The single window committee (SWC) on Friday approved proposals for four industrial units, two of them power plants, with an investment of Rs 1,286.61 crore.

… The proposal of M/S Beverages Private Limited to set up a soft drink beverages unit with capacity of one lakh crates per annum at Atabira in Bargarh district with an investment of Rs 59.61 crore was approved in the meeting.
Similarly, the proposal of M/S Essar Power Orissa Limited to set up 4×30 MW captive power plant in two phases at Paradip with an investment of ` 683 crore was also given the green signal.

It is expected that the project will provide employment opportunity to 200persons.

The proposal submitted by Investa Ventures Limited for setting up a LED manufacturing plant and incubation park at Chandaka near Bhubaneswar with an estimated investment of Rs 190 crore was also approved.

The plant will produce energy saving LED electric bulbs and tubes and is expected to open employment opportunities for 470 persons.

Besides, the proposal of M/S Ultra Tech Cement Ltd for expansion of the existing cement grinding capacity from 1MTPA to 3 MTPA at Jharsuguda Cement Works and bulk terminal in Cuttack district with an investment of ` 354 crore has also got the approval of the committee.

… the single-window clearance committee of the state government, cleared five proposals worth Rs 1,340 crore. Industries secretary T. Ramchandru said that Orissa-based Konark Kranti Energy would set up a petroleum complex at Paradip and a petroleum storage facility at Dhamra port. “The company will invest Rs 300 crore,” he said.

Britania Industries Limited would also set up a plant at Khurda with an investment of Rs 51 crore.

Around 700 people will be employed by the firm. Everest Industry would set up a corrugated asbestos plant at Somanthpur in Balasore with an investment of Rs 69 crore, Chariot Steel and Power would expand its cement plant at Sundergarh and invest Rs 320 crore while Nababharat Ventures Limited would set up a power plant with an investment of Rs 600 crore, he added.

The investment proposals were approved by the Single Window Clearance Committee (SLWCC) meeting chaired by the chief secretary Mr B K Patnaik here.

“The 16 projects approved today will give direct employment to 15,000 people and provide indirect employment for another 25,000 persons,” Industries secretary Mr Sourav Garg told reporters adding that projects worth less than Rs 1,000 crore got clearance from the SLWCC.

Stating that the projects were in cement (4 units), food processing (one unit), manufacturing (one unit), power (one unit), paper (one unit) and steel (five units) sectors …

The food processing sector is gradually gaining momentum in the state. After a string of investment proposals from biggies in the sector like Britannia, ITC, Parle Agro Indo Nissin and Future Foods, another behemoth in the packaged food industry-Nestle has evinced interest in setting up a state-of-the-art food processing unit in the state at an investment of around Rs 500 crore.

The food processing facility of Nestle would be spread over 50 acres and the Industrial Infrastructure Development Corporation of Orissa Ltd (Idco) has already identified land for the purpose between Bhubaneswar and Khurda, an official source told Business Standard.

Nestle India’s Orissa facility will manufacture the entire gamut of the company’s products including milk products, beverages, chocolates and confectionery.

… Among the other big players in the food processing sector- Parle Agro’s unit has been cleared by the State Level Single Window Clearance Authority while the site selection is underway for the proposed project of Indo Nissin Foods, the noodles maker.

ITC has so far remained non-responsive after initially evincing interest to invest in the food processing sector.

Britannia Industries Ltd, India’s leading biscuit company, expects to start work on its second unit in Orissa soon.

"We have applied to the Orissa government for 10-12 acres of land near the twin city of Cuttack and Bhubaneswar and expect to get a final nod on it within weeks", said Vinita Bali, Managing Director, Britannia Industries.

Bali, …, said the proposed unit will produce different varieties of biscuits mainly for the Orissa market.

The unit, to be built at cost of Rs 40 to 45 crore, will have an installed capacity to produce about 2,500 tonnes of biscuit per month.

It being a labour intensive industry, the unit will employ about 500 to 700 persons. This will be the second unit of the company in Orissa. It presently has a 1,000 tonnes per month capacity biscuit unit in Mayurbhanj, boardering West Bengal.

… The company, at present, has manufacturing facilities in Uttaranchal, Delhi, Chennai and Kolkata.

Should the Odisha government give them 10-12 acres of land in Bhubaneswar-Cuttack for an investment of only 45 acres and employment of 700 people, most of which will be perhaps unskilled workers? Also, why do they need to establish it in Bhubaneswar-Cuttack. Why not in a rural area where 700 unskilled jobs will be appreciated more and where land is less of a concern.

The Orissa government has allotted 110 acres of land to 55 industrial units for the proposed food processing park project being developed at Malipada in Khurda district.

“The food processing park would be developed on 162 acres of land. The state government has already allotted 110 acres to 55 units. It will invest Rs 9.9 crore on infrastructure development for this food park and out of this Rs 1.91 crore has already been deposited with the Industrial Infrastructure Development Corporation of Orissa (Idco)”, said state industries minister Raghunath Mohanty.

Besides the food processing park, the state also planned to develop a mega food park at Khurda and the proposal is under the consideration of the Government of India, the minister stated.

The mega food park project, which is to be developed on around 200 acres of land, has the potential to attract investments to the tune of Rs 2000 crore. …

The government had roped in IL&FS as a consultant to help boost investments in the food processing sector. Tenders for this project were likely to be invited by August this year. …

Following is an excerpt from a report in Business Standard by Jayjit Dash.

The Orissa government is likely to form a special purpose vehicle (SPV) with Infrastructure Leasing & Financial Services (IL&FS), one of India’s leading infrastructure development and finance companies, for the proposed mega food park project at Khurda.

The mega food park which is coming up on 250 acres of land at Khurda has the potential to attract investments to the tune of Rs 2000 crore.

“… The Centre is planning to float tenders for this project by August and the project is expected to attract many noted developers in the food processing sector”, Saurabh Garg, industries secretary, Orissa government told Business Standard.

Besides offering its expertise to help boost investments in the food processing sector, IL&FS will also offer its inputs to the state government in finalizing the food processing policy which would be notified soon, he added.

Garg admitted that the lack of adequate storage facilities was impeding the growth of the food processing sector in the state. To overcome this, he stated that the state government had a preliminary round of talks with Fresh and Healthy Enterprises Ltd, a wholly owned subsidiary of Container Corporation of India Limited for setting up cold chains in different locations of the state.

The details in this connection, however, are yet to be finalized.

It may be noted that IL&FS had carried a study on raw material availability for the food processing sector in different locations of the state. It had identified paddy, mango, tomato, coconut, cashew, ginger and brinjal as the products with a huge potential for processing but had pointed out that the major bottleneck to the growth of the sector was the inadequate cold storage facilities in the state.

To give the much desired fillip to the food processing sector, IL&FS had suggested the Orissa government to offer a package of incentives to attract big players in the sector like ITC, Britannia Industries and Parle Agro Ltd.

Hemant Sharma, director, industries department, Orissa government said, “IL&FS has suggested us to offer a host of incentives like capital investment subsidy of at least 30 per cent, make provisions for seasonal electricity tariff for the food processing units, offer these units exemption from Value Added Tax (VAT) and provide interest subvention of five per cent. While Bihar offers a capital investment subsidy of up to 40 per cent for maize processing, there is no such scheme in Orissa.”

All the big players- ITC, Britannia Industries, Parle Agro Ltd and Indo Nissin Foods Ltd have evinced interest in investing in the food processing sector in the state.

Among these, Parle Agro’s unit has been cleared by the State Level Single Window Clearance Authority while the site selection is underway for the proposed projects of Britannia Industries and Indo Nissin Foods, the noodles maker.

LMJ International, a Kolkata-based export firm had also proposed to set up a maize processing complex in south Orissa’s Nabarangapur district at an investment of around Rs 150 crore.

Hyderabad based NSL group … has proposed setting up a food processing plant, a sugar refinery and a textile spinning mill in the state with a combined investment of Rs 2340 crore.

Sources said, the company keen to set up a seed processing plant at Bonda in Baragarh district at an investment of Rs 40 crore.

The project is expected to generate direct and indirect employment opportunities for 2100 persons. About 8,000 farmers would also get the benefit of contract farming. Similarly, the company proposes to set up a sugar refinery with a capacity to crush 5,000 tonnes of sugarcane per day at Paradeep.

The project is estimated to cost Rs 800 crore and it would directly and indirectly employ about 1000 persons. NSL also intends to invest Rs 1,500 crore for setting up a spinning mill in the state.

The project is expected to provide direct and indirect job opportunities and benefit about 1 lakh farmers through contract farming.

The company is in the process of submitting the detailed proposals to the state owned Industrial Promotion and Investment Corporation of Orissa Ltd. (Ipicol) in this regard.

Update: Following are excerpts from a report in Business Standard.

Astha International Limited, one of India’s leading direct selling companies based out of Surat (Gujarat), would invest Rs 5000 crore on a slew of business ventures in Orissa by the end of 2012.

The investment which is to be raised through a mix of debt and internal accruals as well as from its 4.5 lakh odd distributors across the country, will be made on developing an integrated township project called ‘Astha City’ near Berhampur, a star hotel in Puri and a textile mill in Bhubaneswar.

Besides, Astha International would set up a dairy production unit, a multiplex and a hyper mall in the city.

The company has opened an office in the city and this would serve as the zonal office for the states of Orissa, Andhra Pradesh, Chhattisgarh and West Bengal.

Together, all these projects will generate direct employment for over 10,000 people in the state.

All these projects are expected to be commissioned by the end of 2012.

"… The company would first begin with the integrated township project for which it has already identified around 200 acres of land near Berhampur.”

The company is betting big on the Orissa market which currently accounts for about 50 per cent of its overall revenues.

Astha International which has operations in 12 states of the country, clocked a revenue of Rs 300 crore in the last fiscal.

Out of 4.5 lakh distributors of the company, 1.5 lakh are based out of Orissa.

Astha International, which has more than 10,000 products in 26 different segments, also plans to float a bank called Astha Bank by 2011-12.

“We have already got the license of the Reserve Bank of India for starting banking operations and our bank will commence operations from 2011-12”, Chauhan claimed.

2. Business Standrad on MOU with five IPPs for 4800 MW power:

The cumulative capacity of these projects would be 4800 Mw and the total investment is envisaged to be Rs 23203.52 crore.

With this, the total power generation projected in the state would increase to 31100 Mw from 26300 Mw earlier.The Orissa government has already inked MoUs with 21 IPPs with an aggregate generation capacity of 26,300 Mw earlier.

… Five companies who signed the MoU included BGR Energy System, JR Powergen Private Ltd, Adhunik Power and Natural Resources Ltd, Maa Durga Thermal Power Company Ltd and Vijaya Ferro and Power Private Ltd.

JR Powergen Private Ltd would set up a 1980 Mw thermal power plant at Kishorenagar near Angul at an investment of Rs 7988 crore. BGR Energy Systems Ltd also plans to set up a 1320 Mw power plant at Bhapur in Nayagarh district at an investment of Rs 6287 crore.

Similarly, Adhunik Power and Natural Resources Ltd would set up a 1320 Mw power plant at Birmaharajpur in Sonepur district entailing an investment of Rs 8079.74 crore. All these proposals were cleared by the High Level Clearance Authority (HLCA) chaired by the chief minister Naveen Patnaik.

On the other hand, Maa Durga Thermal Power would set up a 60 Mw ((2x30Mw) power plant at Tangi in Cuttack district, involving an investment of Rs 296.95 crore. Besides, Vijaya Ferro and Power Private Ltd, planning to set up a 120 Mw power plant (IPP) at an investment of Rs 550 crore at Kesinga (Turla Khamar) in Kalahandi district.

The total land requirement for these projects have been assessed at 4360 acres and about 22,325 direct and indirect employment opportunities are expected to be created when these projects would be fully commissioned. Three projects namely BGR Energy System, JR Powergen Private Ltd, Adhunik Power and Natural Resources Ltd would source water from the Mahanadi river system, Maa Durga Thermal Power would draw water from Birupa river.Vijaya Ferro and Power plans to source water from Tel river.

3. Hindu on preliminary bids for UMPP at Bedabahal:

the government was likely to invite preliminary bids for the 4,000-MW Ultra Mega Power Project (UMPP) at Bedabahal in Orissa by April 30.

The request for qualification (RSQ) for the project may be issued by April 30.

This Bedabahal project would be the sixth UMPP project. The government has already awarded four UMPPs, of which three — Sasan in Madhya Pradesh, Krishnapatnam in Andhra Pradesh and Tilaiya in Jharkhand — have been bagged by Reliance Power.

4. Sify on 595 crores for waterbody upgrade:

As many as 1817 water bodies, mostly the minor irrigation projects (MIPs) in 20 districts of Orissa, would be revitalized under the Centrally sponsored scheme of Repair, Renovation and Restoration (RRR) of Water Bodies.

These water bodies would be revitalized within a period of three years at an estimated cost of Rs 595.14 crore.

The funding for these projects would be shared between the Government of India and the Orissa government in the ratio of 90:10 for the Maoist infested, drought prone and backward districts of Kalahandi, Bolangir and Koraput (KBK).

For the other districts, the share between the Centre and the state government will be 25 per cent and 75 per cent respectively.

While the design ayacut of all 1817 projects was 2, 48,545.86 hectares, the irrigation potential of an additional 89,110.02 hectares of land would be revived through these projects, sources said.

Most of these projects under the RRR scheme are being taken up in south Orissa’s Ganjam district. About 800 projects under the scheme are to be taken up in the district at a cost of Rs 250.87 crore.

… Apart from Ganjam and KBK, the other districts where the scheme will be implemented are Bargarh, Bolangir, Gajapati, Jajpur, Kalahandi, Kandhamal, Koraput, Mayurbhanaj, Nabarangapur, Nayagarh, Nuapada, Rayagada, Sambalpur, Sundargarh, Balasore, Malkanagiri, Subarnapur, Deogarh and Dhenkanal.

The pilot project for this scheme was implemented for 137 projects in Ganjam and Gajapati districts at a cost of Rs 18.84 crore during 2005-06 to 2008-09.

Government of India is likely to set up a mega food park and a marine food park at Malipara near Khurda in Orissa with an area of 282 acres. This information was given by Subodh Kant Sahai, Union Minister for Food Processing while responding to a demand raised by Naveen Patnaik, Chief Minister, Orissa at the Orissa Investors meet 2010.

Kolkata-based Four Star Export House LMJ International Ltd and National Niryat Award winner in 2009 having Rs 2,000 crore of agri export during 2008 has proposed to set up a maize processing complex in Nabarangpur district.

… LMJ International is likely to start the unit as early as December this year, subject to approvals by the authorities.

… An exclusive port for export of processed fruits and vegetables has also been proposed by the company.

The Chief Executive Officer of the company made the proposal at a meeting in Bhubaneswar … which was convened as a follow-up to the meeting of Agri Business Summit Agro Protech 2009 held in Kolkata …

 

Following is from a report in Hospitality Biz India.

The Institute of Entrepreneurship Development (IED) is likely to set up three food processing centres (FPCs) in Orissa to provide infrastructural facilities for farmers to directly process their products. These FPCs are expected to be developed in PPP mode.

While, the required infrastructure will be created by the Orissa government, the day to day operations, including the centres’ maintenance will be managed by a private agency. Currently, the details of the FPCs are being worked out by the IED and the proposal will be sent to the Union Ministry of Food Processing Industries for assistance after the plan is finalised.

The state government has identified three locations, namely Cuttack, Jagatsinghpur and Phulbani, for setting up of these Centres. However, a final decision regarding the locations for these FPCs is yet to be taken.

The Orissa government is planning to set up two mega food parks in south Orissa’s Ganjam and Gajapati districts at an investment of Rs 200 Crore. The proposal to set up the parks is pending before the Union Government’s concerned departments.

Of the total investment, the Union Government is likely to bear 50 per cent of the cost, while the balance 50 per cent will be provided by the Orissa government. Two mega food processing units are likely to be set up in the food parks to facilitate vegetable and fruit processing. The proposed food parks will offer marketing avenues for different agricultural and horticultural products from the farmers after these products are scientifically processed.

The Infrastructure Leasing and Financial Services (IL&FS) will prepare a project report for setting up of a mega food park at Malipada near Khurda, about 30 km from Bhubaneswar. It will study the feasibility, plan for infrastructure within the park, formulate promotional and marketing strategies among others. …

The latest initiative of the state government assumes importance as the Union government is encouraging establishment of food processing parks and has already announced a grant of Rs 1500 crore for 30 mega food processing parks in the country by the end of 2008.

Though none of the proposed mega food parks in the country has been notified yet, the state government will send a proposal to the Union ministry on setting up of a food processing in Orissa, said the sources. In case the Union government does not approve the state’s proposal, the state government intends to go on its own to set up a mega food park at Malipada, sources added.

The state government has already identified 80 acres of land at Malipada for this purpose. It will be handed over to the state owned Industrial Infrastructure Development Corporation (Idcol) by the district collector of Khurda and the process will be completed within 45 days.

The Union minister for food processing will be invited by the state government to visit the identified location towards the end of November. Besides, steps will be taken to develop a chain of cold storage between Cuttack and Bhubaneswar.

This was decided at a review meeting on the food processing industries in Orissa chaired by the Development Commissioner (DC) R N Bohidar recently.

As per the Government of India (GoI) scheme, the mega food park need to be built on a minimum area of 100 acres and maximum area of 100 hectares and the grant can be availed in two installments.

Khurda will be a preferred location as it will be closer to the bio-technology park being set up at Andharua near Bhubaneswar which will add synergy to the project.

Sources said, the plans for the development of terminal market or distribution centres at key locations like Choudwar, Berhampur and Sambalpur along with the supply chain of horticulture products in the catchment areas are being worked out by the department of horticulture.

That apart, multi-product cold chain network and the Inland Container Depos (ICDs) at Kalinganagar and Jharsuguda by CONCOR and similar facilities proposed at other places like Rourkela, Bhadrakh and Angul are likely to give a fillip to the sector.

In view of the potential in the food and the agro-processing sector, some sub-sectors have been identified by the state government for development. This includes rice, cashew, spices, mango, marine and fishery, diary and maize.

… According to the official figures, there were 92,417 micro and small enterprises (MSEs) in the state by the end of 2006-07 with an investment of about Rs 2825.16 crore. Out of it, 21,298 units were in the food and allied sector with an investment of Rs 803.78 crore. While the MSE sector accounted for about 5,56,908 employment, out of it the food processing sector engaged 1,10,329 persons.

Around 850 families in Orissa’s Keonjhar District alone earn their livelihood from Badi making. Traditionally, the Badis have been prepared by grinding the Udad pulse (split black gram Dal) on a sil-stone. But to produce it for commercial purposes, today machines are used to grind the pulse for the Badi paste.

Today, the Badis prepared in Keonjhar District gaining popularity all over the country and in different parts of the world.

“We are supplying Badis to foreign countries too. The women in the old town of Keonjhar prepare these Badis. These Badis are made of Udad Dal (split black gram Dal) and various types of spices are mixed in it,” says shopkeeper Pradumna Patnaik.

Most of the Badis are marketed by Orissa Rural Marketing Services (ORMS) which also facilitates getting advance from banks to the women entreprenuers.

“Every house of Keonjhar district is preparing Badis. It is a part of their culture. For a few years, the people of Keonjhar are commercially preparing the Badis and they are also making it and it helps in their livelihood and promotional activities,” said Anant Charan Sahoo, the Chief Executive of, ORMAS in Keonjhar.

“We are also giving them training to value addition of making Badis in Keonjhar District. More than 200 groups are now engaged in Badi activities. Some parts of Keonjhar like Ghatna, Harichandanpur and Sadar block, the groups are engaged in this activity and they are even getting more money out of that Badi activity,” he added.

Many varieties Badis that are prepared by mixing Udad dal, pumpkin, almond, cauliflower and various other items and condiments. Badi added to enhance the taste of dishes.

“The Badis are very famous in Keonjhar. Badi is such a food item that tastes very good when it is fried with onion and garlic and being eaten with even overnight cooked rice. It also tastes good if it is made with vegetables. The Badis are also used in the marriages and fasts. The food doesn’t taste well without Badis. It is such a food item which can be eaten with rice even by roasting it in fire,” said Harekrishna Patnaik, a buyer.

ITC group on Tuesday expressed keen interest in making investments for setting up luxury hotels and food parks in Orissa, official sources said.

This was conveyed to the state government during a meeting ITC vice president Nazib Arif had with chief minister Naveen Patnaik here, the sources said, adding Patnaik promised necessary cooperation for the proposed ventures.

The proposed food parks would have facilities for setting up of processing units, sources said.
