Larsen & Toubro (L&T) announced on Monday that the company led consortium  bagged orders worth Rs 10.70 billion for supply & installation of Sinter plant and other packages from Tata Steel.

Tata Steel is setting up an integrated steel plant with capacity of 6 million tons per annum (MTPA) in Kalinganagar industrial complex at Duburi in Jajpur district of Orissa to be completed in two phases of 3 MTPA each. The orders are for the first phase of this greenfield project.

Sinter Plant

L&T in consortium with Outotec, Germany bagged EPC (engineering – procurement – construction) contract for 5.75 MTPA Sinter plant valued at Rs 8.36 billion. The company`s share of this order is Rs 6.23 billion. This would be the single largest Sinter plant to be built in India. This is scheduled for completion in 30 months.

Steel Melt Shop

L&T has also been awarded the contract for civil and structural steel works of steel melt shop valued at Rs 2.33 billion. This is scheduled for completion in 28 months.

Efforts on for operating Air Deecan flights to/from Rourkela

Tathya.in reports on this. It seems initial steps have been taken, Air Deecan is very much interested, and just some snags need to be sorted out before scheduled flights can commence. One major snag is that the airstrip in Rourkela, is labeled as “private”. It must be labeled as “public” before scheduled flights can commence. To expedite the removal of the snags, one may do the following:

  • Send mail to Rourkela Steel Plant MD Mr. B. N. Singh at rkl_mdsecrsp@sancharnet.com (or call him at 2510018) requesting him to request the Director General Civil aviation (DGCA) to change the status of the SAIL built Rourkela airstrip from “private” to “public”.
  • Send mail to CMO office (cmo@ori.nic.in) requesting him to make all out efforts for bringing Rourkela under air connectivity at the earliest.
  • Thank the DM of Sundergarh (Mr. Krishan Kumar), who was ADM Rourkela before, for his efforts on this and request him to keep pushing until it is done. He can be reached by email at dmsng@ori.nic.in.

Badamba-based Balaji Sugar is all set to start its sugar refinery unit by November this year with an investment of Rs 40 crore. The company has also planned to set up an ethanol plant with a capacity of 40000 litre.

… he said that the company through a special programme would lend soft loans at six per cent interest through banks to farmers as well as fertilizers and supply seeds at subsidized rates to more than 10,000 sugarcane farmers in all command areas of Jajpur, Kendrapara, Jagatsinghpur and undivided Cuttack district.

The company has announced a special plan for the farmers named Swarna Varsha in which farmers can get fabulous prizes against the number of sugarcane trucks they supply.

The new refinery will be of 2000 TCD with 100 per cent EOU (export-oriented unit) which will be manufactured from imported raw sugar from Brazil and Malaysia and will be exported to Bangladesh, Sri Lanka and Pakistan. Besides this, the company is also installing 40,000 litres per day extra neutral alcohol to be used as base product for all the distillery units in Orissa as well as neighbouring states. They are also having the plan to manufacture ethanol keeping in mind the global warming, which is an environment-friendly substitute of petrol, which is 5–10 per cent as per government directives.

On the other hand, the company has decided to set up a 20 MW power plant using crushed cane instead of coal. The factory at Badamba was sold by the state co-operative department with zero liability as well as to select the co-operative staff as per choice and head of the company without any compulsion to recruit them in the management by Balaji Sugar.

Biotech and Pharma park in Bhubaneswar

… Science and technology minister Sanjeev Sahoo today told the Assembly that the proposed Biotech-Pharma-IT park would be developed in an area of approximately 260 acre in two phases on a public-private partnership mode.

In the first phase, a park would be constructed over 63acre of land in Andharua Mouza on the outskirts of Bhubaneswar. The Biotech park at Andharua will have a BT corridor, an IT corridor and a commercial infrastructure. A biotech incubator would be set up there over 10 acre, he added.

Sahoo said the companies, which have expressed their interest for participating in the global bid process, are Akruti Nirman Ltd, Ambience Developers and Infrastructure Pvt Ltd, Bharat Biotech International Ltd, Bhubaneswar Entertainment World Developers Pvt Ltd, Eldeco Infrastructure and Properties Ltd, Ramkay Infrastructure Ltd, TCG Urban Infrastructure Holding Ltd and Unitech Ltd.

The private partner would play the role of the lead developer and would be responsible of the plan, design, construct, finance, market and operate the proposed park.

Once a private partner is selected, a Special Purpose Vehicle(SPV) company in the form of a Joint Venture between the private partner and the State government will be created for the development and maintenance of the Park, Sahoo said.

For the biotech park at Andharua, IDCO has been given Rs 2 crore for construction of wall, land development, digging of borewells and setting up transformers.

The state-of-the-art Biotech Pharma-IT park will have modular R&D labs, a biotech incubator, and administration support infrastructure. The Park will stimulate and manage the knowledge flow and create linkages between universities, R&D institutions, companies and markets.

Telegraph reports that AMRI hospital plans to set up a state of the art hospital in Bhubaneswar. Following are excerpts of that report.

AMRI Hospitals today unveiled its ambitious expansion plan to set up four state-of-the-art hospitals in four state capitals — Bhubaneswar, Ranchi, Raipur and Patna.

Each of the four hospitals will be set up with an initial investment of over Rs 110 crore, with room for future expansion. …

AMRI Hospitals, a joint venture between Emami and Shrachi group of industries, is venturing out of Calcutta for the first time.

… Aditya Agarwal, director, told The Telegraph that the first of the four hospitals will come up at Bhubaneswar.

The hospital will come up at Khandagiri Square, a prime location in Bhubaneswar and will have 300 beds initially.

“It will come up on 5 acres. Initially, it will be a five storey affair, but we have plans and enough room for further expansion,” Agarwal said and added that the hospital at Bhubaneswar is expected to start operation by 2009.

It will have, apart from facilities available at any multi-speciality hospital of international standard, super-speciality thrust on cardiology, orthopaedics and neurology, Agarwal claimed.

“Our hospital in Bhubaneswar will have emergency and outdoor facilities. We will deploy most sophisticated equipment and staff, including doctors, there. It will also have state-of-the-art ICCU, ITU and NITU and life-support systems,” the director informed.

Apart from giving people access to ‘healthcare facilities of international standard’, the hospital will also generate a lot of job opportunities, he claimed.

“The hospital in Bhubaneswar will initially have some 1,000 employees, including medical, para-medical and non-medical staff. The first preference will obviously be to recruit local people. …

Among other facilities, the hospital will have a parking bay, cafeterias and playground to mention only a few standard facilities available in any major hospital, he said.

“We have earmarked an estimated Rs 120 crore on this hospital. However, more investment will be made according to the requirement for future expansion.”

“The foundation laying ceremony at Bhubaneswar will be held on July 14. Chief minister Naveen Patnaik, finance minister Prafulla Chandra Ghadai, industry minister Biswabhusan Harichandan, minister of works and housing A.U. Singh Deo and health minister Duryodhan Majhi will be present on the occasion,” Agarwal informed. …

Agarwal added that AMRI Hospitals, a joint venture between Emami and Sharachi groups, has plans to establish at least one medical college in one of the four state capitals.

“Talks in that direction are on. We also plan to have some specialised medical and nursing training facilities. A decision on this matter will be taken soon,” he declared.

Rashtriya Chemicals and Fertilisers (RCF) may be forced to go ahead with a Rs 35 billion coal-to-gas project at Talcher in Orissa to feed its plants, …

RCF has tied up with Reliance Industries and Oil and Natural Gas Corporation (ONGC) for supplying gas. There may be delays due to the Reliance gas pricing issue yet to receive an approval from the centre.

The company is also in talks with Gail India for fuel supply. If the availability of gas become an issue, then it might think of setting up the Talcher project.

Talcher is the most viable site in terms of infrastructure, facilities and proximity to coal mines. The latest coal gassification technology will be utilised to allow the use of coal with high ash content of up to 30-35%.

Statesman reports on plans for non-conventional electrification of 70 villages in Kalahandi. Following are some excerpts.

After long wait of three years, 70 remote villages of Thuamul Rampur and Madanpur Rampur blocks of Kalahandi will at last get electrification benefit through non-conventional energy sources by coming December. The matter was reviewed here in the district level advisory committee of renewably energy, presided by the district collector Mr Pramod Kumar Patnaik.

It will be implemented by OREDA (Orissa Renewable Energy Development Agency) under the Remote Village Electrification Programme of the ministry of new and renewable energy, govt. of India. The ministry has provided central assistance of about Rs.4.38 crore for this purpose.

The beneficiary families will only have to pay Rs.5 towards membership and Rs. 100 for connection charges. Under this programme 40 villages of Thuamul Rampur block and 30 villages of Madanpur Rampur block will be benefited. Out of the 70 villages, 58 villages will be provided power by connection of individual solar energy system, five villages will be electrified by bio-mass power plant and 7 villages through Solar Power Plants.

Besides this project, proposals for non-conventional Electrification of 380 more remote villages pending for long was mooted. This proposal is pending because it has not yet received clearance from Wesco. … It was decided in the Advisory Committee to set up an Energy Park in the Agriculture Farm of the horticulture department located in Raisinghpur on the outskirts of Bhawanipatna town.

Various equipment generating non-conventional energy will be installed and operated in this farm which will work as a demonstration field for the people to educate them about operation and the benefits of non-conventional energy sources.

The IBM team, on its part, assured the state government that they would provide technical know-how for Orissa’s ongoing e-governance programme.

Brain has also assured Patnaik that IBM would help the government to develop the proposed Indian Institute of Information Technology (IIIT) in Bhubaneswar.

IBM already has two centres, one in Chennai and another in Coimbatore, the sources added.

IBM is likely to establish a development centre in Bhubaneswar. A release issued by the CMO here said that indications to this effect were given by Mr Stephen W Braim, the vice-president, IBM Asia Pacific, today. Mr Braim met chief minister Mr Naveen Patnaik and discussed IT development and human resource development to meet the growing demand of such professionals. IBM has two development centres in the country and the one proposed to come up in Bhubaneswar will be its third centre, said the release.

… When several other tribal families are taking loans from the middlemen to maintain their family, 42-year-old Bati has not approached the landlord for the last three years.

Instead, she is taking a loan of grain from the grain bank in her village with a nominal grain interest to maintain her seven-member family.

“Three years ago, we were forced to borrow from the money lender to maintain our family during the rains. The grain that we used to produce went into paying the money lender,” she said.

… “We have developed our grain bank with contribution from the villagers and with support of South Orissa Voluntary Action (SOVA), one of the leading NGOs in the district,” says Gopa Jani, the president of the village committee of Puki.

For setting up the grain bank, each and every household in the village contributed food grain, including paddy and maize. In addition, SOVA contributed an equal quantity to make it a corpus fund of food grain. The grain was stocked in the traditional way in bamboo baskets to protect from insects and managed by a village committee.

“A borrower has to pay an interest of two kg and one kg for 10 kg of maize and paddy, respectively,” says Jani. The loan is repaid by the borrower after harvesting. Puki village has 69 households with a population of 244, and no one now approaches the money lenders for loans, he said.

“The grain bank helps a lot during the lean period from July to September, when we do not get any work,”…

In his village, with 22 households, mostly Kandha tribals, people borrow grain mostly in the rains.

Since last three years, grain banks have been setup in 18 villages in three panchayats of two blocks including Koraput and Kunduru.

“About 928 households of these villages have benefited from the grain banks,” Sanjeet Patnaik, president, SOVA, said. “We are trying to setup more grain banks in coming years,” he added.

The tribal people in Koraput, generally practice podu (shifting cultivation) and collect minor forest produces. Koraput has about 50 per cent tribal population.

Livemint reports that RCF (Rashtriya Chemicals and Fertilizers) plans to revive the FCI plant in Talcher. Following are excerpts from that report.

Public sector enterprise Rashtriya Chemicals and Fertilizers (RCF) has planned a capital expenditure of Rs 10,000 crore for the next five years and will consider tapping the capital market for raising funds.

The company is talking to the government on its initial public offer and the process would take six to eight months, …

Of the Rs 10,000 crore capex planned, the debt-equity ratio would be 2:1 and hence the company could borrow up to Rs 7,000 crore while the rest could come from its IPO, he said.

“The company expects to finance its projects largely through internal generation and debt, apart from other modes of generating funds as may be appropriate,” it said in its annual general report.

With the capex money, RCF wants to revive two units–Hindustan Fertilizer Corporation’s unit in Durgapur, West Bengal, and Fertilizer Corporation of India unit in Talcher, Orissa.

Both the units would absorb about Rs 6,500 crore, Jha said.

State-run aluminium producer, Nalco, will tap the overseas market to raise $250-million by August-end for its ambitious capacity expansion plan.

Nalco is undertaking a major expansion, including ramping up of its alumina capacity at the cost of Rs 5,040 crore. …

In between, Nalco has placed orders on foreign equipment suppliers for its expansion project and the deliveries are due in 2008.

The project involves expansion of capacity of its bauxite mine, alumina refinery, captive power plant and aluminium smelter by about 33%, he said.

Under the expansion, the capacity of bauxite mine in Koraput district of Orissa would be increased from 4.8 million MT a year to 6.3 million MT.

The alumina capacity would go up to 2.1 million MT annually from the present 1.58 million MT, he said. Besides, the capacity at the captive power plant at Angul in Orissa would be ramped up to 1,200MW, he added.

The PSU also plans to enhance its aluminium smelting capacity from 345,000 MT to 460,000 MT per annum.

In the medium-term, after the completion of the expansion project by 2008-end, a growth of 30% is targeted, the official added.

New Indian Express reports on the water supply situation in Bhubaneswar. Following are some excerpts.

For a population of 8 lakh, the Capital city has just 52,000 connections each catering to a family of five to six persons. …

Not only does coverage need keep pace with expansion, there is an increasing necessity to modernise the entire system. Realising the need, both Public Health Engineering Department (PHED) and Bhubaneswar Municipal Corporation (BMC) are busy chalking out a plan.

The proposal is to be placed for consideration under Jawaharlal Nehru National Urban Renewal Mission (NURM).

Currently, Bhubaneswar meets its demand mostly from Kuakhai river, while the infrastructure for water treatment and distribution have come up in different phases. Mahanadi too contributes substantially for the city’s requirements.

As of now, the existing supply system fully covers 17 wards (out of 47) with pipe-water supply while another 26 wards are partially covered. The rest are without any cover.

A study carried out on the system reveals that supply is intermittent, while pipelines have shrunk. The total length of pipelines – main and distribution – are about 900 km in length.

However, since most of these were laid in 1950s and 1960s, they throw up problems. While density of population has increased, the same has rendered existing supply lines inadequate.

This also explains why water distribution has not been uniform – quantity as well as pressure wise. Moreover, main transmission lines are now old and lead contamination with sewerage lines which has become a cause of concern.

Similarly, intake infrastructure, water treatment plants and pump houses are now old and need renovation. The city has seven water treatment plants built during the last four decades.

Statistics available with PHED says seven treatment plants were built in 1954, 1960, 1968, 1974, 1975, 1987 and 1996 which speaks volumes about the need to upgrade and replace them.

Of the seven plants, four are for Kuakhai with total capacity of 19.5 million gallons for day (MGD), while the two for Daya can treat 3 MGD water.

It is the Mundali Water Works which has the biggest capacity of MGD. It was built in 1996.

Another problem with the locations and capacities of storage reservoirs. In the city, there are 87 underground and over ground reservoirs while there are another 46 elevated service tanks.

The headache for these storage points is that they are not integrated.

The proposed modernisation plan will take into account the revenue model as user charges are not fixed as per consumption level.
