An 11-member team comprising industrialists from Haryana, Gujarat, Madhya Pradesh and Uttar Pradesh is on a three-day visit to Orissa to explore possibilities of investments in ancillary industries. The team on Wednesday visited the Kalinga Nagar Industrial Complex at Dubri in Jajpur district.

Orissa is now focusing on ancillary units of mega projects that are coming up in the state with a view to further value addition and employment generation.

While the proposed Jindal Stainless Steel Downstream Park (SEZ) at Kalinga Nagar is the focus, the government is also promoting the Choudwar Industrial estate to the visitors. Orissa is keen to have ancillary industries in Rourkela, Sambalpur, Paradip and Dhamra regions in addition to the Somnathpur Industrial Estate in Balasore.

The steel SEZ (JSSL) is to come up on 300 acres near the 1.6 mtpa steel plant project of Jindal Stainless, and will house industries to move up the value chain by churning out specific products for different sectors. Investment in the SEZ is envisaged to be to the tune of Rs 1,500 crore.

A study conducted by JSSL and international consultancy firm CB Richard Elis has pointed out that the precision cold rolling, pipes and tubes, auto components, engineering products, kitchenware and lifestyle products hold much promise.

"Advantages of setting up projects in Orissa are manifold as it is at the core of emerging Markets in eastern India comprising West Bengal, Jharkhand, Chhattisgarh and north east", the director industries, Hemanta Sharma, told the visiting industries. It is also the gateway to the Southeast Asian countries in terms of exports, he added.

The state government had lined up a comprehensive package including incentives and concessions to promote ancillary enterprises, Sharma said.

Asserting profitability of the ventures here, CEO of Jindal Stainless SS Virdi said applications of steel are growing faster compared with any metals as per capita consumption (PCC) is on the rise. In India, the PCC is only 1.1 kg compared with 15-20 kg in developed countries.

1. National Thermal Power Corporation (NTPC) Ltd’s proposed power plant in Sundargarh. An investment of Rs 18,000 crore has been made for the project which will produce 3,200 megawatt of power.
2. Proposed Air Separation unit factory by British Oxygen which will come up at Kalinga Nagar in Jajpur district. It will produce 1800 tons of oxygen daily. It will need 15 acres of land and will invest 838 crores.
3. Jindal Stainless Ltd’s Rs 4,090 crore proposed power plant. The project will come up at Gajamara in Dhenkanal. The power plant will produce 1,000 megawatt.
4. Aarti Steel’s Rs 2,065 crore power plant at Ghantakhal in Athagarha
5. Salivahan Green Energy Ltd’s power project at Nimidha in Dhenkanal
6. Hind Metal and Industries Pvt Ltd (HMIL) Rs 237.10 crore plant at Meramunduli in Dhenkanal
7. Kalinga Energy and Power Ltd’s Rs 4261.27 crore project at Babuchakuli in Sambalpur
8. JSW Energy Ltd’s Rs9189.7 crore project at Chiplima in Sambalpur

The State Government will seek Central assistance of Rs 45 crore under the Rastriya Krishi Vikas Yojana (RKVY) for the current fiscal.

The Centre has introduced the new additional Central assistance scheme to incentivise the State which exceed plan expenditure consecutively in the last three years.

… The committee approved the proposals of the Agriculture Department, which has sought an assistance of Rs 10.10 crore for managing acid soil to boost agriculture production, Rs 8.8 crore for popularisation of farm mechanisation and Rs 2.52 crore for systematic rice intensification in areas having low rice production.

Under the rice intensification programme, field demonstration will be taken up where farmers will be educated on how to get higher yield with less use of seeds, water and fertilisers, official sources said.

The department has asked an assistance of Rs 2 crore for strengthening soil testing service, Rs 1.06 crore for bio-fertiliser application for pulses and oilseeds and Rs 55.55 lakh for promotion of organic farming through vermi hatchery and blue green algae.

It has also proposed to set up seed processing plant in Gajapati, Kendrapara and Jharsuguda districts and modernise the agriculture information wing in the city and at Sambalpur with an investment of Rs 1.80 crore and Rs 1.18 crore respectively.

Since the Centre will provide the additional assistance in two streams, the total estimate for 12 projects in the first stream is Rs 28.83 crore. Seventy-five percent of the additional Central assistance is for programme implementation while the remaining 25 percent is to bridge resource gap in the State plan.

The Government will ask Rs 15.94-crore Central assistance under the stream-II out of which Rs 4 crore will be for strengthening its implement factory at Satyanagar, Rs 2.45 crore for infrastructure development and strengthening the training centres (gram sevak kendras), Rs 7 crore for construction of 17 seed storage godowns and Rs 2 crore for establishment of agro-service centres at gram panchayat level.

Tin project of the Koustuv Mining and Smelting Company (KMS) also received the nod of the Authority. 

KMS will set up tin smelting plant at Khurda and refinery at Malkangiri with an investment of Rs.95.61 crore. 

The company holds mining lease for 1116.830 hectares in tin ore rich area of Malkangiri.

According to official sources, the SLSWCC has also cleared six other industrial project proposal, which include- Dev Alloys at, Jajpur, Ravi Metalik , Sambalpur, Kaustuv Mining  and  Smelter at Malkangir, Orissa Mining and Mineral Development Pvt Ltd, at Dhenkanal, S.L.Mining, Joda and ESSAR’s expansion proposal for its proposed Paradeep Steel project.

Bhubaneswar-Cuttack and neighbouring towns will be developed into a greater urban complex of international standards catering to the needs of 42 lakh people by 2030.

The final perspective plan to this effect was presented to chief minister Naveen Patnaik here today by a team from IIT, Kharagpur. B.K. Sengupta, heading the team, said the comprehensive development plan for Bhubaneswar, Cuttack, Choudwar, Khurda and Jatni would be ready by August 2008.

Subsequently, development plans would be prepared for places like Rourkela, Puri, Sambalpur, Berhampur, Talcher-Angul, Kalinga Nagar and Jharsuguda industrial complex, said state urban development minister K.V. Singhdeo.

The final perspective plan has envisaged comprehensive development of a greater urban complex comprising twin cities of Bhubaneswar-Cuttack and three adjoining towns spread over 721sqkm at an estimated cost of Rs 34,000 crore.

The required funds would be mobilised through public-private partnership, central government and state government and community contribution, said the urban development minister.

While 11 special zones have been earmarked for extensive development, four have been identified for intensive development and three places (Old Bhubaneswar, Choudwar and Old Cuttack) having heritage value have been set aside for restricted development. Seven sensitive pockets have also been identified.

A patch of farmland on the east of the Kuakhai flowing near Bhubaneswar has also been earmarked for agriculture. The final perspective plan has dwelt on various aspects like transport, traffic decongestion, upgrade of road system, slum development and drainage. Construction of overhead bridges and bypass and the upgrade of road systems have also been planned.

Drainage and sewerage development has also been planned in the twin cities.

A solid waste management plant has been proposed in Bhubaneswar. Bhubaneswar-Cuttack would be made slum-free. The shanties would be removed and the dwellers would be resettled in planned rehabilitation colonies to be built by private builders on the Dharavi model in Mumbai.

The 10 decimal land covered with vegetable plants of different varieties is now a source of income for Hari Podh of Khamarbadmal village, 50 km from here. …

Today, traders wait at his farm to buy vegetables plucked straight from his field. This, apparently, is something new the village is witnessing. With no water source, vegetable cultivation was a dream for the villagers. But intervention by an NGO, Mass, changed it all.

Hari just had to invest Rs 4,000 for constructing a Chahala (a small water harvesting body dug at the lowest point of land) and this changed the condition of his land.

Hari’s not the lone case. Joseph Bage of the same village invested Rs 10,000 on his three acre land and constructed a traditional water harvesting body. Now, his land is completely drought-proof.

Earlier, Khamarbadmal was one among the drought-hit villages in the region. People had land but no food. Poor quality of land devoid of supplementary irrigation sources yielded no results.

However, inspired by Hari and Joseph, the villagers are now in the process of constructing a series of water harvesting structures which when completed, will make 80 per cent of cultivable area of their village totally drought-proof and open up income generating sources. Mass is providing the villagers financial support for the purpose.

They have planned a total of 22 water harvesting structures of different types, shapes and structures depending on their suitability.

Besides, they are taking up farm land improvement activities. They have already completed construction of six structures.

Following up on the ad that appeared in Samaja, there have been several reports with more details. Following are excerpts from a New Indian Express report.

The airline will operate eight-seater aircraft from the Capital City to places like Barbil, Keonjhar, Jharsuguda, Jeypore, Sambalpur and Rayagada.

Ticket fare to Barbil would cost around Rs 5000 and to Jeypore Rs 7000. For corporate flyers and individuals buying to and fro tickets, a 40 percent discount can be availed of as an introductory offer.

General Manager (operations) Sumit Mukherjee said, those buying one-way ticket would also be given a 30 percent concession. Talking to mediapersons here, he said, the airline had already positioned one Islander BN2T turboprop aircraft capable of short takeoff and landing on these routes.

The travelling time would vary from 50 minutes to 1 hour and 15 minutes. Services would run on all days expect Sundays. A Bell 206 BIII helicopter with four seats would be introduced for charter service, he said. Sky Airways is a division of New Delhi-based GSI Pvt. Ltd and is headquartered in Kolkata.

… “We will introduce two aircraft to these places with a seating capacity for 19 passengers before the end of the current year.”

Another news item mentioned that they plan to fly from such towns to Kolkata in the future.

The PIB release states that the Board of Approval of SEZ recommended grant of formal approval of an SEZ with developer Hindalco Industries Limited in Sambalpur for aluminum and aluminum products. The SEZ will come up in an area of 115.94 hectares.

Business Standard in an article in April listed several infrastructure related projects that Orissa is planning using PPP. Following are excerpts from that article.

… the Orissa government has lined up 18 new projects in the Public Private Partnership (PPP) mode entailing an investment of over Rs 6000 crore.

Of the 18 projects, 12, mostly large and medium, have already been consolidated with investments of Rs 3500 crore.

Another six projects, fairly bigger in respect to the previous ones, are under active consideration and would cover an investment of around Rs 2500 crore, according to government sources.

Source said, till date, an around Rs 5300 crore investments have already been lined up and are under implementation in the PPP module in 12 odd projects across the state.

In all the Orissa government plans to develop 30 odd projects in different sectors in the PPP module over the next two years covering an investment of over Rs 11,300 crore. …

The PPP modules currently under implementation and those under consideration cover a wide range of activities starting from port cuilding, railway line construction, road development and erection of urban clusters. …

The new projects being considered under the PPP module included development of road links in the Capital Region Ring Road, the Bhubaneswar-Paradip Road, the Suakati-Dubuna Road and the Tensa-Barsuan-Lahunipada Road.

These would entail a primary investment of Rs 1547 crore for the development of 279 kilometres of road, including a four-laning of the first one.

Other than this there would World Bank identified projects where four laning would be done of the Sambalpur-Rourkela road from the existing two-lane road.

The long pending Joda-Bamebari Road and Koira-Rajamunda Road covering 229 kilometres would also be taken up.

The PPP module would be used for two vital rail links. The first was the Angul-Duburi-Sukinda rail link and the second the Gunupur-Theruvali link. In both cases, the Special Purpose Vehicle ( SPV) route was being proposed. The investment for the rail links was estimated to be in the region of Rs 570 crore. The Angul-Sukinda rail link would be of 90 kilometres and the Gunupur-Theruvali link would be 79 kilometres.

PPP’s for setting up Bio-tech parks, SEZ for IT/ITES companies and integrated commercial and residential complex, an enclave at Shahidnagar are were also part of the city building endeavour of the Orissa government.

This apart, a commercial shopping complex and an A.C.Market complex at Unit IV are also being contemplated in the PPP mode as part of city development plan.

Till date, investment for the SEZ for IT/ITES companies had been identified and were estimated to be in the region of Rs 35.67 crore. As for the other residential and commercial complexes, project details and cost were being worked out on a war footing.

Coupled with these, a multi-product SEZ at Paradeep had been suggested by the government for development using the PPP route. It was expected to entail an investment of Rs 712 crore.

Land of around 1093 hectares would be needed for the SEZ in the Marshagahi Tehsil of Kendrapara under Paradeep.

Anubhuti Bishnoi in Indian Express reports on the progress towards making a 2-lane Ranchi-Vijaywada highway zig-zagging through 1219 kms of Orissa and passing though most of its tribal districts, many of which are naxalite infested. The article has a nice map showing which towns the road will pass through in Orissa. Following are some excerpts from that article. At a recent meeting chaired by Prime Minister Manmohan Singh, the Ministry of Shipping, Road Transport and Highways was asked to expedite finalisation of the Detailed Project Report (DPR) for the Vijayawada-Ranchi corridor cutting through Orissa, and take it up on a priority basis. … Around 1,219 km of the 1,729-km corridor planned between Vijayawada and Ranchi will fall in Orissa, and the state government had requested that its state highways, district and rural roads be incorporated in the corridor. Now 235.8 km of national highway sections, 878 km of state high ways and 104.5 km of rural roads will be a part of the corridor. The road from Vijayawada enters Orissa at Motu in Malkangiri district and leaves at Tiring in Mayurbhanj district on the north. … While the Ministry may not call the stretch NH as yet, with the Prime Minister taking a keen interest, it is set to be developed as per national highway standards. What that means is that tribal areas of Koraput, Malkangiri, Rayagada, Gajapati, Ganjam, Kandhamal, Anugul, Sambalpur, Deograh, Keonjhar, Mayurbhanj and Boudh, currently insurgency hotbeds, may emerge out of the hinterlands. Confirming that the project had been put on the fast track, a senior Ministry of Shipping, Road Transport and Highways official said: “The DPR of the corridor is underway and should be ready in six-seven months.”
