Rushab Ship Consultant plans to run Puri-Kolakta passenger-cum-cargo cruise and establish a ship breaking place

Rushab Ship International Consultant is in talks with the Odisha government to introduce a passenger-cum-cargo cruise from Puri to Kolkatta in next three to six months with an investment of Rs 100 crore.

Addressing on the second day of the Invest Bhubaneswar, Rashmikant Kamdar, president, Rushab Ship International Consultant said, “We are having one or two vessels for this purpose. We are in talks with the state government and expect to finalise the deal soon.”

The  cruise can be used for multi purpose for ferrying passengers and cargo. There will be entertainment facility also for the passenger, he said.

Kamdar said that we are also planning  to have ship breaking place in Odisha. Odia labourers are working as ship breakers in Alang in Gujarat. “They can be employed in the ship breaking place in Odisha”, he said.

… Official sources said surveying the land for the project has already been completed. The legal and statutory requirements have been submitted to the appropriate authority for clearance.

… As per the proposal, the company would invest Rs 150 crore for land acquisition and connectivity, Rs 100 crore for energy academy, Rs 2,700 crore for power plant, Rs 1,000 crore for creating marine facilit. While Rs 400 crore would be invested for desalination plant and another Rs 500 crore would be towards township and office complex.

…Officials pointed out that oil and gas-based industries, which have shown interest in the hub are Alph Tech International Inc., Downstream Services, USA, Richemen Petroleum-Export Oriented Refinery, Dubai, SBM Offshore –FPSO Services, USA, ULO Systems LIC, Subsea Pipelines, Switerzerland and Dubai, Hyundai Offshore, South Korea.

The non-oil and gas-based industries which has evinced interest in the hub are Seacor Marine Inc, USA, Faros Investment Partners, UP, Wind Turbines and Blades, Aerostar, USA, Matrix Global LIC, USA and Virtue Group, USA.

The proposal was submitted to Chief Minister Naveen Patnaik by Mr S K Chalamsethy, Director Sonepur Energy and Oil City Private Limited set up by the consortium, sources said today.

The company, official sources said, had proposed to set up an Energy Academy for the development of technical knowhow in the energy and oil sectors and create necessary infrastructure for port, power, desalination plant, fabrication and township.

While the Consortium would invest Rs 5,000 crore, other industrial houses would invest nearly Rs 10,000 crore. The projects, when completed, would provide direct employment to 20,000 people and indirect employment to one lakh.

The Energy Academy would impart training to engineer, geologist, geophysicist, drilling engineer, fabricators besides other technical persons in close association with the international oil companies.

The company, sources said, would invest Rs 100 crore on the academy which would encourage small business men in the Oil sector.

In the proposed Oil city, a port, a ship manufacturing unit, 1000 MW gas based power plant and 120 MLD Desalination Plant, besides a modern city for a population of 10,000, would be established. This apart, infrastructure for setting up of Petrochemical complex and Oil storage would be created in the city.

Official sources said the Southern Orissa, being located on the Krishna-Godabari and Mahanadi basin, has the potential for investment in the oil and gas sectors and Orissa would emerge as a major Hydrocarbon Hub in the entire South East Asia.

In 2008 the Odisha government had proposed Bahuda Muhana as one of the sites in response to a GOI call for a PPP based shipyard. So the above mention plan for a shipyard fits in nicely; or it may mean good homework done by the group in making the overall proposal.

However, Odisha government needs to be careful about grandiose proposals from newcomers, as it may be a land grab plan in disguise.

The State is all set to have a shipbuilding factory at Charidiha near Dhamara in Bhadrak. It will be the first such private sector venture in eastern India.

The Apeejay Surrendra Group and Bharati Shipyard Limited would set up the ultra-modern ship-manufacturing factory jointly with an investment of Rs 2,200 crore. In the first phase, Rs 900 crore will be invested in the project.

Chairman and Managing Director of Surrendra Group Karan Paul and Managing Director of Bharati Shipyard Limited Bijaya Kumar on Friday called on Chief Minister Naveen Patnaik at the State Secretariat and discussed about the implementation of the project. Discussions were mainly held on the land acquisition process and other necessary clearance needed for the project. As per the provision, the work for the shipyard project will commence from January 2009 and would be completed by 2011.

The factory will have both ship-manufacturing as well as repairing facilities. The project would create job opportunity for 41,000 people directly and indirectly. 7,000 people would directly avail job opportunities in the shipbuilding factory. The State Government would get revenue to the tune of Rs 20 crore per annum from the project.

The oil rig factory would come up with the help of Oceanic Shipyard Limited, a joint venture of both Apeejay Surrendra Group and Bharati Shipyard Limited. It would be completed in three phases. The growth taking place in the steel sector in State would be of great helping for the shipbuilding factory, Government officials said.

In the first phase, 75,000 tonne of steel will be used for establishing the ship making factory. In the second phase, the project will require 2,30,000 tonne of steel, and 4,50,000 tonne in the third phase.

The company is planning to set up an industrial training centre at Dhamara area to train its prospective employees. The Apeejay Surrendra Group has also expressed its willingness to set up a research and design centre and a Knowledge Park at Bhubaneswar.

BS reported that Oceanic Shipyard Limited, a 50:50 JV company formed by the Kolkata based Apeejay Shipping Limited and Mumbai based Bharti Shipyard Limited, expects to commission its ship building yard and oil rig manufacturing unit in Orissa by early 2011.

As per report, OSL is investing INR 3,100 crore in the two projects to be developed in three phases over a period of five years and INR 2,000 crore will be invested in the first phase. The company has selected two sites for these two projects which will be developed simultaneously and had sought around 1,000 acres of land for these projects from the Orissa government.

While construction of a large shipyard has been planned for Chardia in Bhadrak district, the manufacturing and repair facility for oil rigs, off shore structures and support vessels would be set up at another site, north of the upcoming Dhamra port, close to the shipyard site. The project site for the shipyard has received administrative approval as well as clearances from the State Level Single Window Clearance Authority and the High Level Clearance Authority. The site selected for the manufacturing and repair of oil rigs and support vessels has also been cleared by SLSWCA.

Mr Sourav Das Patnaik CEO of OSL said that “The land acquisition process for both these sites has been initiated by the Orissa government and the company expects the process to be completed by November this year. While the site selected for the ship building yard is mostly private land, the site for oil rig manufacturing unit is essentially government land and is expected to be handed over to the company shortly.”

The shipyard project will have a final steel throughput of 350,000 tonnes of steel per year once it is fully operational after the end of five years. In the first phase, ships up to a capacity of 75,000 dead weight tonnage have been planned which will be scaled up to 150,000 DWT in the second phase and finally reach 300,000 DWT in the third phase.

Another proposal submitted by Apeejay Shipping, the country’s largest privately-owned shipping company, and Bharati Shipyard Limited, one of the leading private shipyards, to set up a project in Orissa at an estimated cost of Rs 2,200 crore was also cleared by the authority today. If and when the project materialises, it would be the first ship building and repair project in the private sector in eastern region.

Apeejay Shipping has a fleet of modern dry bulk carriers operating worldwide. An ISO 9001:2000 company, Apeejay Shipping is a part of the diversified conglomerate, Apeejay Surrendra Group, established in 1910.

The project is proposed to be set up in an area spread over 1,050 acres near the upcoming all-weather port at Dhamra in Bhadrak district at an estimated cost of Rs 2,200 crore. The project would be implemented in three phases and completed by 2013, the sources said.

The greenfield project is expected to create an opportunity for direct employment to 11,300 persons and indirect employment to 40,000 persons.

The District administration on Sunday formally issued a notification for the proposed Rs 45,000-crore ship building plant at Chardia on the banks of the Baitarani river mouth. Surendra Kumar Group of Companies (Ocean Sea port Company, Kolkota) is the promoter of the plant.

Sources said the company has deposited Rs 1 crore with the district administration for land acquisition to be done by IDCO. More than 939.36 acre of land is to be acquired. The Government has issued a notification under Section 4(1). Fiver villages of Chardia, Harispur, Rajendrapali, Kanakpali and Rajrajeshwarpali are going to be affected by the land acquisition said district land acquisition officer Suryakanta Padhi.

Dharitri has a nice article on the golden future of Dhamara. Following are some of the major projects involving Dhamara. My prediction is that in 10-15 years the Chandbali-Dhamara-Bhitarakanika area will be a beautiful metropolitan area  next to a national park. (See top right in this map.)

  1. L & T and the Tatas are building a port in Dhamara.
  2. Central government is upgrading Dhamara fishing jetty  to an international fishing harbor.
  3. Bharati Shipyard and Appejay group plan to build a shipyard in Dhamara.
  4. A railway line connecting Dhamara and Bhadrakh will be build.
  5. Good roads will definitely connect Dhamara to nearby National Highways.
  6. Dhamara will be a major stop in National Waterway 5.

The State Level Single Window Clearance Authority (SLSWCA) has paved the way for the first shipyard project in Orissa. 

… Presenting the case Ashok Dalwai, Secretary Industries the project will provide jobs for 41,000 people. 

The Bharati Shipyard Limited (BSL), a major private shipyard and the Apeejay Surendra Group, an industrial conglomerate have joined hands to set up the-State-of-the-art shipbuilding yard and ship repair yard project at Dhamra in Orissa. 

The mega shipyard project will entail an investment of Rs.2200 crore in 3 phases. 

Easy availability of raw material like steel, large number of skilled, unskilled man power and above all the proactive government policies dotted with positive environment for investors are creating conducive atmosphere for a mega shipyard in the state.

The requirement of steel in shipbuilding and repairing has been projected as in the first phase it will be up to 75,000 MT per annum, while in second phase it will go up to 2,30,000 MT.

In the final phase the steel requirement will go up to 4, 50,000 MT said the source.

The proposed site has been identified near the Dhamra Port, where out of 1500 acres surveyed 1050 acre of land has been provisionally selected for the mega shipyard.

Milestones set up for the project envisages that Master Plan will be ready in the next year and construction of the shipyard will begin in mid of 2008. 

The Joint venture promoters feel that the project will complete its first phase construction in early 2009 to begin commercial production by middle of the year.

The company has also plans to set up an ITI neared to the project site to provide technical training to local youth to enable them to get related jobs in the project.

New Indian express reports that Orissa Stevedores Ltd (OSL) started the renovation of Gopalpur Minor Port and its expansion into an all weather port. Excerpts:

“This seasonal port work which was earlier managed by the State Government was entrusted to OSL last year to be developed into a full fledged, all weather port by OSL, on a build own operate share transfer (BOOST) basis for a concession period of 30 years.While the minor Gopalpur port was spread over 282.755 acres the planned all weather port will come up on 513.786 acres. As per the notification by the State Government the district administration has already initiated measures to hand over land to OSL besides leasing out some stone quarries.

As per the initial plans, the port would be developed in two phases at Rs 720 crore. The first phase of the project would involve upgradation and rehabilitation of the existing minor port at Rs 20 crore.

Phase II involves an investment of Rs 700 crore for the development of the port into an all-weather one. On completion of 30 years, the developed port will be handed over to the State Government. However, the private operator would also have to share its gross revenue with the State Government.”

The Apeejay Surrendra Group has also expressed its willingness to set up a research and design centre and a Knowledge Park at Bhubaneswar, the government said.

The Knowledge Park would have a school as well as higher education on subjects such as business management, hotel management, fashion designing, food technology, and nutrition science and nautical science.

According to implementation schedule the promoters have decided to go for Memorandum of Understanding (MOU) with Government of Orissa in the month of October.
