Seven seed centers to come up in Orissa

The state government has decided to set up seven seeds centre in the state to enable the farmers to avail quality seeds without further delay.
According to official sources, the centres would come up at Ganjam, Angul, Sundargarh, Kalahandi, Balasore Jajpur and Bhubaneswar.
With this, the total seed centres in the state would go up to nine with two such centres that have been already set up at Rayagada and Bargarh.
The two centres provide certificates on the certified seeds to the farmers.
Apart from this, another centre functioning at Bhubaneswar has been entrusted with checking the quality of seeds.The state government has also decided to impart training to the farmers about the use of modern cultivation for which it is now contemplating on roping in the National Farmer Extension Management Organisations.

The Government accorded approval for undertaking six laning of 6,500 km of National Highways comprising 5,700 km of Golden Quadrilateral and balance 800 km on other sections, under National Highways Development Project (NHDP) Phase-V. As per the approved implementation mechanism for NHDP Phase-V, stretches of 100 km or more that have been completed at least two years ago and contractual actions on previous contracts have been completed, are being included in the year-wise programme. Where the distance between two cities is less than 100 km, such stretches are also being included as exception cases. Cost per km has been estimated as Rs. 6.34 crore.

Total 203 firms have applied for pre-qualification for eight stretches under NHDP Phase-V.
NHDP Phase-V is scheduled for completion by December, 2012. Estimated civil construction cost for Gurgaon-Kotputli-Jaipur of 225 km is Rs. 1517 crores. The likely time period for completion is 30 months from the appointed date.
This information was given by the Minister of State for Shipping, Road Transport and Highways, Shri K.H. Muniyappa in a written reply in the Rajya Sabha today.

Orissa has top notch granite but does not take advantage of it

Granite resources abound in State, but the potential is untapped due to lack of promotion and absence of a clear-cut policy.
Orissa has about 20 different colours of granite. Out of the five most-attractive (recognised) colour granite of the world, four are available in Orissa, lavender blue in Berhampur, ikon brown in Paralakhemundi, sweat green in Titilagarh and black in Jeypore vicinity.
In Berhampur, Nayagarh, Paralakhemundi and Balangir, granites of international standard are abundantly available.
Skilled labourers too abundantly available in Bhadrak, Kendrapara and Balasore districts.
As Rajasthan is best known for its marble industry, Orissa can carve a niche for itself in granite sector if a little care is taken by the Government to streamline it, analysts feel.
The existing granite industries in Orissa should be assured by the Steel and Mines department to get the raw materials sufficiently on priority basis. At present, the mine owners, mostly outsiders, are supplying only mining wastes.
Since Orissa’s colour granite is very attractive, the granite processing units in Andhra, Karnataka and Tamil Nadu are taking all quality raw blocks and selling that in the market after processing. In the absence of market linkage for finished products Orissa is losing out on revenue and scope for generating employment.
Traders have demanded that Government … open a granite park/growth centre in Berhampur. The rate of royalty on decorative stone block/granite stone block should be increased to Rs 1500 from the existing Rs 700 on the inter-state sales transactions. …

One step closer for the national waterway in Orissa

Following is the latest development, as reported in an Indian Express article. Excerpts:
The Parliamentary Standing Committee has shown the green signal to two new national waterways in West Bengal-Orissa and Andhra Pradesh-Tamil Nadu even as it called for an integrated transport policy and an institutional framework for inland water transport. … The other waterway—Talcher-Dhamra stretch of the Brahmni-Kharsua-Dhamra Rivers, Goenkhali-Charbatia stretch of the East Coast canal, Charbatia-Dhamra stretch of Matai River and Mahandai delta rivers between Mangalgadi and Paradip is also up for the national waterway status. Around 18.07 million tonnes of inland water transport traffic is expected to be carried out on the proposed waterway after its full development in eight years time. The traffic is expected to be handled at four terminals—Talcher, Nasirabd, Balasore and Rajnagar and the major cargoes are coal, fertiliser, cement, iron ore, agricultural and industrial products. The Standing Committee, however, has recommended the Government to prepare the road map for an integrated transport policy to include inland water transport, coastal shipping, civil aviation, road transport & highways for enabling better inter-connectivity amongst multiple modes of transport. The Committee has also called for provision of an institutional framework for development of IWT sector so as to increase capacity of IWT agencies, increased cost recovery and commercialisation of IWT industries. In case of the West Bengal-Orissa waterway, the Committee has suggested that another terminal be developed at Geonkhali in West Bengal to enable better traffic handling. It was also noted by the panel that there’s need to develop an action plan to address the growing demand of repair and service facilities of IWT vessels.
The final step for the bill would be to getting approval in both houses of the parliament.
Following up on the standing committee’s recommendation it may be appropriate to establish an airport near Jenapur-Kabatabandha as the ECOR Howrah-Chennai Railway line and NH 200 (Chandikhol-Sukinda-Talcher) intersects the national waterway at that point; NH 5A (Chandikhol-Paradip), NH 5 (Panikoili-Chandikhol) and NH 215 (Panikoili-Keonjhar) are close by; Haridaspur – Paradeep railway line will start very near to that point; Jakhapura-Banspani line also starts close to that point and that airport will serve the greater Kalinga Nagar area where multiple steel plants and other plants are coming up. Going further on that, the Orissa government is supposed to have made a master plan for Kalinga nagar. Following is an excerpt from a year old report (May 28, 2006) in Steelguru on that. Orissa government has decided to prepare a master plan for Kalinga Nagar in Jajpur district. South Africa based Lea Associates will prepare the master plan in collaboration with School of Planning and Architect, New Delhi and the Centre for Environment and Planning. The master plan will be completed by July. Kalinga Nagar Industrial Area will be developed for a population of over 10 lakh keeping an eye on 2025 and will be extended to 177 square kilometers. As per the draft, the KNIA will be extended to 134 villages. So far 112 villages have been included in the industrial area. About 1 million hectare land will be acquired by the Government in a phased manner for the development of the area. According to the draft plan, 68 square kilometer out of the total area will be reserved for town planning. About 89 square kilometer will be earmarked for industrial units while 20 square kilometer will be reserved for development of different infrastructure including bus stand, hotels, schools and hospital. Decision has also been taken to set up Kalinga Nagar Development Authority.

… fisheries and animal resources development minister Golakh Nayak said …, the state would be in a position to export marine products in a large scale to foreign countries.
… he said that the Indian National Centre for Ocean Information Services (INCOIS) will provide the technological assistance to the state government.
The technology would be used by way of implanting satellite radio receivers and Internet facilities in fishing boats and installing electronic display boards at fishing harbours for constant monitoring of vessel movement and fish counting.
The INCOIS is being provided with necessary support by the Space Application Centre, National Remote Sensing Agency, ISRO’s Regional Remote Sensing Service Centre (RSSC) and the Central Fishery Research Institute.
The technology would substantially reduce the search time and human effort in high seas by almost 70 percent, Nayak pointed out.
He said that with the ICT know-how, the marine fishery would use satellite images to identify the prospective areas of fish aggregation.
Later, the information would be given in local language of the respective area thrice a week on Tuesday, Thursday and Saturdays during the fishing season.
At the same time, the information would be communicated to about 225 nodes along the entire coastline through telephone and fax, the minister informed.
It may be mentioned here that the maximum sustainable yield of marine fish in the state stands at 1.61 lakh tonne per annum.
Giving further plan details, the minister said that 20 electronic display boards would be set up at fishing harbours in the first phase for which the state government would bear 20 percent of the cost.
This apart, 10 Potential Fishing Zone (PFZ) Boards would be installed while the ICT kiosks in these centres would be set up by the United Nation’s Development Programme (UNDP), Nayak said.
It may be mentioned here that there are two PFZ boards installed at Nuagolabandha ICT Centre in Ganjam district and Balaramgadi ICT centre in Balasore district.

Energy Minister Surya Narayan Patro … announced in the Assembly the Government’s commitment to provide electricity to all villages and hamlets in the State by the end of Eleventh Five Year Plan.
The State Government would formulate a captive power policy (CPP) for the captive power plants, he said. … the Minister said rural electrification is being carried out by the State Government under three schemes – Minimum Needs Programme (MNP), Pradhan Mantri Gramodaya Yojana (PMGY) and Rajiv Gandhi Gramin Vidyutkaran Yojana (RGGVY).
Stating that the Government has submitted the detailed project reports (DPRs) to the Rural Electrification Corporation (REC) for 30 districts, the Minister said the DPRs of Angul, Nayagarh, Ganjam, Gajapati and Jajpur districts have been approved. Besides, the DPRs of three more districts – Balasore, Bhadrak and Puri – have received in-principle approval.
The Minister said the Centre has released Rs 92.85 crore in the first phase to the NTPC and NHPC to take up rural electrification work in Angul, Nayagarh and Ganjam districts.
Referring to the Biju Gramjyoti Yojana (BGY) announced by Chief Minister Naveen Patnaik recently, the Patro said under the programme hamlets with less than 300 population will be electrified. He said the Centre rejected the State Government’s request to include hamlets with less than 300 population in the RGGVY.
The State Government has set a target to provide Rs 1000 crore for the programme in the Eleventh Five Year Plan and provided Rs 50 crore in the 2007-08 financial year. Besides, the State Government has also made a provision of Rs 120 crore under the Biju KBK Yojana for providing electricity, road and drinking water to villages.
The Minister informed the House that the Government has undertaken electrification of 4,499 villages under the MNP for which the Centre has provided Rs 120 crore so far. He said by May-end, 3,736 villages have been electrified under the programme.
Stating that five special police stations have been set up to check theft of power and related crimes, the Minister said special courts have been opened to try these cases.
Patro announced that police stations and courts would be set up in the rest of the districts during the year.

In it the the author explains that if we continue opposing Posco, Tisco and Mittal what will happen is that steel plants will be made in other states, our mines will be assigned by the central government to these steel plants in other states and we will lose out on many fronts including infrastructure development that comes with steel plants, ancillaries, etc. Similarly, he says it does not make sense that we are so vocal about IIT etc. and yet we oppose Vedanta University.
I agree with the author. The assignment of mines is not fully under state govt. control. We can not sit on requests and delay assigning mines. If we do that currently the central govt. has the right to assign the mines to others. Losing out on the mines, we lose out on the related infrastructure developments such as townships, railways, roads, and to some degree ports. We also lose out on the ancillaries. In this regard one may note cities with big steel plants such as Rourkela or Jamshedpur. They all have lots of ancillary units around that area. So even if the main steel plant does not employ as many people as in the past, there are more opportunities for ancillaries these days as the state is keen on going after auto factories, bicycle factories etc. These ancillaries will hire a lot of people. But, of course, we should not force people out of their land; they should be enticed with good compensation (R&R). On the other hand we need to be very careful and wary of some of the neighboring states who are trying to spread their ideology to our state and in the process trying to steal some of these upcoming developments in Orissa. In this regard it is amazing that politicians and MPs from a neighboring state are able to come to Orissa and say that their party opposes such and such project in Orissa. At the same time the party of these politicians support industry in their state so much that they or their allies have sent in cadres dressed up as policemen to kill and rape people opposed to industrialization in their state. What gull these politicians from the neighboring state have and how stupid we Oriyas are to invite them, give them a platform and listen to them.

- Editor’s comment [July14’05]: Brahmani River crosses the South Eastern railway line at Jenapur which is 8 kms from Jakhapura where branchline goes to Daitari and on to Bansapani. Jajpur Keonjar Rd is another 7 kms away where one of the National highway [Panikoli-Keonjhar segment of 215] passes and 15 km upstream of Jenapur NH 200 [Chandikhol-Sukinda segment of 200] passes. The state government should connect NH 200 to Jenapur to NH 215, and plan to make Jenapur a major transporation hub, as it will be a unique location. Talcher is another possibility for a transportation hub. At Talcher the rail line, the waterway and NH 42 cross. While Talcher can be a transportation hub, Jenapur could be both a transportation hub as well as a tourism hub where cruis eships can stop.

Editor’s comment on July 26′ 2005: Orissa should go in a big way in developing these water bodies for tourism purposes, especially the ones which are close to well-connected cities and towns like Sambalpur and Rourkela. Orissa should borrow ideas from the Aswan reservoir in Egypt, Lake Powell in Arizona/Utah border of the USA, Lake Meade in Nevada USA, etc. Not many people in India (and for that matter Orissa), know about the various water bodies mentioned below (except Chilika lake). Orissa should develop appropriate infrastructure, and promote Rourkela and Sambalpur in regards to Mandira reservoir and Hirakud reservoir respectively.- Google earth images: Balimela, Kolab, Balimela-Jalaput-Kolab, Satiguda, Satiguda-Balimela-Jalaput-Kolab, Indravati, Hirakud, Rengali, Mandira, Chilika, Bhitarakanika, Chandipur, Chilika-Puri-Konark-BBSR, Bhubaneswar-Cuttack-Mahanadi, Hirakud and Rengali in reference to BBSR and CTC.
- Chilika Lake (somewhat developed, approachabe on NH5 from Bhubaneswar and Berhempur, allso approachable from Puri through Baliharchandi and Satapada.)
- Hirakud reservoir: very close to Sambalpur, man-made but huge reservoir built-up due to the Hirakud dam. (Ref: [1], [2], [3:wild-life], [4:power] )
- Balimela reservoir: made for the Balimela power station, 25 km from Malkangiri, 15 km from Chitrakonda, not well developed, near Jeypore.

- Designate Anandpur (NH 215)-Bhadrak-Dhamara port as an NH. (This will bring Dhamara port closer to Jharkhand, thus helping industries in Jharkhand and Orissa.)

They should atleast add Puri, Khurda Rd, Cuttack and Sambalpur to that list. Moreover, Khurda Road should be considered to be in Bhubaneswar area and trains that skip Bhubaneswar but pass through Khurda Road should show up when queries about Bhubaneswar are asked.

- In 2006-07, Railways propose to complete over 550 kms of New Lines. The sections include : Keonjhar-Daitari of Banspani-Daitari. With the completion of the above sections, the connection of Jakhapura (near Jajpur Road, between Bhubaneswar and Jajpur Rd) to Daitari, Keonjhar, Bansapani, to Rajkharsuan (between Chakradharpur and Tata) will be complete. See map. This will create alternate paths from Bhubaneswar to Rourkela (not much shorter, if any, than BBSR-Sambalpur-RKL though), and Bhubaneswar to Tata (a bit shorter than BBSR-KGP-Tata).
- Completion of doubling of Titlagarh-Kesinga, Sambalpur-Sarala and Jharsuguda bye-pass in Orissa. Doubling of Padapahar-Banspani have also been included in the budget. In addition, works of doubling of Sambalpur-Titlagarh have been included in the Budget. Other doubling plans include Koraput-Kirandul, Kottavalasa-Koraput, and Bhadrak-Nergundi 3rd line.
- Budget numbers: Total of Rs 653.9 crore for Orissa in 2006-07 ( against a request of 800 crores, and 279.39 crore more than allotted in 2005-06.): Rs 19 crore for the Lanjigarha Rd – Bhawanipatna – Junagarh, Rs 23 crore for the Khurda Rd- Balangir, Rs 155.58 crore Daitari-Keonjhar-Banspani, Rs 44 crore for Haridaspur-Paradip, Rs 20 crore for Angul-Duburi- Sukinda Road, and Rs 10 crore for Talcher-Bimalgarh. - Goal: Better connectivity between BBSR and Rourkela.
- Introduce a BBSR-Rourkela half day Intercity train and/or extend BBSR-Sambalpur train to Rourkela. [BBSR-Rourkela distance is Rourkela-Jharsuguda (102) + Jharsuguda-Sambalpur (49)+ Sambalpur-Talcher(175) + Talcher-Barang(98) + Barang-BBSR (16) = 440km] So a BBSR-Howrah (437 km) Janashtabdi/Dhauli kind of timing, or the BBSR-Vijag (443km) Intercity timing would be ok. For example: If it starts from BBSR at 6 AM then using the 8413 timing it can reach Sambalpur by 11 AM and can reach Rourkela by 1:40 PM. Then it can leave Rourkela by 2:30 PM and reach BBSR by 10:10 PM. If this is successful then have another train with the opposite timing. I.e., leaving Rourkela at 6 AM reaching BBSR at 1:40 PM and leaving BBSR at 2:30 PM and reaching Rourkela at 10:10 PM. Extend Puri-Sambalpur and Rayagada-Sambalpur expresses to Jharsuguda so that passengers from BBSR/Puri/CTC can connect to many of the trains that go west (to Mumbai, Pune, Ahmedabad etc.) from Jharsuguda.
- Goal: More frequency between BBSR and Mumbai: Do one or more of the following.
- Easiest: Extend Visakha-Express to Mumbai.
- Next: Extend the newly extended 8305/8306 Raipur-Bhubaneswar express to Mumbai (via Nagpur) [Alternatively extend this train to Bhopal via Nagpur]
- Extend Vidarbha or Sevagram Express (between Mumbai and Nagpur) to Bhubaneswar (via Raipur-Titlagarh-Bargarh-Sambalpur-Dhenkanal) [Also increases connectivity to Nagpur]
- Increase frequency of weekly 2145/2146 BBSR-Mumbai express(so that twice a week it goes in the current route via Anugul-Sambalpur, twice a week it goes via Vijainagaram-Rayagada- Titlagarh- Raipur, and thrice a week via Vizag-Koraput- Rayagada-Raipur); [Similar to the trains connecting Puri-BBSR to ADI.]
- Goal: Increase connectivity between Western Orissa and Allahbad-Delhi ( Public demand):
- Extend 8601 Hatia Jammu Tawi express (now via Allahbad and Delhi) to Sambalpur (via Rourkela) first and may be after a year all the way till Bhubaneswar
- Extend 2817/8603 Hatia-Delhi Samjhouta Express (via Allahbad) to Sambalpur (via Rourkela).
- Increase frequency of Vizag-Delhi(now planned to be extended to Amritsar) express and on the new days let it take the route of Vizag-Koraput-Rayagada-Titilagarh-Balangir- Sambalpur and then follow the rest of the schedule.
- Increase frequency of BBSR Rajdhani (perhaps once or twice plying through Sambalpur, once plying through Keonjhar, and going beyond BBSR to Viskhapatnam);
- Goal: Better connection between western Orissa and South India, especially Hyderabad ( Public demand) [There are direct trains from Rourkela/Sambalpur to Bhubaneswar, Howrah, Mumbai, Delhi, Chennai, Bangalore, but none to Hyderabad currently]:
- Extend 6512 Bilaspur-Bangalore Express (via Hyderabad) to Rourkela or via Rourkela to Hatia/Ranchi or Tata.
- Extend Vizag-Hyderabad Godavari express to Rourkela.
- Introduce a Tata-Hyderabad Express going through Rourkela. [This should be happening soon, as Tata has excellent connections to all parts of India except to Hyderabad. May be ECOR can chip in towards this.] (Note in 2006 budget a new weekly Tata- Bangalore express is proposed. This may be routed through Hyderabad.)
- Have a new Rayagada-Raipur (343 kms) day time express and Balangir-Vijainagaram (336 km) day-time express.
- Increase frequency of weekly BBSR-Bangalore express and extend it to Mysore;
- A Bhopal-Nagpur-BBSR-Puri train. (Bhopal and Nagpur are very close to Orissa but are not properly connected to BBSR by Rail.)
- Extend Dhanbad-Tata Subarnreka express to Bhubaneswar.
- Extend 8102 Muri express (Tata/Hatia-Jammu Tawi) to Bhubaneswar via Keonjhar (on the Hatia part) and Bhubaneswar via Kharagpur and Balasore on the Tata part.
- A weekly Puri-Bhubaneswar-Sambalpur-Jabalpur-Bhopal-Kandla express
- Extend Puri-Jodhpur express to Jaisalmer
- A weekly Puri-Jaipur-Bikaner express
- A weekly BBSR-Chennai-Tuticorn express
- A weekly BBSR-Chennai-Cape express
- A weekly BBSR-Chennai-Trivendrum express
- A weekly BBSR-Chennai-Mangalore-Calicut express.
- Once Daitari-Bansapani line is completed: a Tata-Puri passenger as well as a BBSR-TATA Intercity express via Keonjhar. [BBSR-Tata distance via Keonjhar will be about 421Kms: BBSR-Jakhapura (92) + Jakhapura -Tomka(24) + Tomka-Bansapani(155)+ Bansapani- Rajkharswan(108) + Rajkharswan-Tata(42)] Just for reference: BBSR-KGP-Tata = (440-115) + (249-115) = 325+134 = 459 kms.
- Once Daitari-Bansapani line is completed, run one of the BBSR-SiniJn-Delhi train via Keonjhar on some of the days. (BBSR-Kenojhar-Sini = 410 kms while BBSR-Tata-Sini=486 kms)
- a daily North Orissa Express train between Baripada and Puri. (in 2006-07 plan there is a thrice daily Baripada-BBSR train. This train is operational now.)
- extend one of the trains to Delhi to beyond say Chandigarh/Jammu
- a daily train between Baripada and Sambalpur;
- a daily train between Rourkela and Berhampur;
- a daily train between Paradeep and Berhampur;
- extend 8447/8448 BBSR-Koraput express upto Jeypur;
- increase frequency of 5639/5640 weekly Puri – Guwahati express;
- once the line between Howrah-BBSR is completely electrified [done Dec 1 05] an almost non-stop twice a day, 4 hrs each way train between Howrah-BBSR;
- Extend Konark express to start from Baripada as well as 2145/2146 BBSR-Mumbai express to start from Baripada. [There are direct trains from Balasore to BBSR, Howrah, Delhi, Bangalore, Chennai, Hyderabad, but none to Mumbai. In general all train going west that start from BBSR should be extended to Balasore];
- make a reliever station to Bhubaneswar with express halts at Patia. It is 1 km to the right of Magnetic Square in this map, and 2 km to the top of Patia square in this map. Note that this station is 3 km from Infocity, 1 km from KIIT, 2 km from Silicon, 3.5 km from Trident, 2 km from Koustuv, 2 km from College of Engg, 2 km from CIPET, 5 km from Fortune tower, etc.
- Goal: Better connectivity between BBSR and Rourkela.
