Twelve students of the state including five from DAV Public School, Chandrasekharpur, Bhubaneswar have been selected for the Kishore Vaigyanik Protshana Yojana (KVPY) scholarship. A total of 198 students from across the country have qualified this year.
The students who qualified for the scholarship from DAV Public School, Chandrasekharpur, are ~ Mr Pinaki Prasun Kumar, Mr Biplab Rana, Mr P Dinesh, Mr Rohit Gupta and Mr Smarak Mohanty.
Students of BJB College of Bhubaneswar who qualified for the scholarship are Mr Animesh Swain, Mr Aish Mohapatra and mr Saswat Panigrahi.
Mr Himalaya Senapati of Bhadrak College, Ms Pallabi Mishra from Cuttack Siddharth Senapati and Mr Ajaya Kumar Jena of Balasore have successfully qualified for the scholarship.
The scholarship programme, which is initiated by the Department of Science and Technology, government of India, aims to identify and select students who demonstrate talent and aptitude and encourage and assist them in pursuing research careers. It does so by the means of a two-tire examination.
The successful students will be provided with generous fellowship up to pre-PhD level. In addition, summer programmes in prestigious research and educational institutions in the country will also be organised for them.

Innovation in Science Pursuit for Inspire Research (INSPIRE)
INSPIRE is a programme by the Department of Science & Technology for attraction of talent to study science and careers with research. The Scheme includes three sub-components namely a) Scheme for Early Attraction of Talents for Science (SEATS), b) Scholarship for Higher Education (SHE) and c) Assured Opportunity for Research Careers (AORC).
Scheme for Early Attraction of Talent (SEATS) aims to attract talented youth to study science through INSPIRE award of Rs 5000 to each awardee. About one million young learners of the age group 10-15 years will be selected fro INSPIRE Award from the toppers who constitute approximately one percent in the Class X Board examinations in the country. Summer camps for about 50,000 youth will be organised in which students will interact with global science leaders..
Scholarship for Higher Education (SHE) aims to enhance rates of attachment of talented youth to higher education in science intensive programmes. The scheme offers 10,000 scholarship and mentorship every year @ Rs 0.80 lakh per year for undertaking Bachelor and Masters level education in natural sciences. A main feature of the scheme is in mentorship support for every scholar through INSPIRE scholarship.
Assured Opportunity for Research Careers (AORC) aims to attract, attach, retain and nourish talented young scientific Human Resource for strengthening the R&D foundation and base by offering doctoral INSPIRE fellowship in the age group of 22-27 in the both basic and applied sciences including engineering and medicine and assured opportunity for post doctoral researchers in the age group of 27-32 years through contractual and tenure track positions for 5 years in both basic and applied sciences areas through an INSPIRE faculty scheme.
Science & Engineering Research Board (SERB)
SERB is an autonomous empowered Board to be established through an Act of Parliament. It will promote excellence in research through established groups pursuing advanced research and gaining global competitiveness for Indian Science and strive to de-bureaucratize the funding support system. The Parliament has passed the bill on the formation of SERB.
Nano Mission
India has mounted a national nano mission in 2007 with an objective of promoting basic and applied research in nano science with an outlay of Rs 1000 crores over 5 years. Under this mission, a new Institute of nano science and technology at Mohali and centers of Banglore and Kolkata are being established. Projects and centres of excellence in basic and applied research have been supported with an outlay of over Rs 150 crores during 2007-08. More than 500 students are currently carrying out doctoral research in nano science in the country.
Initiative for Technologies for Safe Drinking Water
The department has mounted a national initiative to assess technologies and products available for providing safe drinking water for decentralized use and create a data base of technologies after the evaluation of field performance of products and technologies.

The programme has resulted in filing 15 product patents and 13 process patents. Industrial leads on Psoriasis, Migraine, Malaria, Anti-Glaucoma, Chronic Obstructive Pulmonary Disease, Diabetes, aging, Pancreatic Cancer, Osteoporosis are under different phases (Phase I, II, III) clinical trials.
Science Express – an innovative science exhibition on-wheels
Science Express’, an innovative Indo-German Pathway to Discovery, is a unique science exhibition-on-wheels. It was flagged off by Hon’ble Prime Minister of India Dr. Manmohan Singh and Federal Chancellor of Germany Dr. Angela Merkel from Delhi Safdarjung on 30 October 2007. It is a joint venture between the Max Planck Society Germany (MPS), a Noble laureate powerhouse and Department of Science & Technology (DST), Government of India, with the support of Germany’s Federal Ministry of Education and Research (BMBF) and the German corporate giant BASF and its Indian arm, among others. The exhibition comprising of over 350 interactive displays, large format modules, video clips and voice-overs strived to provide insights into some most pressing questions about evolution besides state-of-the-art of several scientific pursuits. It also hosted world famous Kids’ Lab of BASF and over 15,000 students performed interesting experiments in Chemistry.
During its incredible tour of India to 57 locations in 217 days covering over 15,000 kms during, this first-of-its kind exhibition received overwhelming response at each halt as it attracted over 22.5 lakhs visitors. Buoyed by its success, a modified version called ‘sciencexpress’ having more indigenous content has been launched on 30 November 2008 to another 50 destinations not covered earlier.
International S&T Cooperation
The Department of Science and Technology on behalf of the Government of India has enlarged the Scope and strength of S&T cooperation with many countries during the year 2008-09. Stepped cooperation with European Union, United Kingdom, Germany, Japan, Australia, Canada, Israel, Russia, SAARC, brazil, South Africa formed special focus during 2008-09. Indian beam line in Japan, Science express with Germany, Industrial R&D fund support with Israel and Canada, science bridges with UK, Joint Biomedical center with Russia, coordinated call for research on computational material science with EU are some indications of stepped up S&T cooperation registered during 2008-09.

The Department of Higher Education of Ministry of Human Resource Development [MHRD], Government of India has decided to implement a new Central Sector Scheme titled ‘Scheme of Scholarship for College and University Students’ w.e.f. 2008-09. This would be available to upto 82,000 meritorious students per year belonging to non-creamy layer, studying in recognised Colleges/Universities in India, who are not in receipt of any other scholarship. 50% of the total number of scholarships would be for girls. The rate of scholarship would be Rs. 1,000/- (Rupees One thousand only) per month for graduation level for the first 3 years of the College/University Education and Rs. 2000 (Rupees Two thousand only) per month in the 4th and 5th year of College/University Education. The Scholarship would be paid for 10 months is an academic year. The scheme is also open to students pursuing professional courses through recognised institutions. However, renewal of the scholarship from year-to-year would be subject to good conduct and fulfillment of prescribed academic performance.
All the State Boards of Senior Secondary Education ,CBSE and ICSE have been requested to contact the eligible candidates on the basis of the merit list of Senior Secondary Examination results 2008 and recommend to the MHRD the details of Scholars selected against the specified number of scholarships allocated to the Board. The disbursement of scholarships to these selected students will be made by the MHRD, directly into the bank account of the students, through a designated Bank.

India’s brightest students who choose to pursue science in college will get Rs 80,000 a year under a government scholarship to draw youngsters to careers in research.
The department of science and technology (DoT) today launched the nation’s largest-ever project to wean high-school students away from dreams of studying engineering or medicine towards BSc and MSc degrees.
Students who rank within 10,000 in the IIT Joint Entrance Examination and within 20,000 in the All India Engineering Entrance Examination but still choose BSc will be eligible for the scholarship, announced earlier this year but formally launched by Prime Minister Manmohan Singh today. Students who clear the central medical entrance exam but opt for BSc will also be eligible.
All students who come within the top 1 per cent both in the 10th and 12th standard exams of central or state boards may also apply for the Scholarship for Higher Education. The department of science expects to offer 10,000 scholarships every year.
Students of Indian Institutes of Science Education and Research (IISERs) and the National Institute of Science Education and Research (NISER), national science talent scholars and Olympiad medallists will also be eligible.
The scholarship will be available from BSc second year till the students complete their master’s. Students of IISER Pune, Calcutta, Mohali, Bhopal and Thiruvananthapuram will receive it this year. So will those of NISER Bhubaneswar.
… The project will also award Rs 5,000 every year to 200,000 students from classes VI to X — picked with help from the schools’ science faculties — for work on a school-level science project. It will provide doctoral fellowships and an assured five-year research career to postgraduate students.
The government will spend Rs 2,100 crore on the scheme in the next three years.
India’s science policy makers have long worried about the migration of meritorious students towards, traditionally, engineering and medicine and, in recent years, management and information technology. “This initiative is important for India from a long-term perspective,” said T. Ramasamy, DoT secretary. “We expect to begin seeing gains from this in about a decade or so from now.”

GENERAL GUIDELINES
Ministry of Human Resource Development, Department of Education administers only those scholarships/fellowships which are being offered by the foreign countries under Cultural Exchange Programmes and other Programmes. The subject fields are generally chosen for those subject fields, facilities for which are available in the donor country and also keeping in view the national needs.
2. On receipt of the offer of scholarships/fellowships from the donor country, the same is advertised on Department’s website www.education.nic.in and in some cases leading newspapers and through circulars to States/UTs, Universities etc. giving all the details regarding amount of scholarship, age limit, educational qualification, experience etc. Application format is also published in the advertisement. No application form is supplied by the Ministry. The advertisements are published at different times for different schemes according to the time notified by the donor countries. However, tentative months, during which advertisements were published on the basis of offers received form foreign countries on the previous occasions are indicated for convenience. Future dates will depend on offers when received. These advertisements are published by the D.A.V.P. and desiring candidates should submit their applications by the last date indicated in the advertisement. No application is considered which is received after the due date. Offers are open to both employed and unemployed candidates. Employed candidates are required to submit their applications through their Employers with ‘No Objection Certificate.’ However, advance applications are also considered provided the `NOCs’ are submitted to the Ministry in due course. Application can also be submitted online.
3. The scholarships/fellowships are awarded on merit on all India basis. The selection is made through a Selection Committee constituted of subject experts. Most of the scholarships are for doctoral and post-doctoral studies. Scholarships are also available at post-graduate level for language study, Fine Arts and some other subjects as being notified in each advertisement. All the details regarding scholarships would be available in the advertisement and the advertisement should be read carefully before submitting the application to this Ministry. Incomplete applications and applications for subjects other than what has been notified, are not considered. The decision of the Selection Committee on selection of candidates, is final. However, decision regarding award of scholarships rests finally with the donor countries. No scholarship is available to study at under-graduate level except language study.
4. Applications of candidates who are residing abroad, are not considered. Candidates who have been abroad for study/specialisation/training either on scholarship or on their own for a period exceeding six months are eligible to apply only if they have been in India for at least two years after their return from abroad on a specified date.
5. Candidates should have adequate knowledge about India and the country for which application for scholarship is being submitted.

Perhaps new private colleges need not have it for the first three years. Existing colleges could do it in two steps; start with 5% this year and then increase it to 10% in the next year.

Sub: Scheme on Tuition Fee Waiver scheme for women, economically backward and physically handicapped meritorious students.
The AICTE has been empowered under Section 10(e) of AICTE Act to formulate schemes for promoting technical education for women, handicapped and weaker sections of the society. In compliance with these provisions under the AICTE Act, it has been decided to introduce Tuition Fee Waiver scheme for women, economically backward and physically handicapped meritorious students in technical institutions.
I-Applicability:
The proposed scheme shall be applicable to the Students of all AICTE approved technical Institutions offering;
a) Bachelors programmes in Engineering, Pharmacy, HMCT, Architecture and Applied Arts and Crafts.
b) Diploma Programmes of three years duration in all disciplines.
The Scheme is proposed initially for Under-graduate and Diploma Programmes. The scheme will be voluntary in nature.
II-Purpose:
The scheme is proposed to provide Tuition Fee Waiver to women, economically backward and physically handicapped meritorious students pursuing degree/diploma level technical education covering degree programmes in Engineering & Technology, HMCT, Pharmacy, Architecture, Applied Arts and Crafts and Diploma Programmes in the above disciplines.
III-Amount of waiver:
The Waiver is limited to the tuition fee as approved by the State Level Fee Committee for self-financing institutions and by the Government for the Govt. and Govt. Aided Institutions. All other Fee except tuition fees have to be paid by the beneficiary.
IV-Method of implementation:
Under the Scheme, the Competent Authority for admissions shall be the same as for regular admissions. And Institutions shall provide tuition fee waiver up to 10 percent of its sanctioned intake of students. Typically for every 60 sanctioned intake in a branch/discipline of study, tuition fee waiver shall be given to two woman candidates, three economically weaker students (Annual income of Parents/Guardians less than Rs. 2.50 lakhs from all sources) and one physically handicapped students based on merit. In the event of non-availability of students in a specific category as above, the benefit will be given to any other candidate of other categories according to merit. An award letter is this respect shall be issued by the respective Institution with the approval of the Competent Authority for admissions.
The Institution in turn shall be allowed to admit 10% of its sanctioned intake or the number of actual tuition fee waiver granted by the Institution, whichever is lower, as an additional intake in the same discipline/branch of study.
Incase of Government/Govt. aided Institutions this additional intake may be on self-financing basis, if they so desire.
1 The AICTE approved technical institutions shall inform the number of the tuition fee waivers, branch wise to the admission authorities of the concerned state and give an undertaking that the institution will not charge tuition fee for the duration of the course form the beneficiaries.
2 The State Govts. Affiliating Universities of the concerned state shall allow equal number of seats over and above the present sanctioned strength subject to maximum of 10% of the approved intake in the same branch in lieu of the Tuition Fee Waivers. Private Institutions shall be allowed to admit students to the tune of the number of Tuition Fee waivers actually awarded from the same merit list as intake over and above the present sanctioned strength. Similarly the Government Institutions may fill up these additional seats on merit basis and if desired on self financing basis with the approval of the State Government.
3 The Institution shall admit students against these seats as per the procedure followed for admitting the regular seats at Institution level by the State admission authority. The list of students admitted in this category shall be displayed in the Notice Board of the Institution and its web-site along with the list of students given tuition fee waiver.
4 The State Govts. shall include the names of the institutions who have volunteered to avail the scheme with details of tuition fee waivers available in each institution branch wise in the admission brochure and publish the same for the benefit of the students.
5 The Institutions have to publish in their brochure and website the number of tuition fee waivers available in each category (Woman, economically weaker and physically handicapped) of students in each discipline.
6 The Competent Authority for admission shall have to display Tuition Fee Waiver status against each Institution, branch wise, to the candidates during the counseling, during admission and at the end of admission process so that the students can freely exercise their informed choice.
7 The information on availability of tuition fee waiver scheme shall be provided to the candidates, institution wise and discipline wise through Information brochure, Counseling brochure and website etc. The selection of candidates for tuition fee waiver shall be decided during the Counseling based on merit from amongst the eligible candidates. An eligible candidate shall have an option to exercise his/her choice of Institutions and discipline of study during Counseling for availing benefits of the scheme.
8. The Institutions shall provide the following information to the AICTE, concerned State Govt. and affiliating University:
Particulars of each beneficiary including name and rank of the students who have been granted tuition fee waiver in each discipline/branch of study, and
Details of the students admitted against the additional seats including name and rank etc., according to merit prescribed for regular admission.
The Institutions shall also display such information in their websites for information to the students and other stake holders.
9. The tuition fee waiver to a student shall be for the duration of the course i.e. four years for Bachelor courses in Engineering & Technology, Pharmacy, HMCT and Applied Arts and Crafts, and three years for Diploma students and five years for B. Arch course. Once a student is given Tuition Fee Waiver, the same shall be continued for the normal course duration.

The Government has mounted a special scholarship scheme titled “Innovation in Science Pursuit for Inspired Research (INSPIRE)” to attract talented youth to study and careers with science. The main features of the INSPIRE are:
(a) Scheme for Early Attraction of Talents for Science (SEATS) providing Science innovation scholarship of Rs.5000 for a total of one million young learners of the age group 10-15 years once in their school career and mentorship through global science leaders including Nobel Laureates and Indians leaders in science at a summer camp for the top 1% performers in the Class X examination every year for period of five years;
(b) Scholarships for Higher Education (SHE) for the age group of 17-22 years @ Rs. 1 lakh per year for continuing science education at B.Sc. and M.Sc. levels for 10,000 candidates and
(c) Assured Opportunity for Research Careers (AORC) for 1000 young researchers in the age group of 22-32 years for 5 years to pursue doctoral research in science backed by an assured career opportunity scheme for another period of five years on completion of their Ph. D.
The INSPIRE Programme, as it offers Science as a career option by providing necessary opportunities to youth with aptitude for science and a desire to innovate, in addition to reasonable financial assistance, would help in producing more science students and Ph.Ds and help in increasing the stock of the scientific community necessary for meeting future challenges including preventing the brain drain.
The scheme also envisages that the available number of scholarships would be distributed to students from various Boards based on total number of students taken their examinations in the respective Boards including West Bengal. The total allocation for the entire 11th Five Year Plan is Rs.2250 crores for the INSPIRE Programme and is presently at various levels of Government approval.

A sum of Rs 23. 35 lakh has been earmarked for scholarships to be given to 646 students of Ravenshaw University in the coming academic year, University sources said on Monday.
… At least 24 students will receive the national scholarships of an amount of Rs 1, 12,042 and another 510 students will receive about Rs 20 lakh as post-matriculation scholarship for SC and ST students.
Besides, there are 50 senior merit scholarships and 30 PG merit scholarships are available for students in the ensuing academic year. There are other scholarships like senior merit-cum-means (8), PG merit-cum-means (5), physically challenged (8), mining scholarships (4) and two SEBC scholarships available for the university students in 2008-09 academic
session.
All the annual scholarships will continue including the POSCO scholarship, which is given to four students for an amount of Rs 88, 696.

Under the NATIONAL DOCTORAL FELLOWSHIP (NDF) scheme Fifty (50) Doctoral Fellowships will be offered to selected candidates in emerging areas/disciplines of Technical Education by AICTE to pursue Doctoral programme.
OBJECTIVE
To attract highly qualified and motivated candidates to pursue doctoral degree and offer themselves for teaching positions in the Technical Education System. To provide research support to bright young candidates for pursuing exciting and innovative research in the field of Technical Education.
DETAILS OF SCHEME:
Scholarship @ Rs.12,000/- per month per candidate.
Contingency grant of Rs. 25,000/- per annum per candidate.
Overhead charges of Rs. 20,000/- per annum per candidate to the host institution i.e. Institution where the candidate will be pursuing Ph.D./Doctoral Programme.
ELIGIBILITY:
(1) The candidate should be less then 35 years of age on 31.08.2005. However age relaxation of 5 years would be given to candidates belonging to SC/ST, Women & Physically challenged category.
(2) Those who have already secured admission on or after 1st Sept., 2005 as full time candidates and are in the first year of their doctoral programme in the selected Host Institutions given in the Annexure are eligible to apply. The date of registration should be between 01.09.2004 and 31.08.2005.
SELECTION PROCEDURE:
The candidates who satisfy the screening criteria as decided by AICTE, will have to appear for an interview. Based on the performance of the candidates in the interview, a merit list of candidates shall be prepared by the AICTE, from which the final selection of candidates for the scheme shall be made.
