Nikon India, the 100% subsidiary of Nikon Corporation the leaders in imaging technology has started Nikon Collection Centre (NCC), an initiative taken by Nikon India to cater to the wider base of Nikon customers by floating Camera Collection Points across locations, especially the non metro areas.

The collection centres would act as main contact point for collection of any Nikon Imaging Products ( D-SLR’s, COOLPIX Compact cameras, NIKKOR lenses and accessories) that shall be sent for repair to the nearest Service Facility Centre for necessary correction by NCC. Once repaired, the product will be sent back to NCC from where customer can collect his product. 

 

Under the plan for the business year 2010-2011, Nikon has already started the services in Bhopal, Noida & Mangalore. Going forward Nikon plans to start the services in Siliguri, Dehradun, Kanpur, Nagpur, Mysore and Tiruanantpuram within this month and Dhampur, Sambalpur, Udaipur, Varanasi, Shimla, Aitsar, Jammu, Agra, Coimbatore, Vishakapatnam and Rajkot taking the total to 20 by the end of this financial year.

IBM has chalked out plans to expand its business development processes to smaller cities in the country over the next couple of years. The company plans to spread its footprint to 45 cities of India. At present, a large part of the company’s business comes from the metropolitan cities such as Mumbai, Delhi and Bangalore.

“Business activities of small and medium business enterprises are increasing at a fast pace in smaller cities of the country and it is logical for us to expand our footprint across the country,” said Nipun Mehrotra, vice president, general business, IBM India and South Asia. He said with the growth of Indian economy, the small and medium enterprises would flourish and opportunities would increasingly come up in cities such as Ranchi, Ludhiana, Tirupur and Jharsuguda, among others.

Odisha plans for a state-specific SEZ policy

Under the proposed SEZ Policy, the state government shall not encourage SEZs based on mining and minerals like iron ore, chrome ore and bauxite. However, SEZs based on the use of intermediate products like alumina for smelting, primary metals for further processing on the value chain and rare minerals like tin, limenite, nickel, platinum and vanadium will be allowed.

Moreover, the state shall not encourage SEZs based on activities like mining that cause pollution. The Orissa State Pollution Control Board shall prepare a list of such industries and the same would be notified by the state government as a negative list.

The mineral based SEZs already approved shall undertake to develop and promote related downstream industrial complexes over a minimum area as prescribed by the Government of India. In the event of non-compliance of this condition, all state concessions shall be withdrawn.

The State Level Single Window Clearance Authority (SLSWCA) shall be the competent authority to screen and recommend SEZ proposals irrespective of the magnitude of investment.

All recommendations of SLSWCA would be placed before the High Level Clearance Authority for approval before making any recommendation to the Government of India.

The state government owned Industrial Promotion and Investment Corporation of Orissa Limited (Ipicol) would function as the state level nodal agency for receipt, scrutiny and placement of the applications before the SLSWCA.

For sector specific projects, the respective nodal agencies like the Orissa Computer Application Centre (OCAC), Industrial Infrastructure Corporation of Orissa Limited (Idco) and Agricultural Promotion and Investment Corporation of Orissa Limited (Apicol) will receive and scrutinize the applications.

As per the SEZ Policy of the state, the import of goods and services made to SEZ units located within the processing zone from the Domestic Tariff Area shall be exempted from Value Added Tax (VAT), entry tax, electricity duty and other cess payable on sales and transactions.

The SEZ Policy of the state has not envisaged any special provisions for backward districts like Kalahandi, Bolangir and Koraput and tribal dominated areas.

Till now, four SEZs have been notified in the state– the sector specific IT/ITes SEZ at Chandaka Industrial Estate in Bhubaneswar developed by Idco, sector specific SEZ for stainless steel and ancillary downstream industries at the Kalinga Nagar Industrial Complex being developed by JSL, aluminium and aluminium products SEZ at Lapanga near Sambalpur being developed by Hindalco Industries and another aluminium SEZ with Captive Power Plant being developed by Vedanta Aluminium Limited at Jharsuguda.

For the last couple of years the IT industry growth in Bhubaneswar had slowed down. With the economic mood of the country back in the positive direction projects put in the backburner are now getting to the forefront. Following is an excerpt from a report in Telegraph.

… The proposed IT-SEZ will come up near the Infocity-II at Godakashipur, 15 km from the city. The project that included an integrated township would require 613 acres of land, IT minister Ramesh Chandra Majhi said.

“While the proposed IT-SEZ would be set up in an area of 320 acres of land, an integrated township would be developed in the remaining 180 acres of the total area. The rest would be kept in store to meet the future needs of the department," Majhi said.

As per the proposed plan, schools, colleges, hospitals, hotels and amusement parks would be developed. …

… the proposed SEZ would provide jobs to more than one lakh IT professionals. Another four lakh people would gain suitable employment opportunities in the project, which was scheduled to start its operation during 2011-2012 financial year.

“The Orissa Computer Application Centre (OCAC) will set up a seven-storied incubation tower. All small and medium scale entrepreneurs, engaged in the IT business, would be provided space at the centre at an affordable price. The centre would come near Acharya Bihar,’’ he said.

Construction of the incubation centre has already started.

So far, two IT parks are operational in the city. The government has already signed MoUs with DLF and Raheja groups to set up two more parks in the city. The fifth park will be set up by the government’s Industrial Development Corporation (IDCO).

Raheja group is planning to set up the IT park with an investment of Rs 1,000 crore in an area of 100 acres. The group has opted for a site near the Infocity of Bhubaneswar.

Real estate giant DLF is setting up another park with an investment of Rs 1,000 crore. The foundation stone has already been laid for the DLF Infopark, which would come up in phases on 25 acres of land and is expected to generate about 40,000 direct and indirect employment.

The minister claimed that the IT firms operating from the state had exported software worth Rs 1,198 crore during 2009-10 as against Rs 1,171 crore in 2008-2009.

Officials from the IT department said it was one of the few cities in the country that boasts of the presence of the big four of Indian software exports. While Infosys and Satyam have been in the city for quite some time, TCS has already recruited about 500 people after starting its operation in 2007.

Wipro, too, has started building its campus.

Nearly 12,000 people are directly engaged in the various IT industries.

… Moreover, along with the SEZ and IT parks, the state government is also planning to set up an Information Technology Investment Region (ITIR) in the capital city. It would come up near Jatni, about 25 km from here. If things go right, it can attract an investment of Rs 15,000 crore, official sources said.

This is all good. The government should start steering away some of the IT firms to Berhampur, Rourkela, Balasore, and Sambalpur.

“Zensar has communicated that it is keen to start construction work on its development centre soon. The Orissa Industrial Infrastructure Development Corporation (Idco) has already given its in-principle approval to allot three acres of land to the software firm in the Infocity region of the city”, a top IT official told Business Standard.

Zensar Technologies plans to invest Rs 30-40 crore on its proposed software development centre. Initially, the centre would be run by a pool of 1,500 professionals but Zensar plans to make its Bhubaneswar centre the second biggest in the country after Pune where its centre is spread over 10 acres.

… Zensar has more than 4,000 employees in India and abroad. The company is rated among the top 25 software firms of the country by National Association of Software and Services Companies (Nasscom).

Meanwhile, other major IT investors have also renewed their commitment on their proposed projects in the city.

While MindTree expects to kick off construction work on its Rs 200-crore development centre in the city by June this year, ICICI Bank, which had sought an extension of two years for its Rs 600-crore eastern regional hub, has been asked by the state IT department to start construction work by April.

… MindTree, a global IT and R&D services company, co-headquartered in Bangalore and Somerset in New Jersey (US), had entered into an MoU with the Orissa government in March 2006 for setting up its software development centre spread over 30 acres.

“We are pursuing Genpact’s case with the BDA to expedite the company’s project”, the official said.

Genpact’s centre in the city will have a total built-up area of 7 lakh sq ft. Initially, Genpact would hire 500 people for running its operations and eventually, the headcount will be scaled up to 3,000.

On Raheja Corporation’s IT park, he said, land has been alloted but the company is yet to take physical possession of it. Mumbai-based K Raheja Corporation proposed to set up an IT park in the city over an area of 30 acres at an investment of about Rs 250 crore. This IT park would have a total built-up area of 10 lakh sq ft and it was scheduled to be commissioned within three years. The project would generate employment for nearly 20,000 people.

K Raheja Corporation had signed a MoU (memorandum of understanding) with the Orissa government in May 2008 and the IT park was scheduled to be commissioned within three years.

A knowledge park is coming up here at an estimated cost of Rs 100 crore. This is the first public private partnership integrated industrial park by Government of Orissa and Bharat Biotech International [BBI].

Work at the 100 crore ‘Konark Knowledge Park’ at Mouza-Andharua near the state capital here began today with the ground breaking ceremony held here on Sunday. …

The project aims to boost investments in the areas of biotechnology and pharmaceuticals in the state of Orissa. When completed, this infrastructure will create world-class, state-of-the-art research and development enterprises in an exceptional environment designed to foster novel approaches to healthcare and its delivery.

The state government has allocated 64.86 acres of land (30 acres in Phase I and 24.86 acres in phase II) including 10 acres of land for development of Biotech Incubation Centre through a Special Purpose Vehicle [SPV] for development of an integrated industrial park to attract and promote biotechnology, pharmaceutical and information technology industries here. The land for park has been allocated in the form of a long term lease to the SPV named Konark Knowledge Park Pvt. Ltd.

The SPV will execute the Lease cum Development Agreement with Orissa Industrial Infrastructure Development Corporation (IDCO). The project is expected to be completed over a period of 8 years.

… Orissa Industrial Infrastructure Development Corporation (IDCO) will provide all external infrastructure facilities, such as four-way lane roads to the gate, uninterrupted water supply, uninterrupted power with 33KVA sub-station, sewage etc to facilitate rapid development of internal infrastructure.

BBI has successfully developed an integrated Agri-Biotech Park in Bangalore and establishment of Genome Valley BioPharmaceutical cluster located in the outskirts of Hyderabad.

Genpact, the BPO arm of the US-based General Electric, had aimed to operationalize its delivery centre in the city by the fourth quarter of 2009-10. But as things stand today, the project is unlikely to take off before March 2010. …

Initially, Genpact planned to hire 500 professionals for its delivery centre in the city and later ramp up the headcount to 3,000.

Genpact had so far only put up a boundary wall for its proposed centre which would have a total built-up area of seven lakh sq ft. Another IT firm MindTree Consulting Limited which had announced a software development centre in Bhubaneswar at an investment of Rs 200 crore is non-committal on its project.

MindTree was scheduled to commence construction work for its development centre in September 2008. The software firm had sought 30 acres of land for its development centre and it had a long-term manpower requirement of 5,000 employees.

Meanwhile, the projects of other IT investors like Zensar Technologies, ICICI Group, Raheja Corporation and Apeejay Surrendra Group were now put on the back burner, given the slump in demand for IT projects, the official added.

ICICI bank, which had announced to set up its eastern regional hub in the city in May 2007, is understood to have submitted a fresh building plan to the Bhubaneswar Development Authority (BDA) after the notification of the revised building norms by the authority. With a built-up area of 1.5 million sq ft, the eastern regional hub of ICICI bank will have a pool of 15,000 employees in the long-run. The project is to be developed in phases over a period of six to seven years at an estimated investment of Rs 600 crore. Similarly, Zensar Technologies was allotted three acres of land in the Infocity area of the city by the Orissa Industrial Infrastructure Development Corporation (Idco).

… IL&FS-IDC had earlier submitted its draft report to the state government in February this year. However, the project had to be reworked by IL&FS-IDC in the wake of the Centre’s proposal to develop an airport in the same area.

Sources close to the development said, the plan to develop the airport has been okayed by the state government and the proposed airport would be a part of the IT investment region.

The airport will come up on an area of about 2,300 acres close to the site of the Indian Institute of Technology (IIT), Orissa which is being set up over 835 acres of land at Jatni, about 20 km from the city.

… The IT investment region (ITIR) in Orissa will occupy an area of 40 sq km (around 10,000 acres) between Bhubaneswar and Khurda.

This ITIR project is expected to be fully operational by 2020.In the final project report, IL&FS-IDC had included among other things an airport, a global IT training centre, a bio-tech park and a science city spread over 350 acres.

The Infocity-II project being set up by the state government on over 600 acres of land at Janla on the outskirts of the city would also be a part of the IT investment region.

The ITIR would be developed in two phases out of which 20 per cent of the investment is committed for the first phase while the balance 80 per cent of the investment will come in the second phase.

The entire cost of the project is yet to be ascertained. While the Centre will provide external infrastructure for the project in the form of roads, the onus is on the state government to acquire land for the project.

According to the project plan of IL&FS-IDC, 40 per cent of the area of the ITIR would be earmarked for the processing units of information technology (IT) and ITes sectors (IT enabled services) as well as electronics and hardware manufacturing units.

The remaining 60 per cent of the area would be devoted to the non-processing facilities like research and development centre, technological institutes of national and international repute.

This apart there would be a central business district, an integrated township comprising social infrastructure facilities like schools, hospitals and shopping malls and external infrastructure like roads.

The Orissa information technology department (IT) expects the construction work of the approach road for the proposed Infocity-II project to kick off by January next year. Infocity-II is being developed on an area of over 600 acres at Janla, on the outskirts of the city by January next year.

“The state government is committed to provide external infrastructure like approach road, electricity and power for the proposed Infocity-II project. This external infrastructure will be developed at an investment of about Rs 150 crore and a provision has already been made in the state government’s budget for this investment”, Pradipta K Mohapatra, the state IT secretary told Business Standard.

He said that the state IT department was now on the look-out for anchor tenants for the Infocity-II project and software major Wipro Technologies had evinced interest in taking possession of 100 acres of land at the site. Official sources, however said that the Orissa Industrial Infrastructure Development Corporation (IDCO) may delay the process of floating advertisements for the Infocity-II project in the wake of economic downturn.

“Due to the global financial meltdown, IT majors like MindTree and Genpact are likely to defer construction work of their proposed development centres in Orissa by at least three months. The state government is also unlikely to receive fresh investment proposals from the IT and ITes (information technology services) players in the remaining months of this fiscal”, sources added.

MindTree Consulting Limited, a global IT and R&D services company had announced to resume construction of its proposed software development centre, over an area of 30 acres at Infocity in Bhubaneswar by September this year.

The company, co-headquartered in Bangalore and Somerset in New Jersey (US), is investing around Rs 200 crore for the development centre. MindTree was planning to recruit about 1,000 software professionals for the centre and eventually ramp up its headcount to 5,000.

On the other hand, the proposed global delivery centre of Genpact, the BPO (business process outsourcing) arm of US-based General Electric was scheduled to be operational by the third or fourth quarter of 2009. The BPO firm had plans to hire around 500 professionals initially for this centre and later scale up its headcount to 3,000 in the long run.

… The software exports from the state stood at about Rs 850 crore in 2007-08 and the state IT department had set a target of software exports worth Rs 5,000 crore by the end of 2011-12.

…With a headcount of around 3,000 in its Bhubaneswar centre, Infosys has targeted software exports of around Rs 800 crore from the city.

While Infosys recruited 700 people from Orissa in 2007-08, Wipro Technologies added 400 to its workforce from the state in the same period.

Bharat Biotech of Hyderabad selected to develop the Biotech-Pharma-IT Park in Bhubaneswar under PPP

… Bharat Biotech International Ltd, a producer of vaccines and biotherapeutics announced that the Orissa government has selected the company as the developer for its ‘Biotech-Pharma-IT Park’ project under public-private-partnership (PPP) mode.

The proposed industrial park is coming up on a 54.86 acre land located at Mouza-Andharua in Bhubaneswar.
BBIL will promote a Special Purpose Vehicle (SPV) to undertake the integrated industrial park. The project is estimated to cost Rs100 crore and is slated to be complete in eight years, a press release issued here stated.

“Our task is to focus on rapid development of this park by developing core infrastructure and technology to enable establishment of new companies whereby new local entrepreneurs in the biotechnology field will be created,” BBIL Chairman and Managing Director Krishna Ella said in the release.

About 10 acre land, within the park, is earmarked for development of biotechnology incubation centre, which will be funded by Department of Biotechnology, Government of India, for the equipment or instrumentation.

A formal lease-cum-development agreement will be signed between the SPV and Orissa Industrial Infrastructure Development Corporation (IDCO).

The Orissa government and IDCO, in principle, have agreed to provide all the external infrastructure facilities like power supply, water supply among others, the release added.

Tatas plan a rural BPO in Kalinganagar

The rural BPO centre will be established by the Tata Business Support Services (TBSS) — the BPO wing and a wholly-owned subsidiary of Tata Sons — in partnership with Tata Steel Rural Development Society — a corporate NGO managed by the Tata Group for the last 60 years. To start with, it is expected to employ around 200 people.

Sources close to the development said the company has already recruited the first batch of the executives for the BPO unit, who are expected to undergo two months of training at TBSS’ headquarters in Hyderabad. TBSS has developed a specialised training programme in view the fact that most of the new recruits are not computer literate. It currently operates three rural BPO units that employ around 500 people in all.

A spokesperson from Hyderabad-headquartered TBSS confirmed the move. A senior official of the Tata group said the company was looking for graduates and under-graduates with some knowledge of English.

The centre aims at handling the Orissa region front-end and customer support works of group companies including Tata Teleservices and Tata Sky. The BPO unit will also provide services to other firms who have substantial operations in Orissa.

“Opening the BPO unit in Kalinganagar will provide us access to many educated but unemployed youths in semi-urban areas like Jajpur Road and Duburi which have a number of colleges and educational institutions in and around. The education level among the masses in these areas is comparatively high and the aspirations level of the local people is also very high,”said a Tata group executive in charge of human resources development.

“Although most youths in these areas are interested in higher-end and computer-related jobs, there were no opportunity in these places,” the executive added.

The group will initially run the BPO unit in the transit houses and rehabilitation set-up established by the company in Kalinganagar, before moving into a dedicated building in next few months. The centre will start as a voice-based BPO with focus on Bengali, Hindi and English languages other than Oriya.

The Orissa government today entered into a memorandum of understanding (MoU) with the K Raheja Corporation for setting up a IT park in Bhubaneswar with ‘Mindspace‘ branding. …

The proposed IT park will be implemented through a joint venture company to be formed between the state owned Industrial Infrastructure Development Corporation (IDCO) and K Raheja group. It is expected to be completed in about 3 years and an estimated Rs 250 crore will be invested in the first phase.

Three possible locations at Infocity-I, Infocity-II and Mancheswar Industrial Estate have been identified but the final location will be decided in consultation with the Raheja group.

Proposed to be built over 30 acres of land, the IT park is expected to generate employment opportunities for more than 12,000 persons in next 3-4 years. K Raheja group , which is engaged in the business of infrastructure development, has the experience of developing similar IT parks in places like Hyderabad and Mumbai. …

the park will be developed in public-private-partnership (PPP) mode. It will have about 10 lakh square feet of space to be used by different IT and ITeS companies coming to Orissa. As this project is highly employment intensive, it will be beneficial for the state.

Stating that about 3-4 lakh jobs are likely to be created in the IT and ITeS sector of the state, the minister said, the government is trying to achieve Rs 5000 crore software export target set by chief minister Naveen Patnaik well before 2012.

Ravi C Raheja said, that every ‘Mindspace’ IT park developed by the company is green certified.Citing the example of the IT park developed by the group in Hyderabad, Raheja said, the state government expected to generate about 15,000 jobs in 10 years.Within 4 years of starting the park about 50,000 jobs have already been created.The company is targeting to increase it to 1 lakh there. Bhubaneswar IT park will also generate vast employment opportunity for the people.

The development of such facility in Bhubaneswar will make it the 7th city in operation for Genpact in India.

Genpact, which has been ranked No. 1 on the 2007 list of top 15 ITeS-BPO companies in the country by NASSCOM, has recently been rated among the top three BPO employers for 2007 in Dataquest-IDC E-Sat (Employee Satisfaction) survey.

ICICI Group’s eastern regional hub for back office operations, coming up at Chandaka industrial estate in Bhubaneswar, will be commissioned in 2009. This is one of the four regional hubs planned by the group.

“We expect the first phase to be commissioned in the next 18 to 24 months,  and, hopefully, the hub will be commissioned by the summer of  2009,” K V Kamath, managing director and chief executive officer, ICICI Bank, said.

Talking to newsmen after the bhoomi pooja (ground breaking ceremony) for the proposed hub, Kamath said the second phase is scheduled to be commissioned a year later if every thing goes right.

He said the hub will have a built-up area of 1.25-1.5 million square feet in the first phase, and will accommodate about 15,000 people.

The group had earlier signed an MoU with Utkal University and KITT for offering skill-enabling and vocational courses in the domain of banking, finance and insurance.

Kamath said about 10,000-12,500 people will be employed in the Bhubaneswar hub in phases.

Chief Minister Naveen Patnaik on Friday laid the foundation stone of the Semiconductor Technology Innovation Centre. The centre will be the first of its kind in the country and will mark the beginning of a new era in the development of the IT Industry in Orissa.

Silicon Park will be established in Infocity SEZ with total project outlay of Rs 80 crore over a period of five years. The centre would provide employment opportunities to 1,600 software professionals …

Laying the foundation stone, Patnaik said the centre would take up chip design, embedded software development for products used in IT, Telecommunication and emerging technologies. It will also provide an entrepreneurial business environment and a semiconductor product eco-system.

“My Government is actively considering declaring Electronics and hardware manufacturing as a thrust sector,” he said, adding that the State Government is pursuing an ambitious target of achieving one billion US dollar in software export from the State by 2012.

Chairman of the STG Pvt Ltd M Chandrasekhar Reddy and eminent scientist from Silicon Valley Damodar Reddy were present on the occasion.

The report in New Indian Express on the same event has the following extra information.

The Chief Minister announced that the State Government will set up three more IT special economic zones (SEZs) in the State.

One of them, the knowledge industry township, will be set up jointly with the Union Urban Development Ministry and NASSCOM while the second one will be established by DLF.

While the above report mentions about three new SEZ’s, it only talks about two. The following from Samaja mentions that the third one will be a BPO based SEZ.

… The Chief Minister said his government was focussing on growth of agriculture, irrigation, infrastructure development, rural roads, drinking water, and growth in the IT sector, education and healthcare. Improvement in the people’s quality of life was the main objective of his government, Patnaik observed.He said that a special package, comprising a series of schemes, had been finalised by the State government for ensuring development of agriculture.

While a target had been fixed to bring 35 per cent of cultivable area in all the 314 blocks under irrigation cover, contract farming had been introduced in several areas for the benefit of the farmers, Patnaik said.

Stating that rural development was also a priority area for his government, Patnaik said efforts were on to improve rural road connectivity and ensure availability of safe drinking water in villages. The Jaldhara scheme was being implemented to provide piped water facility to 1000 villages in the first phase.

The government had also launched new schemes such as the Biju KBK Yojana, Gopabandhu Gramin Yojana and Biju Gramjyoti Yojana for rural development.

Mentioning about the excellent performance of tribal schools in this year’s High School Certificate examination, Patnaik said that priority was being accorded to education of tribal children. A total of 1000 hostels for tribal girls were being established in the State, he added.

As regards growth in the information technology sector, the Chief Minister said Bhubaneswar was fast growing as a major IT hub in the country. Companies such as TCS, Infosys, Wipro, Genpact and Satyam had already started their operation and very soon many companies were going to begin BPO business, he said.

The State’s software export was likely to cross Rs 700 crore during the current financial year, the Chief Minister said.

Patnaik said the government was also taking measures for proper utilisation of the rich mineral resources for the development of the State and its people. A total of 25 steel industries had already started production, he added. …

Arun Khetan, CEO, ZILS said, “The franchised childcare centres, Kidzcare, are geared to meet the gap in proper existing childcare programmes. We will be setting up a total of 35 Kidzcare centres in this financial year.”

According to Khetan, the demand for these centres is mostly from the IT and BPO crowd. “Thus, the Kidzcare centres will mostly come up in places like Bangalore, Hyderabad, Kolkata, Delhi, Bhubaneswar, Mumbai, Pune and Chennai.”

ZILS has plans to add another 70-75 centres in the next fiscal, while the target by 2011-12 has been set at 500 centres. The company expects Kidzcare to contribute about 25% to its turnover within the next five years. The Kidzcare concept operates on the franchisee model. The cost of setting up each centre ranges between Rs 10 lakh to Rs 45 lakh, not including the premises.

Leading medical transcription company in India, Vasant Scribes is set to provide training to the unemployed youth of the State to join the field even as it has commenced commercial operations from its Bhubaneswar facility at STPI here.
The company which, at present, has 35 medical transcriptionists intends to expand the facility to over 300 within one and half years. And the bulk of the staffers would be the youths who successfully complete the training.
