Rajya Sabha
Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT) was launched on 3.12.2005 as a sub-component of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) covering all towns and cities as per Census 2001 excepting 63 cities covered under JNNURM. Water supply is one of the admissible component of UIDSSMT. State of Orissa has been provided Rs.181.79 crore for the Mission Period of 7 years (2005-12) under UIDSSMT. So far, 9 projects (7 projects on water supply, 1 on road and 1 on sanitation) in 6 towns namely Behrampur, Koraput, Paralakhemundi, Angul, Cuttack and Sambalpur have been sanctioned at an approved cost of Rs.112.52 croreinvolving total Central commitment of Rs. 91.70 crore under the scheme and Rs. 46.70 crore has been released to the State as 1st instalment of Additional Central Assistance (ACA) during 2006-07 and 2007-08. Details of the projects sanctioned so far to Orissa under UIDSSMT have been given in the Annexure.

I would request some of our readers to push for their contacts in Orissa to make sure (and if necessary offer help so that) their town takes advantage of this scheme. Hope our readers from Hinjlicut, Bhawanipatna, Balangir, etc. are listening.

Dear Chitta Babu,
Thanks for the details on the above subject. Can you please guide us the step by step process (action points) on this, so that we need to explain the respective urban officials to proceed on this. This will make their work comfortable and we can guide the urban area (NAC chairman and Govt. officials) to proceed on document preparation and submission as per the guide lines.

I am no expert on this. Lets us all help each other. If you google UIDSSMT you will come across many documents from other states and town.
For example, I came across http://municipality.tn.gov.in/Rasipuram/UIDSSMT-APPRAISAL-REPORT.pdf .
Lets follow some of them. Lets keep each other informed.
Every year Orissa misses out on many of these schemes for lack of effort at local level. Lets help them starting with this scheme.

The appropriate authority in Rourkela must apply for it.
The way it works is the central govt. makes such schemes and passes the info on to the state govt. The state govt. should pass the info down to the local level. The local authorities with the help of the state government should submit their application. As I said in my earlier comment, if you google UIDSSMT you will come across many documents from other states and town. (For example, I came across http://municipality.tn.gov.in/Rasipuram/UIDSSMT-APPRAISAL-REPORT.pdf .)
So being in Rourkela, perhaps you can try to find out locally if they have applied with respect to this scheme. If not, why not.

In other words saying “Rourkela is left out, it should be considered” is only a preliminary step. For someone to consider Rourkela, Rourkela (with the help of the state, if needed) has to first apply against this scheme.
