We would like to request that you urgently allocate the necessary 32 acres of land for an ESIC medical college in Rourkela and vigorously pursue with the ESIC authorities for the establishment of the same in Rourkela.
[We applaud your earlier attempt in pursuing an ESIC medical college in Balangir and understand that ESIC did not agree to it as it does not have enough ESIC insured persons in the Balangir area. We request that you pursue other ways of having a medical college in Balangir and also pursue other infrastructural elements for Balangir such as a state university, a state/central funded engineering college like SLIET (Punjab) and ABA GKC IET (West Bengal) and the Khurda-Balangir line. ]
Coming back to ESIC medical college, Rourkela is the second largest metropolitan area of Orissa. Unfortunately, it is also the largest metropolitan area of its size in the country which does not have a medical college. (It is also the largest metropolitan area of the country which does not have a regular university.) On the other hand Rourkela is the current industrial hub of Orissa and has a significant number of ESIC insured persons. This is evident from the fact that the only ESIC model hospital in Orissa is in Rourkela. Moreover, another ESIC hospital is in nearby Kansbahal and an ESIC annex is in nearby Rajgangpur. Moreover recent newspaper reports (Statesman 5th March 2009, Naxatra News) mention that the ESIC authorities are agreeable for having an ESIC medical college in Rourkela. Following is the news report.
Rourkela, March 4: The Orissa Unit of the CITU has urged the Employees State Insurance Corporation (ESIC) authorities at New Delhi to establish a medical college at Rourkela.
A delegation of CITU leaders led by its state unit general secretary Mr Bishnu Mohanty met the Director, ESIC, Mr S Chaturbedi at New Delhi yesterday and pleaded for establishment of an ESIC Medical College stating that over 50 per cent of the total revenue was generated from Rourkela.
A large number of small and medium industries were located in Western Orissa and thousands of workers were contributing and dependent on ESIC, they said.
According to Mr Mohanty, the ESIC director had agreed to the proposal and said if the state government provided 32 acre his organisation would spent about Rs 500 crores for the establishment of a medical college.
Dear Sir:
In summary, Rourkela has the need, the necessary ESIC insured persons concentration, and ESIC is agreeable to an ESI medical college there. All that is needed is for you to immediately allocate 32 acres of land as required by ESIC and tell them that Rourkela is your priority 1 in terms of an ESIC medical college.
It has been reported that you may have allocated the land for an ESIC medical college in Bhubaneswar. Many of us are from Bhubaneswar and considering that it already has 4 functioning medical colleges with several new ones in the pipeline that includes an AIIMS-like institution and a Railway medical college, we request that Rourkela be your priority 1 in terms of an ESIC medical college.
(If ESIC has some weakness or need for the Bhubaneswar area it may have its second medical college of Orissa in Bhubaneswar as it is doing in Karnataka where it is establishing two medical colleges, one in Bangalore and one in Gulbarga. Or, it may have additional post-graduate programs in Bhubaneswar as it is doing in Tamil nadu where the ESIC medical college imparting undergraduate education will be in Coimbatore, but the Aynavaram ESI Hospital in Chennai would offer post-graduate courses.)

Following is an excerpt based on a report in Pioneer.
Accordingly, three medical colleges at Cuttack, Balasore and Rayagada, in the PPP mode, are on the anvil. Acharya is also interested in providing similar facility at Jharsuguda. Private partners will set up the medical colleges and hospitals as per the Medical Council of India guidelines.
The State Government will provide 25 acres of land, and agreements will be signed with the private promoters accordingly. As per the guidelines, a medical college in the KBK districts will attract one-time Government grant.
The Government is eyeing private partners having hospitals of national and State presence, charitable, religious groups managing hospitals and groups of doctors, interested to set up and manage hospitals. Lands for the hospitals have been identified by the PPP Cell with the help of the district administration.
Lets see how these go. Considering that the earlier proposed WODC supported PPP medical colleges in Bhawanipatna, Balangir and Rourkela have not yet commenced classes I will keep my fingers crossed.

The Employees’ State Insurance (ESI) Corporation that provides healthcare facilities to industrial workers has decided to step into the field of medical education. In an innovative move, it will set up 28 medical colleges and start post graduation courses by the next academic session. “From service provider we are going to be a medical education network. We are setting up 28 medical colleges by the 2009 academic session,” said Pravash C. Chaturvedi, director general of ESI Corp.
“We are aware that there is a shortage of doctors and it’s no different for ESI hospitals across the country. By the next academic year, we are planning to start 500 seats at the post graduation level,” Chaturvedi told IANS in an interview.
He said the ESI Corp, which is under the Ministry of Labour and Employment, aims to set up a medical college in every state and become self-reliant.
“The adding of 500 medical seats will help aspiring students every year, and in return we will get qualified doctors to serve in our own hospitals.
“A while ago we had put our proposal before the health ministry and have already got the go ahead. We have the capital and manpower, and now have the ministry’s support too,” he said.
The ESI Corp is associated with over 331,000 factories and establishments across the country and provides benefits to about 10 million workers and their families. “There are over 40 million beneficiaries,” he said.
It applies to industrial workers drawing wages up to Rs.10,000 per month.

Following is an excerpt from a report in Statesman.
Mahanadi Coalfields Limited (MCL) will set up a 500-bed medical college and hospital at Talcher in Angul district. It will also upgrade its Nehru Satabdi hospital to a super speciality hospital.
This was informed at the meeting between the state health and family welfare minister, Mr Prasanna Acharya, and MCL CMD Mr SR Upadhaya on 31 July.
… the state government recently gave its no-objection certificate, official sources said.
The medical college would be set up on a 60 acre patch of land along the same lines as Sanjay Gandhi Postgraduate Institute of Medical Sciences (SGPGIMS), Lucknow.
Mr Upadhaya further informed that the state health and family secretary would be the chairman of the medical college’s governing body, while the company CMD or senior director will act as the co-chairman.

According to sources, the State Planning and Coordination Department has asked the district administration to identify adequate land for setting up the medical college. The district administration also earmarked a land for the purpose at Remuna.
“We have intimated SPCD Secretary Bijay Arora regarding the land position and we have a patch of land adequate enough for the purpose at Remuna. The land was earlier earmarked for setting up a hospital by some private parties, who later abandoned their ideas,” said Jena.
Meanwhile, another inquiry has come from the Defence Department, asking the district administration for feasibility of setting up a medical college in line of the Armed Forces Medical College.
“We received intimation from the Defence headquarters before the general election and we are working towards it. The district Collector will shortly hold a meeting in this regard with the directors of the PXE and ITR,” said Jena claiming the administration is keen to convert the planning into reality.
Notably, the Defence (Army) has begun initiations to establish a training school at Amarda, acquiring land including Rasgobindapur in Mayurbhanj district, besides reviving the British time unused airstrip at the place.

Central University of Orissa (CUO) will begin classes from June. … While CUO will have its campus in Koraput, to begin with a temporary campus near Bhubaneswar is being looked out to start classes from next Educational Year.
That is why Professor Banerjee has requested the Government of Orissa in Higher Education department to provide a rented accommodation.
Mr.Padhi has agreed to provide all out support for the institution.
Professor Banerjee is interested to make it a different institution and is inclined to start at least 30-35 departments in the newly carved out Centre of Learning.
However to start with the CUO will have 5 subjects and later it will go on including further, said sources.
… Those CUs, which has not identified land for the institution in the designated place, those can start it from the Capital City of the state, said sources.
So Professor Banerjee is busy in organizing things for facilitating classes from next June. Faculty hiring is the foremost in her mind and as she is eager to make it a top class university, the VC wants to rope in best of the talents from the country.
She is also interested to open Medical College in the University, but it will take time.
… Professor Baral of Arizona State University said only five of the 15 new central universities will have a medical college in the first phase (i.e.,during the 11th plan).
So the ability of the VC Professor Banerjee will be tested in whether she is able to get a medical and engineering college to the Central University of Orissa, feel the educationist.
Considering that the CUO is to be located in Koraput, in the most backward area, KBK, of India, Prof. Banerjee must do her best to make the right arguments at the earliest and get a medical and engineering college to this university, argued Professor Baral.

Following is an excerpt from a report in Business Standard by Jayjit Dash.
Hi-Tech Group of Institutions has planned to set up two management institutes, one at Khurda and the other at Jatni, both located within 25 km radius of the city, at a combined investment of about Rs 12 crore.
These management institutes are set to be built on surplus land available at the two technological institutes run by the organisation – Konark Institute of Science and Technology (KIST) located at Jatni and the Hi-Tech Institute of Technology (HIT) in Khurda.
While the B-school in Khurda will come up on 15 acres of surplus land on HIT campus, the other B-school will be developed on 10 acres of surplus land within the KIST campus at Jatni.
“Construction work for our two proposed management institutes has already begun and we expect these two institutes to be functional next year. …
Each of these management institutes will have an intake of 60 seats and will offer two-year, full-time MBA programmes from the 2009-10 academic session.
The Hi-Tech Group will also invest Rs 30 crore for introducing new super-specialities, namely, cardiology, cardio-thoracic surgery, neurology, nephrology and trauma care in the Hi-Tech hospital. Hi-Tech Group of Institutions has also got the approval of AICTE to introduce post-graduate courses in engineering at the KIST campus.
The KIST campus will offer MTech in computer science and engineering as well as electronics and telecommunications engineering from the next academic session.
At present, KIST is offering BTech in five streams of engineering with the institute’s total intake being 420 seats. Meanwhile, the group expects to take possession of land for its proposed medical college and hospital in Rourkela within a month.
“We expect to get 25 acres of land for our proposed medical college cum hospital in Rourkela within a month and then inaugurate the hospital six months after acquiring land. Our medical college in Rourkela is expected to be operational a year after the inauguration of the hospital”, Panigrahi claimed.

The Western Orissa Development Council (WODC) on Friday signed a MoU with the city based Vigyan Bharati Charitable Trust to set up a sophisticated hospital and medical college at Rourkela with the active support of the State Government.
Chairman of WODC Niranjan Panda said that the hospital would have 500 beds and the medical college with 100 seats. It would be functional by 2010-11.
The WODC has provided a grant of Rs 10 crore for creation of the requisite infrastructure and the State Government would provide 25 acres of land free of cost. The BPL category patients would be provided with free healthcare and no fee for consultancy and routine investigation would be charged.
The trust has agreed to reserve 10 per cent of the seats for the eligible candidates of the WODC area and provide concession in food, accommodation and purchase of books, said Panda. He hoped that the hospital would be a boon for the poor people of the region who are deprived from advanced healthcare facilities and have to travel to far off places to avail qualitative healthcare. The trust has agreed to take care of any sort of emergency health problem during natural calamities.
Chairman of Vigyan Bharati Charitable Trust Tirupati Panigrahi said he is hopeful that the hospital will be completed before schedule.
On behalf of the WODC CEO Ashwini Kumar Mishra signed the MoU. …
