Envisioning the 150 km radius around Bhubaneswar in 20 years

In 20 years (i.e., in 2030) the Bhubaneswar-Cuttack-Khurda population would be around 4 million plus. In addition the area would be surrounded by the following cities/towns within 150 kms radius (i.e., about a hour and half away).

  • Berhampur-Gopalpur to the south (with a then population of 1.5 million; about 145 kms away)
  • Puri to the south (with a then population of 700K; only 30kms away)
  • Kalinganagar to the North (with a then population of 500K; only 50 kms away)
  • Talcher-Angul to the West (with a then population of 500K; only 110 kms away)
  • Dhenkanal to the west (with a then population of 200K and almost in the periphery)
  • Paradip to the east (with a then population of 400K and 90 kms away)
  • Dhamara-Chandbali to the Northeast (with a then population of 200K and 140 kms away)
  • Bhadrak to the North (with a then population of 200K and 140 kms away)

A little farther is

  • Balasore-Chandipur to the North (with a then population of 300K and 162 kms away from the Northern end of Bhubaneswar-Cuttack-Khurda area)

In addition there will be several port towns other than the ones mentioned above and a few smaller towns (For example, Nayagarh)  within 200km radius of greater Bhubaneswar.

Besides individual CDPs for these areas the Odisha governement should start making plans for this larger overall area. It would form a different kind of megalopolis than New Delhi, Mumbai or Kolkata with a well planned hub (Bhubaneswar) surrounded by mini-hubs and with rural areas in between. I can not off-hand think of another such area in the world; may be the readers can point me to some. Please suggest what kind of plans need to be made. (Please note that for something to be up and running in 20 years, plans need to be made now.) For example:

  • Commuter trains at frequent intervals and the necessary infrastructure for that. Following are some of the segments
    • Bhubaneswar-Puri-Konark-Astaranga (Puri-Konark-Astaranga needs to be built; alternatively if Astaranga port comes up, then there may be a new line from Barang to Astaranga)
    • Bhubaneswar-Berhampur-Gopalpur (Berhampur-Gopalpur needs to be built)
    • Bhubaneswar-Jajpur Rd(Kalinganagar)-Bhadrak-Dhamara (Bhadrak-Dhamara is ready but no trains yet)
    • Bhubaneswar-Jajpur Rd(Kalinganagar)-Bhadrak-Balasore-Baripada
    • Bhubaneswar-Jakhapura(Kalinganagar)-Tomka (on the line to Kendujhargarh)
    • Bhubaneswar-Cuttack-Paradeep (ready)
    • Bhubaneswar-Dhenkanal-Talcher-Angul (ready)
    • Bhubaneswar-Khurda-Nayagarh and beyond (being constructed; part of Khurda-Balangir)
    • Angul-Talcher-Sukinda-Kalinganagar (being constructed)
  • Expressways linking these places
  • Fast buses linking these places
  • Fast airport shuttle
  • Some of these places would be connected by waterways including National Waterway 5
  • Express ring road around each of these places
  • Co-ordinated public transport in each of these places
  • ??

Kalinganagar sees light and allows Tatas to build its infrastructure; Paradeep/Kujanga/Dhinikia in the right path with POSCO; Puri and Kalahandi still have their head buried in the sand

Following is from an article by Nageshwar Patnaik in Economic Times. Nageshwar is a big critic of the Tatas. So coming from him, I give a lot of value to the article.

Buoyed by successful resettlement of displaced persons after five years, Tata Steel, which is setting up a 6-mtpa steel plant at Kalinga Nagar in Orissa’s Jajpur district, has undertaken massive infrastructure development work at the project site to get support of the local people, especially the tribals.

Under its Tata Steel Parivar resettlement and rehabilitation (R&R) programme, the leading steel producer of the country has laid 20 km of quality motorable roads connecting all rehabilitation colonies, besides constructing 32 km of drainage system at adjoining tribal-dominated villages such as Trijanga, Sansailo and Gobarghati.

As many as 300 sodium vapour halogen lamp posts have been installed and pipe water provision made to provide better life to the displaced people living in rehabilitation colonies.

Each colony in the project area has a dispensary, community centre and several education centres offering management and technical courses.

“The Tata Steel Parivar rehabilitation scheme at Kalinga Nagar provides substantially better facilities than the government-framed R&R policy. The government policy provides employment for one member from each core household. On the other hand, Tata Steel Parivar policy provides employment opportunities for each major member of the core house. It also provides training facilities for technical skill upgrade,” a press statement, issued by the company here on Thursday, said.

The release also noted that scholarships were being provided for displaced persons pursuing higher education in professional fields such as medicine, engineering and management.

“An amount of Rs 2.21 lakh is also provided as onetime assistance in lieu of employment. Further, under the Tata Steel Parivar policy, each family is given a monthly maintenance allowance of Rs 2,000-2,300 till they get employment in the plant whereas the policy stipulates payment of maintenance allowance for 12 months only,” it added.

The opposition in Kalinganagar has finally seen light and allowed the Tatas to build the infrastructure of Kalinganagar. Related to this, The Telegraph of UK has apologized to the Tatas for their negative coverage.

Things also seem to be going in the positive direction in the POSCO front and I hope the people there visit Tata’s colonies in Kalinganagar and demand and get similar or better facilities and form a positive partnership with POSCO. In addition the Odisha government should push POSCO in developing a POSTECH like University in Paradeep.

However, there is not much progress with respect to Vedanta Aluminum in Kalahandi or Vedanta University in Puri. Here again it would be wise for the people there to visit Tata’s colonies Kalinganagar and demand and get similar or better facilities and form a positive partnership with Vedanta. But the time may be running out for Puri as Vedanta University Project has indicated that it may give up and move south where it will be welcomed with open arms. If that happens it would of course be a mistake of a century for Puri and Odisha.

In regards to the Arcelor-Mittal and Keonjhar the company really has not made much visible effort to woo the people.

Apeejay Infralogistics Pvt Ltd, a joint venture between Apeejay Surrendra Group and Eredene Capital Plc, UK, hopes to commission the first phase of its two integrated logistics parks at Haldia (West Bengal) and Kalinganagar (Orissa) towards the end of this year.

… Mr Sourav Daspatnaik, Director, Apeejay Surrendra Group, said, “We have just received the Commerce Ministry’s approval for setting up an inland container depot (ICD) at Kalinganagar …”

The Haldia integrated logistics park, estimated at Rs 200 crore in phases, would come up on over 90 acres while the one at Kalinganagar, costing Rs 60 crore, over 30 acres.

The Kalinganagar logistics park, he said, would be different from the one at Haldia because it would cater to the requirements of the steel units coming up in the area. “The big names in steel such as Jindals, the Tatas, and the Visa Group are present at Kalinganagar,” he said.

… In the first phase, the Haldia outfit would be complete with an ICD, warehousing facilities – both covered and open, truck terminal and trade facilitation centre and other facilities. Similar facilities, though on a smaller scale, too were being created at Kalinganagar, he added.

Barrages

Cargo potential
Coal from Talcher to Dhamra and Paradip ports is the most important potential cargo for this waterway. Immediately after the development of the waterway, it is estimated in the DPR that about 11 million tonne of cargo can be transported per year which can go up to 23 million tonne in next 15 years or so.

Following is from a report in Pioneer:

The six-laning work of the Bhubaneswar–Chandikhol portion of the National Highway-5 will begin from September, after this rainy season. A sum of Rs 1,047 crore will be invested for the project under the NHDP Phase-5. A consortium has been formed with three private companies, and the contract awarded, an official of NHAI said.

The consortium of Srei, Gulfar and Simplex Infrastructure would undertake the project, which is scheduled to be completed in two and a half years’ period. This would be done on the BOT basis. After completion of the work, the consortium would maintain the road and collect toll for a period of 26 years.

After the four-laning work of the NH-5, this is the first stretch within Odisha to have six lanes. The distance from Bhubaneswar to Chandikhol is 67 km, which would have seven flyovers and four major bridges over the river Kathjodi, Kuakhai, Mahanadi and Birupa. Out of the seven flyovers, four would be built over the CRP, Acharya Vihar, Vani Vihar and Rasulgarh squares along the highway in Bhubaneswar.

Tathya.in has a report on the Trijanga township buil by Tata Steel in this area. Following are some excerpts

Eco-friendly atmosphere, planned township, wide concrete roads, round the clock power supply, piped water supply, permanent eco-management and drainage system with lush greenery are something, which even some of the modern townships in the country do not have.

But the new township established by Tata Steel Paribar in Trijanga in Jajpur has all these facilities and much beyond. …

To meet the infrastructure needs of micro, small and medium enterprises (MSMEs) on a priority basis, the Orissa government has reserved 20 per cent of the area in all industrial estates, industrial parks, industrial corridors and land banks for such units.

Further, the state-owned Industrial Infrastructure Development Corporation (Idco) will promote new exclusive zones for MSMEs in all major industrial hubs of the state.

The locations where exclusive industrial parks will be promoted include Kalinganagar, Barbil, Jharsuguda, Sambalpur, Dhenkanal, Rourkela, Baragarh, Balasore, Dhamara, Gopalpur, Chhatrapur, Raygada, Kalahandi and Choudwar.

Such exclusive zones will also come up near the Special Economic Zones (SEZs) in the state.

… The government has also decided that wherever land is provided to large and medium industries, 10 per cent of the land, subject to a maximum limit of 200 acres, will be earmarked for setting up MSMEs. This will facilitate the setting up of ancillary and downstream units, preferably in cluster mode, a source added.

… Sources said that Common Facility Centres (CFCs), to be set up by the Special Purpose Vehicle (SPV) constituted for the MSME clusters, would be entitled for allotment of land free of cost at various locations in the state.

… To provide assured sources of raw material for such units, the Orissa Small Industries Corporation (OSIC) and the National Small Industries Corporation (NSIC) will set up raw material banks.

The two organisations will act as nodal agencies for MSMEs and public sector resource companies will accord priority to OSIC and NSIC in supply of raw materials, which will be made available to MSMEs at the lowest possible rate.

1. Economic Times on 3 more terminal markets in Odisha:

of Rs 86 crore and three others are coming up at Cuttack, Berhampur and Rourkela,…

2. Business Standrad on MOU with five IPPs for 4800 MW power:

The cumulative capacity of these projects would be 4800 Mw and the total investment is envisaged to be Rs 23203.52 crore.

With this, the total power generation projected in the state would increase to 31100 Mw from 26300 Mw earlier.The Orissa government has already inked MoUs with 21 IPPs with an aggregate generation capacity of 26,300 Mw earlier.

… Five companies who signed the MoU included BGR Energy System, JR Powergen Private Ltd, Adhunik Power and Natural Resources Ltd, Maa Durga Thermal Power Company Ltd and Vijaya Ferro and Power Private Ltd.

JR Powergen Private Ltd would set up a 1980 Mw thermal power plant at Kishorenagar near Angul at an investment of Rs 7988 crore. BGR Energy Systems Ltd also plans to set up a 1320 Mw power plant at Bhapur in Nayagarh district at an investment of Rs 6287 crore.

Similarly, Adhunik Power and Natural Resources Ltd would set up a 1320 Mw power plant at Birmaharajpur in Sonepur district entailing an investment of Rs 8079.74 crore. All these proposals were cleared by the High Level Clearance Authority (HLCA) chaired by the chief minister Naveen Patnaik.

On the other hand, Maa Durga Thermal Power would set up a 60 Mw ((2x30Mw) power plant at Tangi in Cuttack district, involving an investment of Rs 296.95 crore. Besides, Vijaya Ferro and Power Private Ltd, planning to set up a 120 Mw power plant (IPP) at an investment of Rs 550 crore at Kesinga (Turla Khamar) in Kalahandi district.

The total land requirement for these projects have been assessed at 4360 acres and about 22,325 direct and indirect employment opportunities are expected to be created when these projects would be fully commissioned. Three projects namely BGR Energy System, JR Powergen Private Ltd, Adhunik Power and Natural Resources Ltd would source water from the Mahanadi river system, Maa Durga Thermal Power would draw water from Birupa river.Vijaya Ferro and Power plans to source water from Tel river.

3. Hindu on preliminary bids for UMPP at Bedabahal:

the government was likely to invite preliminary bids for the 4,000-MW Ultra Mega Power Project (UMPP) at Bedabahal in Orissa by April 30.

The request for qualification (RSQ) for the project may be issued by April 30.

This Bedabahal project would be the sixth UMPP project. The government has already awarded four UMPPs, of which three — Sasan in Madhya Pradesh, Krishnapatnam in Andhra Pradesh and Tilaiya in Jharkhand — have been bagged by Reliance Power.

4. Sify on 595 crores for waterbody upgrade:

As many as 1817 water bodies, mostly the minor irrigation projects (MIPs) in 20 districts of Orissa, would be revitalized under the Centrally sponsored scheme of Repair, Renovation and Restoration (RRR) of Water Bodies.

These water bodies would be revitalized within a period of three years at an estimated cost of Rs 595.14 crore.

The funding for these projects would be shared between the Government of India and the Orissa government in the ratio of 90:10 for the Maoist infested, drought prone and backward districts of Kalahandi, Bolangir and Koraput (KBK).

For the other districts, the share between the Centre and the state government will be 25 per cent and 75 per cent respectively.

While the design ayacut of all 1817 projects was 2, 48,545.86 hectares, the irrigation potential of an additional 89,110.02 hectares of land would be revived through these projects, sources said.

Most of these projects under the RRR scheme are being taken up in south Orissa’s Ganjam district. About 800 projects under the scheme are to be taken up in the district at a cost of Rs 250.87 crore.

… Apart from Ganjam and KBK, the other districts where the scheme will be implemented are Bargarh, Bolangir, Gajapati, Jajpur, Kalahandi, Kandhamal, Koraput, Mayurbhanaj, Nabarangapur, Nayagarh, Nuapada, Rayagada, Sambalpur, Sundargarh, Balasore, Malkanagiri, Subarnapur, Deogarh and Dhenkanal.

The pilot project for this scheme was implemented for 137 projects in Ganjam and Gajapati districts at a cost of Rs 18.84 crore during 2005-06 to 2008-09.

5. Hindu on Japan giving 150 crores for an irrigation project:

Japan will also give … over Rs 150 crore for Rengali irrigation project in Orissa.

6. Hospitalitbizindia on a mega food park at Malipada, Khurda:

Government of India is likely to set up a mega food park and a marine food park at Malipara near Khurda in Orissa with an area of 282 acres. This information was given by Subodh Kant Sahai, Union Minister for Food Processing while responding to a demand raised by Naveen Patnaik, Chief Minister, Orissa at the Orissa Investors meet 2010.

JSL Ltd, formerly Jindal Stainless Ltd, signed an agreement with the Orissa government Wednesday to set up a stainless steel park in the state on an investment of Rs.704 crore.

The park would be set up adjacent to its 1.6 million tonne per annum integrated steel project coming up at Kalinga Nagar industrial complex in Jajpur district, …

… The project, to be built on 300 acres, will have 71 units, including a service centre.

More details are in an article in Orissadiary. Following are some excerpts.

JSL Vice – Chairman Jindal said the proposed park would generate direct and indirect employment opportunities for about 3800 and1200 persons, respectively. He added that the project would ensure high tax receipts of around Rs 140 crore for the state government in the first five years in terms of excise and income tax value added products. As per the MoU, JSL will develop the park and provide all infrastructures like boundary wall, roads, drains, research and development centre, power and water supply, railway network, township, school and hospital.

Architectural products, surgical and hospital equipment, hardware, stamping and forging, cold rolling, and re-rolling mills, tube and pipes, heat exchangers, heavy machinery capital goods, kitchenware, lifestyle products and stainless steel composite panel manufacturing units will come up in the park. Update: Following are some additional details from a report in Pioneer.

  • Amtech Auto Engineering would set up the complex at an investment of Rs 15,820 crore near Tangi- Choudwar. It would set up a two million tonne steel plant and 500 MW captive power plant in the complex. With this about 33,000 people will get both direct and indirect employment.

    It may be mentioned here that Jamsedpur-based RSB Trasmissions (I) Ltd, one of India’s leading auto components manufacturers, is coming up with an auto complex at Mania in Cuttack. RSB Transmission will invest Rs 430 crore in the project.

  • The committee also approved JK Cement‘s one million tonne capacity plant on the road between Athagrah and Choudwar.
  • BOC would set up an air separation plant at an investment of Rs 434 crore in Rourkela. It would produce oxygen, nitrogen and argons.
  • Bijaya Ferro Power Private Limited would set up a power plant at Keshinga in Kalahandi with an investment of Rs 550 crore. It would take water from Tel river to produce 120 MW power.
  • Ind-Bharat’s proposal to enhance its power production capacity has also got the nod of the committee. It would set up its plant at Jharsuguda with an investment of Rs 3,300 crore.
  • Facor would set up its captive power plant at Rahandia near Bhadrak.
  • Due to shortage of water, few plants have also changed their sites. Odisha Cement Power Plant (OCL) has shifted its plant site from Mania to Rajgangpur.
  • Jinadal Stainless Steel would set up its plant in Luni instead of Gajatara in Dhenkanal.
  • Kalinga Energy Power Limited would set up its plant at Jharsuguda instead of Sambalpur.
  • Scwal Brewage would set up its plant at Baranga instead of Choudwar at a cost of Rs 193 crore.
  • The Rs 1,320 crore Sahara Power project has shifted its plant to Ghantabahal from Turul.
  • German-based Gaunteman Pipery would set up its plant beneficiation plant and pelatisation plant. The beneficiation plant would come up at Barbil and the pelatisation plant at Dhamra. Around 1,605 crore would be invested in the project.
  • Aditya Alumina’s proposal to enhance its production from one million tonne to 1.5 million tonne. It would also enhance its power plant from 650 MW to 900 MW.

Following is an excerpt from Orissadiary.

The projects of Adhunic Metalics and Jindal Stainless Steel at Sundargarh and Kalinganagar, respectively have been approved. The SWCLC has also given its green signal for an air-separation plant. Projects, involving Vijay Ferrochorme and Power Pvt Ltd and Adhunic Power plant have been cleared.

Amtech Metals would establish the integrated auto-complex, first of its kind in the state. Moreover, an auto-park, steel and power plant would also be established in the complex. The cost of the entire project has been pegged at Rs 15,820 crore. All the projects are expected to provide direct and indirect employment opportunities to nearly 47,000 and 1.5 lakh people, respectively apart from bolstering the socio-economic conditions in those regions where the proposed projects would come up, state Industries Secretary, Sourabh Garg said.

Tathya has some details on the Adhunik group’s project. Following are some excerpts:

Adhunik Power & Natural Resources Limited (APNRL) has proposed to invest Rs.3883.40 crore for the 4×250 MW power plant in Birmaharajpur in Sonepur district.

… Adhunik Metaliks Limited (AML), another member of the Group has proposed to set up Down Stream Park for stainless and special products with an investment of Rs.286 crore.  … downstream industries in hot-rolling, cold-rolling utensils, kitchen and hardware.  AML has also proposed for stainless steel pipes and alloys, which received the nod.
The park will be set up at Kumarmunda in a 300 acre area in Sundargarh district.

AML is setting up steel plant at Kumarmunda with a capacity of 0.41 million ton per annum (MTPA).

Tathya has also some details on the JSL project. Following are some excerpts.

JSL Limited posed a proposal to set up a Super Critical Thermal Power Station of 1320 (660X2) megawatt capacity, which has been cleared in the meeting. The Rs.4090 crore Greenfield project will be set up at Luni in Dhenkanal district.

Most importantly JSL, which is setting up a 3.20 million ton per annum (MTPA) capacity stainless steel plant at Kalinga Nagar has proposed to set up Stainless Steel Park (SEZ) with an investment of Rs.740 crore.  … The park will promote auto components, kitchen & life style, light engineering, white goods, cold rolling, pipes and tubes, and service centre. 300 acres of land for the park is needed for the park, which will have man power requirement of more than 2000, said sources. JSL plant is likely to produce stainless steel by end of 2010 and the park is also to be completed by the same time reveal the SLSWCA Report.

The above two downstream park proposals are most likely due to the recent government focus on those aspects, before giving mining leases. The govt. needs to make sure that the down stream parks indeed materialize as proposed.

Tata Steel is all set to establish a 200-bed hospital at Gobarghati in Kalinganagar industrial complex of Orissa’s Jajpur district.

About 10,000 people in the vicinity will benefit from the hospital as the steel giant has been extending healthcare facilities to people in its project as well as operational areas as part of periphery development and CSR plan, company sources said.

… For families affected in its green field steel project at Kalinganagar area, Tata Steel is setting-up the hospital in Gobarghati rehabilitation colony. The hospital building is under construction on a land of 4 acres and the civil part of the construction is almost over, the sources said.

When completed it would have round-the-clock service, pathology lab and outdoor complex. In a phase wise manner the number of beds in the hospital would increase to 200. Also to begin with, the hospital would have 4 to 5 doctors and required number of para-medical staff.

The state-level single-window clearance committee, headed by the chief secretary, today cleared proposals to set up industrial projects drawing a total investment of Rs 2,037 crore.

With the decision, decks have been cleared for signing MoUs by promoters concerned with the state government, sources said.

The committee also forwarded two more proposals for setting up of two thermal power plants to generate 3,300MW with a total investment of Rs 14,275 crore to the high-level clearance authority, headed by the chief minister.

…  While JR Power Gen has proposed to set up a 1,980MW thermal power plant at an estimated cost of Rs 7,988 crore at Kishore Nagar near Angul, BGR Energy has submitted proposals for establishment of a 1,320MW power plant with an investment of Rs 6,287 crore in Nayagarh district.

… the committee gave its final nod to Hindalco’s proposal for setting up an aluminium re-rolling plant with a capacity of 2.85 lakh tonnes at Hirakud in Sambalpur district with an investment of Rs 850 crore.

The proposal of Rashmi Cement Limited to establish a 2 lakh tonnes ferro manganese plant at Haridaspur in Jajpur district with an estimated cost of Rs 300 crore and Dhananjay Industries’s 40,000-tonnes ferro alloy plant at Choudwar near Cuttack with an investment of Rs 180 crore were also cleared.

The committee also cleared the proposal of Kaushal Ferro Manganese for establishment of a re-rolling mill with a production capacity of 2 lakh tonnes at Padiabahal in Sundergarh district with an investment of Rs 82 crore.

The last proposal, which got the nod, was submitted by Bhubaneswar Power Limited to set up a 135MW power plant at Anantpur near Athgarh in Cuttack district on joint venture with Tata Steel and Jasper at an estimated cost of Rs 625 crore.

Though Orissa has 183 million tonnes of chrome ore, constituting 98 per cent of the total chrome deposits in the country, only 3.27 per cent of this, which comes to about 6 million tonne, has been fully explored till date.

To expedite the exploration and exploitation of chrome reserves in the state, the government has granted mining leases to 15 companies including Ferro Alloys Corporation (Facor) and Balasore Alloys.

Of the total chrome reserves in Orissa, Sukinda area in Jajpur district has the lion’s share of 173 million tonne (mt). This includes low grade chrome.

The places in Sukinda where the chrome deposits are found are Kamarda (2 mt), Saruabili (9 mt), Sukrangi (7.5 mt), Kaliapani (25 mt), Bhimatanger (98 mt), Kalarangi (0.5 mt) and Chingudipal and Tailangi (13 mt).

Out of the total deposits found in Sukinda area, 18 million tonne are of inferior quality, says the state steel and mines minister, Raghunath Mohanty said.

The Kamakshyanagar in Dhenkanal district, which adjoins Sukinda valley, has about 4.42 million tonne reserve of chromite in locations like Sandhasar, Tulasiposhi, Haladigunda and Kathapal. The estimated reserves at Kathapal are 2 million tonne.

Mohanty said, the total chromite reserve of the state is estimated at 183 million tonne, out of which 177.42 million tonne occur in Sukinda and Kamakshyanagar area.

Following is an excerpt from a report in azcentral.com about mine clean up in Arizona.

Bankrupt Tucson miner Asarco LLC has agreed to pay $30 million to clean up three contaminated mine sites in Arizona and settle the state’s longstanding environmental claims against the company.

… The property, including $4 million to improve and maintain one of Arizona’s few remaining riparian areas, compensates the state for Asarco’s contamination over the years of Mineral Creek, a tributary to the Gila River in Pinal County.

… The $1.6 billion "global settlement" would clean up some 75 sites across the country that have been polluted by Asarco over more than 100 years of active mining and smelting activity.

I wonder if Orissa government can make similar claims against those mine owners in Orissa who pollute the environment. They should start looking carefully at the Sukinda Valley and the Joda-Barbil area which rank very high among polluted places in the world.

Following is from Sambada. It reports that Jindal Steel of Kalinganagar is trying to give its extra power to its plant in Harayana against the agreement that the state of Orissa has the first rights to get that extra power. The Orissa high court was approached on this and it has put a stay order on this. Industrialists should realize that such attempt to steal from a state, that too a poor state like Orissa, is what gives the whole conecpt of industrailization a bad name.

Note, that Jajpur-Rd Duburi is also being 4-laned. With all these 4-laning, Kalinganagar area will be surrounded by four 4-lane segment: NH-5, NH-200, NH-215 and Jajpur Rd-Duburi.

There will also be two four lane paths from Kalinganagar area to Rourkela.

 With approved plans to four-lane NH 42 between Angul and Sambalpur, the state govt. needs to four lane the segment between Angul and Talcher to have a seamless 4-lane transition between NH-42 and NH-200 at Angul-Talcher.

 


There is plan to four-lane Bhubaneswar-Puri. The Orissa government should pursue the four-laning of the following:

 

  • NH-42 from Cuttack to Angul
  • NH-23 from Talcher to NH-6

The Orissa government should team up with Jharkhand to 4-lane

  • NH-23 from Rourkela to Ranchi
  • NH-83 from Jamshedpur to NH-6
  • NH-5 between NH-6 and Balasore (the last two need for port access in the upcoming ports in the Balasore district)

The Orissa government should team up with West Bengal, Jharkhand, Chhatisgarh and Maharashtra for four-laning NH-6 completely.

These actions will 4-lane the upper part of Orissa with fairly direct 4-lane paths from many areas of Orissa to Delhi and Mumbai. (Fairly direct 4-lane connections exist between Orissa to the south and Kolkata.)

The Cabinet Committee on Economic Affairs today gave its approval for the development of 4 laning of (i) Panikoili-Keonjhar-Rimouli, (ii) Rimouli-Roxy-Rajmundra sections of NH-215 and (iii) Chandikhole-Duburi-Talcher Section of NH-200 in the State of Orissa under NHDP Phase III A on BOT Basis.

The project cost of (i) Panikoili-Keonjhar-Rimouli section (163 km) is estimated as Rs.1170.59 crore including Rs.84.40 crore towards Land Acquisition (LA), Rehabilitation and Resettlement and preconstruction. Similarly, the estimated cost for Rimouli-Roxy-Rajmundra (106 km) and Chandikhole-Duburi-Talcher Section (133 km) are Rs.849.05 crore and Rs.969.63 crore respectively. The cost towards LA, R&R and preconstruction of other two projects are Rs.195.29 crore and Rs.185.63 crore respectively. The Government would provide the viability gap funding (VGF), which would not exceed 40% of the total project cost excluding the cost of LA, R&R and pre-construction.

The project will be developed by the National Highways Authority of India (NHAI) through the Private Sector Concessionaires who will be selected by NHAI following two stage bidding process. The first stage of the bidding process i.e. pre-qualification of the bidders has already been completed by NHAI. The second stage of bidding process is in progress.

The Concession period for the Panikoili-Keonjhar-Rimouli section will be 20 years. For Chandikhole-Duburi-Talcher Section and Rimouli-Roxy-Rajmundra section the concession period is 18 and 25 years respectively.

With Orissa witnessing a rush of investment proposals in the iron and steel sector, the domestic and overseas steel majors are exploring the possibilities of developing small and medium enterprises (SMEs) around the large units proposed by them.

Tata Steel is developing a six-million tonne greenfield steel project at Kalinga Nagar, the emerging steel hub of the country. The firm has identified business opportunities worth Rs 12,000 crore in the ancillary and downstream units.

“The opportunities for ancillary and downstream units exist in the areas of operations and maintenance, core specialised services, support specialised services, processing and township management, to name a few. There can be different working models for development of local SMEs as ancillaries and downstream units. One such model includes Tata Steel and other steel majors working together with their ancillary partners in Orissa,” said K Shankar Marar, assistant general manager, (steel technology, at Tata Steel’s Kalinga Nagar project.

…  Another steel major, JSL, (formerly Jindal Stainless Limited), is keen on developing an industrial park based on downstream stainless steel industries, spread over an area of 300 acres as a part of its SEZ (special economic zone) in Orissa’s Jajpur district.

The SEZ is being developed at an investment of around Rs 700 crore. JSL has engaged US-based consultant CB Richard Ellis for developing a business plan for the project wherein opportunities for downstream industries will be explored.

The SEZ is set to provide direct employment to 3,800 workers besides generating indirect employment for 1,200 others.

Posco which has announced an investment of about Rs 52,000 crore for a 12 million tonne steel plant near Paradeep is also committed to development of ancillary and downstream units and the steel giant has engaged IIT-Kharagpur for a study on the opportunities that exist in this area.

According to a study conducted by IIT-Kharagpur for Posco India, opportunities for SME entrepreneurs exist in the areas of structural steel, ready mixed concrete, refractory, steel and concrete piles, pipes, propeller shafts and furnace building to name a few.

According to the study, opportunities also exist in other operational areas like steel probes, mould flux, thermos materials, manufacture and fabrication of structures, conveyor belts and electrical equipment repairs.

The study adds that business opportunities worth Rs 320 crore exist in the area of refractory, Rs 44 crore for cement, Rs 2.5 crore in hydraulic hoses and Rs 4 crore in wire rods. The first phase of Posco India’s project would generate 35,728 labour intensive jobs and another 30,420 technology intensive jobs.

… Aarti Steel has already started its efforts for developing SMEs as ancillaries for its steel plant in the state.

“We have sourced items and spare parts worth Rs 37 crore from 47 local partners till March 2008. Aarti Steel plans to develop two forging units adjacent to its steel plant for the benefit of the local entrepreneurs and we have approached IDCO to provide land for these units”, said a senior official of Aarti Steel.

On its part, the Orissa government plans to incorporate a clause at the MoU (memorandum of understanding) level with the private steel players to ensure that the mother industries will make necessary efforts for development of ancillary and downstream units.

The efforts made by the steel units to develop the ancillary units will be monitored by officials like district collectors and revenue district commissioners.

Steelguru.com gives some specifics of the SME/MSE impact with respect to Tata Steel’s Kalinganagar plant.

BS reported that the 6million tonne per annum greenfield steel project proposed by TATA Steel in Kalinganagar will require maintenance support services worth INR 1,200 crore when fully commissioned. These services will be outsourced by the company and are expected to create huge opportunities for the small and medium enterprises in Orissa.

The services to be outsourced include warehousing, machine shop, electrical repairing shop, fabrication shops, electrodes and lubricant suppliers, waste management, mechanized material handling and hospitality among others. Since the maintenance cost is about 4% of the total investment in steel industry, this is expected to create huge opportunities for the small and medium enterprises.

Mr B K Singh VP Orissa project of TATA Steel said that "We will invest about INR 30,000 crore in the Kalinganagar project in phases and will require maintenance support services worth INR 1,200 crore.”

He added that the group will work towards developing the local entrepreneurs and will provide assistance to anyone who wants to be a partner in TATA Steel’s business. He added that TATA Steel will give the first right of refusal to local industries in the maintenance support services.
