The 30.5 lakh sq feet is equivalent to 2,83,355.4066 sq meters and is equivalent to 70.0158 acres. As a comparison:

• IIT Bhubaneswar: Will have 2, 21,000 m2 (63000 m2 for academic complex and 1, 58,000 m2 for residential complex) in phase 1.
  
• NISER Bhubaneswar: 64,923 sq mts  for academic complex, 1,06,913 sq mts for residential township and 2,000 sq mts for sports and aquatic complex.

Recruitment evaluation criteria at Orissa universities and perhaps in many state universities across India

Following is the recruitment criteria that is used at Orissa state Universities (except BPUT and OUAT) and perhaps in many other state universities across India.

(a) The Selection Committee shall consists of :-

(i) The Vice Chancellor. (ii) The DHE, (iii) 3 experts selected by the Vice Chancellor from a panel of six names prepared by the syndicate (iv) an expert nominated by the Chancellor in case of appoint to the post of Professor.

The quorum at a meeting of the Selection Committee shall be four of whom at least two shall be experts including the expert nominated by the Chancellor, if any.

(b) Evaluation of candidates

Evaluation of candidates for different teaching posts in the University (Professor, Reader, Lecturer)

1. GENERAL CAREER (30 MARKS)

(a) 1st Class 2nd Class 3rd Class

      (i) HSC 4 2 1

      (ii) Intermediate (+2) 4 2 1

      (iii) Degree / Honours 8 4 1.5 (Pass)

      (iv) Distinction 2 2 2 (Pass)

      (b) Marks for matriculation and Intermediate may be re-distributed as follows in the case of candidates passing Higher Secondary / Pre-University / Pre-Professional etc. in cases where Higher Secondary Examination is initial assessable examination. H.S.C. mark (of 4.2.1) be added to it making it 6, 3 and 1.5 for I, II and III divisions.

      (i) Higher Secondary 6 3 1.5

      (ii) Pre-University 2 1 0.5

      (iii) Pre-Professional 2 1 0.5

      (c) In case of candidates from Universities / Institutions which follow the system of grades, their grades shall be converted to mark as under:

      ‘O’  Grade — 75 – 100 %

      ‘A’  Grade — 65 – 74 %

      ‘B’  Grade — 55 – 64 %

      ‘C’  Grade — 45 – 54 %

      ‘D’  Grade — 35 – 44 %

      (d) In the case of candidates with more than one Bachelor’s Degree, only the Degree in the concerned ‘subject’ shall be awarded marks and the Division obtained will be treated at par with the Honours.

2. RESEARCH DEGREE (20 MARKS) :

      M.Phil. — 03 Marks

      Ph.D.  — 10 Marks

      D.Sc/ D.Litt. — 12 Marks

      M.Phil + Ph.D. — 12 Marks

      M.Phil + D.Sc./D.Litt — 14 Marks

      Ph.D. + D.Sc./D.Litt — 18 Marks

      M.Phil + Ph.D + D.Sc/DLitt — 20 Marks

3. TEACHING EXPERIENCE (10 MARKS) :

      PG teaching  — 1 Mark per year

      Honours teaching —  0.75 marks per year

      Graduate level —  0.50 marks per year

4. PH.D GUIDANCE (5 MARKS) :

      One mark for each Ph.D awarded

5. RESEARCH PUBLICATIONS (15 MARKS)

      10 marks for International Journals and

      5 marks for National Journal

6. VIVA-VOCE (15 MARKS)

7. CCRS / PERFORMANCE APPRAISAL REPORT (PAR) – 5 MARKS

The above is ridiculous. May be it made sense in 1950 or 1960 when there were very few Ph.Ds. In the current situation it does not make sense at all. Fortunately, Ravenshaw University is trying to have a different criteria of evaluation than the above.

Rashtriya Sanskrit Sansthan and its Puri campus

Rashtriya Sanskrit Sansthan is a deemed university fully centrally funded. It has ten campuses; one of them being in Puri. Following is the information about the Puri Campus. 

• Rashtriya Sanskrit Sansthan (Deemed University), Shri Sadashiva Campus, Puri (Orissa)

 This campus was established on 15.08.1971 and is situated under the feet of Lord Jagannath at Puri in Orissa, which is one of four main Dhams. The institution is more than 100 years old.  This Campus has its own building. The Campus is pursuing research work leading to the degree of Vidyavaridhi (Ph.D) and imparting education in Sahitya, Dharma Shastra, Navya Vyakarana, Puranetihas, Jyotish, Advaita Vedanta, Navya Nyaya, Sarvadarshana and Sankhya Yoga at postgraduate and graduate level and Shiksha Shastri at graduate level.  There is computer education facility in the Campus.

The Puri campus is different from the Sri Jagannath Sanskrit University in Puri. Some more information on the Puri campus taken from http://www.sanskrit.nic.in/puri.htm is as follows:

Shri Sadashiva Sanskrit College established in the year 1865 was taken over by the Rashtriya Sanskrit Sansthan as one of its constituent units on 15.8.71. The Campus is situated on eastern side of Jagannath Temple nearer to Governor House at Puri. The Campus is situated on a plot of 4.7 acre in its old building.

     The Campus is pursuing research work leading to the degree of Vidyavaridhi(Ph.D.) and imparting education in Sahitya, Dharma Shastra, Navya Vyakarana, Puranetihas, jyotidh, advaita Vedanta, Navya Nyaya, Sarvadarshana and Sankhya Yoga at post-graduate and graduate level. There is computer education facility in the Campus. Ths Campus has 8 publications to its credit.there are 34 individual publications of teachers besides 105 Reaearch Papers and 277 articles. The campus has a library consisting of 34,586 books and 232 manuscripts costing about Rs. 8 lakhs.

Rashtriya Sanskrit Sansthan’s two other Vidyapeethas have been converted to deemed universities. They are:

• Shri Lal Bahadur Shastri Rashtriya Sanskrit Vidyapeetha at New Delhi and
• Rashtriya Sanskrit Vidyapeetha at Tirupati

As  per tathya.in Shri J. B. Patnaik, ex CM of Orissa, and a scholar in his own right, has just been appointed as the Chancellor of the later.

Besides the above mentioned four Sanskrit Universities there are currently seven other sanskrit universities in India, taking the total to eleven.

Six crores for renovation of the Sanskrit University: Pioneer

Following is an excerpt from a report in the Pioneer.

The university will receive Rs 3 crore for its infrastructure development, while the UGC will also provide Rs 47 lakh for the year.

Besides, the university will have block grant of Rs 2.26 crore and an additional research grant of Rs 10 lakh from the State Government. The Syndicate has approved an annual budget of about Rs 6.94 crore. A 100-bed, two-storied hostel will come up on the campus soon to address the constriction.

The university has further resolved to institute scholarships to the tune of Rs 1 lakh this year to attract poor and meritorious students to pursue their studies. Research on the Jagannath culture being a major objective of the university, a sum of Rs 10 lakh received from the State Government will be utilised in it this year. Earlier, funds for research on the Jagannath culture were provided by the Puri temple trust.

Groups interested in setting up of private universities in Orissa; land provided by Orissa to various universities

Pioneers reports on a reply in the Orissa state assembly regarding groups interested in setting up of private universities that have contacted the state government. Following are some excerpts.

The State Government on Thursday said the Government has already received proposals to set up six private universities in the State. These universities included the Vedanta University, Ravishankar University, ICFAI University, Barrister Ranjit Mohanty Law University, Amity University and SBM University.

… Higher Education Minister Samir Dey said Government is planning to introduce a bill to regulate the activities of the private universities.

He further said that all the private universities have to arrange the land for setting up their own campus. But in few cases, the State Government will provide lands to the private universities. He further said that 398.811 acres of land has been provided to Utkal University. Similarly, 250 acre of land to Berhampur University, 573.11 acre to Sambalpur University, 80.73 acre to FM University, 98.02 acre to North Orissa University, 1,674 acre to Orissa University of Agriculture and Technology and 100 acres of land have been provided to Jagannath Sanskrit University.

Ban on hiring regular faculty in Orissa Universities is lifted

After a long time and with the Orissa financial situation improving the government of Orissa has lifted the ban on hiring regular faculty in Orissa Universities. For a long time, universities could not hire regular faculty and were hiring faculty on short-term contracts. This had resulted in the lack of quality faculty in the universities and as a result the Orissa universities suffered a lot. The lifting of this ban is an welcome step.

This news is reported in various newspapers. (Sambada, New indian Express)
In the first phase the Orissa government has sanctioned hiring of 70 regular faculty at the four universities of Sambalpur University (47 positions), Sri Jagannath Sanskrit University (4 positions), North Orissa University (Baripada-13 positions) and Fakirmohan University (6 positions). The 6 positions in Fakirmohan University is to start a new program in Applied Physics and Ballistics in collaboration with DRDO. 12 of the positions in the North Orissa University are for 3 newly introduced self-financing courses in biotechnology, business administration and computer science. 1 position in the North Orissa University is for a new department in tribal studies.
