Date of Examination Sunday, May 25, 2008 Sale of Application form begins on March 19, 2008        Last date of sale of application form April 08, 2008 Last date of receipt of completed application form April 10, 2008   The Joint Entrance Examination for the year 2008 – 2009, Orissa shall be held on  Sunday, May 25, 2008 at selected centres  for admission to the first year Degree courses in Engineering/Technology, Architecture, Hotel Management and Catering Technology (HMCT), MBBS/BDS, Pharmacy, MCA, MBA and to the Lateral Entry of State candidates to third semester of degree courses in Engineering/Technology, HMCT and Pharmacy.   ELIGIBILITY   (A) For admission to First Year Bachelor programme in (i) Engineering/Technology : Pass or appearing in 10+2 examination of CHSE, Orissa or equivalent with Physics, Mathematics, and one from Chemistry/ Computer Science/Biology/Biotechnology or pass in 10+3 diploma course in engineering including those having less than 60% marks in aggregate from SCTE&T, Orissa or equivalent. (ii) Architecture:  For admission to Architecture candidates are to secure minimum 50% marks in aggregate in 10+2 Examination of CHSE, Orissa or equivalent, with Mathematics as one of the subject OR 10+3 years diploma with 50 % marks in aggregate OR International baccalaureate Diploma, after 10 years of schooling with not less than 50% marks in aggregate and with mathematics as compulsory subject of examination. All the candidates seeking admission to B.Arch course shall have valid NATA score prescribed by Council of Architecture(minimum 80 out of 200) (iii) Pharmacy : Pass or appearing in 10+2 examination of  CHSE, Orissa or equivalent with Physics and Chemistry and one from Mathematics/Biotechnology/Computer Science /Biology or pass in 10+3 diploma course in Pharmacy including those having less than 60% marks in aggregate from SCTE&T, Orissa or equivalent. (iv) Hotel Management and Catering Technology: Pass or appearing in 10+2 examination in Arts/Commerce/Science from CHSE, Orissa or equivalent. (v) MBBS/BDS : Pass or appearing in 10+2 examination of CHSE, Orissa or equivalent with Physics, Chemistry and Biology with atleast 50% marks in aggregate in these subjects taken together (40% for SC/ST) with age between 17 and 25 years as on 31.12.2008 (relaxable up to 3 years for SC/ST candidates).   (B) For admission to First Year Masters programme in (i) Computer Application (MCA): Pass or appearing in 2008 three years Bachelor’s Degree examination in any discipline with pass in Mathematics at 10+2 level or in +3 level. (ii) Business Administration (MBA): Pass or appearing in 2008 three years Bachelor’s Degree examination in any discipline from a UGC recognized University. (C) For admission to Second Year Engineering/Technology, Pharmacy and HMCT under Lateral Entry Pass or appearing in 3 years diploma course in Engineering, Pharmacy, and HMCT with a minimum 60% marks in aggregate from SCTE&VT, Orissa or equivalent. (D) For admission to Second Year Engineering/Technology under Lateral Entry Pass or appearing  in 2008, for the  Bachelor’s Degree examination of three years duration in Science from any University of Orissa or equivalent recognised by UGC and have passed with a minimum of 60% marks in aggregate(First Division) with Mathematics at  +3 level. (E) For admission to Second Year Pharmacy under Lateral Entry Pass or appearing  in 2008, for the  Bachelor’s Degree examination of three years duration in Science from any University of Orissa or equivalent recognised by UGC and have passed with a minimum of 60% marks in aggregate (  First Division) with Biology at  +3 level. The ratio of distribution of seats under lateral entry for Diploma : B. Sc. is 80:20.   Note : Candidates are to produce their complete result alongwith original marksheet of qualifying examination at the time of counselling for admission.   RESERVATION The percentage of seats to be reserved for different categories is subject to change and the decision of the State Government as on the date of admission will be applicable. Women only IIT in Amravati, Vidarbha (Maharashtra)?

Following is an excerpt from a report in Telegraph.

President Pratibha Patil has asked the government to set up an Indian Institute of Technology exclusively for girls.

She has also insisted that it be built in Amravati, her former Lok Sabha constituency. Amravati is in Maharashtra’s Vidarbha, which has seen a spate of suicides by debt-ridden farmers.

None of the country’s top institutes of higher education like the IITs or the Indian Institutes of Management caters only to women. Nor is there any central university meant only for women.

In a letter to the human resource development ministry dated March 7, Rashtrapati Bhavan has said the IIT in Amravati should be set up as soon as possible. A project proposal was attached with the request.

Pratibha’s husband Devisingh Shekhawat hails from Amravati and was once mayor there. She herself represented it in the Lok Sabha between 1991 and 1996.

… The IIT proposal has been prepared by Kamal Singh, vice-chancellor of Sant Gadge Baba Amravati University.

… The proposal suggests that the new IIT offer only “integrated” courses, where students fresh out of school can get postgraduate degrees after five years.

The existing seven IITs have some five-year integrated courses, but Singh said she was in favour of making them mandatory across all streams.

Statistics on IIT recruitment have shown that a larger section of postgraduate students choose work in India over foreign jobs, unlike undergraduate students.

Scholarships at Ravenshaw University

Following is an excerpt from a report in Pioneer.

A sum of Rs 23. 35 lakh has been earmarked for scholarships to be given to 646 students of Ravenshaw University in the coming academic year, University sources said on Monday.

… At least 24 students will receive the national scholarships of an amount of Rs 1, 12,042 and another 510 students will receive about Rs 20 lakh as post-matriculation scholarship for SC and ST students.

Besides, there are 50 senior merit scholarships and 30 PG merit scholarships are available for students in the ensuing academic year. There are other scholarships like senior merit-cum-means (8), PG merit-cum-means (5), physically challenged (8), mining scholarships (4) and two SEBC scholarships available for the university students in 2008-09 academic
session.

All the annual scholarships will continue including the POSCO scholarship, which is given to four students for an amount of Rs 88, 696.

30% reservation for girls in all technical institutes of Orissa

Following is an excerpt on this from a report in Pioneer.

… Henceforth, all the private engineering college and schools will adhere to the principle of giving reservation to women candidates. Earlier, the reservation facilities were available in 25 Government Industrial Training Institutes (ITI), seven engineering colleges and 13 engineering schools. The facilities would be extended to all other technical institutes of the State.

Addressing a press conference here on Saturday, Director, Technical Education Srikant Paikray said all the Engineering Colleges, Schools, Industrial Training Institutes (ITI), Poly-techniques and Industrial Training Centre (ITC) will have to reserve 30 per cent seats for the girls students.

The State now boasts of 317 private ITIs, 41 private engineering colleges, 25 engineering schools and poly techniques. Henceforth, 30 per cent seats of the total 48,783 seats of these institutes would be reserved for women candidates.

New IITs to have a broad array of disciplines and have a seven year total budget of 760 crores each

Following is an excerpt from a report in Times of India.

The three new IITs in Bihar, Rajasthan and Andhra Pradesh will teach not only engineering, but also design and creative arts, management, health sciences, humanities and social sciences.

… To be set up at an outlay of Rs 760 crore each over six years, outsourcing will be resorted to in the three IITs for various routine services. In fact, the Expenditure Finance Committee (EFC) has only approved creation of the post of director and the registrar in each institute along with minimum support staff. The HRD ministry would submit a separate proposal to EFC for support staff.

… Initially, each institute will have an intake capacity of 200 students, but when fully developed, each IIT will have a total student strength of about 3,000 students with approximately 2,000 of them in B Tech, 500 in M Tech, 400 in Ph.D and 100 as post-doctoral fellows.

The new IITs will be mentored by one of the existing IITs to enable them to attain high standards. Each institute will have a faculty strength of 262 at the end of the seventh year of operation and adhere to the teacher-student ratio of 1:9, as in the case of other IITs.

IITs plan to pay handsomely to top-notch researchers

Following is an excerpt from a report in Telegraph.

… The decision, officials at the human resource development ministry concede, indicates a desperate effort to stall the drain of top teachers from IITs to the corporate sector or foreign universities, which offer salaries several times higher than what the government pays.

The ministry has set up a committee under IIT Kharagpur director Damodar Acharya to determine the performance indicators and recommend the raise the best professors will receive.

Quality and quantity of peer-reviewed research and student feedback from classes are likely to be two crucial indicators, sources said.

“The top faculty, who are often wooed by the private sector, will now receive differential treatment and will get salaries close to what they would in the corporate world,” a senior official said.

At present, the faculty are paid a fraction of what fresh IIT graduates earn.

… A separate committee will be set up to revise pay scales for all faculty members at the IITs and the Indian Institutes of Management (IIMs). But the revised scales will be no match for corporate salaries, officials conceded. The increments the Acharya committee recommends will be over and above the hike.

Orissa Governor bats for an IIT in Orissa

Following are excerpts from a news report in tathya.in.

So the Governor of Orissa has lent his voice for setting up an Indian Institute of Technology (IIT) in the state.

While entire Orissa is aggrieved over Central apathy towards the state by not announcing an IIT, Mr.Bhandare has also expressed his surprise over the issue.

While the Governor was addressing the gathering of students and teachers in Krupajal Engineering College here, he said that he is sad over the issue.

Entire audience present on the occasion was overwhelmed by the response of the First Citizen of the State, said a senior professor.

NUEPA Survey on Elementary Education

From a Ministry of HRD press release:

To assess progress of States and Union Territories towards universalization of elementary education, an Educational Development Index (EDI), has been developed by National University of Educational Planning and Administration (NUEPA). The EDI is based on four broad parameters of access, infrastructure, teacher related indicators and elementary education outcomes. State-wise ranking on a composite index for primary and upper primary level of education for the year 2006-07 data, is at Annexure.

The following plot shows the EDIs of the surveyed states. Orissa is ranked 28th out of 35 with an EDI of 0.512.

Establishment of Indian National Defense University: PIB

The Committee on National Defence University has recommended establishment of an Indian National Defence University. This will include existing institutes namely National Defence College (Delhi), National Defence Academy (Khadakwasia), Institute of Defence Management (Secunderabad) and Defence Service Staff College (Wellington) and new institutes namely National Institute of Strategic Studies, College of National Security Policy, Institute for Advanced Technology Studies (Bangalore). No final decision on location of the proposed university has been taken as yet.

The courses conducted at the tri-Services training institutions, training institutions of the three Services and the National Defence College are recognized for award of diplomas/ degrees by various universities across the country and All India Council for Technical Education. Details are given below:-

National Defence College:

All officers undergoing the NDC Course and possessing a Masters’ degree are eligible for admission to the M. Phil programme of the University of Madras.

Tri-services training institutions:

Higher Command Course:

(iv) All technical courses being conducted at various training institutions of the three services are also recognized for award of diploma/degree by All Council for Technical Education, Jawahar Lal Nehru University, New Delhi and by various other Universities across the country.

This information was given by Defence Minister Shri A K Antony in a written reply to Dr. K.S. Manoj in Lok Sabha today.
