Center to set up two national institutes for specialised studies on coastal eco-system and turtles and a technical institute on plumbing and coir industries

Union Environment Minister Jairam Ramesh today said the Centre would set up two national institutes for specialised studies on coastal eco-system and turtles in Orissa at an investment of Rs 50 crore. The Ministry of Environment and Forest (MoEF) would help set up these two institutes which would include a National Centre for Wetland and Coastal Eco-system Studies at a cost of Rs 40 crore, Ramesh told reporters here. The amount would be spent over the next five years and the centres would operate from Bhubaneswar and Chilika. Similarly a Centre for Turtles and Bio-diversity Studies would be established at an investment of Rs 10 crore and the state government would decide on its location, the environment minister said. …  The announcement came a day after the Union Minister said that a technical institute would be set up in Bhitarkanika National Park area in Kendrapara district to train local youths in plumbing and coir industries.

Thanks to Minister Ramesh for these. But they don’t compensate the harm that Ramesh and his ministry have done by stopping the construction of Vedanta University.

More industries in Odisha sign up to make ITIs and ITCs

Following is an excerpt from an IANS report with the locations added by me.

The Orissa government Friday signed agreements with six more companies for setting up industrial training centres in the state, an official said.

… The companies which signed the agreements through their representatives were GMR Kamalanga Energy Limited (Dhenkanal), IMFA Limited, Deepak Steel and Power Limited (Barbil), Bhusan Energy Limited (Dhenkanal), BRG Iron and Steel Co Private ltd (Dhenkanal) and Lanco Babandh Power ltd (Dhenkanal).

These companies will establish at least one industrial training centre at identified locations, the official said.

There is an annual requirement of 140,000 to 180,000 trained personnel in highly-skilled, semi-skilled and non-executive workforce in metal and manufacturing sector in the state alone. The government has signed the agreements as part of its steps to bridge the gap between demand and supply, the official said.

As per the agreement, the state government will identify and transfer required land on payment and the company will develop required infrastructure within one year of taking the land.

The government had earlier this year signed similar pacts with different private companies for setting up 20 industrial training centres at different identified locations,…

With the latest agreements, the number of proposed industrial training centres in the state for which pacts were signed reached 26, he said.

In another recent news NALCO’s ITI in Damanjodi was inaugurated by the CM recently. Following is an excerpt from a report in indiaeducationdiary.

The Chief Minister of Orissa, Shri Naveen Patnaik, laid the Foundation-stone for Industrial Training Institute (ITI) today in Damanjodi

With an objective to provide training facility to the local students of periphery villages of M&R Complex, Damanjodi, the ITI is being set up through Public-Private Participation (PPP) mode. Initially, an amount of Rs. 1 crore 16 lakhs has been set aside by NALCO from its periphery development fund for the purpose. Setting up of the ITI also aims at enhancing the skill-sets of local youths and helps them to enhance their employability in future, in view of the rapid industrialization in the State.

Students from tribal & weaker sections from the periphery villages will be given priority in admissions, apart from other students of the area in the upcoming ITI. Recurring expenditure to run the institute will be met out of the periphery development fund of NALCO. The land for setting up the institute & other facilities will be provided by District Administration.

Progress on upgrading FCI Balangir to a hotel managment institute

Following is an excerpt from a report in Telegraph.

Principal of Food Craft Institute (FCI) Chandrakant Mahapatra said: “If things work out as planned, Balangir will soon have the second government-funded institute of hotel management in the state after Bhubaneswar. The union government is keen to upgrade the Food Craft Institute in Balangir into an institute of hotel management.”

Mahapatra said to facilitate the process, the Centre had demanded transfer of FCI land to the tourism department. It also demanded that FCI be re-registered as an hotel management institute under the Society Registration Act. “We are working on the two criteria. The land transfer process has been expedited. I am going to Cuttack today for registration related work,” he told The Telegraph.

He further said that the institute would be known as State Institute of Hotel Management (SIHM) and the Centre has assured to spend Rs 12 crore on infrastructure.

“The Centre will provide the infrastructure and the state government will have expenses for running the institute. The institute will offer BSc degree course in hospitality and hotel administration (HHA) and students will have to take an all-India entrance test to get admission,” Mahapatra said.

State Institute for Development of Arts and Crafts (SIDAC) Bhubaneswar

Following are excerpts from a report in Telegraph about this institute and a new course it will offer.

A new course on craft design has been introduced at the State Institute for Development of Arts and Crafts (Sidac). The nine-month certificate course was launched in collaboration with National Institute for Design (NID), Ahmedabad. The objective of the course is to design contemporary products with an ethnic touch.

Dilip Panda, training in-charge of Sidac … Panda added that the new course was introduced after designing institutes like NID and National Institute of Fashion and Technology (Nift) conducted a series of design development programmes.

“Using traditional skills and modern design inputs, the institutes came up with more market and export-oriented products. This is also a good oppurtunity for budding talents to upgrade their skills and prosper as artisans and craftsmen,” said Panda.

The first batch comprising 20 students started classes last week.

Sunil Kumar Sahoo, who has completed a two-year training in Patachitra, has enrolled for the course. He said: “Traditional art and craft have to evolve to suit the needs and tastes of customers. In this course, we will be trained in creating new designs and product mixing. For example, Patachitra on terracotta or stone will give a brand new touch to traditional products.”

Panda said he was hopeful that the students would be able to develop a designer bent of mind with the help of skilled trainers. “We have five in-house faculty members from renowned designing institutes for teaching the core subjects. The visiting faculties would take care of specialised subjects like product photography and use of computers in design,” added Panda.

For the first year, the course is being run on an experimental basis for which the students are exempt from paying any fees. …

Close-up magic for kids is a three-month course whereas Conjuring and Illusion is a two-month one. Many tricks taught here are based on playing cards, cups and balls, ropes and rings and so on. “Playing cards is a favourite for any magician. There are many permutations and combinations possible with it and the spectators too understand the props well, so they enjoy it more,” says Santosh.

13 more industries sign MOU with Odisha government for establishing ITCs

New reports mention 13 additional companies signing similar MOUs. Following is an excerpt from a report in Economic Times.

The companies which signed MoUs on Friday include Action Ispat and Power Private Limited, Adhunik Metaliks Limited, Crackers India (Alloys) Limited, MGM Steels Limited, Posco India Limited, Rungta Mines Limited, SSL Energy Limited, CESC Limited, KVK Nilachal Power Limited, GMR Kamalanga Energy Limited, VISA Power Limited, Essar Steel Orissa Limited and Mahanadi Aban Power Co Limited.

Action Ispat will set up an ITC at Kirimira block of Jharsuguda district while Adhunik Metaliks will have its centre at Koida in Sundergarh district.

Similarly, Crackers India will establish its two ITCs at Kalampur in Kalahandi districts and Champua block in Keonjhar district.

MGM Steels has proposed to set up its ITC at Odapada in Dhenkanal district while Posco’s centre will come up at Erasama block of Jagatsinghpur district.

The Rungta Mines ITC will be set up at Dhenkanala, SSL ITC at Kholikote in Ganjam district, CESC ITC at Dampara in Cuttack district, KVK Nilachal ITC at Krushnaprasad in Puri district, GMR Kamalanga ITC at Bheden in Bargarh district, VISA Power ITC at Bhapur in Nayagarh district and ESSAR Steel at Telkoi in Keonjhar district.

Mahanadi Aban Power Co Limited would set up two ITCs at Binika in Sonepur district and Banarpal in Angul district.

Odisha signs MOUs with 8 companies for Industrial Training Centers (ITCs)

Following is an excerpt from a report in sify.com.

To bridge the gap between the available skilled manpower and demand from the upcoming industries, the Orissa government today signed memoranda of understanding (MoUs) with eight mega industries for setting up quality Industrial Training Centres (ITCs) in the state.

… The companies which inked the agreement with the government are Orissa Power Generation Corporation (Hemagiri), Tata Power Ltd (Banki), Emami Paper Mills (Balgopalpur), RSB Metaltech (P) Ltd (Kalyansinghpur), Surrendra Mining Industries Ltd (Bonei), Monnet Ispat and Energy Ltd (Teleibani), Uttam Utkal Steels (Jhumpura), Ind-Barath Energy (Utkal) Ltd (Lakhanpur).

Though twenty seven industries and public sector undertakings had evinced interest to set up ITCs in the state, eight have signed the MoU in the first phase.

The remaining industries are expected to sign MoUs with the state government in phases.

As per the MoU, the government would identify and transfer the land required for setting up the ITCs. The sponsoring companies would have to develop the required infrastructure in those centres as per the norms of National Council of Vocational Training (NCVT). However, the mega industries would have to pay for the land whether it is government or private land.

… the admission to the Industrial Training Institutes (ITIs), polytechnics and degree engineering colleges has increased from 30,000 to 1.2 lakh per annum in the last decade.

It was established in 2008 with the first batch entering in 2008-09. It is the 5th IIHT of the country. (There are now 8 of them.) It now has  a website at http://iihtbargarh.webs.com/. The following information is from that site.

This is the main course that is offered in the various IIHTs. The IIHTs in Salem and Varanasi are the only ones that offer a post diploma in textile processing.

It is presently functioning in the campus of Panchayat College, Bargarh (a 50 yrs. old college in the district). It is about 4 Kms. from the Railway station, 3 kms. from private B.S. & 2 kms. from Govt. bus stand. The road called as ‘college road’ links the campus with other parts of the town.

Permanent campus of the institute is coming up 8 kms. away from the town on Bhatli road in a 33.02 acres land provided by the Orissa Govt.

Balangir on the move: expanding its knowledge infrastructure

The recent news of an XIMB campus in Balangir adds a new dimension to Balangir’s knowledge infrastructure. As per the recent Business Standard report:

The XIMB campus at Bolangir will exclusively focus on the Rural Management Programme and will have an intake of 120 students.

“Our campus at Bolangir will be a fully residential facility with a built-up area of 1.55 lakh sq ft and it will only offer the Post Graduate Diploma course in Rural Management. We will phase out the Rural Management programme at our existing campus in Bhubaneswar after the establishment of the Bolangir campus”, Joseph added.

XIMB’s campus will come up about seven km from Bolangir town and the institute wants to offer a rural ambience to the students pursuing the Post Graduate Diploma in Rural Management.

XIM should aim to have this institute at the level of IRMA, Anand and put Balangir in the map with respect to rural management institutes. It should rank among the top 3-5 in the country.


Several other knowledge initiatives with respect to Balangir are also in the pipeline. This includes:

  • A university and
  • a WODC sponsored medical college.

There is also possibility that the state government may make some more state engineering colleges and Balangir should and would be a prime candidate for that.

Balangir has good connectivity to Bhubaneswar (two daily trains: an intercity day train and Raipur-Puri Express), Sambalpur (daily trains: Koraput-Rourkela, Ispat, Balangir-BBS, Koraput-HWH, Rayagada-SBP, Raipur-Puri, Dhanbad-Allepey), Titlagarh, Jharsuguda and Rourkela in Odisha, and has two daily trains to Howrah, one daily train to Chennai and Kerala, tri-weekly trains to Bangalore, bi-weekly train to Hyderabad, a weekly train to Mumbai, and tri-weekly (to become 5 times a week) trains to Delhi from Titlagarh which is 63 kms away.

The under construction Khurda-Balangir line receiveed 120 crores in this year’s budget and hopefully it will progress at good speed and get similar and larger budgets in the coming years. If that happens then this line could get completed in another 5 years. Once this line is completed the rail connectivity of Balangir will further improve.

Politically, it has an active MP in Kalikesh Singh Deo and MLA in A. U. SinghDeo who is an important minister in Odisha. Also, its interests are being watched over by Balangir natives abroad such as Dr. Sanjiv Karmee.

So things look positive for Balangir.

The most important things to watch for and/or pursue are: Making sure that the proposed university and the medical college that are in the pipeline are indeed established; Making sure that if there are new state engineering colleges then Balangir gets one; Encouraging and enticing other private entities to establish institutes and colleges in Balangir; and Making sure the Khurda-Balangir line gets completed in 5 years.

Vocational programs to go mainstream

Following is an excerpt from a report in Business Standard.

… The HRD Ministry is set to revise its vocational education scheme under which the students will have the option to pursue vocational studies as an exclusive stream on par with arts, science and commerce.

The revised scheme, modelled on the pattern of vocational education in Australia and Germany, is expected to be announced next month.

"Students can study exclusively vocational education at Class-XI and XII. This will be an additional stream to the existing streams of science, arts and commerce," a senior Ministry official told PTI.

The focus of the revised vocational education stream will be industry collaboration at all stages, starting with designing of the courses, teaching and work experience in industry.

It will ensure employability of the students. Students can join any job or pursue further studies in professional courses like B.Tech after completing vocational courses.

… The vocational stream will offer a number of courses in areas like hospitality, automobile sector, paramedics, cooking, truck driving, manufacturing, graphics designing and animation, the official said.

Under vocational stream, the programmes will comprise 70 per cent of subject specific studies and 30 per cent general studies like English and communicative skills.

The revised scheme will be implemented across the country with 100 per cent Central assistance. The government has earmarked Rs 2,000 crore in the 11th Plan for this scheme. The Ministry is preparing a note for approval of Expenditure Finance Committee. Then it will go for Cabinet’s approval.

This is a great direction. When mainstream colleges start offering vocational courses and these programs have tie-up with industries that hire the graduates in apprentice positions with good prospects, the stigma associated with vocational programs in the mind of a typical middle class family in India would significantly reduce.
