Sibal, who was speaking at a Singapore Symposium here, said both India and Singapore will cooperate in setting up 14 innovation universities in India.
India needs modern universities to bridge the huge skill shortage gap and Singapore can be the best country to partner with in this area. Infrastructure, education, and skill development are the potential areas of cooperation between the two countries," he said.
Sibal said India is grappling with the challenge of building architecture for 21st century cities and cooperation with Singapore in this sector can be beneficial in identifying a possible solution.
Singapore has achieved an enormous level of excellence in innovation and India is rich in skilled manpower, and greater cooperation between the two countries can result in win-win opportunities for the two countries," he added.
Sibal said India has very recently initiated steps to reform the education sector and added that positive results are expected by 2014.
Following is excerpted from a PTI report in Hindu.
With a large number of rural people migrating to urban areas, the government is planning to set up an innovation university dedicated to study and research in sustainable city development, HRD Minister Kapil Sibal said today.
This university will work on all issues, including city planning, water management, urban transport, housing and energy, he said at ‘The Singapore Symposium’ here.
The government will set up 14 innovation universities. One of them could be on the area of city development which will work on technology solutions for urban planning,” he said.
Mr. Sibal said that urban areas in the country are yet to be developed. They suffer from myriad problems starting from power crisis to drainage and water management. The government is looking for partnerships with various agencies for starting such innovative universities.
Why cannot we have a partnership with Singapore to move forward?” he asked.
The government is in the process of setting up 14 innovation universities aiming at world class standards. Some of these universities would be set up in partnership with foreign institutions.
After US and UK, Singapore is the third country where the Inidan government has mentioned possible partnership/co-operation for developing its proposed innovation universities.

A Kolkata-based company Infinity infotech parks limited has proposed to invest a billion dollars or Nu 47 billion in creating an ‘Education/Knowledge City’ in Bhutan.
The project, by far the largest FDI investment proposal, aims to bring in the branches of around 15 to 30 top universities, along with 40,000 foreign students, into a 1000-acre education city.
The Infinity groups representative in Bhutan, Palden Tshering, the head of Chundu enterprises said, “The FDI project should provide employment for around 100,000 people, most of whom will be Bhutanese and eventually generate up to 500 million dollars a year in foreign exchange.”
“The education city, apart from universities, will have high quality schools for faculty members, labs, hotels, health care, cultural and entertainment centres, sport centres, libraries, stationery, cafes and others to service the student population, which will all vitalise the local economy and allow Bhutanese to invest in,” said Palden Tshering. He said even IT companies and corporations that would want to hire this talent pool could set up offices in the city.
… “What Infinity wants is 1,000 acres on lease or for sale, where 60 percent of the area can be built on,” said Palden.
… MoEA secretary Dasho Sonam Tshering said, “Since the investment proposal is of such a size and land intensive, the government will have too discuss, see what we want and do a feasibility study.”
… Palden said that Bhutan would be a good location for the project due to its pristine environment, political stability and because it can provide the same quality of education being charged at 50,000 to 60,000 dollars annually abroad at around 15,000 dollars in Bhutan. He said that Infinity was in discussion with many ivy-league universities in the U.S. and other countries and some of them had expressed interest.
I was told there is such a city in China. I don’t know which one it is. Will look for a link.

After studying the university systems in major states of US and taking into account various feedback received my latest thoughts on the expansion of the university system in Orissa is at http://www.orissa2020.org/proposed-university-system-of-orissa. The highlight of the proposal is as follows:
- Two new regional universities: Western Orissa University Bhawanipatna and Central Orissa University Angul
- One new general unitary university: Rourkela University
- One new Metropolitan University: Bhubaneswar Metropolitan University
- Upgrading of two colleges to new unitary universities: GM and Khallikote
- Five new specialized Universities: Tribal University (HQ Phulbani), Sports University (HQ Rourkela), Skill University (HQ-TBD), Health University (HQ-TBD), Education University (HQ-TBD)
- Several new branch campuses of existing universities to reduce affiliation load on existing universities with a clear path on how they can become independent universities. Each branch campus will have enough independence to chart its own course. Special attention paid to branch campuses at Balangir, Phulbani and Keonjhar.
- A clear road map for development of comprehensive western style universities that have multiple disciplines, including engineering and medical colleges.

LOK SABHA
There are two institutions at the National level viz. Lakshmibai National University of Physical Education (LNUPE), Gwalior and Netaji Subhash National Institute of Sports (NSNIS), Patiala imparting physical and sports education at graduate and post graduate levels in addition to conducting diploma and certificate courses. The Minister of State for Youth Affairs & Sports, Shri Pratik Prakashbapu Patil informed the Lok Sabha today, in a written reply to a question by Sh. Sajjan Verma. The sports being State subject, the Ministry does not maintain data regarding sports universities in the States and also State Governments are expected to take necessary steps to promote sports universities, the Minister added.

I was intrigued by the history of NIRTAR. I think one can take some lessons from it. Following is an excerpt from its history page:
During the visit of the then Hon’ble Prime Minister Mrs. Indira Gandhi to Orissa in 1975, Mrs. Nandini Satpathy the then Chief Minister of Orissa informed the PM that there was 16.5 acres of land with few buildings donated by late Shri Bijayram Mishra to Govt. of Orissa was available in the village, Olatpur of Cuttack District at 35 kms. from Cuttack/Bhubaneswar in a rural area which could be considered for the establishment of the Institute.
In the US communities or rich individual land holders have donated land for specific educational purposes to the government. One shining example is the University of California at Irvine. Following is an excerpt from the wikipedia entry on UC Irvine.
Unlike other University of California campuses, UCI was not named for the city it was built in; at the time of the university’s founding (1965), the current city of Irvine (established in 1975) did not exist. The name "Irvine" is a reference to James Irvine, a landowner who administered the 94,000-acre (38,000 ha) Irvine Ranch. In 1960, The Irvine Company sold 1,000 acres (400 ha) of the Irvine Ranch to the University of California for one dollar, since a company policy prohibited the donation of property to a public entity.
The NIRTAR example suggest that this may also work in the Orissa context.
- What if a group of people (say in Kalahandi) pool together 100 acres of land and donate it to the Central University of Orissa Koraput for establishing a branch there. (They can be smart in their pooling so that they also have similar or more land adjacent to the donated land; that way they will benefit via the increase in their land prices when the university opens a branch there.)
- How about people in Berhampur taking a similar step with respect to IIT Bhubaneswar?
- If people of Rourkela were to pool together 50 acres and approach XIM, I am positive XIM will be happy to open a branch there. Now lets consider something smaller.
- The central government has proposed establishment of model colleges in some backward districts of Orissa. In those districts there are many smaller towns who would like those colleges to be located in their town. I think if a particular town’s people pool together 20-30 acres and offer it to the government for the model college then the chances of that town getting the college will become much higher.
In general, land is a big deal in Orissa and India and pooling together some acres and donating it to a reputable organization for a specific purpose has a high chance of achieving that purpose in a shorter time.
The point of mentioning the above is that while the government does have responsibility of doing things and helping in balanced development, at times people need to take proactive steps beyond demonstrations and demands. There are too many areas in Orissa that are crying for development and the areas where people take proactive steps on their own are going to be more successful than the others.

On 22nd October 2009 Prashant babu had filed an RTI with the following questions:
- What are the reasons for choosing Bhubaneshwar, Odisha as the location for ESIC Medical College and Hospital, when Rourkela and its nearby areas are having the largest number of ESIC Insured Persons (ESIC Employees)?
- On what ground Bolangir, Odisha was not considered as a location for the ESIC Medical College and Hospital?
- Whether Rourkela as a location for ESIC Medical College proposed by Govt. of Odisha? If so please specify the date of such porposal? Who had sent the proposal (Name of the person/officer)?
- If Rourkela was proposed, then on what ground it was not considered by ESIC for setting up the Medical College and Hospital?
He has now received the response. They are as follows:
- Govt. of Orissa has offered 25 acres of land at Bhubaneshwar for setting up medical college by ESI Corporation.
- There was no such proposal for consideration.
- Govt. of Orissa has not proposed Rourkela as a location for ESIC medical college.
- Not applicable.
Different people are interpreting this different ways. My interpretation is as follows:
- It is clear now that Orissa government plays a crucial role in deciding on the location of the ESIC medical college. The center may still say yes or no to a proposed location but it does not seem to have the power to propose a location on its own. This means the CM needs to be convinced. (That is why it was a big step to get the hint that the CM is now aware of the issue. However, it remains to be seen how accurate that information is.)
- Newspaper reports can not be trusted completely. From first hand experience I know that if there is a paper about X in the desk of a secretary some news papers have printed it as Orissa government has a proposal for X. There have been times where an email I sent to the government, which happen to lie in the desk of a secretary, has later appeared in the news papers as an Orissa government proposal whereas in reality my email printout probably went to some file (at best) or the dust bin. So my analysis is that somebody in Orissa government mentioned the name Balangir in the ESIC medical college context and it probably never made it out of the Orissa government; but regardless the newspapers printed about it. Its also possible that somebody on purpose gave wrong or misleading information to the media.
In any case, Prashant babu desreves thanks for using the RTI mechanism to get these answers. Now it is clear where the buck stops on this matter (the CM) and where the efforts should be concentrated on (the CM). With the reluctance of the Rourkela MLA and the Labor Minister to bring this issue to the CM, some other way to access the CM and convince him about Rourkela needs to be found.

Following is an excerpt from a report in tathya.in.
Chief Minister has now demanded the Government of India to favour with a Dental and Nursing College for the Steel City, said official sources.
State Government in the Department of Labour & Employment (DOLE) has asked the Ministry of Labour to set up the facilities in Rourkela keeping in view the long standing demand of the people.
After Rourkela has been sidetracked for a Medical College & Hospital, the State Government has initiated the move to set up Dental College and College of Nursing in the city.
…Nearest Hospital for them is Sambalpur and IPs require frequent references for their dental problems.
Further there is extreme shortage of nursing staff in the health institutions of the state including ESI Medical Institutions.
So both Dental and Nursing College is needed, said Satya Prakash Nanda, Development Commissioner.
Mr.Nanda has taken up the issue with P C Chaturvedi, the Union Secretary Labour & Employment.
It has been agreed that ESIC would consider opening up of a Dental College and College of Nursing at Rourkela.
Investment in both the institutions will be around Rs.100 crores, said Sardar Jagar Singh, Secretary Labour & Employment.
Mr.Singh said that he has brought it to the notice of C D Kedar, the Director General ESIC.
Although a dental and nursing college (if it happens) is better than nothing, but it still does not seem to address the issue fairly. If there are more ESI insured people around Rourkela, the medical college should be established there. If there is some real logical reason why the medical college is being made in Bhubaneswar then the officials involved should spell that out.

The estimated cost for the work is projected to be Rs. 450 crore (approx). Time of completion is 36 months.
The interested agencies are required to furnish the following documents for consideration of issue of “Pre -Qualification Document” . Joint ventures are not accepted
a) Proof of registration with Government / Semi Government organisations like Railways, PWD, CPWD, MES etc. in appropriate class or having experience in carrying out similar type of works.
b) Annual turnover as per ITCC or Profit & Loss statement for the last 3 years
c) ‘PAN’ reference,
d) TIN reference,
e) Latest Bank Solvency Certificate
f) WCT registration certificate,
g) Performance Certificates;
h) List of similar works in hand and Works carried out by them for the last seven years indicating the Agency for whom executed, Value of work, Completion time : Stipulated & Actual or present position of the work.
i) List of Technical staff they possess.
j) List of construction plants, machinery & infrastructure facilities they possess.
Agencies fulfilling following criteria shall be eligible to participate:
(a) Experience of having successfully completed any of the following works during
last seven years ending 30-11-2009 :
(i) 3 similar works completed costing not less than Rs.180 crore each; or
2 similar works completed costing not less than Rs.270 crore each; or
1 similar work completed costing not less than Rs.360 crore
and
(ii) One completed work of any nature ( either part of (i) above or a separate one) costing not less than Rs. 180 crore with some Central/State Government/ Central Autonomous Body/ Central Public Sector Undertaking
(b) Bank Solvency Certificate of Minimum Value Rs.180 crore.
(c) Average Annual turnover during last 3 years ending 31.03.2009 should be
at least Rs.135 crore
Similar works means Development and Construction of Residential/Commercial / Institute / Office Buildings with RCC framed structure, including PH , Electrical, HVAC and development works
The value of works shall be brought to current costing level by enhancing the actual value of work at simple rate of 7% per annum : calculated from the date of completion to last date of receipt of applications for Pre-Qualification documents.
[d) Not having incurred any loss in more than 2 years during last 5 years ending
31-3-2009.
Pre qualification documents shall be issued from 07-12-2009 to 24.12.2009 between 11 00 hrs. & 16 00 hrs on all working days from the Office of Chief Engineer(PCD),DCSEM, DAE, 3rd Floor, V.S.Bhavan, Anushaktinagar, Mumbai – 94.Cost of the document (non refundable) shall be Rs.1500/- in cash if collected in person and Rs.2000/- if required by Post, by crossed Demand Draft drawn in favour of Accounts Officer, DCSEM, payable at Mumbai. Pre qualification documents if required by post shall be sent by Indian Speed Post only, at the agency’s risk. The documents shall be received in person only, up to 15 00 hrs on 05-01-2010 in the Office of the Chief Engineer (PCD) and shall be opened at 15 30 hrs on the same day. If any information furnished by the applicant is found incorrect at a later stage, they shall be liable to be debarred from tendering/taking up of work in DCSEM. The Department reserves the right to verify the particulars furnished by the applicant independently and reject any application without assigning any reason and to restrict the list of pre-qualified contractors to any number deemed suitable in case too many applications are received satisfying the basic Pre-Qualification criteria . Short listing of the agencies shall be subject to thorough verification of their credentials and inspection of works carried out by them, through a Technical Evaluation Committee of experts, constituted by DCSEM.

After years of donkey work to set up a multi-disciplinary university in Odisha at an investment of Rs 150-200 crore, it has failed to take off. For last 4 years the technocrat is trying hard to set up the facility. Every thing was falling in line and the Government was moving with full speed to clear the ICFAI University Bill-2009 in the Odisha House.
However Opposition Chief Whip Prasad Harichandan played spoil sport.
While initiating discussion on the bill, lawmaker from Satyabadi charged the university is mired in controversy following a ruling by the Madras High Court for closure of the institute’s off-campus and study centres in Tamil Nadu. He also cited the ruling of the Andhra Pradesh High Court restraining ICFAI to award degree certificates.
Although the ICFAI was registered under Societies Act in 1984 in Andhra Pradesh for offering distance learning, it is yet to set up a university in the state. The society has two universities – one in Agartala and the other is at Dehra Dun. However, many off-campus and study centres of the two universities are operating in many states without approval of the University Grants Commission and respective governments.
ICFAI is also running an off-campus centre in Bhubaneswar also, which came to light.
Now the State Government has asked to close down the centre as it is running without the approval of the UGC.
The ICFAI authorities have been asked to file affidavit on this count, said an official.
With allegations coming to fore, even Chief Minister is also worried over the reputation of his government, said sources. When these allegations came out in the floor of the Assembly, Naveen Patnaik Government was on back foot. This is because the State Government signed the MOU with ICFAI on 20 March, 2007 without verifying the credentials. Samir Dey, the then Minister Higher Education was batting for the ICFAI University and took the lead in signing the MOU, said an officer.
However now things are different and Debi Prasad Mishra, Minister Higher Education has made it clear that unless ICFAI authorities clear the allegations against them, it is unlikely that bill will be taken up once again in the House.
So quietly the bill has been deferred for the next Assembly session, said an official.
While the bill is yet to be cleared, ICFAI has already identified 53 acres of land for the university. The land has been identified close to Sum Hospital on the outskirts of the city. Out of the total land area of 53 acres, ICFAI has got 11 acres of land registered for the university project. Now with the bill being dumped, fate of the proposed private university hangs in balance.

My suggestion to ICFAI would be to start the various colleges in Orissa with appropriate permission. I.e., if it wanted to start an engineering college and management school then it should do that with AICTE approval and under BPUT. Similarly for medical, nursing, journalism, etc.; whatever it had plans for. Only after it has them up and running and with quality faculty, top-notch facilities and some nationally ranked colleges it should come back to the state for a university bill. Not before that!!
