You may recall that ICICI bank recently (on May 24th) signed an MOU with the Orissa government and also another one with Utkal University. The later was about starting courses whose graduates would most likely be hired by ICICI. They have moved fast and today there is an advertisement for a one year P.G. Diploma in Banking and Insurance Management offered by DDCE Utkal University in collaboration with ICICI bank. The filled forms, supposed to be available at a DDCE site (not available yet though), is due 20th June 2007 and the entrance exam to select 60 is on 1st July 2007.

Sri Sri University is the latest mega project Sri Sri Ravi Shankar Vidya Mandir Trust has undertaken to translate our beloved Guru Ji’s vision of higher education being global, contemporary, relevant, holistic and empowering. The campus will be situated on a sprawling plateau, measuring 200 acres abutted on one side by a rain fed river and a railway line on the other. Only few kilometers away from Cuttack a traditional city and Bhubaneshwar the capital of Orissa an eastern state of India; the campus will sit in the lap of Mother Nature away from the pollution and distraction of a city yet within the reach of urban facilities.

I received a power point presentation about the proposed Sri Sri University. It provides some details on what the plans about this university are. As per my conversation they planned to start in 2007 but it is getting delayed and they won’t start in 2007. One of the reason for the delay is that the government of Orissa has not yet passed the private university act. I hope they pass it this session of the assembly.
The university is being started by the Art of Living Foundation. Following is some information about it from its web page.
The Art of Living Foundation was inspired by the programs of spiritual leader and humanitarian His Holiness Sri Sri Ravi Shankar that began in 1982. It has been a nonprofit 501(c)(3) educational and humanitarian organization in the U.S. since 1989. Accredited as a United Nations Non-Governmental organization in 1996, it is now one of the UN’s largest volunteer-based NGOs. It works in special consultative status with the UN’s Economic and Social Council, participating in a variety of committees and activities relating to health, education, sustainable development, conflict resolution, and disaster relief.
If anyone is interested in helping in the establishment and development of this university, I would be happy to put him/her in touch with the people who are in charge. Please write to me and let me know what kind of help you have in mind.

The Orissa government’s higher education website is here. Following are some of the interesting links at that site:
- The list of government colleges in Orissa
- List of private Colleges by district and by block
- A list of colleges with disciplines they offer
- Another list of colleges
The above lists are incomplete as they are missing some colleges. There are colleges in list 3 and 4 that do not appear in 1 and 2. Well known private colleges such as Christ College and Stewart Science College do not appear in list 2.
The UGC also has lists of colleges and universities in various states. Following are some links.
- List of Colleges in Orissa: page 1 ; page 2; page 3
- List of Universities in Orissa
- List of autonomous colleges (page 2 contains the list for Orissa)

A PIB release says the following:
The Prime Minister, Dr. Manmohan Singh chaired a meeting to review the state of higher education in India and address the challenge of increasing enrolment while improving access to and quality of higher education in India. The Prime Minister directed the University Grants Commission and the Planning Commission to jointly prepare a strategy for this. The Prime Minister also declared that the Government of India will setup at least one Central University in every State and assist State Government to ensure that there is at least one degree college in every district. There are presently 20 Central Universities in the country, while 16 States do not have a Central University. The Prime Minister said that each Central University should become a symbol of excellence, a model of efficiency and an example in terms of academic standards and university governance for other State Universities to emulate. 350 districts where enrolment is below national average will be brought upto national average. The Prime Minister also reiterated his commitment to offer more scholarships to increase the gross enrollment rate at the college level.Â

The coming assembly session of Orissa starts tomorrow. Various newspapers report that UPA injsutice regarding an IIT in Orissa will be a major issue in this session. Following are some excerpts.
1. Statesman:
The performance of UPA government at the Centre vis-Ã -vis allocations to Orissa is expected to hold centre stage during the budget session of the Assembly commencing here tomorrow.
Ruling BJD-BJP, which has been raising the hackneyed Central neglect theme in recent times, has decided to move a motion for discussion on the subject as well as one on price rise. Denying an IIT to Orissa, meagerly allocations under the Rajiv Gandhi Vidyutikaran Yojana and KBK programme are some of the issues with which the ruling combine is training its guns on the UPA government and the Congress party.
2. Telegraph:
On the other hand the BJD-BJP legislature party made it clear that they would continue to deplore the “step-motherly†attitude of the Centre towards Orissa.
Legislators of the ruling BJD-BJP and Opposition Congress today met separately at the Assembly to chalk out strategies a day before the commencement of the state Assembly Budget session.
Parliamentary affairs minister Raghunath Mohanty said the BJD-BJP alliance would bring two motions to be discussed in the second-half of the session.
“We will raise the issue of a special package for Orissa in view of the ill treatment and step-motherly attitude to Orissa in all matters. Take a look at the issue of setting up an IIT in Orissa or meagre Central funds for rural electrification,†he said.

New Indian Express reports that Institute of Mathematics in Bhubaneswar is taking a lead in creating a new and improved high school Mathematics text in Oriya. Following is an excerpt from that report.
… the citybased Institute of Mathematics and Applications (IMA) has come forward with a project on textbook in two volumes in Oriya.
“The USP of these books are their content: Need-based, contemporary and specially written for those HSC passouts of Oriya medium schools,†says IMA Director Prof Swadhin Pattnaik.
The project, which began earlier this year would be completed in June so that by July the students will get the books through the Textbook Bureau, he says adding these books, apart from inspiring the students to take the subject more seriously, would help in easy understanding of the subject without going for tuitions.
The panel of writers include eminent mathematician and former vice-chancellor of Utkal University Prof Gokulananda Das, Prof PC Das of IIT Kanpur and Prof Pattnaik and mathematicians drawn from the apex colleges of the State.
From the psychological point of view, students can do better if they understand the subject in their mother tongue.

I suggest that BPUT be moved from Rourkela to another location and a comprehensive university (like Utkal, Sambalpur, Berhampur etc.) be established in Rourkela, and the establishment of a medical college in Rourkela be expedited.
Some of you, before getting mad at me, please read the following reasoning.

Finally on May 9 2007 BPUT has advertised for faculty in its post graduate center in Rourkela. The minimum qualification and experience for these positions are described in this document. (Although BPUT was established in 2002, and it had plans to hire 25 faculty for 5 of its research centers, to the best of my knowledge until now there had not been any advertisements for these positions. Lets hope that BPUT is able to hire good faculty and gets on its way to be a real university and not just a university that conducts exams. )

Samaja reports more news on Ravenshaw University. Following are some points mentioned in their article:
- Ravenshaw has advertised for registration in its Ph.D/D.Litt/D.Sc program.
- They will semester system in the Bachelors and Masters level with half monthly examinations with four internal evaluations a year.
- Application form and admission brochure are now available in their website and May 30 is the deadline for application.
- Ravenshaw will not wait for the +3 results to come out and will finish admission based on the entrance exams by June.
- They are trying to have five year integrated M.Sc programs and if this program is established this year then they will admit students to this program from the students who have qualified for +3. The students do not have to apply separately.
- The state has released 10.5 crores to the university.
- A UGC team of experts led by Prof. S. Ramegowda (former Chairman, AICTE and former Vice-Chancellor, Karnataka University) will visit on June 12th.
Besides the above news from the Samaj article, I heard that the VC of Ravenshaw has met some Ravenshaw alumni who are in academia in Orissa and has sought their advice. This is a very good move on the VC’s part as there are some really top-notch academicians in Orissa with Ravenshaw ties.

Tathya reports that ICICI will collaborate with Utkal University to start courses in banking and insurance. I guess this will be mutually beneficial to both Utkal University and ICICI. The later will get a good pool to hire its employees. More about ICICI’s plan in Orissa is at this sister site (direct link).
