Following is an excerpt from a report in Business Standard.
Last year all the 121 students who passed out from the centre were absorbed in different companies. The students of the centre’s first batch had received offers from various national and international companies such as Siemens, L&T, Robert Bosch, Maruti Suzuki, Punj Lyod, AMW, Soma Enterprise, OCL, JSW, US-based Transocean Infrastructure and the Dubai-based Al-Shirwai Group.
Out of the total strength of 121 students, 66 belonged to the families affected by Tata Steel’s Gopalpur project. Tata Steel is imparting bridge course training to the members of the affected families to enable them to get admission to the JN Tata Technical Education Centre.
J N Tata Technical Education Center, run by the Bangalore-based Nettur Technical Training Foundation (NTTF), provides a three-year diploma course in Electronics, Mechatronics (mechanical and electronics engineering) and Manufacturing Technology.
The centre was set up by Tata Steel at Gopalpur in 2005 to promote quality technical education in Orissa for improving employability of the youth of the state.
Tata Steel has invested more than Rs 28 crore for setting up the infrastructure of the institute.
The institute is spread over an area of 20 acres with a built space of more than 50,000 sq ft. Tata Steel is now building a hostel for the students at an investment of about Rs 7 crore.

Adding another feather to Capital’s list of institutions offering career-oriented professional courses, Zee Institute of Creative Arts (ZICA) today opened its centre here at Niladri Vihar.
With animation industry in India poised to grow at 27 per cent to reach a 1,163 million dollar mark by 2012, the institute hopes to provide affordable animation courses to cater to the manpower demands when Bollywood alone plans to make another 12 feature films based on animation and special effects. Also the gaming industry is all set to grow rapidly with a huge demand of professionals.
Addressing mediapersons, Head, Youth Business, Zee Learn, Subhadarshi Tripathy said as traditionally Orissa has many well-known animation artists engaged at the national level, ZICA thought it appropriate to open its second centre outside Mumbai here so that students from the entire Eastern Indian states can be given an opportunity to learn the art and equip themselves to take various career opportunities in film making, visual effects, television production and advertising industry.
‘‘ZICA, which first started in Hyderabad way back in 1995, was later shifted to the Esselworld campus in Mumbai and has become the pioneer animation institute with its distinct training style and approach towards industry-oriented curriculum’’, he said adding, however, to maintain quality it never ‘‘opened branches elsewhere outside the city of dreams’’.
The local centre will impart a two-year diploma in animation film making and one-year course in digital arts, but later would also introduce short-term courses. ‘‘While the two-year course would need an investment of around Rs 3 lakh, the short-term ones may vary from Rs 40-75,000’’, he said adding, compared to Mumbai, the local centre will be more affordable with the same standard of teaching and infrastructure facilities.
‘‘For each course there would be a six-faculty team apart from industry professionals as guest faculty and the teacher-student ratio would be around 1:4’’, he pointed out. …

Faced with a huge shortage of skilled manpower in the growing space of welding technology, the Indian Institute of Welding (IIW) is planning to train and certify at least 1,000 students per annum across 33 centres in India beginning July this year.
It is planning to set up two training centres each one in Orissa and Kolkata which, along with the existing two at Kochin and Bangalore, and will conduct nationwide examinations for both short term and long term courses. The certificate will be equivalent to the Bachelor of Engineering (BE) affiliated to the International Institute of Welding (InIW), France.
The move assumes significance mainly because of growing investment on infrastructure. The government has allocated a sum of Rs 320,000 crore for infrastructure development during the current fiscal year which, if implemented, will use 7 million tonnes of steel and about 28,000 tonnes of welding materials. By 2020, India’s demand for welding materials is estimated to range between 4- and 4.5 million tonnes on a projected steel consumption of 100 million tonnes from the current use of 2 million tonnes and 55 million tonnes respectively. This will require at least about 1.5 million trained manpower for welding.
“IIW-trained technocrats may find jobs not only in India but also abroad as welding engineers are required everywhere,” said C C Girotra, president of IIW.
The institute has trained so far 145 engineers under the auspices of InIW who are placed in the country’s largest engineering including Larsen & Toubro. A number of them have started their own business in steel welding while other graduates opted their career abroad. …
The course fee varies between Rs 27,000 and Rs 60,000 per student for the period between 4-6 weeks.

The Centre has approved a proposal to set up four polytechnics in Malkangiri, Boudh, Gajapati and Sambalpur districts of the State.
In order to lure the youth of the Maoist-predominant areas towards technical education the Union Ministry of Human Resource Development (MHRD) has chalked out a plan to establish more diploma engineering institutions. Orissa being largely affected by Leftwing extremism has been benefited handsomely. Malkangiri is the State’s worst Maoist-hit district.
While each polytechnic will be established at the cost of Rs 12 crore, the MHRD has provided Rs 8 crore as the first installment. Technical Education Director Vir Vikaram Yadav said the State Government is planning to establish polytechnics in all districts. The State now has 13 polytechnics, while there are seven such private institutions imparting diploma in engineering.
With the four new institutions planned, many other districts are still left out. The new districts carved out in the 1990s, Kendrapada, Jagatsinghpur, Bhadrak, Nayagarh, Nabarangpur and Subarnapur do not have any polytechnic.
Yadav said that the State Government also decided to cover all the blocks with Industrial Training Institutes (ITIs). Accordingly, plans are afoot to cover 125 blocks which are yet to have an ITI.

The web ad at http://aepcindia.com/atdc/atdcAdmissionNotice.html only mentions ATDC Bhubaneswar. I guess the centers at Berhampur and Rourkela are satellite centers. Earlier there was also plan for satellite centers in Baripada, Sambalpur and Cuttack. I guess they will start later.
There is an Institute of apparel management in Gurgaon in the outskirts of New Delhi.

A recent news item in expressbuzz.com mentions some problem with respect the Food Craft Institute in Balangir.
Uncertainity looms large over the Food Craft Institute here which is unique in Orissa. Reason: The State Government is yet to allot the plot, where the institute is presently located, in the name of institute. As a result, the financial assistance of Rs 1.3 crore from Centre to construct the hostel and part of institute building may return.
The government had decided to set up the institute in 2004 to boost the tourism and hospitality sector in the region. At present, the institute is being run by Ministry of Tourism. Orissa government had signed an MoU with Centre according to which the latter will provide financial assistance to run the institute for five years. Since the State Government is yet to hand over the land to the institute, the stipulated period (five years) of running the institute will elapse soon resulting in closure of the institute.Sources in the institute said if the State government does not do anything, then the institute will face closure in 2009. The Centre is seeking utilisation certificate (UC), which the institute has not been able to submit as the money is yet to be utilised in building the required infrastructure. When asked, Works Minister (former Tourism minister) and local MLA Ananga Udaya Singhdeo admitted that Centre would ask for return of funds if the UC is not submitted. “I have reminded the Tourism Department many times but they are not taking any step in this regard. The land should be allotted in the name of the institute as per the MoU,’ said the Minister.So far the institute has produced hundreds of students, who are well placed in hospitality industry. At present, around 55 students are studying in the institute.

3.6 Setting up of IIHTs in Central Sector, Bargarh
In order to cater to the needs of the handloom sector for technically qualified manpower, provision for opening the IIHTs in the Central Sector, where required, has been made in the 11th Plan. The IIHT is being set up at Bargarh (Orissa) as announced by the Hon’ble PM during his visit to the State of Orissa in August 2006. As per the approved norms, the total cost for setting up of the IIHT is Rs. 13.05 crore and the total staff strength is 35.
Funding pattern :- The component will be fully funded by the Central Govt. and the funds will be required for meeting the expenditure on construction of building, salary, wages, scholarships/stipend, travel expenses, machinery & equipments and office expenses.

In recent months the Orissa government has issued tenders for two state funded and one PPP based institute:
- IIIT Bhubaneswar: The tender is for construction of administrative and academic building, hostel and external services to be completed in 9 months and at an estimated value of work of Rs 15 crores.
- Parala Maharaj Engineering College in Berhampur: The tender is for construction of the College Building at Berhampur (Sitalapalli), Ground Floor and First Floor, to be completed in 15 months, and at an estimated value of work of Rs 7 crores.
- Construction Academy in Gopalpur, Cuttack: The tender is for construction of Administrative Block (Stilt, Ground & First Floor), to be completed in 18 months, and at an estimated value of work of Rs 5.6 crores.

The Cabinet Committee on Economic Affairs today gave its approval for implementation of Scheme “Upgradation of the remaining 1096 Government ITIs through Public Private Partnership” for the period 2008-09 to 2011-12 at total cost of Rs.2800 crore.
The implementation of the Scheme would help in:
• 1096 selected ITIs will be upgraded through Public Private Partnership. Industry Partner will be involved in all aspects of training from development of curriculum to trade testing.
• Academic and financial autonomy given to the ITIs will improve their internal and external efficiency. The demand driven and improved quality of training will lead to better employability of ITI graduates.

The State Government Thursday decided to facilitate setting up of three more Industrial Training Institutes (ITIs) in Kandhamal district which is limping back to normalcy from communal cauldron. The State-run Orissa Mining Corporation (OMC) and Orissa Hydro Power Corporation (OHPC) will be asked to set up two ITIs while the Government is contemplating to request Vedanta to set up the third one as part of its social responsibility for the State.
A high-level meeting chaired by Chief Minister Naveen Patnaik today reviewed the Kandhamal situation and the progress achieved on the rehabilitation front.The Chief Minister reportedly directed the Industries Department to take up the issue with OMC and OHPC for the proposed ITIs which should come up as early as possible. The Government will provide land free of cost. It has been decided to set up the proposed ITIs at the block headquarters of Tumudibandha, Baliguda and G Udaygiri.
At present, the only Government ITI is located at Phulbani while a privately managed Industrial Training Centre (ITC) is also functioning in the district. The Chief Minister also directed the Industries Department to convert the Phulbani ITI into a centre of excellence by pooling assistance from industrial and corporate houses.

The Gopalpur centre of the Nettur Technical Training Foundation (NTTF) is set to post its mark in technical education scenario of Orissa. The Gopalpur centre of NTTF that is promoted by Tata Steel, has received a huge number of offers from various corporate houses across the country.
Adding to that, the students have also got offers with huge pay packages from the corporate houses in the campus placement drive. In the first phase of campus interview, about 100 out of 120 students were roped in by various corporate houses. The list includes domestic corporate houses like Maruti-Suzuki, Orissa Cements Ltd, Seimens Medical, L&T, Bosch Automotive Electronics, Calr Zeiss India, Punj Lloyd, Enercon, Robert Bosch, Tribi Embedded Technologies, Hical Technologies, Vasundhara Automation and Engineering Solutions, Soma Enterprises, Asia Motor Works, Makino Machine Tools and Venus Automations and international companies like Al Shirawi Enterprise of Dubai. While Maruti-Suzuki recruited 16 students from this campus in the preliminary test, Ak Shirawi Enterprise of Dubai selected 21 students.
Most of the organisations who hired the students will provide accommodation, transport and subsidised food. Some of the companies have already taken students for advanced training with the provision of food, accommodation and stipend, and they will get handsome pay packages after completion of the training.
Out of the total strength of NTTF, as many as 52 students are from the project affected families of TATA. The students have been trained in the institute in personality development and updated industry oriented high quality machines and there is no need to get training again in the industry, which they will join after the completion of the course, according to Rashmi Ranjan Gouda, a project affected diploma student of the institute, who is selected for the Maruti Suzuki in the campus.
