South Rourkela is always considered as an outgrowth of Rourkela City but in fact it is a major part of Rourkela which is neglected even after 62 years of independence.
The major habitations are
1. Sector-22-Fertilizer Township
2. Jalda
3. Balijhudi
4. I.D.L. Colony-Desainagar
5. Dharamdihi
6. Jharabahal
7. Gopabandhunagar
8. Nabakrushnanagar
9. Utkalnagar
10. Britannia Colony
11. F.F.Colony
12. Modern India
13. Tangarpalli
14. Construction Colony
15. Labour Colony
16. Auto Colony
17. Tarapur
18. Laltanki
19. R.H. Colony
20. Rehabilitation Colony
21. Jajabar Colony
22. Cooperative Colony
23. Indirapalli
24. Laxmi Market
Out of these Sector-22,Jalda,Balijhudi are placed under RSP Town Services and Jalda Gram Panchayat respectively. But the rest 21 colonies have no administration at all. They dont belong to Gram Panchayat of Bisra Block nor Municipality of Rourkela. Since these are not plant colonies these cannot be placed under Rourkela Steel Plant Management. Since a long time talks are going on to place these 20+ colonies in Gram Panchayat or Municipality but no such action has been taken. These residents cant vote in any municipality or gram panchayat election The residents are devoid of even basic amenities like water, electricity, sanitation, education and above all good roads.
The residents here dont want to be placed under panchayat because they know a panchayat cannot do much for them ,hence they want the recognition of Rourkela Municipality.
Advantages of Municipality
1. With Rourkela Municipality, they can get better facilities and can think of their development
2. The population of these localities is more than 1 lakhs and if combined with Rourkela Municipality will make the population of Rourkela Municipal Town far more than the present population of Berhampur ,which was granted Municipal Corporation status due to its population only, while Rourkela lost due to its population only
(The combined population of Rourkela city combining the steel township is the second largest in the state about 3 lacs more than Berhampur and also makes it the 74th largest metropolitan city in India according to population).

our rourkela has been always neglected in all aspects since past 50 years. the city should be given the status of municipal corporation along with having a fullfledged airport & a metropolitan university as soon as possible.
