… today tribal villagers of Panguda, Tamuisingi, Kanda Parsamba and nearby areas in Gumma block, adopted under the Orissa Tribal Empowerment and Livelihood Project (OTELP), are a content lot.

… when a survey was initially conducted in these villages, it was found that despite good production of pumpkin and jackfruit in the area, the economic condition of people remained poor.

As the villages are located in hilly terrain without proper communication facilities, marketing was a very difficult proposition in this part.

And, taking advantage of the backwardness of the area, people used to visit the villages during harvesting season and purchase the produce from individual households on piece-term basis.

Since the villagers had no idea about the use of a weighing machine, they used to sell the produce at throwaway prices.

Things changed when Marketing and Reach Team (MART), an organisation specialising in marketing with help of OTELP motivated the villagers to learn the benefits of collective marketing and sell the produce using a weighing machine.

“Though initially there was some reluctance to break away from the traditional practice, with persuasion, the villagers agreed,” said Gopabandhu Das, project officer, OTELP, Gajapati.

The villagers then contacted a number of traders, in and around Paralakhemundi and agreed to sell the produce to … who offered the highest price for jackfruit – Rs 4.05 per kg.

Pumpkin was sold to … who offered Rs 2.50 per kg.

Initially, 35 households, mostly women, participated and brought the produce to a common place. They sold 30 quintals of pumpkin for Rs 7500 and 23 quintals of jackfruit for Rs 11,500 and distributed the money among themselves.

“After the sale, we realised that in collective marketing, the bargaining power was in our hands. Besides, it gave us an idea about traders’ behaviour, prevailing market conditions and expected future price trend of the product,” …

New Indian Express reports on the energy minister’s statement on this in the assembly. Following are some excerpts.

Energy Minister Surya Narayan Patro … announced in the Assembly the Government’s commitment to provide electricity to all villages and hamlets in the State by the end of Eleventh Five Year Plan.

The State Government would formulate a captive power policy (CPP) for the captive power plants, he said. … the Minister said rural electrification is being carried out by the State Government under three schemes – Minimum Needs Programme (MNP), Pradhan Mantri Gramodaya Yojana (PMGY) and Rajiv Gandhi Gramin Vidyutkaran Yojana (RGGVY).

Stating that the Government has submitted the detailed project reports (DPRs) to the Rural Electrification Corporation (REC) for 30 districts, the Minister said the DPRs of Angul, Nayagarh, Ganjam, Gajapati and Jajpur districts have been approved. Besides, the DPRs of three more districts – Balasore, Bhadrak and Puri – have received in-principle approval.

The Minister said the Centre has released Rs 92.85 crore in the first phase to the NTPC and NHPC to take up rural electrification work in Angul, Nayagarh and Ganjam districts.

Referring to the Biju Gramjyoti Yojana (BGY) announced by Chief Minister Naveen Patnaik recently, the Patro said under the programme hamlets with less than 300 population will be electrified. He said the Centre rejected the State Government’s request to include hamlets with less than 300 population in the RGGVY.

The State Government has set a target to provide Rs 1000 crore for the programme in the Eleventh Five Year Plan and provided Rs 50 crore in the 2007-08 financial year. Besides, the State Government has also made a provision of Rs 120 crore under the Biju KBK Yojana for providing electricity, road and drinking water to villages.

The Minister informed the House that the Government has undertaken electrification of 4,499 villages under the MNP for which the Centre has provided Rs 120 crore so far. He said by May-end, 3,736 villages have been electrified under the programme.

Stating that five special police stations have been set up to check theft of power and related crimes, the Minister said special courts have been opened to try these cases.

Patro announced that police stations and courts would be set up in the rest of the districts during the year.

The Centre has identified a site in Orissa’s Ganjam district for setting up of a 6000 MW nuclear power plant, …

The Nuclear Power Corporation of India Ltd (NPCIL) has identified Pati Sonapur under Chikiti block where the plant can be established, …

Official sources said if the NPCIL’s proposal of setting up the nuclear power plant materialised, it would be the largest such generation unit in the country.

Though there are 17 nuclear power plants operating in the country, none matches the capacity of the proposed project.

While a total of 4120 mw of power is being generated by all units, the proposed plant alone would produce 6000 mw of power.

Sources said the 17 nuclear power stations are located in six states. While four units each are located in Maharastra and Rajasthan, three are in Karnataka. Two units each are in Tamil Nadu, Uttar Pradesh and Gujarat.

The minister said the NPCIL has already proposed drilling six borewells to reconfirm suitability for the project.

Livemint reports that Paradip port has floated tenders for coal and iron ore berths. Following are some excerpts:

Paradip port plans to build a Rs387 crore 10mt capacity berth for handling imported coking coal used for firing steel plants and another Rs505 crore 10mt capacity berth for handling iron ore export from India. When fully operational, the two berths will have deep drafts of 16 metres capable of handling ships of 125,000 tonnes initially and later 185,000 tonnes. …

Paradip port currently operates a 4mt capacity iron ore berth that handled 6.5mt of iron ore in the 12 months to March 2007. “Customers who take coal through Paradip port are allotted only 10mt by the coal ministry. Unless, we are given more, we cannot handle more,” says Raghuramaiah. The coal linkages for each customer are allocated by the coal ministry. Coal is shipped from Paradip to Ennore and Tuticorin ports for customers such as Tam.

Business standard reports that SBI has started one more regional business unit in Bhubaneswar. Following are some excerpts.

As a part of the decentralisation process and to provide prompt and qualitative service to the customer, the State Bank of India (SBI) has set up one more regional business office in Orissa. With this the total regional business office of the bank has reached five in the state.

The new regional office will function under the Bhubaneswar zonal office of the bank. …

The new regional office will cover 6 branches in the Khurda district and eight branches of Nayagarh district along with 16 branches of the Bhubaneswar city.

Though to start with the bank will have 30 branches and 24 ATMs under its jurisdiction , two more branches are likely to be opened in that area taking the total to 32. While 16 branches are located in urban areas, 5 branches are located in semi-urban areas. Besides, 9 branches are located in rural areas.

Significantly, 23 branches out of these 30 branches have Core Banking Solutions (CBS) facility.

The new region has a deposit of Rs.748.55 crore and advance of Rs.569.39 crore as on May 2007. The decision to set up the fifth regional office is significant as SBI is the lead bank in both Khurda and Nayagarh districts.

Besides, the bank has initiated measures to implement financial inclusion in Nayagarh district. SBI has a presence at every nook and corner of the state and its branches are financial bigbazars, selling all the products under one roof.

The bank has 502 branches at present and 60 percent of the branches are located in rural areas. Subject to Reserve Banks permission, the bank intended to open 40 more branches this fiscal. SBI has taken several measures to improve customer care through business process re-engineering.

Besides, it is involved in various social activities of the state. …

These coppersmith families belong to Maharana caste and locally known as “Meher”. They have been involved in this work of making copper snakes since ages. All these years, these families have cherished a dream to keep the ancestral art alive. …

Praful Kumar, another artisan, said: “First, we cut the copper sheet in different body parts of snake, we heat them up. After that, we bend the copper from where we want to and at that time we need lead. We bend it using lead and give it final look.” 

Snakes prepared in this village have been placed in various famous temples. Besides various parts of Orissa, these snakes are sent to various places like Mumbai, Kolkata, Delhi and various places in Madhya Pradesh, Chattisgarh and Andhra Pradesh.

Financial express carried a short interview of POSCO India Chairman and MD with journalist Dilip Bisoi. This interview gives a good idea of the status of the POSCO India project. Following are some excerpts:

• How you are going to accelerate the project’s implementation? We have chalked out a strategy to implement the project. We are preparing to start the ground preparation work by October 2007. Out of the 4,004 acre of land, 3,566 acre is government land and 438 acre is private land. Out of the private land, only 30 acre is fertile land as it yields double crops. We are willing to exclude the 30-acre fertile land from the project site. We are also willing to differ use of the 438 acre private land until the villagers were willing to sell.
• Anti-Posco activists have set up checkpoints and are not allowing anybody to enter the site. How do you plan to enter the area and start work? It is not true that we don’t have access to the site. We do have some access to the site. Villagers in Gadakujanga grampanchayat are supporting the project, while people in Nuagoan area are starting to change their mind in favour of the project. Only a small area of Dhinkia grampanchayat is not accessible. We will shed that portion from the project site for the time being. Access to the site and starting civil work will not be difficult.
• Have you prepared your R&R package?  We are preparing a special R&R package for the displaced people. The Xavier Institute of Management, Bhubaneswar, has been engaged in conducting a survey to understand the needs of the people. The package will be announced once it gets the approval of the Rehabilitation & Peripheral Development Authority. I promise, I will make their lives better than before. Rehabilitating 450 displaced families is not a big job. We want to provide them with a sustainable livelihood.
• How confident you are that the project work will start by October 2007? The next two to three months are very crucial. The prospecting licence for the Khandahar iron ore mines and forest clearance for the project site are expected in the next few months. Once these issues are settled, we will go ahead with the land preparation. If everything goes according to plan, we will procure equipment for the steel plant by the second half of next year. We will shop in the Indian market before going to Asian countries like China and Vietnam. The main plant, however, will be imported from Posco in South Korea. However, starting of the peripheral work at the site by October is very essential.

Economic Times reports  road development related to POSCO’s proposed operations. Following are excerpts from that report.

… the government has decided to develop 600 km of highways, to be called Posco roads, to provide connectivity for the 12 million-tonne capacity steel plant in Orissa. The Rs 4,000-crore highway would be constructed on built-operate-transfer (BOT) model and would be completed by 2010. 

The projects are part of phase-III of the National Highways Development Programme (NHDP). The Posco package consists of seven road stretches, including Panikholi-Keonjhar-Rimoli on national highway (NH)-215 and Chandikhole-Duburi on NH-200. The Cuttack-Paradip state road, jointly funded by the Orissa government, Paradip Port Trust and the roads ministry, will also help serve the transport of goods to and from Posco’s steel plant.

“NH-215 and NH-200 will be specifically geared to carry iron-ore traffic,” the official said. “The roads will serve Orissa’s industrial requirements for upcoming projects in the state, but Posco will be the biggest beneficiary,” he added.  …

Apart from road connectivity being provided by the Centre and the state government, a special purpose vehicle (SPV) to link Haridaspur and Paradip by railways has been formed by Rail Vikas Nigam (RVNL) in which Posco has 10% equity,” a Posco spokesperson said.  …

Posco-India will also build a captive port at Jatadhari, 10 km from Paradip and a captive power plant with a capacity of 1300 mw.  …

The Orissa-based Ayush Hospital & Trauma Care Pvt Ltd (AHTC) is setting up a multi-speciality hospital in Bhubaneswar with an investment of Rs 13.5 crore.

“The hospital is ready and it will be thrown open for patients from the first week of July 2007”, the founder director of the hospital, Dr Ashok Acharya, told FE. …

Besides the cardiac facilities, the hospital will have to its credit an MRI unit and a critical care ambulance that can bring critical patients from any corner of the state.

Business Wire reports that Invensys Process Systems has been selected by Shandong No. 3 Electric Power Construction Corporation (SEPCO III) of China to implement Foxboro I/A Series distributed control systems (DCS) for a 3,600-megawatt generating station being built in Jharsuguda. Following are some quotes from that report.

Extensive Invensys experience in the power industry (including a large number of projects in China) and expertise in large-scale projects were important factors in the SEPCO III contract award to Invensys.

The DCS contract will encompass an advanced I/A Series automation infrastructure integrating more than 63,000 I/O points. The systems will be used to control the new plant’s boilers, turbines and generators utilizing Invensys’ Performance Plus coordinated control system (CCS) technology, well-proven in power plants worldwide. Subsystem applications will include data acquisition system (DAS), furnace safety supervisory system (FSSS), boiler and turbine sequence control system (SCS), turbine digital electro-hydraulic (DEH) control system, feed water pump mechanical electro-hydraulic (MEH) control system, and electric control systems (ECS).

In addition to I/A Series automation hardware and software, Invensys Process Systems China will also provide a range of installation services, engineering, training, and field service.

The plant is part of the “Power for All” initiative, an aggressive Indian government plan to sustain economic growth with significant additions of power generation capacity in the next few years. The new power plant project is one of the largest projects for SEPCO III, and comprises China’s largest export machinery and equipment order to India.

Business standard reports that Syndicate Bank and Indian Overseas Bank plan several social schemes involving training villagers. Following are some excerpts from that report.

Syndicate bank said it would take up extension activities in all its rural branches for educating and training villagers in different aspects of agriculture, animal husbandry, plantation and fish rearing.

Indian Overseas Bank (IOB) said it would organise at least three training camps for women in southern Orissa during 2007-08.

“We have decided to organise at least three training camps on tailoring, handicraft and beauty therapy for rural women in southern Orissa towns at Rayagada, Jeypore and Bhawanipatna” …

At Jeypore in Koraput district, the bank has decided to impart training to the Scheduled Caste and Scheduled Tribe women.

In Rayagada, training to be given to the weaker section people.

Similarly in Bhawanipatna, the district headquarters of Kalahandi district, women in general categories will get training.

In each camp, scheduled to start in July or August, at least 20 women would be participated.

After getting training for a fortnight, they would receive financial assistance from the bank for establishment of units in various fields.

The bank’s Berhampur branch has recently held a farmers’ meeting on jatropha plantation at Narendrapur in Ganjam district in collaboration with the Orissa Nature Care & Council (ONCC), an organisation imparting training on jatropha cultivation for bio-diesel.

ONCC provided technical know-how and inputs for jatropha planting while the bank was financing farmers, …

Union Minister of State for Commerce Jairam Ramesh on Tuesday hinted that an Agriculture Export Zone (AEZ) in Orissa could be considered once the proposal for the same was received by the Centre.

Ramesh, who met Chief Minister Naveen Patnaik at the Secretariat, told reporters that the AEZ would be established in Kandhmal for organic turmeric. …

The State Government has already identified land for establishment of the AEZ in Kandhmal where a majority of the tribals cultivate organic turmeric.

Ramesh said that he requested the Chief Minister to concentrate more on export of organic coffee from Koraput, ginger and turmeric from Kandhmal and Sal from Mayurbhanj which could generate more employment opportunities.

The Union Minister said that Orissa exported goods worth Rs 10,400 crore last year, 90 per cent of which accounted for minerals only while the handicraft and other non-traditional products had a very negligible share.

Though Orissa is known for its famous handicraft, the export of such products stood only at 3 to 4 per cent of the total export of the country. Ramesh said the State had exported marine products to the tune of Rs 350 crore last year adding that this has to cross Rs 1000 crore in the next five years.

The Centre, he said, would sanction a cold storage for perishable products in Bhubaneswar and another for marine products in Paradip soon.

You see Kalinga is a baby elephant which got isolated from its herd when the herd had strayed into Bhubaneswar from the adjacent Chandaka Elephant Sanctuary. The wild life staff tried many ways for the baby elephant to be taken back by its herd, and finally yesterday a herd took it back. Although the wild life staff which fed it with lactogen is worried about its future feeding, they are extremely happy that the baby elephant was taken back to the wild.This is Bhubaneswar. A city with a similar sized elephant sanctuary just next to it. We discussed this sanctuary in earlier postings (here and here). I have never gone inside the sanctuary, but I will definitely go there in my next visit and spend some time in the Bharatpur watch tower to watch elpehants in the wild. I wonder if there is any other city in India where you have an elephant sanctuary right next to it. This aspect of Bhubaneswar is not much known. May be it should remain that way despite this posting.

It’s something unheard of but Kalinga which slipped into a small well after getting isolated from its main pack that strayed into an OUAT farm on May 5, finally found acceptance on Saturday from a group of 22 elephants in forests of Chandaka, on the City outskirts.

Two forest guards monitoring the calf saw how it was welcomed into folds of two herds near the watch tower of the protected area. Kalinga was allowed to roam near a water point adjoining the watch tower at Bharatpur.

The herds – in groups of four and 18 – reached the spot at 5.30 pm where a female, as if in a gesture of welcome, tugged at the calf before dragging it into the group. The rest encircled the baby and vanished into the jungle. …

The Chandaka Sanctuary officials had tried the reunion earlier but in vain. Kalinga was kept confined in a breakable enclosure near sanctuary’s entrance at Godibari but the herds would pass by it.

However, DFO Akshay Kumar Patnaik was not one to give up hope. The calf was shifted near Bharatpur watch tower on June 11 as the area is frequented by several herds because of the water point. On the first day itself, two herds came calling but Kalinga found no acceptance.

Then the calf was freed from its enclosure so as to facilitate interaction with the approaching herds. On Tuesday, three packs came across the calf and approached it but Kalinga was reluctant and returned to its base where it is fed and taken care of by the forest officials, Patnaik said.

On Saturday, Kalinga had ‘lactogen’ for lunch and what followed was nothing short of milestone in wildlife management.

But sanctuary officials are worried about Kalinga’s diet as it was on lactogen for last 41 days and could face difficulty in taking milk from its mother.

There are several other charming stories associated with the Chandaka Sanctuary. Decades ago a royal Bengal tiger from the sanctuary jumped into the enclosure of another tiger in the adjoining Nandan Kanan zoo. More about this another day.

The article says that the Balasore district ports face problems from the Dept. of Defense because of the missile testing range nearby. The article does not mention the following plan:

Zee news reports that Arcelor-Mittal’s project in Orissa on schedule. Following is an excerpt from that report.

Announcing that the company has already acquired space at the fortune tower for opening its Orissa office, the CEO said that the Dasturco would prepare reports for its steel mill, rehabilitation colony and an environment management plan (EMP).

“Since the Orissa government has been pressing for an EMP, we have also asked the Dasturco to look into this aspect”, Mishra said, adding that the company would proceed further after getting the reports.

Sources said the company expected the DPR from Dasturco within the next 12-18 months. Mittal Steel had signed an MoU with the Orissa government in December 2006.

The world’s number one steel company plans to set up its 12-mtpa steel unit in two phases. It has sought 8,000 acre of land in Keonjhar district to house its steel plant, a 7,500 mw captive power plant and a township.

Business standard reports that the Orissa government is after Accenture and other big IT consulting companies. There is nothing concerete here except that its a policy decisions to go after these biggies with an attractive package. Following are excerpts from that report.

The Orissa government is rolling out the red carpet to get the management consulting, technology services and outsourcing firm Accenture to set up facilities in the state. …

Orissa IT minister Surya Narayan Patro said, “We have initiated discussions with Accenture.”

A top official of the Orissa IT department said, “The government would leave no stone unturned in bringing in big companies like IBM, Cognizant and Accenture to the state. Discussion were on and the government would contact Accenture.”

The Orissa government was working out a package offering excellent infrastructure to companies keen to invest in the state.

Accenture currently had 1.5 lakh employees in 49 countries with global revenues of around $18 billion, and was one of the largest computer services and software companies.

India was an integral part of Accenture’s global delivery centre (GDC) and its second largest country of operation, with branches at Bangalore, Chennai, Hyderabad, Mumbai and New Delhi employing 15,000 professionals in India.

The Orissa government recently allotted 1074 acres of prime land for three IT zones labelled Infocity 1 to 3. While Infocity-1 was functional, Infocity-2 and Infocity-3 were
under planning and development. TCS, Infosys and Satyam had units here while Wipro, MindTree and Hexaware were expected to decide on facilities in Bhubaneswar soon and Genpact had committed to invest at Infocity-1.

Orissa expected software exports to cross Rs 1000 crore from the 2006-07 export figure of Rs 734 crore.

IT small and medium enterprises (ITSMEs) in Orissa were working on a plan to take up software exports. Currently there were about 135 IT firms registered with the Software Technology Park of India (STPI) in Orissa.
