Following is an excerpt from a report in Livemint about the per capita income of various states in India and their growth.

According to an Assocham Eco Pulse (AEP) study on ‘States performance in per capita income’ has highlighted that Jharkhand, with per capita income of Rs14,990, has registered 16.6% growth. With an abundant resource of mineral and other natural resources, the state has been receiving investment proposals in steel, cement and power sectors, giving necessary push to its economy, providing sufficient employment opportunities.

With influx of huge capex by the large industrial houses in the core infrastructure sector, Orissa is witnessing a rapid rise of 11.5% in income distribution (Rs14,795).

…  southern states of Karnataka and Tamil Nadu and industrialized Gujarat rank among the top states with per capita income more than the all-India average of Rs20,734 (in FY06).

Karnataka tops the chart of well-to-do states with fastest growing income per person by 9.28% at Rs21829 for the FY 2006. Gujarat’s average income per person rose to Rs26,543 with growth of 8.92%. Per capita income in Tamil Nadu was recorded at Rs24,308 with rise of 8.46%. …However, Delhi and Goa, relatively smaller states, have highest per capita income at Rs49172 and Rs47507 but the rate of growth is relatively lower at 6.9% and 6%.

The state of Chhattisgarh struggling at political, social and economic front, witnessed 8.8% growth, though average income base remains very low at Rs16,365.

Development plans in Madhya Pradesh, Uttar Pradesh and Bihar are yet to take off as they remain at the bottom of the pyramid with lowest per capita incomes of Rs12566, Rs10637 and Rs6610 growing at the slowest rates of 2.9%, 3.1% and 3.7% respectively.

Per capita income in 17 states was growing below the national average of 8.4% while per capita income for the Indian economy grew to Rs22,483 in FY07 from Rs20,734 in FY06.

Maharashtra, with the largest state domestic product and major recipient of foreign as well as domestic investment, has witnessed a healthy growth rate of 7.3% in its per capita income (29,085). Another state to record above 7% growth was Uttaranchal, though the income base was low at Rs20, 328 per person in fiscal 06.

Haryana, with prosperous farm sector and booming IT, real estates, engineering and construction activities, has the third largest per capita income of Rs 29,887 growing at 6.5%.

West Bengal, despite having the fourth largest population, has managed to raise its per capita income at a rate of 6%, owing to massive investment plans in sectors like steel, real estate, power, retail and IT. The average income per person was recorded at Rs 20,485 in the fiscal 2005-2006.

There were states where the effect of overall economic boom was not reflected in their per capita income. While the state domestic product of Kerela and Andhra Pradesh grew by 8.8% and 7% respectively, average income available to each person grew by 5.9% each.

Per capita income in scarcely populated Himachal Pradesh rose at a moderate growth rate of 5.34%. As the state remains predominantly dependent on tourism sector, the level of industrial investment remains low. Per capita income was recorded at Rs27,162 in fiscal 06.
Growth in the prosperous state of Punjab seems to have stalled as rise in per capita was estimated to be mere 2.9%, even though it has the fifth largest per capita income of Rs28,605.

Non-ferrous metals giant Vedanta Resources is planning to enter the Indian steel sector with a 5 million tonne plant at an investment of about Rs 24,000 crore in Keonjhar district of Orissa and envisaging its commissioning by 2012-13.

"We are impressed at the growing consumption of steel in India and are keen to enter its steel sector. We are planning to build a 5 million tonne steel plant at Keonjhar district of Orissa. If we find a suitable partner, we should be able to commission it by 2012-13 at an investment of about Rs 24,000 crore," company sources said.

Vedanta Resources is planning to make an initial public offer (IPO) to raise $1 billion for Sterlite Energy, a subsidiary of its group company and Indian non-ferrous metals producer Sterlite Industries (India) Ltd.

"We are planning for a $1-billion IPO for Sterlite Energy in the next few months," Vedanta Resources Chairman Anil Agarwal told reporters here Wednesday.

… Agarwal said the London Stock Exchange-listed Vedanta Resources is also considering options to sell shares via a pre-IPO placement.

He added that the company plans to participate in coal-based power generation projects through the subsidiary, Sterlite Energy Ltd.

"We are looking at 10,000 MW commercial power generation by 2012," he said. The power plants are likely to be set up in Orissa and Jharkhand, he said.

Orissa Industrial Infrastructure Development Corporation (IDCO) has signed an agreement with Hyderabad-based Ramky Enviro Engineers Limited here yesterday. IDCO MD Mr Vishal Dev and Ramky MD Mr. Ravi Kant signed the agreement in the presence of senior environment engineer of state pollution control board (SPCB) Dr DK Behera.

Seventy acre land in Jajpur district has already been allotted to the waste management company for setting up of the treatment, storage and disposal facility (TSDF). In the first phase, the project cost will be around Rs 33 crore, which is expected to be commissioned within six months. It would be a state-of-the-art facility complying with the provisions of hazardous waste (management and handling) Rules-1989 as amended, said Mr Dev and added that the facility shall comprise of engineering land fill, laboratory, waste handing transport and equipment, waste disposal facility, latched facility, waste storage facility.

MindTree Consulting is planning to set up a centre in Bhubaneswar, Orissa, that will house 5,000 staff, a senior company official told NewsWire18 today.

“We have already acquired the land for the Bhubaneswar centre and I expect it to be operational by the end of 2008,” he said.

He said the company will keep adding to its manpower at the rate it has been doing so far, provided there is no slowdown in the business.

Bangalore-based MindTree currently has a staff count of over 5,000, mostly at its Bangalore centre.

The hotel with 150 guest rooms and all modern services and facilities will be located at Nayapalli. Commenting on the signing, hotel’s managing director Anil Madhok said, “With the increase in the number of business and leisure travellers in the city, we are pleased to offer accommodation of international quality for them.” The hotel will have five star services, multiple dining options, extensive meeting and banquet areas as well as a health club and spa.

Gurgaon-based Vipul Infrastructure Group is set to board the hospitality train. The company’s hotels division, Vipul Hospitality, has signed a memorandum of understanding with leading operator Sarovar Hotels and Resorts to open five new hotels, to start with.

Vipul Hospitality will invest and own the hotels, while Sarovar will provide technical assistance right from inception to completion besides managing and marketing the hotel operations.

The overall investment in the initial five projects is estimated at over Rs 500 crore.

Ajay K Bakaya, executive director, Sarovar Hotels and Resorts told DNA Money that a number of these hotel projects will also have retailing component.

“Out of the five sites being identified jointly, at least four will be mall-o-tels. Going forward, we will be working together with the realty partners in identifying more locations. All the current and future projects will be operated and managed under Sarovar’s bouquet of brands,” said Bakaya.

The upcoming hotels in Amritsar, Bhubaneswar and Raipur will be branded under Sarovar Premiere, the Mohali property will be a Sarovar Portico and the one in Siliguri will be branded as Park Inn.

Each hotel will have a room inventory of 100-150 rooms in addition to food and beverage, banqueting and conferencing facilities.

One of the pioneers in the Indian mid-market hospitality segment, Sarovar Hotels has grown rapidly since its first hotel opened in 1994.

The hospitality company currently manages 35 hotels across the country under the brands Sarovar Premiere, Sarovar Portico and Hometel, besides Park Plaza and Park Inn, which are operated under master franchise pact with Carlson Hospitality for India.

The Indian Oil Corporation (IOC) Thursday announced to set up a Bio-Diesel Oil Refinery in Orissa.

This was announced by B.B.Choudhury, chief of IOC, Eastern Zone at the Banker’s Committee meeting on rising of energy plantation and Bio-Diesel production being organised jointly by OREDA and Science and Technology Department, Orissa.

Choudhury said that IOC had plans to support all necessary infrastructures for sustainable and qualitative production of Bio-Diesel.

He said that IOC would set up the proposed Bio-fuel processing unit in a centrally located area and urged the state government to help supply high yielding non-edible Jatropha or Karanja seeds of at least 2 lakh Metric tones annually to make the unit viable.

IOC has decided to blend Petrol and Diesel with ethanol content in rational level ,he said .presiding over the meeting Orissa Chief Secretary, Ajit Tripathy announced that a Bio-Diesel Park would be set up at Deras , in the outskirts of Bhubaneswar.

First an IT park, followed by a bio-tech one and now Orissa is set for a bio-diesel space.

Chief secretary Ajit Kumar Tripathy in the capital city today flagged of the park project, which would boast of a research laboratory, as well as a plantation area with jatropha, karanja and castor plants — all of which produce oil.

… the chief secretary added that the construction work has been given to the Majhighariani Institute of Technology and Science Group, which has already started jatropha curcas plantation on 50,000 hectare in 10 Orissa districts.

“The group, in association with the government and banks, would set up the park. A minimum 100 acre is required and we have identified the land near Deras agricultural farm on the outskirts of Bhubaneswar,” said Balkrishna Panda, the chairman of the group.

He added that 10-odd acre would be required for the plantation alone. Besides, the park will be used for research, publicity and training of farmers on bio-diesel. In addition to it, the park would have one-stop solutions for fertiliser, spice and tissue culture issues, besides units of bio-diesel production plants

“It will be on public-private partnership (PPP) mode and will provide employment to 10 million in the state directly or indirectly,” said Panda.

Several banks, including Andhra Bank, Bank of Baroda, UCO bank and the Orissa State Cooperative Bank, have shown interest in the project. Indian Oil has also agreed to a marketing tie-up.

Jatropa is not a new concept for Orissa farmers. It often is planted on boundaries to protect the crop from stray cattle. But, its plantation on commercial basis in unproductive land is a new one.

Mittal gets administrative sanction to acquire land – first step in land acquisition

The Orissa government has given administrative sanction for acquiring land at Patana tehsil in Kenojhar district for Arcelor-Mittal’s proposed 12 million tons per annum steel plant.

The company … has already deposited Rs 4.03 crore with the Industrial Development Corporation (IDCO) as processing fee for phase-I land acquisition.

The government has also appointed a nodal officer to oversee land acquisition process and other issues concerning the company’s greenfield project, said Steel and Mines Minister Padmanabha Behera.

Arcelor-Mittal is understood to have sought nearly 8,000 acres of land for the purpose and the state is believed to have agreed to the request.

The government has, however, cleared acquisition of only 1,224 acre of land spread over three villages like Angikala, Baradangua and Bhrungaraj under Patana tehsil in the first phase of land acquisition.

The 1,224 acres demarcated for the first phase acquisition comprised 431 acres of government land and 739 acres belonging to private owners.

While the government had fixed price per acre of state land at Rs two lakh, it was yet to decide cost of private land which would be fixed according to rehabilitation and resettlement policy.

Under the PPT mode, the State Government has decided to build a Capital Region Ring Road. A decision to this effect was taken at a meeting of the Empowered Committee on Infrastructure (ECI) chaired by the Chief Secretary Ajit Kumar Tripathy on Tuesday.

The proposed ring road will constructed with an aim to lessen pressure on the vehicular traffic movement on Bhubaneswar-Cuttack road. The road will start from Khurda and pass through Bhubaneswar via bypass and touch Nirgundi near Cuttack. The survey work for the project will commence soon.

Keeping the growing industrialisation in view, another road under PPT will be built connecting directly Bhubaneswar to Paradip. It will also help the smooth movement of traffic from Capital to Port City. ILFS will do the necessary survey work.

In order to strengthen the PPT mode, Government has constituted seven cells in different departments like Fisheries and Animal Development, Energy, Panchayat Raj and Information and Technology.

The committee approved five proposals under PPT. In a bid to develop the infrastructure of Berhampur city, Government has decided to build an integrated commercial and residential complex under the banner Gajapati Plaza. Rs 10 crore will be spent to build this project. Government will provide five acre of land for this purpose. All the modern amenities including swimming poll facilities will also be available in the complex. The project work would be entrusted to Forum Project Private Limited. Work on the project would commence in the next 15 days. The ECI also gave its nod to set up a bio-tech farm in an area of 64.86 acres of land near Andharua on the outskirt of Bhubaneswar city. A bio-tech incubation centre will be set up in another 10 acres of land in Andharua also. Five major state-of-the-art infrastructure in the form of modular laboratories, loaded wet laboratories, common equipment facilities and amenities, pilot plant facilities and training centre would be provided in the park.

These facilities in the Biotechnology Research Platform will help to multiply the number of users on free-for -use basis. Selected private developers will be allowed to operate, manage, maintain and market the park in Bio-Tech Pharma and Bio-Informatics -IT related issues.

IRCTC tour packages from Orissa

Giving safety and passenger comfort the utmost priority, the regional office of Indian Railway Catering and Tourism Corporation (IRCTC) has rolled out well-knit packages for pilgrims and holiday-makers for the first time to major tourist places in the country.

… The new packages, however, do not include ghat sections. Nonetheless IRCTC has left no room for complaints. ‘‘We have even posted a manager who would look into the wellbeing of the people round the clock,’’ he said.

The packages include a week-long tour to North covering New Delhi, Jammu, Haridwar and Risikesh. The cost per adult has been fixed at Rs 11,800. Similarly, the ‘explore Rajasthan’ tour package, taking travellers to all known places, has been priced at Rs 17,050. They include expenses like on and off board catering, board and travelling.

Optimum return of the money spent would be the USP of the plans. The third package called ‘ Southern Splendours I and II — covering places like Bangalore, Mysore, Ooty and Hassan among others — would cost between Rs 10,250 and Rs 10,650.

In the ensuing months, IRCTC would also offer travel plans to Madurai , Rameswaram and Kanyakumari. Likewise, tour packages to Darjelling , Gangtok and Peling are also on the cards. It is also contemplating to offer customised packages.

Meanwhile, IRCTC’s budget hotel project in Bhubaneswar would start soon, having received nod from the State Government. It will come up in front of the Railway station. IRCTC has also acquired about five acres at Bhabakundaleswar near Satapada at Chilika Lake for a similar project.

Mohanty said, plans for the budget hotels in Cuttack, Puri and Visakhapatnam are awaiting the Railway Board’s clearance.

Dharitri has a nice article on the golden future of Dhamara. Following are some of the major projects involving Dhamara. My prediction is that in 10-15 years the Chandbali-Dhamara-Bhitarakanika area will be a beautiful metropolitan area  next to a national park. (See top right in this map.)

  1. L & T and the Tatas are building a port in Dhamara.
  2. Central government is upgrading Dhamara fishing jetty  to an international fishing harbor.
  3. Bharati Shipyard and Appejay group plan to build a shipyard in Dhamara.
  4. A railway line connecting Dhamara and Bhadrakh will be build.
  5. Good roads will definitely connect Dhamara to nearby National Highways.
  6. Dhamara will be a major stop in National Waterway 5.

First private STP in Orissa

Keeping to long-standing demands from the Information Technology companies in the small and medium enterprise sector, the inter-ministerial committee of the Centre has approved the first private software technology park of Orissa.

The Bhubaneswar-based JSS Group, operating as a BPO / KPO company in the banking and financial back-end services, has received the distinction. The new private STP has been christened as JSS Software Technology Park.

The private STP is being set up by the JSS Group at Infocity in Chandaka, Bhubaneswar.

… When contacted, chairman of JSS group, Bijoy K Sahoo said, "For long we have been urging for setting up a private STP in the state. Finally it has been awarded to us. We thank the Orissa government for helping us achieve our aim. This would open the flood gates for more private STPs".

Neighbouring states like Andhra Pradesh already have more than 100 private STPs, for the ITSME sector, followed by other states like West Bengal. Tamil Nadu, Karnataka and Maharashtra.

Almost 98 per cent of Orissa IT companies registered with the Software Technology Parks of India belong to the SME sector. The state has set to itself a software export target of achieving Rs 1,000 crore in the next couple of years.

So the Essar Steel will invest Rs.20518.50 crore in Orissa, said Mr.Dalwai.

The State Level Single Window Clearance Authority (SLSWCA) has paved the way for the first shipyard project in Orissa. 

… Presenting the case Ashok Dalwai, Secretary Industries the project will provide jobs for 41,000 people. 

The Bharati Shipyard Limited (BSL), a major private shipyard and the Apeejay Surendra Group, an industrial conglomerate have joined hands to set up the-State-of-the-art shipbuilding yard and ship repair yard project at Dhamra in Orissa. 

The mega shipyard project will entail an investment of Rs.2200 crore in 3 phases. 

Easy availability of raw material like steel, large number of skilled, unskilled man power and above all the proactive government policies dotted with positive environment for investors are creating conducive atmosphere for a mega shipyard in the state.

The requirement of steel in shipbuilding and repairing has been projected as in the first phase it will be up to 75,000 MT per annum, while in second phase it will go up to 2,30,000 MT.

In the final phase the steel requirement will go up to 4, 50,000 MT said the source.

The proposed site has been identified near the Dhamra Port, where out of 1500 acres surveyed 1050 acre of land has been provisionally selected for the mega shipyard.

Milestones set up for the project envisages that Master Plan will be ready in the next year and construction of the shipyard will begin in mid of 2008. 

The Joint venture promoters feel that the project will complete its first phase construction in early 2009 to begin commercial production by middle of the year.

Orissa Sponge Iron and Steel firmed its plan for setting up of a one million ton integrated steel plant, reports Business Line.

The company is also believed to have received environmental clearance for its iron ore mines. The estimated reserves of iron ore mine is 130 million tons said to be worth on a conservative basis over Rs 750 billion.
