Shamuka Beach in Orissa near Puri is being developed as a high-end luxury tourism destination by the Orissa Tourism Development Corporation. The department has acquired a 1000 acre property south of Puri, and is in the process of acquiring 2000 acres more. It is a natural island and is being developed by the name Shamuka Beach project. Divulging further details about the project, Asit K Tripathi, secretary, Orissa Tourism, says, "It is going to be one of India’s best integrated, dedicated and up market tourism project, with only 5-star hotels. We had advertised and the response has been overwhelming. We have got responses from leading players in the country as well as abroad. ITC-Welcomgroup, the DLF-Hilton combine, Taj Hotels Resorts and Palaces, IHHR’s Ananda Spa, Casino Group of Hotels Earth (CGH Earth), The Oberoi Group, Apeejay Surrendra Group, Marriott International, and Carlson Hotels Asia Pacific have all shown interest. We can allot land to approximately 20 national and international hotel brands. We are coming out with a blue print to develop infrastructure. The third stage will be to establish a golf course and convention center. This will raise the value of Orissa as a leisure destination." "Although we have 934 hotels in Orissa and 2000 rooms, the majority cater to primarily low spending groups, and the rest target high spending tourists or corporates. With this initiative, within 1-2 years, we will have more quality rooms," says Devi Prasad Mishra, tourism minister, Orissa. Samukha Beach and Puri, as well as industrial growth centers like Paradeep, Talcher, Kalinganagar, as well as Jharsuguda and Angul have generated interest from the hospitality industry in recent times – especially budget hotels and business hotels. The no-frills brand of The Indian Hotels Company, Ginger Hotels opened their first hotel in Bhubaneshwar. Carlson Hotels Asia Pacific plans to open its Radisson Hotels & Resorts in Chilika, Puri and Bhubaneswar. The State Government has prepared a Rs 850-crore draft project proposal under the National Food Security Mission (NFSM) for placing before the Centre for funding. The objective of the mission is to increase production and productivity of rice and pulses in 21 of 30 districts of the State in a sustainable manner.

The other objectives are to enhance farm level economy, restore confidence among farmers and create employment opportunities.

While 15 districts will be covered under NFSM for rice, 10 districts have been chosen for increased production of pulses. While Balangir, Kalahandi, Keonjhar and Nayagarh will be covered under the mission both in rice and pulses, the districts covered under NFSM in pulses include Bargarh, Cuttack, Ganjam, Khurda, Puri and Rayagada.

The project, to be implemented during the 11th Plan period , is expected to cover 20 lakh hectares for rice cultivation and 13.57 lakh hectares for pulses. The State has planned to increase yield of rice from 1,690 kg per hectare in 2007-08 to 2,095 kg per hectare by 2011-12 in the mission districts.

The estimated production of rice in the mission districts will increase from 33 lakh tonnes to 42 lakh tonnes. It has projected to enhance the productivity of pulses from 478 kg per hectare in 2007-08 to 594 kg per hectare in 2011-12. The low yield of rice in the State is due to several factors.

While more cultivable areas are under rainfed conditions, the kharif and rabi crops are totally dependent on monsoon rains. Lack of farm mechanisation, improved technology, training of farmers, soil management, pest management and non-availability of quality seeds are the other factors for low productivity.

The Centre will provide full financial assistance and the fund will be utilised for introduction of hybrid seeds, scientific management of problematic soil, pest management, farm mechanisation, training of farmers, Agriculture Director Arabinda Padhee said. The Government has projected to spend Rs 650 crore for rice production and Rs 200 crore for improved farming of pulses.

… the Bharati Shipyard Limited (BSL), a major private shipyard and the Apeejay Surendra Group, an industrial conglomerate have joined hands to set up the-State-of-the-art shipbuilding yard and ship repair yard project at Dhamra in Orissa.

The mega shipyard project will entail an investment of Rs.2200 crore in 3 phases.

Employment opportunities in this labor intensive industry will be 41,000 in the third phase, reveals the proposal submitted to the State Government.

… Revealing the strength of the state over others, the promoter said that easy availability of raw material like steel, availability of large number of skilled, unskilled man power and above all the proactive government policies dotted with positive environment for investors are creating conducive atmosphere for a mega shipyard in the state.

The requirement of steel in shipbuilding and repairing has been projected as in the first phase it will be up to 75,000 MT per annum, while in second phase it will go up to 2,30,000 MT.

In the final phase the steel requirement will go up to 4, 50,000 MT said the source.

… The proposed site has been identified near the Dhamra Port, where out of 1500 acres surveyed 1050 acre of land has been provisionally selected for the mega shipyard.

According to implementation schedule the promoters have decided to go for Memorandum of Understanding (MOU) with Government of Orissa in the month of October.

Once MOU in place than other activities will follow, said the source.

Rehabilitation Plan will be taken up in accordance with the present Rehabilitation and Resettlement Policy of the State Government.

… Milestones set up for the project envisages that Master Plan will be ready in the next year and construction of the shipyard will begin in mid of 2008.

The Joint venture promoters feel that the project will complete its first phase construction in early 2009 to begin commercial production by middle of the year.

The Puri coast will soon have an international oyster development project covering about 3,000 acres of the sea beach to attract more and more tourists from abroad. 31 corporate giants and industrial houses both from India and abroad, for which the State Government received applications recently, will fund this ambitious project.Announcing this to the Press, State Tourism Minister Debi Prasad Mishra said that in addition to this, global quotations would be invited for the establishment of a new ‘Conference and Golf Tourism’ in the same belt in Puri district as the State has vast potential for such type of ventures for tourism development .

The Government has also decided to go ahead with a new project named ‘Camp Tourism’ in the vast coastline connecting Puri, Rajahansa in Chilika, Sanaparikuda and Harachandi Temple to attract tourist traffic to various spots.

For this, the Government has introduced a Mega Circuit Area Development Project to operate in the area.

The Minister further said that the Government is hopeful of at least 20 per cent increase in tourist flow to the State this year. He said special attention would be given for heritage tourism, cultural tourism, eco tourism, beach tourism, Buddhist — Jain temple tourism and tribal and rural tourism.

Despite decade-old debates and agitations, the most sought-after Bimlagarh-Talcher rail link is still a distant dream for this tribal-dominated district. However, if the railway project sees the light of the day, it can help reduce the distance between Bhubaneswar and Rourkela from 180 km to 150 km besides providing the most viable transport links to the potential mines zone in the district to the port in Paradip.

The rail-link project has been eluding the locals here since 1955. With the inception of Rourkela Steel Plant, a 75-km-long rail route was set up linking Rourkela to Barsuan for the iron ore mines in Bonaigarh sub-division. The tribals, inhabiting the villages all along this rail route, have been deprived of passenger train facilities although the iron-loaded goods trains have stoppages at stations like Roxy and Bimlagarh. In what seems to be an imitation of a common sight in Bihar and Jharkhand, the tribals here too board the iron-ore loaded wagons of the freight trains. If the goods train tragedy a year-and-half ago that killed over 20 persons on this route, including an eight-year-old tribal boy, is any indication, then tribals travelling this way is likely to cause more fatal accidents in the coming days.

Sources said the Hindustan Steel Limited (HSL), now rechristened as Steel Authority of India (SAIL), in collaboration with Germany, had conducted an aerial survey for the Rourkela Steel Plant and the German experts then had strongly recommended the Bimlagarh-Talcher rail-link project, linking Rourkela with Paradip Port via Talcher. The rail-route was also expected to make mineral transportation more economical by direct rail links to the key mining zones of the State with Paradip Port and to the mines of Ranchi and Bokaro.

Unfortunately, due to the feeble leadership in Orissa, former Prime Minister Jawaharlal Nehru could not be convinced about the utility of such a promising project. …

Sewerage system in Cuttack

While the centrally funded JNNURM program will take care of most of the sewerage system in Bhubaneswar, the same for Cuttack needs to be done through other resources. Following are excerpts from a report in Pioneer elaborating on where the money for Cuttack will come from.

The State Government will invest Rs 945.17 crore for the restoration of drainage and improvement of sewerage system in the twin cities of Cuttack and Bhubaneswar.

Talking to reporters, Urban Development Minister KV Singh Deo said Rs 757.44 crore would be invested for the improvement of the sewerage system and renovation of drainage in Cuttack City alone.

Out of this, Japan’s JBIC Bank will give a loan assistance of Rs 624.65 crore and the rest money amounting to Rs 132.79 crore would be given by the State Government.

The loan amount would be repaid in 40 years time at a rate of 0.75 percentage. The moratorium period would be of 10 years.

The project will be implemented between 2007 and 2012. To this effect, the Government of India and Japan had signed a MoU on March 3, 2007. “The money would be released soon,” said Singh Deo.

He further said that draft request for the proposal for project management consultancy service has been prepared and furnished to JBIC and compliance to the comments of the JBIC is under process.

Under the plan, 231 km under ground pipeline will be laid and 10 pump stations will be installed.

Care Hospital today announced its plans to commission a 100-bed multi-specialised Aditya Care Hospital located near Municipal Kalyan Mandap at Chandrasekharpur.
… The Group will be investing around Rs 15 crores in the project and the facility will be scaled up to 300 beds over the next two years with an additional investment of Rs 50 crores.

The Bhubaneswar centre will be equipped to handle comprehensive cardiac services, including catheterisation procedures and cardiac surgeries. The focus will also be on gastroenterology, laparoscopic/gastro surgery; nephrology and urology; neurosurgery along with critical care and trauma care. For the first time in Orissa, a team of eight cardiologists will be attending to the needs of patients at the Aditya Care Hospital.

Talking to reporters here yesterday Dr Veeraprasad, Chief Operating Officer, Care Hospitals said, “… Nearly 20 full-time professionals will provide comprehensive medical services in a unique concept of teams and the unit will be networked to support secondary and primary health care units in the state.’’

“The latest proposal came today from Kolkata-based Shyam-Century Group of Industries,” said Transport Secretary Priyabrata Patnaik here.

He said the company had proposed to develop a 14 million tonne cargo handling capacity all-weather port at Bali-Harichandi near Puri town and close to Chilika Lake.

The sources said, the company which presented its proposal before Chief Minister Naveen Patnaik and other senior officials, pointed out that it would develop the port with an investment of Rs 1900 crore.

In first phase, the company planned to start with 3 mt capacity and two berths for the purpose.

Orissa government, the sources said, asked the company to submit a detailed project report (DPR) on the proposed port.

Prior to this, a Hyderabad-based company has shown interest in setting up a port at Astarang near Konark in Puri district.

“The firm also submitted its preliminary report with the state government. Both the proposals will be processed before the government finally accepts their proposal,” said Transport Department Special Secretary P K Mishra.

Over 2 lakh people in Sukinda suffer from some form of hexavalent chromium poisoning because of the untreated water discharged by the mines into the Brahmani River.

Sukinda contains one largest open cast chromite ore mines in the world. As much as 60 percent of drinking water here is poisoned.

“Drinking water is a major problem for us. If we tell our boss he will suspend us from our job,” says a villager in Orissa, Makara Dehuri.

The recent study has chosen these places for the severity of its toxins, its impact on human health and the extent of damage caused. …
