The State Government will open 159 more tehsils in a bid to take administration to the doorstep of the people.

This was decided at a high-level meeting presided over by Chief Minister Naveen Patnaik. The new tehsils will be opened in a phased manner over the next three years.

… Revenue Minister Manmohan Samal said 45 additional tehsils will be upgraded to full-fledged ones within the current fiscal while three new ones will be opened in each of the revenue divisions.

This will cost an additional Rs 1 cr to the State ex-chequer for opening a new tehsil. While 60 new tehsils will be opened in the first phase, 50 and 49 new ones will come up in the second and third phase.

Samal said more than one tehsils will be opened in urban areas having heavy population. The number of tehsils in the State will increase to 330 with the new additions.

The Chief Minister advised the officials to expedite the selection of employees and location of infrastructure for office purposes for the new tehsils.

The State Government of Orissa has asked for Rs. 23 crores from Ministry of Environment & Forests to save the coastal areas of the State from losses due to sea tide. As per the information made available by the National Disaster Management Authority, the Government of India has formulated a National Cyclone Risk Mitigation Project (NCRMP) to be implemented with World Bank assistance. One of the investment proposals received under the Project from Government of Orissa is on “Shelterbelt Plantation” in Balasore, Bhadrakh, Jagatsinghpur and Kendrapada Districts at a total cost of about Rs.23 crore. The Project is yet to be posed to the World Bank for their appraisal and funding.

The Government of India has issued a Coastal Regulation Zone Notification in 1991 delineating the coastal areas into different zones and listing out permissible and non permissible activities. The activities which are permissible are appraised by duly constituted expert committee, wherever necessary, and decisions are taken such that environmental balance in the coastal areas are harmonized with activities taking place in that area.

This information was given by the Minister of State in the Ministry of Environment and Forests, Shri S. Regupathy in a written reply to question in the Rajya Sabha today.

… The tsunami travel time atlas, published by IIT, Kharagpur, has identified Orissa coast to be prone to tsunami, said state disaster management minister Manmohan Samal.

… 328 villages situated within 1.5km of the coastline in six coastal districts have been identified as tsunami-prone, said the minister.

While 63 villages of Balasore district have been identified as tsunami-prone, 41 villages in neighbouring Bhadrak district have been enlisted as vulnerable.

Similarly, 64 sea-side villages of Kendrapara district, 28 coastal villages of Jagatsinghpur district, 88 villages of Puri and 44 villages of Ganjam district have been identified as prone to tsunami.

…Giving details of National Tsunami Early Warning System, the expert said Orissa was covered under the network.

Chief minister Naveen Patnaik  …  We have identified tsunami-prone villages and habitations and are taking steps to increase awareness of the general public on tsunami safety tips,” he said.

Meanwhile, the Orissa State Disaster Mitigation Authority (OSDMA) had organised a workshop on October 30-31 to train the trainers on tsunami. Around 30 high school teachers teaching and science were sensitised.

Chief Minister Naveen Patnaik today announced creation of a welfare fund that would cover 56,000 weavers of the State under health insurance scheme.

At a function organised on completion of 50 years of Boyanika, a State handloom weavers cooperative society here, the Chief Minister said a handloom and handicraft museum will be opened at Ekamra Haat.

The Government will provide Rs 40 crore during the 11th Plan period for development of handloom sector.

Following is the Pioneer report on this.

The Centre’s stepmotherly attitude towards the cause of Orissa is clearly evident in the railway sector. While the State contributes significantly to the revenue of Railways, the railway route length spread across Orissa is a mere 2,495 km with an average of 15.03 km per 1,000 square km as against the national average of 19 km and much less than the average in the contiguous States.

During 2003-2004 and 2004-05 with respect to the working expenses as a part of gross earnings, the top two profitable railway zones were the South East Central (62.8 percentage and 56.1 percentage) and the East Coast Railways (66.64 percentage and 61.75 percentage). A big part of the profit of the East Coast Railways comes from transporting minerals from various mines in the tribal areas of Orissa.

Despite this, on an average during the last 16 years beginning from 1992-93, the State has received a paltry of Rs 254 crore per annum only. As a whole during the last 16 years, the State has received only Rs 4,070 crore.

While in 1992-93 it had received Rs 68.48 crore, the State received Rs 107.61 crore in 1993-94. Similarly the State received Rs 93.62 crore in 94-95, Rs 149.24 crore in 95-96, Rs 80.29 crore in 96-97, Rs 158.73 crore in 97-98, Rs 254.74 in 98-99, Rs243.74 crore in 99-2000, Rs 239.19 crore in 2000-01, Rs 178.66 in 2001-2002, Rs 194 crore in 2002-03, Rs 306 crore in 2003-04, Rs 360.98 crore in 2004-05, Rs 374.51 crore in 2005-06, Rs 653.90 crore in 2006-07 and Rs 606.51 crore in 2007-08.

Criticising the Ministry of Railways apathetic attitude towards the State, Speaker of Orissa Legislative Assembly Maheswar Mohanty said the Centre had been consistently ignoring the demands of the State in the railway sector for the last several years. “While preparing the Railway Budget, the Centre should take the revenue contribution and economic condition of the State as a criteria rather than taking population into account,” he said.

BJP State president Suresh Pujari has also criticised the Centre’s funding pattern to the State in railway sector.

It may be noted that East Coast Railway that was made functional from April 1, 2003 with three divisions namely, Khurda Road, Sambalpur and Waltair, has a lowest operating cost in the entire country. However, expansion of jurisdiction of East Coast Railways has become a necessity in light of the recent industrial projects coming up in Orissa for ensuring better coordination and facilitation of bulk customers.

In its memorandum which will be submitted to the Prime Minister and Railway Minister, the House Committee of the Orissa Assembly has urged the Ministry of Railways to either extend the jurisdiction of Sambalpur division to include Jharsuguda-Barsuan-Kiriburu, Rourkela-Nuagaon, Jharsuguda-Himgiri or to create a new division with headquarters either at Rourkela or Jharsuguda with its jurisdiction.

Likewise, the jurisdiction of East Coast Railways may be extended to include Bansapani-Padapahar section and Bhadrak-Laxmanath Road section.

Since Independence, only three broad gauge rail links namely, Talcher- Sambalpur, (174 km), Koraput-Rayagada (164 km) and Daitari-Banspani BG rail link have been commissioned. Projects like Lanjigarh Road- Junagarh sanctioned in the year 1993-94 have not been commissioned due to inadequate allotment of funds.

Pioneer reports that Ersama MLA and former Minister Damodar Rout on Sunday has initiated a joint political move in favour of the Posco project proposed near Paradip in his constituency.

Excerpts

“Under no particular party’s banner, political leaders met in Jagatsinghpur to chart out a strategy for a show of strength with a slogan Aage maati pare party, literally meaning land first, party later. Presiding over the meeting, Rout harped on the fact that 85 per cent people in Kujang tehsil, where the South Korean steel major wants to set up its greenfield project, were supporting the 12-million-tonne per annum plant. As they are not united, their voice is cowed down by a handful of agitators. Rout sought to prove the point that the anti-Posco brigade was a minority group making tall claims. It was decided to organise a mass meeting on Tuesday at Balitutha, which leaders cutting across party lines would address. Rout’s move follows Chief Minister Naveen Patnaik’s instructions to him to extend his support for the Posco project in his constituency.

Rout, in his turn, has asked the Jagatsinghpur district authorities to help in smooth conduct of the Tuesday meeting, to which Collector Pramod Kumar Mehrada and SP RP Singh have reportedly agreed.

More than 60 representatives from various political parties participated in the deliberations on Sunday. A few of them suggested to organise the mass meeting at a later stage, but Rout said, “Strike the iron when it is hot.”

A section of political observers, however, feels that there may be a scuffle between the anti- and pro-Posco supporters on the day”

… Chief Minister Naveen Patnaik has demanded that the royalty be fixed on ad valorem basis.

In a letter to Prime Minister Manmohan Singh, the Chief Minister said that the manner in which the Centre is going to revise the royalty, the State will be a loser. The State has already sustained a huge loss because of two-year delay in the revision.

He urged the Prime Minister to compensate the revenue loss of the State and delete the provision of adjusting the cess collected by the State during payment of royalty. As per the Supreme Court ruling, the collection of cess by the State for the development of the people in the mining areas is justified, he argued.

Under the new ‘hybrid formula,’ the State will get Rs 10 more per tonne of coal which is nothing given the delay in the revision of royalty, he said.

As per the Mines and Mineral (Development and Regulation) Act, 1957, the Centre is bound to revise royalty on coal and other minerals every three years. The Act provides that the State should be compensated accordingly for the delay in revision of royalty.

The latest revision was made on August 1 after five years, the Chief Minister reminded and urged the Prime Minister to compensate the State for the last two years.

I wonder if Naveen is referring to the supreme court judgment regarding Vedanta where the supreme court asks Vedanta to give 5% of its profits for spending towards tribal development and environmental safe guards.

“Days after Chief Minister Naveen Patnaik asserted that the mega greenfield steel plant by South Korean steel major Posco will be established at Kujang and that construction work would start from April 1, 2008, Posco has reiterated its commitment to the project.

An overwhelming section of people living in the proposed project site areas, including representatives of several political parties, social activists and local senior citizens, are moving fast to garner support for the project’s implementation.

Reports indicate that several meetings and campaigning has been held in project site at village level in the past week in a bid to woo the locals in the project’s favour.

Different project sympathisers have been organising these pro-Posco meetings and Ersama MLA and former Minister Damodar Rout has proposed to organise a mass public meeting in Balitutha Hat on October 27 just at a stone’s throw distance from the project opponents’ road block over Balitutha Bridge since September 24.

Sources said that a pro- Posco meeting was organised under the leadership of former PS member Jiban Lal Behera and the meeting was attended by most of habitants and discussed the Posco issues at length.

The senior villagers, attending the meeting too opined setting up of the project and unanimously resolve requesting the Posco authorities to reopen its closed Kujang office immediately.

Meanwhile, Ranjan Das a social activist and native of Polang, an affected village for the project, arranged a meeting in village on Tuesday in a move to garner support for Posco.

The Chief Minister’s endeavours to have a dialogue with project opposition groups had described a salutary effort while the villagers emphasised that the Posco authorities need to directly interact with the affected people for land acquisitions, Askhya Das, a villager revealed.

The political atmosphere in the project sites of Gadakujang, Dhinkia, Nuagaon, Chatua, Balitutha and Bamadeipur villages saw a startling incident on Tuesday when one Dhruba Charana Muduli, a social activist had called an all party meeting in Gadakujanga to discuss the Posco stalemate.

The meeting was attended by most of the members of different political parties of the locality excluding Leftists.

In the meeting a decision was taken to form an all party co ordination committee taking members from different political parties to hold dialogue with the State Government, the district administration and the Posco authorities to sort out the project obstacles, informed a member of a major political party.

Meanwhile, sources said that a similar type of meeting had been organised in Govindpur village under the leadership of Nirvay Samantray and project sympathiser Tamil Pradhan had conducted a meting in his Nuagaon village on Wednesday.

However, reports said that most of Posco supported leaders at the proposed project site villages have been organising meetings and campaigning to bring a pro attitude since the Chief Minister and Posco agreed for the project inception last week.

Ersama legislator Damodar Rout ,who was keeping distance from Posco related issues earlier has started organising mass contact campaigning with a message against anti -Posco sentiments in project site villages.

However, Posco Pratirodh Sangram Samiti (PPSS) who is spearheading the anti-Posco movement since one year vowed to oppose the project tooth to nail and refused to act on the Chief Minister’s desire of a dialogue.

According to them the project would wipe out 11 villages and affect around 20,000 habitants therefore no industry should not be set up at the cost of agricultural lands that threatens to take away the livelihood of people.

Abhaya Sahoo, PPSS chairman slammed the State Government for being insensible towards the affected locals, and also threatened of not giving one inch of land for the Posco project. He blamed the local leaders for organising pro Posco meetings in their areas under the influence and getting financial supports from Posco.”

Economic times reports that Orissa is among the fiscally best performing states this year. It is 3rd in the list following Haryana and Delhi. Excerpts:

When it comes to financial health Haryana, Delhi, Orissa are the best performing states in the country, while Bihar, Jharkhand and Kerala need to cut both fiscal and revenue deficits, an Assocham study has shown.

Haryana had the minimum fiscal deficit of 0.6 per cent in financial year 2006-07, though marginally up from 0.3 per cent in the previous year. Delhi was at the second spot with 0.7 per cent fiscal deficit while its revenue account showed a surplus of 3.57 per cent.

Though Orissa recorded the fiscal deficit of 1.1 per cent in FY’07, higher than 0.4 per cent in FY’06, it managed to remain well under the three per cent figure as recommended by the 12th Finance Commission. Its revenue surplus has increased from 0.76 per cent to 0.9 per cent during the same period.

Gujarat (2.5 per cent), Chhattisgarh (2.6 per cent), Tamil Nadu (2.7 per cent) and Karnataka (2.8 per cent) are the other states which have been able to keep their expenditures in the financial year 2006-07 in line with the target of 3 per cent fiscal deficit.

Shri Naveen Patnaik, Chief Minister, Orissa met the Union Minister for Road Transport & Highways and Shipping, Shri T.R. Baalu today. The meeting mainly focused on the poor conditions of the National Highways in Orissa and the ways & means of improving their standards. In particular, the Chief Minister invited his attention towards the deteriorating condition of NH-215, which connects Panikoili to Rajamunda. This road is the lifeline of the mineral-based industries in Orissa and needs Rs.95.00 Crore for immediate repair and restoration. The Union Minister, Shri Baalu assured to sanction the entire amount immediately and take all steps for maintaining the National Highway. He also assured an immediate increase in the present allocation of funds from Rs.85 Crore to Rs.130 Crore for National Highways in Orissa like NH-6, NH-200 (Chandikhol to Talcher), NH-224 (Khurda to Bolangir), NH-217 (Gopalpur to Raipur), NH-201 (Borigumma to Bargarh) and NH-23 (Biramitrapur to Banarpal) and further increase of Rs.30 Crore in the allocation based on actual need and expenditure. Chief Minister also requested him to augment allocation of funds for repair of the flood damaged roads. Discussion was held on the proposed Vijaywada-Ranchi road passing through Orissa. This road will serve as a security corridor and also provide a boost to the economic development in the leftwing extremist-affected regions of the State. It was decided that Survey work for this project will be taken up by the State PWD and funded by the Ministry of Road Transport & Highways quickly. The Union Minister assured his full cooperation and agreed to have a joint meeting of the Chief Ministers of Orissa, A.P. and Jharkhand early to sort out the inter-State issues. He also assured to visit Orissa shortly to have detailed discussions with the State Government on these issues.

The Chief Minister of Orissa Shri Naveen Patnaik called on the Union Minister of Shipping, Road Transport and Highways, Thiru T.R. Baalu here today and discussed the various ongoing road projects in the State.

On a request from the Chief Minister for improving and strengthening of National Highway 215 (Panikoili to Rajamunda), Thiru Baalu informed Shri Patnaik that the technical sanction of Rs. 95 crore would be granted immediately It may be recalled that the entire length of 269 kms of NH- 215 has been included under NHDP Phase III and preparation of DPR for four-laning upgradation by NHAI is under way. Meanwhile, in order to improve the deteriorating condition of the National Highways in Orissa, the Ministry would allocate additional Rs 45 crore.

Thiru Baalu indicated to Shri Patnaik that the menace of overloaded trucks has taken its toll on NH 215 and the road condition has deteriorated rapidly. He urged the State Government to take immediate measures to control the plying of over-loaded vehicles on NHs. In order to curb the practice of overloading and to ease the problem of traffic congestion, Thiru Baalu desired that the State Government should organize a meeting with all the stakeholders in which Union Shipping and Road Transport & Highways Secretaries should also participate within a fortnight for finalizing the modalities for strengthening of National Highway 215 which is suffering from the menace of over-loading.

Regarding the Vijayawada – Ranchi Road, Thiru Baalu told the State CM that the Government of Orissa will have to expedite the finalization of the Detailed Project Reports (DPRs) for remaining 600 km of this route in Orissa. The Minister desired to have a detailed presentation on this project as it comprises of National Highways, State Highways and the Village Roads. Thiru Baalu said that he would also be interacting with the State Governments of Andhra Pradesh, Orissa and Jharkhand to expedite finalization of the modalities for this Project.

Regarding the Road connectivity to Paradip Port (NH 5A), the Union Minister told Shri Patnaik that land acquisition for NHDP in general and Paradip Port in particular is required to be expedited by the State Goverment. He also emphasized for immediate identification of alternate service roads and parking places for easing the traffic congestion near the Port area.

  1. A package for the handicraft sector with the intention to woo the artisans on the eve of the Durga puja.
  2. Lifting of the ban on recruitment, leading to 36,000 new hirings in the near future. (The salary expenditure for so many employees would be around Rs 600 crore per year leaving aside other entitlements.)
  3. The first announcement made by the Chief Minister was the Rs 600 crore Biju K B K Yojana to be implemented over a period of five years from 2006-07.
  4. Next came the move to placate the coastal Orissa voters with the announcement of Gopabandhu Gramin Yojana. The programme to be implemented over a period of five years had an estimate of Rs 600 crore.
  5. Naveen also announced to electrify 100 villages every year that are not covered by Rajiv Gandhi Gramin Bidyutikaran Yojana at a cost of Rs 100 crore.
  6. Waiver of cooperative loans for the farmers.
  7. Incentives for the doctors.
  8. A separate agriculture package.

Laxmi Narayan Gupta: Transfered from Commissioner-cum-Secretary, Energy Department, and appointed as its Resident Commissioner in New Delhi.

The government declared the post of Resident Commissioner equivalent in status and responsibility to the post of Commissioner-cum- Secretary to Government provided in the IAS cadre of the State.

Upendra Prasad Singh: Commissioner-cum-Secretary, Steel & Mines Department, has been allowed to remain in additional charge of the office of the Commissioner-cum-Secretary, Energy Department following Gupta’s transfer to New Delhi.

Pradipta Kumar Mohapatra: Was appointed as Resident Commissioner on September 24. This is canceled. He has been appointed as Commissioner-cum-Secretary, I.T. Department.

Surendra Nath Tripathi: Additional appointment as Commissioner-cum-Secretary shall stand terminated from the date Mohapatra takes over.

Vir Vikram Yadav: Was under orders of transfer as Executive Director, Orissa Water Supply and Sewerage Board, Bhubaneswar and ex-officio Additional Secretary, Housing & Urban Development Department. Has been appointed as Director, Rural Development and ex-officio Additional Secretary to Government, Rural Development Department.

The post of Director, Rural Development is declared equivalent in status and responsibility to the post of Additional Secretary to Government provided in the IAS cadre of the State.

Genetech City: Progress on the proposed Biotechnology park in Bhubaneswar

Work on the Genetech City, the proposed bio-technology park at Andharua, on the outskirts of the city, will start from December if things go as per schedule.

The bio-technology park will be developed in PPP mode through competitive bidding route and the Science and Technology Department has invited tenders from private firms for development of the park on 54 acres provided by the State Government.

Eight developers – Akruti Nirman Limited, Mumbai, Eldeco Infrastructure and Properties Limited, New Delhi, Bharat Biotech Infrastructure, Hyderabad, TCG Urban Infrastructure and Holding Ltd, Mumbai, Ambience Developers and Infrastructure Pvt Ltd, New Delhi, Bhubaneswar Entertainment World Developers, Indore, Ramkey Infrastructure Ltd, Hyderabad and Unitech Limited, Kolkata have bided for the project.

The bidders have been asked to make their presentation to the Government on the project and bid selection will be completed by the end of this month, official sources said.

While 25 acres of the Genetech City will be used as bio-technology and pharmaceutical corridor, an information technology centre will be developed on another 15 acres. A bio-tech incubator centre will be developed on an area of 10 acres, sources said. IDCO has been entrusted with the job of infrastructure development of the park.

In addition, the agency has drawn on personnel from the state armed police to form the Orissa Disaster Rapid Action Force (ODRAF), which has platoon-strength units stationed in five coastal locations. Four hundred communication posts, equipped with VHF sets and satellite phones, are strung out along the coast to provide early warnings.

    The agency proved its mettle on September 13, when a tsunami warning sounded in the early evening. "Within a few minutes, people in all the coastal districts were alerted," Sundaray said. "And within two hours, we had evacuated lakhs of people to safer places, including the cyclone shelters." In fact, the UNDP was so impressed that it is now studying their response mechanism as a model for other countries. On its own initiative, the OSDMA is offering disaster management consultancy to other states.

    Orissa received thousands of crores of rupees in aid after the cyclone.Amazingly, not a single allegation of corruption or irregularities in distribution of relief has surfaced. Baijayant (Jay) Panda, the BJD MP, recalls that immediately after coming to power in early 2000, CM Naveen Patnaik drew up guidelines to ensure that "relief, rehabilitation and reconstruction had to be efficient and transparent, without any bias and corruption," and that all such projects were strictly monitored. "We’ve evolved a set of clear benchmarks and ‘best practices’ that are now being emulated by other states," he told Outlook. Even Opposition leaders in Orissa concede the remarkable achievements of the government’s relief and rehab efforts, which have shown that a gust of ill wind can be harnessed to blow some good.

Excerpts: Orissa’s rulers and administrators have maintained Bhubaneswar’s ethos, unlike in West Bengal where we have defiled, destroyed or made ugly even what we inherited from the British. Bhubaneswar is not congested, and never will be, since building regulations are strictly implemented unlike in Kolkata where politicians sponsor slums and unauthorized colonies that have made this city not only an urban mess, but one of the ugliest in the world.

    Bhubaneswar was devastated just eight years ago by the super-cyclone; the city not only displays no signs of that, but has learnt from that experience and adopted a number of measures to cope with such calamities in future. Kolkata would have wallowed in that misery for decades and used it to justify its miserable state.

    Clean & Efficient

    There’s an air of efficiency to everything in Bhubaneswar. On a visit to the state secretariat there, I couldn’t help comparing it to our Writers’ Building. A well-manicured, lush garden greets visitors, unlike the chaos that reigns supreme outside Writers’. Inside, I was surprised by the absence of any crowds. There were no pot-bellied cops lounging around, no pan-chewing hangers-on, no parasitic touts, no babus scurrying around with bulky files, no peons chatting in the corridors and loud crowds waiting to gain entry to meet ministers and bureaucrats. Even the Chief Minister’s Secretariat looked uncluttered, free of fixers and the babus all seemed to be working.

    I’m told that after coming to power in 2000, Naveen Patnaik brought about this sea change. Touts, fixers and other undesirables were banned entry. Visitors’ entry was streamlined and ministers and bureaucrats asked to devote time to meet people instead of keeping them waiting. The administration was made extremely responsive, efficient, transparent, and largely honest. The number of cops on duty at the secretariat was sharply reduced to the bare minimum. All employees were asked to be courteous and helpful and turn up for work smartly.

    The secretariat building is simple, but clean and well-maintained, sans all those employees’ union posters, betel-leaf stains, dust, cobwebs and garbage that predominates Writers’. Overall, the seat of governance in Orissa is a pleasant place and emits a positive aura that not only puts visitors at ease, but also conveys the impression that works gets done. It does, and I found that out first-hand.

    Accessible To All

    Having encountered, quite frustratingly, Bengal’s politicians and bureaucrats for the past few years, meeting their Orissa counterparts was like inhaling a breath of fresh air. I sought, and got, appointments with top bureaucrats at very short notices. In Kolkata, everyone would have made me wait for days and in only very rare cases would have agreed to meet me. It is quite easy to meet Ministers and the Chief Minister or to talk to them over the phone, unlike in Bengal where ministers and bureaucrats make themselves inaccessible.
