ability get one of the 5 medical and engineering colleges to her university

Central University of Orissa (CUO) will begin classes from June. … While CUO will have its campus in Koraput, to begin with a temporary campus near Bhubaneswar is being looked out to start classes from next Educational Year.

That is why Professor Banerjee has requested the Government of Orissa in Higher Education department to provide a rented accommodation.

Mr.Padhi has agreed to provide all out support for the institution.

Professor Banerjee is interested to make it a different institution and is inclined to start at least 30-35 departments in the newly carved out Centre of Learning.

However to start with the CUO will have 5 subjects and later it will go on including further, said sources.

… Those CUs, which has not identified land for the institution in the designated place, those can start it from the Capital City of the state, said sources.

So Professor Banerjee is busy in organizing things for facilitating classes from next June. Faculty hiring is the foremost in her mind and as she is eager to make it a top class university, the VC wants to rope in best of the talents from the country.

She is also interested to open Medical College in the University, but it will take time. 

… Professor Baral of Arizona State University said only five of the 15 new central universities will have a medical college in the first phase (i.e.,during the 11th plan).

So the ability of the VC Professor Banerjee will be tested in whether she is able to get a medical and engineering college to the Central University of Orissa, feel the educationist.

Considering that the CUO is to be located in Koraput, in the most backward area, KBK, of India, Prof. Banerjee must do her best to make the right arguments at the earliest and get a medical and engineering college to this university, argued Professor Baral.

Southern Railway plans a medical college attached to its hospital in Perambur

Following is  from a report in Hindu.

Southern Railway is to start a medical college with private participation by making use of the existing medical facilities available at its hospital in Perambur here.

The Chief Medical Director of Southern Railway on Friday called for expression of interest from resourceful medical institutions in the country for establishing and running the college at the cost of institutions as per the Medical Council of India regulations. The institutions should have at least 10 years’ experience in running a medical college and attached hospital as per the MCI norms. Foreign institutions can also participate in the bid, provided they comply with respective foreign medical regulatory authority norms.

Southern Railway is now running a 500-bed hospital on a 15-acre site in Perambur and the same is to be shifted soon to new premises. The existing hospital premises and the proposed new hospital complex will be available for establishing the medical college.

According to the Medical Director, the Perambur railway hospital has basic specialities in 15 disciplines and super-specialities in three disciplines.

The hospital has been recognised by the National Board of Examinations for recognition in postgraduate training. International institutions such as Royal College of Surgeons had also accredited the hospital for imparting training in PG courses.

ECOR has a central hospital in Mancheswar.  It was inaugurated in Nov 27, 2007. Following is an excerpt from the press release.

Sri K. C. Jena, Chairman, Railway Board and Ex-officio Principal Secretary, Govt. of India inaugurated the Central Hospital of East Coast Railway at Mancheswar today. The hospital which started as a Health Unit in 1982 under Mancheswar Workshop was declared to be converted to 100 bedded Central Hospital for ECoR on 09.10.2005. In the first phase, construction has been completed with 60 beds, 4 bedded ICU and OT complex with a sanctioned cost of Rs. 1.88 crores.

The second phase expansion of the Central Hospital with 40 beds with maternity and pediatric wards and 8 Nos. of Special Cabins at a cost of Rs. 1.98 crores will be taken up shortly.

This hospital which has tied up with Kalinga Hospital Ltd., Bhubaneswar, Yoshada Hospital, Secunderabad and Seven Hills Hospital, Visakhapatnam is presently catering to the medical and health care needs of almost 36000 employees of Mancheswar Workshop, East Coast Railway Headquarters, Construction Organisation, Railway Recruitment Board (RRB), Railway Electrification (RE), Railway Claims Tribunal (RCT) and retired railway employees residing at Bhubaneswar and their family members.

We should watch out how this hospital grows and may be in 5 years, ECOR could be pushed to follow the path of Southern railway and have a medical college attached to this hospital.

Union minister of state for Coal says medical college in Talcher to come up in next academic year

Union Minister of State for Coal Santosh Bagrodia today said small and medium-scale industries and coal-based power plants will be supplied coal as per necessity.

Addressing newsmen here, the Minister maintained that there is no shortage of coal in the country.

Sardar Valabhai Patel Post-graduate Institute of Paediatrics in Cuttack is a post graduate institute. It seems to be an independent institute with some links with the SCB Medical College. Following are excerpts from couple of old articles on it.

CUTTACK: With Japanese grant-in aid of Rs. 37 crores, the city-based Sardar Vallabhbhai Patel Post-graduate Institute of Paediatrics, known as Sishu Bhawan, the only referral centre for children in Eastern India is now ready after a major facelift. The renovated hospital will be inaugurated on April 2, according to its superintendent N.K. Mohanty.

"The expansion project, which got under way in April 2005, was completed as per the schedule," says Dr. Mohanty.

Supervision

The Japan government-sponsored Japan International Cooperation Agency (JICA) has supervised the progress of the project work which includes a two-storied international standard building over an area of 18,000 square feet. Japan-based Yokogawa Architects and Engineers have designed the building while Sumitomo Mitsui Construction Corporation took up the civil work, say JICA sources.

The building houses OPD, casualty, laboratories, radio-imaging section, OTs, central sterilisation unit and a total of 116 beds, including 21 ICU beds, and 30 newborn special care beds, says Dr. Mohanty.

As per the MoU signed with the Japan government, the hospital now has the state-of-the-art equipments like ultrasound, ventilators, X-Ray, multi-parameter monitors, pulse oxy-meters and defibrillators by the Tokyo-based Ogawa Seikii worth over Rs. 25 crores.

The state government’s bid to overcome deficiencies exposed by the Medical Council of India (MCI) has hit a roadblock.

The MCI had recommended more faculty members in keeping with an increased number of seats for the MBBS course in the three state-run medical colleges.

The State Administrative Tribunal has stayed the recruitment process of 294 posts of senior residents or tutors at the MKCG Medical College and Hospital, VSS Medical College and Hospital, SCB Medical College and Hospital, and Sardar Vallabhai Patel Postgraduate Institute of Paediatrics.

Update: A report in Hindu has some more details. Following are some excerpts:

AIPH is starting with small programmes such as Certificate in Public Health Management. The institute would be located over a 50-acre land near Jatni, on the outskirt of the capital city. Promoters of the institute plan to invest Rs. 15 crores immediately to start the programme with the help of some guest faculties from the USA.

Speaking at the inaugural ceremony, David J. Ramsay, president of University of Maryland, said “We will build different centres of excellence under the umbrella of AIPH. I have allocated matching funds in our efforts to secure financial support for infrastructure building. Very soon, AIPH will bring US-based faculty and experts to Orissa for teach, training and conducting research.”

AIPH Secretary Pinaki Panigrahi claimed the institute would be the first of its kind as India had 209 medical colleges whereas there was no full-fledged public health school. But in USA there were 129 medical schools and 33 public health institutes, he added. “The institute will prepare workforce to help formulate and implement health programmes in the country,” Dr. Panigrahi said.

The new institute has roped in several Indian-based teaching faculties as well as US-based experts to take forward different specialized programmes in its campus.

Among others AIPH President N. K Ganguly, who was former director-general of Indian Council of Medical Research (ICMR), was present on the occasion.

With disease burden not showing any signs of decline despite advancement in therapeutic sciences across the world, the focus of public health has shifted to prevention.

The future of a healthy society hinges on securing the populace from afflictions by way of inducing suitable changes in lifestyle and societal atmosphere and also, very importantly, increasing immunity through vaccination, said President of University of Maryland Baltimore, (UMB), USA, David J Ramsey today.

Ramsey told this paper that worldwide, intensive efforts are on to develop vaccines for diseases that have the greatest impact on the population and not on individuals. The UMB has already developed a vaccine for cholera, which is being successfully implemented in South American countries. Progress is being made in the efforts to formulate a vaccine for malaria, AIDS and several other prevalent diseases in the stateof- the-art facility at the University.

But the challenge lies in implementation of the interventions to check outbreaks. Public health is still not considered a different domain from medical or clinical streams in most parts of the world, particularly developing countries including India.‘‘

The realm of public health basically involves collating biostatistics, epidemiology, environmental health sciences, health services administration, and social and behavioural sciences so that prevention and treatment initiatives and policies would be well-directed and most effective,’’ the head of the prestigious institute said.

And, in an initiative aimed at strengthening the public health sector in India as well as the sub-continental countries by producing skilled professionals to carry out operational research to develop sustainable health-care delivery models, the Asian Institute of Public Health (AIPH), a partner of UMB, is set to take shape here from Sunday.

The first of its kind institute in the country, with support of the Orissa Government, would offer courses on Public Health Management, Management development programmes on ‘Surveillance, Epidemic Preparedness and Response’, ‘Biostatistics and Research Methodologies’, ‘Biomedical Waste Management and Handling’, ‘Good clinical Practice of Clinical research’ and ‘Emerging issues in public health’. The target scholars would include medical officers, AYUSH doctors, personnel from health agencies, Government health administrators, social scientists, corporate sector managers dealing with health programmes, paramedics, sanitation workers, NGOs, etc. The courses have been designed and be certified by UMB, AIPH secretary Dr Pinaki Panigrahi said.

The above articles do not mention the Indian Institutes of Public Health being built in India, three of which mention that they are offering post-graduate diploma starting fromn the 2008-09 session. Following is an excerpt.

The Indian Institutes of Public Health at Delhi, Gandhinagar, and Hyderabad would be offering the following Post Graduate Diploma (PGD) Programs in the academic year 2008-09:

IIPH, Delhi:	PGD in Health Economics and Policy
IIPH, Gandhinagar:	PGD in Public Health Management
IIPH, Hyderabad:	PGD in Biostatistics and Data Management

If done right the AIPH can surpass the IIPHs, mainly because a well known professor Dr. Pinaki Panigrahi is behind it and his university, The University of Maryland at Baltimore, is an active collaborator on this. The Orissa govt. may take advantage of the AIPH and push for an IIPH next to it. They have discussed with PHFI, but its plan (see here and here)  in Orissa is not clear.

Also, note that in the PHFI/IIPH model companies, state and the center (through PHFI) fund the IIPHs. Orissa government should help AIPH in a similar manner: contribute a similar amount, ask companies to contribute and ask the center to contribute. To get an idea of the PPP nature and the amount used to fund IIPH, following is an excerpt from a report in Hindu.

Industry leaders came forward to pump in Rs. 30 crore to make Indian Institute of Public Health (IIPH), an arm of the Public Health Foundation of India (PHFI), commence its first-ever postgraduate diploma course in biostatistics and data management from July this year.

The Union Government through PHFI had sanctioned Rs. 60 crore, while the State Government allotted 43 acres in Rajendranagar and sanctioned Rs. 30 crore for the IIPH. The new governing council assumed charge on Saturday. Addressing a press conference here, G.V. Krishna Reddy, chairman of the governing council, said he, along with G.V. Prasad of Dr. Reddy’s Labs, G. Mallikarjuna Rao of GMR Group, N. Prasad of Matrix Labs, B. Rama Raju of Satyam Group, and SriniRaju of iLabs, would together donate Rs. 30 crore.

Health Minister’s status report in the Lok Sabha on the AIIMS-like institutes

श्री राम कृपाल यादव (पटना)  :  उपाध्यक्ष महोदय, मैं आपके माध्यम से माननीय स्वास्थ्य मंत्री जी का ध्यान आकर्षित करना चाहता हूं। पूरे देश में छह अखिल भारतीय अनुसंधान संस्थान (एम्स) खोलने की बात हुई थी। मेरे संसदीय क्षेत्र पटना में भी एम्स खोलने की बात कही गई थी। दुर्भाग्यपूर्ण स्थिति है कि लगभग पांच साल पहले इसका काम शुरू हुआ था, लेकिन आज तक केवल चाहरदीवारी का ही निर्माण हुआ है। शिलान्यास के समय एम्स को कार्यरूप में शुरू करने के लिए वर्ष 2009 तक का समय रखा गया था। बिहार में कोई भी उत्कृष्ठ अस्पताल नहीं है। इस कारण दिल्ली के एम्स अस्पताल में 60 परसेंट बिहार के लोग अपना इलाज करवाने आते हैं। बिहार में गरीबी है, फटेहाली है इस कारण कई लोग इलाज कराने के लिए दिल्ली आ भी नहीं पाते हैं। बिहार के लोगों को स्वास्थ्य लाभ लेने के लिए बहुत दिक्कतों का सामना करना पड़ता है। अगर बिहार में एम्स अस्पताल खुल जाएगा, तो न सिर्फ बिहार के लोगों को, बल्कि बिहार से सटे नेपाल, असम तथा आसपास के इलाकों के लोग भी लाभांवित हो सकेंगे। कई बार हमने सदन के माध्यम से माननीय मंत्री जी का ध्यान आकर्षित कराया है। आश्वासन मिलने के बावजूद भी आज तक इस बारे में तेज रफ्तार से काम नहीं हो रहा है। पता नहीं यह काम कितने वर्षों में पूरा होगा।

THE MINISTER OF HEALTH AND FAMILY WELFARE (DR. ANBUMANI RAMADOSS): Sir, under the Pradhan Mantri Swasthya Suraksha Yojana the Government of India intends to start six new AIIMS like institutions in States like  Bihar, Madhya Pradesh, Orissa, Rajasthan, Uttarakhand and Chhattisgarh.  The CCA had given approval only in 2006.  Since then we have been going through a lot of process.  One tender was un-responsive.  Another tender was a single bidder.  We had to go through the project management consultants.  In all we have to go through a lot of process and there was a delay.  I accept the responsibility for delay on part of my Ministry.  Nevertheless, I had again asked them to quicken the process.  Finally, I could say that the construction work has started in five out of six AIIMS like institutions, including Bihar, Orissa and Rajasthan.  Except Bhopal, work at other five sites has already begun and at Bhopal the work will start in the beginning of November.

          I categorically assure that the work has started and the entire construction work will be over in another two-and-a-half to three years and it will be fully functional.  Not only that, we also want to upgrade some more institutions in Northern part of the country.  We have added some more institutions, which again after getting the approval we will inform the hon. House.

SHRI J.M. AARON RASHID (PERIYAKULAM): Sir, since the hon. Minister belongs to Tamil Nadu, he should see to it that Tamil Nadu also has such an institution.

Prime Minister, Manmohan Singh is expected to announce the "much-awaited" scheme to upgrade Amritsar Medical College under the Pradhan Mantri Swastha Suraksha Yojana (PMSSY), Phase II, during his visit to Amritsar starting on September 15.

It is learnt that Punjab Chief Minister Parkash Singh Badal, who has long been pressing this demand, recently met the PM for this. Amritsar is one of the five medical colleges that the Union Health Ministry has listed for upgradation under Phase II, the others being Aligarh, Nagpur, Himachal Pradesh, Tamil Nadu, besides two AIIMS-like institutes in Uttar Pradesh and Bengal. "The proposal has gone to the Expenditure Finance Committee (EFC) and will be soon put before the Cabinet," a senior official told The Indian Express.

… While the cost of upgrading each existing site is Rs 150 crore, the AIIMS-like institutes will require an investment of Rs 750 crore each. For Phase I, meanwhile, one institute each will be set up in the states of Bihar (Patna), Madhya Pradesh (Bhopal), Orissa (Bhubaneswar), Rajasthan (Jodhpur),Chhattisgarh (Raipur) and Uttarakhand (Rishikesh).

Even though the necessary funds were approved for the Phase I sites in 2004-2005, they are yet to be completed despite the 2008 deadline. Although work on each centre has started, the Government has extended the deadline by two years.

The delay has come at a heavy price. Initially, the approximate expenditure was Rs 280 crore for each institute, but "in March 2006, financial projections were made and it was set at Rs 330 crore each. This is expected to go up to at least Rs 450 crore, as the prices of construction material have gone up," said a senior official in the Health Ministry. Officials blame the poor response of developers to their tenders as a major cause of the setback.

Hi-Tech group’s plan for Khurda, Jatni and Rourkela

Hi-Tech Group of Institutions has planned to set up two management institutes, one at Khurda and the other at Jatni, both located within 25 km radius of the city, at a combined investment of about Rs 12 crore.

These management institutes are set to be built on surplus land available at the two technological institutes run by the organisation – Konark Institute of Science and Technology (KIST) located at Jatni and the Hi-Tech Institute of Technology (HIT) in Khurda.

While the B-school in Khurda will come up on 15 acres of surplus land on HIT campus, the other B-school will be developed on 10 acres of surplus land within the KIST campus at Jatni.

“Construction work for our two proposed management institutes has already begun and we expect these two institutes to be functional next year. …

Each of these management institutes will have an intake of 60 seats and will offer two-year, full-time MBA programmes from the 2009-10 academic session.

The Hi-Tech Group will also invest Rs 30 crore for introducing new super-specialities, namely, cardiology, cardio-thoracic surgery, neurology, nephrology and trauma care in the Hi-Tech hospital. Hi-Tech Group of Institutions has also got the approval of AICTE to introduce post-graduate courses in engineering at the KIST campus.

The KIST campus will offer MTech in computer science and engineering as well as electronics and telecommunications engineering from the next academic session.

At present, KIST is offering BTech in five streams of engineering with the institute’s total intake being 420 seats. Meanwhile, the group expects to take possession of land for its proposed medical college and hospital in Rourkela within a month.

“We expect to get 25 acres of land for our proposed medical college cum hospital in Rourkela within a month and then inaugurate the hospital six months after acquiring land. Our medical college in Rourkela is expected to be operational a year after the inauguration of the hospital”, Panigrahi claimed.

Vedanta University hires advisors for its medical college

In the first phase of the Vedanta University Project, a 500-bed super-specialty hospital and a medical college of international standard will be built which will be later expanded to 1,000-bed capacity. The super facilities that are planned cardiology, endocrinology and intensive care while paediatrics, obstetrics and gynaecology will be added in the next phase.

Besides providing highest quality health care, it will be a ‘Research-cum-Teaching hospital’. An advisory committee will decide on the vision and scope of the medical centre comprising health-care, teaching and research facilities with distinguished medical professionals and academicians from India and abroad.

The Vedanta University Project also announced that director of Medical Education and senior cardiologist of Apollo Hospital KP Mishra and ex-director of the Institute of Immunohaematology and winner of the Biju Patnaik Award for Excellence in Science and Technology Dipika Mohanty had joined as advisors to guide regarding the development of the hospital.

Mohanty, on behalf of hospital, will initiate a major research project in the areas for infants and children having anaemia as well as an identification and treatment for sickle cell anaemia which is more prevalent in Orissa.

The hospital and medical college are part of the first phase of the Vedanta University Project that will include a core campus with colleges for humanities, sciences, engineering and business. The academic session is likely to start in 2010.

Puri, August 19, 2008: In the first phase of the Vedanta University project, a 500 bed super specialty hospital and medical college of international standard will be built. This will be expanded to 1000 bed Hospital in the next phase. The super specialties that are planned in the Vedanta Hospital are cardiology, endocrinology and acute care. In the next phase, paediatrics, obstetrics and gynaecology will be added.
