After the successful operationalization of its smelter plant at Jharsuguda, Vedanta Aluminium Limited (VAL) has now decided to set up a state-of-the-art, multi-speciality hospital at the same location at an investment of Rs 50 crore.

… The hospital will be spread over nine thousand sq metres.

Construction work on the hospital has kicked off in June 2010 and it is scheduled to be fully operational by January 2011. Mumbai-based Hosmac India Limited, a noted company in the field of hospital planning and management consultancy, has been roped in for the design and lay-out of VAL’s hospital.

The overall layout of the hospital is designed keeping in view the comfort and convenience of the patients and their attendants. Despite being a high-class hospital in terms of its structure and services, it will serve the people belonging to different socio-economic groups and especially and will be dedicated to timely and affordable medical assistance to the poor.

To ensure a highly professional approach in the running of the hospital, VAL is negotiating with healthcare majors like Apollo Group of Hospitals and Fortis. Both these hospitals are expected to operate the hospital jointly. …

The State Level Single Window Authority (SLSWA) chaired by the Chief Secretary green signalled projects worth of Rs.37,440 crore.

Expansion of Alumina Refinery at Lanjigarh in Kalahandi from the existing 1 Million Ton Per Annum (MTPA) to 6 MTPA has been allowed.

This project is facing opposition from local people and Union Minister for Forest & Environment, said sources.

Aluminium Smelter at Jharsuguda from the existing 0.25 MTPA to 1.60 MTPA expansion allowed by the Authority, said an official.

Similarly expansion of the Captive Power Plant (CPP) at Jharsuguda from 675 MW to 1350 MW has been allowed, said sources.

These proposals were pending earlier and with the clearance of Single Window Authority, it will go to the High Level Clearance Authority (HLCA) for final clearance, said an official.

Following is from an article by Nageshwar Patnaik in Economic Times. Nageshwar is a big critic of the Tatas. So coming from him, I give a lot of value to the article.

Buoyed by successful resettlement of displaced persons after five years, Tata Steel, which is setting up a 6-mtpa steel plant at Kalinga Nagar in Orissa’s Jajpur district, has undertaken massive infrastructure development work at the project site to get support of the local people, especially the tribals.

Under its Tata Steel Parivar resettlement and rehabilitation (R&R) programme, the leading steel producer of the country has laid 20 km of quality motorable roads connecting all rehabilitation colonies, besides constructing 32 km of drainage system at adjoining tribal-dominated villages such as Trijanga, Sansailo and Gobarghati.

As many as 300 sodium vapour halogen lamp posts have been installed and pipe water provision made to provide better life to the displaced people living in rehabilitation colonies.

Each colony in the project area has a dispensary, community centre and several education centres offering management and technical courses.

“The Tata Steel Parivar rehabilitation scheme at Kalinga Nagar provides substantially better facilities than the government-framed R&R policy. The government policy provides employment for one member from each core household. On the other hand, Tata Steel Parivar policy provides employment opportunities for each major member of the core house. It also provides training facilities for technical skill upgrade,” a press statement, issued by the company here on Thursday, said.

The release also noted that scholarships were being provided for displaced persons pursuing higher education in professional fields such as medicine, engineering and management.

“An amount of Rs 2.21 lakh is also provided as onetime assistance in lieu of employment. Further, under the Tata Steel Parivar policy, each family is given a monthly maintenance allowance of Rs 2,000-2,300 till they get employment in the plant whereas the policy stipulates payment of maintenance allowance for 12 months only,” it added.

The opposition in Kalinganagar has finally seen light and allowed the Tatas to build the infrastructure of Kalinganagar. Related to this, The Telegraph of UK has apologized to the Tatas for their negative coverage.

Things also seem to be going in the positive direction in the POSCO front and I hope the people there visit Tata’s colonies in Kalinganagar and demand and get similar or better facilities and form a positive partnership with POSCO. In addition the Odisha government should push POSCO in developing a POSTECH like University in Paradeep.

However, there is not much progress with respect to Vedanta Aluminum in Kalahandi or Vedanta University in Puri. Here again it would be wise for the people there to visit Tata’s colonies Kalinganagar and demand and get similar or better facilities and form a positive partnership with Vedanta. But the time may be running out for Puri as Vedanta University Project has indicated that it may give up and move south where it will be welcomed with open arms. If that happens it would of course be a mistake of a century for Puri and Odisha.

In regards to the Arcelor-Mittal and Keonjhar the company really has not made much visible effort to woo the people.

The State Level Single Window Clearance Authority (SLSWCA) today cleared nine new investment proposals worth Rs 4920.26 crore. Out of these, five are in the cement sector, two aluminium conductor units, a maize processing unit and a petroleum coke plant.

Out of the five new cement projects, two are of Madras Cement which will set up its units at Sundergarh and Malkangiri.

The company’s Sundargarh plant will have two million tonne per annum (mtpa) cement capacity along with 40 MW of captive power generation facility. The project is estimated to cost Rs 750 crore. Madras Cement, known for its Ramko brand of cement, will also have a cement fibre sheet plant at the same location at an investment of Rs 35 crore.

The company’s second cement unit in the state, also with a capacity of two mtpa, will come up at Malkanagiri. It will have a 36 MW Captive Power Plant and the combined cost of the project is pegged at Rs 700 crore.

Apart from Madras Cement, Ajmer-based Shree Cement, known for its Bangur brand of cement, has proposed to set up a three mtpa cement unit and a 36 MW CPP, also at Malkangiri, at an investment of Rs 683 crore.

ACC Cement intends to set up a three mtpa cement unit and a 50 MW CPP at Malkangiri, involving an investment of Rs 1850 crore.

Similarly, Emami Group which has a newsprint making plant at Balgopalpur in Balasore district will invest Rs 179 crore at Somnathpur in the same district for setting up a 0.6 mtpa cement grinding unit.

… Among the other investment proposals cleared by SLSWCA is the Seashore Group’s plan to set up a maize processing unit at Papdahandi block in Nabarangpur district at a cost of Rs 160 crore. The facility will come up on 123 acres of land and will require two lakh litres of water per day. The project will create 96 direct jobs besides creating indirect employment opportunity for around 6000 people.

Sterlite Technologies Ltd, a Vedanta Group firm, will invest Rs 51.26 crore on establishing an aluminium conductor plant as well as an aluminium alloy rod unit at Brundamal near Jharsuguda. This plant will be a downstream unit of the company’s existing aluminium smelter at Jharsuguda.

Kalinga Calciners has proposed to set up petroleum coke plant near Paradeep at a cost of Rs 80 crore. The plant will have an overall capacity of 2,20,000 tonnes per annum which will be achieved in two phases.

The SLSWCA also cleared the proposal of Hindustan Vidyut Products Ltd which has evinced interest in setting up an aluminium conductor plant at Jharsuguda, entailing an investment of Rs 389 crore. This project which will come up on 75 acres of land will create direct employment for 153 people and creating indirect jobs for around 400 others.

Its good to see that some of the above units are proposed for remote backward districts such as Malkangiri and Nabarangpur.

Vedanta Alumina Refinery at Lanjigarh has been built with the state of the art technology and the first Alumina refinery in the country and among few in the world having successfully implemented Zero Discharge System. The environmental measures adopted in the plant with respect to Air and Water Pollution is among the best and performance of the same is being regularly monitored by State pollution Control Board (SPCB). Based on Vedanta’s commitment towards Environmental Protection and Socio-Economic Development of the area, SPCB has renewed its Consent to Operate for 2 years instead of normal 1 year i.e valid upto March 2011. Vedanta’s initiatives for Zero Discharge, Zero Waste and Zero Harm is appreciated at all level and Vedanta’s is committed to become the first Alumina Refinery in the world to achieve this goal very soon.

Today, water and energy consumption at VAL refinery is the lowest in the country and is a proof of Vedanta’s commitment towards environmental protection .The allegation made by Action Aid has already been checked by top world recognized institutions like Indian Institute of Science, Bangalore, National Geophysical Research Institute, Hyderabad, Indian Institute of Technology, Kharagpur and find no substance in to it.
Regarding leakage- during initial trial runs only in 2007-08, we would like to clarify that no caustic effluent was ever discharged in to the river. On investigation by SPCB and expert team mentioned above, it was established that there was small seepage from the joint between earthen dyke wall and overflow pipes in Red Mud Pond which was collected and recycled back within the bounded area of Red Mud Pond for which provision has been kept in the design of Red Mud Pond by Indian Institute of Science from the beginning.

Background:

Indian Constitution has made enough safeguard in terms of Act Like PESA, special provision in constitution under Schedule V to protect and ensure development of tribal community. The issues raised by Action Aid regarding Dongaria Kondh and Mining Project were brought before the Hon’ble Supreme Court of India in IA Nos 1324 and 1474 in W P (C) 202 of 1995 and IA Nos 2081-2082 @ W.P (c) No 549/2007 and a judgement in favour of the project was given.

Kalahandi is one of the most backward and underdeveloped area in the country and known worldwide for years for ill things like Poverty, Hunger, Malnutrition, Drought, Malarial deaths, Cholera and diarrhea ‘s death, low literacy, lack of education and medical facilities even though it is one of richest resource district of Orissa having precious stones, granite, bauxite, limestone etc. Since, implement any large-scale mining operation presents wider environmental and public administrative challenges, this project was initiated by the Indian authorities themselves, having identified this most backward area of India as in need of significant economic investment and social development, as well as the most suitable location for such activities. By way of background, India’s national planning authorities had identified a number of least developed districts of the country, of which Kalahandi is one, which were in need of substantial socio-economic investment. It must be appreciated that a majority of the population in the area where the project is situated lives below the poverty line.

Gangapada is couple of kilometers before Khurda on the National Highway. The Bhubaneswar-Cuttack CDP proposes the new airport to be located there. Following is an excerpt from a report in Business Standard about the Vedanta sponsored trauma center coming up there.

The construction work for a 100-beded, state-of-the-art Trauma Care Centre, to be set up by Vedanta Aluminium Ltd (VAL) in Bhubaneswar, is likely to start soon.

The state government has handed over the required 10 acres of land for the centre which would come up near Gangapada on the national highway No.5 in the Bhubaneswar-Khurda patch. It will handle the ever-increasing trauma cases and an estimated Rs 75 crore is proposed to be spent on the project. HOSMAC Consultant, an internationally reputed hospital maker has been roped in by the company to render its professional expertise for this project, company sources said.

… The setting up the centre assumes importance as the death rate in accidents per hundred population in Orissa at 35 compares unfavourably with the national average. Add to it, there is no specialized trauma centre in the state with latest facilities to cater to the treatment needs. “The proposed centre will have facilities that will cater to patients of all income groups at any point of time.

… the idea to set up a state of art hospital at Bhubanheswar has recently been discussed between Chief Minster Mr Navin Patttanik and Mr Anil Agarwal, Chairman of the Vedanta Group in his last meeting, and off late the Vedanta management reviewed it seriously and Government has agreed to extend their support to make the best in class .

Realising the need of proper provision to handle the ever-increasing trauma cases, Vedanta has come forward to set up a 100-bed Level I, state-of-the-art Trauma Care Centre in Bhubaneswar. Revealing Vedanta’s plans regarding this novel initiative, the Vice President of Vedanta Group, Ajit Kumar Samal said, "This centre will be established on 10 acres of land involving a proposed investment of Rs 75 crore. As a Level I trauma care centre, it will have facilities that will cater to patients of all income groups at any point of time. We have handed over the responsibility of designing and construction to HOSMAC, an internationally reputed professional group involved in hospital making and research." Informing about the facilities that will be available at this centre, Mr. Vivek Desai, Head of HOSMAC Consultancy Services said, "The centre will have facilities like highest level of surgical care, specialists and equipment available 24 hours, education programme, preventive and outreach programs, program of research in trauma education and injury prevention. This will become a referral resource for communities in nearby regions. Both the clinical and non-clinical facilities will be of international standard. Besides the integrated trauma care facilities including General Medicine, General Surgery, Reconstructive surgery, Orthopedic surgery, Neurosurgery, Vascular surgery, Dermatology, Ophthalmology, Nephrology, ENT and Radiology and Imaging diagnostic services, this centre will also have Emergency Care Services, Ambulatory Care Services and blood bank. The proposed centre is expected to come out as an unmatched proposition in trauma and burns which will include bone bank and skin bank facility. Currently there is no same line dedicated trauma hospital in Orissa or even neighboring state like West Bengal, Chhattisgarh, Madhya Pradesh or Andhra Pradesh." "The institute is the first level-I trauma and burns facility in Orissa and will act as leading trauma centre in the country. The bone bank and skin bank is an unparallel facility in the country which will be available here. The centre will be backed by an integrated life saving road and air ambulance service. The hospital will ensure maximum patient safety and quality of care and will operate in line of NABH / JCI standard," he adds.

Odisha’s Power sector gets a relief as the first Unit of 2400 Independent Power Plant (IPP) at Jharsuguda would be commissioned in coming Summer’, he said to the media after meeting the Chief Minister.

This will add 600 MW to the state’s power production capacity and can help the State Government in facing the current power crisis. 

Mr. Agarwal revealed that construction work of world class Vedanta University near Puri has already started. 

At the first stage, the University will have a 1000 bed super specialty hospital and Medical College, also academic building. 

Vedanta Boss also informed the meeting that Lanjigarh refinery is fully operational by sourcing bauxite from other states, incurring a huge opportunity loss for both states as well as company. 

State Government has assured to look into the issue seriously and try to work out for an immediate solution. 

Construction activities for a specialized burn and trauma care centre at Bhubaneswar would begin very soon.

After committing an investment of Rs 60,000 crore on various projects in Orissa including an aluminium smelter plant, an alumina refinery unit and a mega university project, London-based Vedanta Resources Plc has now evinced interest in setting up a steel plant in the state.

Vedanta plans to set up the steel plant in collaboration with engineering and construction major Larsen and Toubro (L&T).

… However, he did not provide details like capacity of the proposed steel plant, location and investment. It may be noted that in October 2004, Sterlite Iron and Steel Company, a subsidiary of Vedanta Resources, had inked an MoU (Memorandum of Understanding) with the state government for setting up a five million tonne per annum steel plant. The steel plant was to set up at Palasponga in the state’s Keonjhar district at an investment of Rs 12,502 crore. However, the project is yet to take off.

On bauxite supplies, Agarwal said, he has informed the state chief minister that Vedanta’s alumina refinery plant at Lanjigarh in Kalahandi district is operational and the company is sourcing bauxite from other states to run this refinery.

The chief minister has assured that us that bauxite supplies would not be a problem in Orissa which has the fourth largest deposits of the mineral ore in the country, Agarwal informed.

He further said the company is adhering to the environmental norms in running the Lanjigarh refinery, adding, “Our refinery at Lanjigarh is a world class refinery and it is a zero discharge and zero waste unit. …"

He pointed out that the company would commence mining operations at Niyamgiri hills in Kalahandi district after getting the environmental clearance.

Agarwal said, Vedanta has already invested Rs 39,000 crore on various projects in Orissa and these projects have generated direct and indirect employment for about two lakh people.

Vedanta Aluminium has also decided to set aside five per cent of its net profit or Rs 10 crore every year on welfare activities of the tribals of Lanjigarh. The amount will be spent on meeting the needs of the tribals in areas like education, livelihood and health.

The company will also build the hostel for the proposed engineering college of the state government at Bhawanipatna.

On the 2400 MW (6×400) power plant at Jharsuguda, Agarwal said, the first unit of the independent power project (600 MW) will be operational from the ensuing summer.

Talking on the company’s proposed university project, he said, “We have huge local support for our university project and at first we will set up a 1000 bed state-of-the-art hospital as a part of the project.” Apart from the 1000 bed hospital, Vedanta has also firmed up plans to set up a 100-bed burn and trauma care centre at Gangapada on the outskirts of the city. Construction work on this centre wold take off very soon, Agarwal stated.

South Korean steel giant Posco has finally got the clearance from the environment ministry for acquiring forest land for its proposed Rs 54,000-crore steel project in Orissa, which has been already delayed more than a year.

"The Centre gave the final clearance for handing over 2,900 acres of forest land to us for our 12 million tonne steel project in Orissa. We are hopeful that the state government would soon transfer the entire 4,004 acre of land needed for the project to us," Posco India General Manager, External Relations, Simanta Mohanty told PTI.

Nearly 3,600 acres of land out of required 4,004 acres fall under the government category, while the rest remains under private control.

Minister of State (Independent Charge) Shri Jairam Ramesh received a large number of representations in regard to the project for bauxite mining by the Orissa Mining Corporation (OMC). In a statement issued here today he said the projects are now being examined in the Ministry for approval or rejection so that there is no ambiguity and project proponents do not misuse the ‘in-principle’ approval. 

The following is the text of Shri Jairam Ramesh on the issue of bauxite mining in Orissa: 

“I have been receiving a large number of representations in regard to the project for bauxite mining by the Orissa Mining Corporation (OMC) through Vedanta, a private mining company in Kalahandi and Rayagada districts of Orissa. The total amount of forest land proposed to be diverted is 660.749 ha., of which around 353.14 ha is in the Niyamgiri reserved forest. Concerns have also been raised on the impact that this project will, interalia, have on livelihoods of tribal communities. 

The project application was received in the Ministry of Environment & Forests (MoE&F) on February 26, 2005. The MoE&F gave ‘in-principle’ approval for this project on December 11,2008 under the Forest Conservation Act,1980. This ‘in-principle’ approval is to be converted to a final approval after the fulfillment of stipulations contained in the ‘in-principle’ approval. 

As the representations started coming in, on August 6, 2009 the MoE&F asked the Regional Chief Conservator of Forests, Bhubaneshwar to investigate complaints that project activities have started even without the final approval of the Central Government in violation of the Forest Conservation Act, 1980. The site was inspected and the site inspection report was submitted on August 16,2009. The site inspection report found that construction activity had begun in the non-forest revenue land. Technically this is not a violation of the law but it is a violation of the guidelines issued by the MoE&F which says that when a project involves non-forest and forest lands, construction in the non-forest land should not begin without clearance for activity in the forest land itself. A letter has been issued on November 25th,2009 to the Orissa Government asking for an explanation as to how the violation of this guideline has been permitted. 

On August 3, 2009, the MoE&F had issued a binding guideline to all State Governments that application for diversion under the Forest Conservation Act, 1980 would be considered only after all due processes contained in the Scheduled Tribe and Other Forest Dwellers (Recognition of Rights) Act, 2006 have been fully and satisfactorily completed. A letter was subsequently issued by the MoE&F to the Orissa Government on November 3, 2009 directing the State to comply with the provisions of the Scheduled Tribe and Other Forest Dwellers (Recognition of Rights) Act, 2006 and provide evidence for the compliance before the Centre could examine conversion of the ‘in-principle’ approval to final approval. The reply of the state government is awaited. In addition, another site inspection team is being sent in the next one week to verify fresh allegations of violations of the terms of the ‘in-principle’ approval under Forest Conservation Act,1980. 

The new policy of the MoE&F does away with the concept of ‘in-principle’ approval. Projects are now being examined for approval or rejection so that there is no ambiguity and project proponents do not misuse the ‘in-principle’ approval.”

Following are excerpts from a report by Bishnu Das in Business Standard.

… Vedanta Aluminium Limited (VAL), a subsidiary of Vedanta Resources Plc, plans to set up an aluminium park at Jharsuguda.

The proposed park is expected to house at least 10-15 medium size downstream units with the total investment projected to be in excess of Rs 5000 crore. About 150 acres of land has been identified by the Orissa government for the purpose, sources said.

The units to come up in the park will utilise liquid alumina or ingot produced by VAL for manufacturing various products like electrical appliances, cable, aluminium extrusion and automobile parts.

The location of the park close to the VAL’s smelter plant at Jharsuguda is expected to reduce the input cost for downstream products.

…  Meanwhile, two downstream units have already applied to the district administration to set up shops in the proposed park.

On the other hand, the company’s refinery unit located at Lanjigarh has initiated steps for setting up an ancillary complex in its vicinity. The complex will house industries related to the field of fly ash bricks, cement, mineral water, hotels and food processing.

Joint advertisement by the company and District Industries Centre located at Lanjigarh was published and more than 80 applications have been received for setting up of industries in the identified field.

Sources said, about 20-25 acres of land has been earmarked for the setting up of ancillary units …

It may be noted, the company has already set up a 1 million tonne per annum greenfield alumina refinery at Lanjigarh and a 0.5 million tonne per annum aluminum smelter at Jharsuguda.

This is great news. I hope the people of Lanjigarh and Jharsuguda help in the early implementation of these plans. The downstream units often hire more people than the smelters. They also lead to the development of townships. In case of Jharsuguda such development would speed up the operationalization of the airport.

Following is an excerpt from a report in Business Standard.

… Projects awaiting the chief minister’s nod include those proposed by National Thermal Power Corporation (Rs18,000 crore), L&T-Dubal (Rs 19,668 crore) and Lanco Babanh Power (Rs 11,402 crore) among others.

… The SLSWCA in its meeting held in March 2007 cleared the Rs 4232.54 crore investment proposal of Ashapura Minechem Ltd for setting up of a 0.5 million tonne per annum (mtpa) alumina refinery and 0.15 mtpa smelter with 300 Mw captive power plant (CPP) in Koraput district.

Similarly, NTPC proposal to set up a 3200 Mw thermal power project at Darlipali in Sundergarh district was approved by the SLSWCA in February 2008.

The fate of L&T’s proposal to set up an alumina-aluminium complex at Kusumsila near Rayagada and Vadrapali near Sambalpur in joint venture with Dubal is still uncertain.

Sources said, the HLCA is yet to consider the Rs 8,250 crore investment proposal of Orissa Thermal Power Corporation Ltd (OTPCL) to set up a 2000 Mw coal based power plant at Rengali. It is also yet to take up the Lanco Babandh Power’s application to enhance the MoU capacity from 1320Mw to 2640 Mw at Kurunti and Kharagprasad in Dhenkanal district.

The Rs 3101.86 crore proposal of Tata Sponge Iron to set up a 1.5 mtpa steel making capacity at Beliapada near Joda, recommended by the SLSWCA in May this year, is also pending for approval by the chief ministers.

… Though VAL had proposed to expand the capacity of its existing refinery at Lanjigarh from 1 mtpa to 6 mtpa, smelter plant capacity from 0.25 mtpa to 1.6 mtpa and the captive power plant (CPP) capacity from 674 Mw to 1350 Mw with a combined investment of Rs 37,440 crore, it was cleared in part by the SLSWCA.

The SLSWCA meeting held in May this year had recommended for a smelter capacity of 0.5 mtpa as the company had already achieved this level while approving the capacity expansion of the CPP to 1350 Mw without any increase in the refinery capacity.

Similarly, Hindalco Industries Ltd (Aditya Aluminium) had proposed to expand its alumina refinery capacity to 1.5 mtpa from 1 mtpa and expansion of its smelting capacity to 0.72 mtpa from 0.26 mtpa along with an increase in the CPP capacity to 1650 Mw from 650 Mw.

SLSWCA has only recommended a marginal increase in the smelting capacity from 0.26 mtpa to 0.36 mtpa and CPP capacity from 650 Mw to 950 Mw to the HLCA. Partial approval of these proposals was officially attributed to the non-availability of bauxite linkage and pending the final report of the environmental carrying capacity study taken up by the Orissa State Pollution Control Board.

That apart, the SLSWCA in its meeting on 26 August 2009 also recommended two projects of Rs 14,275 crore to HLCA. The Rs 7988 crore proposal of JR Powergen Private Ltd to set up a 1980 Mw power plant at Kishorenagar near Angul and BRG Energy Systems’s proposal to set up a 1320 Mw power plant at an investment of Rs 6287 crore at Bhapur in Nayagarh district are yet to be approved by HLCA.

As regards Orissa projects, where 80% of the employees are from the state, we have resolved not to go for any layoff. In fact, we are appointing more and more people in our projects here,” Vedanta Group chairman Anil Agarwal told reporters here on Saturday on the sidelines of his first meeting with Orissa chief minister Naveen Patnaik after the latter swept the just concluded polls.

Mr Agarwal claimed that Vedanta had already invested Rs 25,000 crore of its promised Rs 50,000 crore investment in the state. “The rest will be spent in the next two years”, he assured.

Meanwhile, the VAL had secured Stage I clearance for mining of bauxite in Niyamgiri hills to feed its Lanjigarh project. …

Mr Agarwal also stated that Vedanta had got coal block for its Jharsuguda smelter project and it will soon start coal mining. To a query on the University project, Mr Agarwal said: “We are going to start our university project very soon.”

Mr Agarwal hoped that the state government would soon pass the Vedanta University Bill in the Assembly. “We have already submitted all papers to the state government required for passing of the Vedanta University Bill. I hope it will be passed in the House shortly,” he added.

He informed that Anil Agarwal Foundation – which is setting up a world class university at Puri that includes a 1000-bed hospital – will have its extended centre in Bhubaneswar. “During the meeting, the CM was contemplating if we have can have an extended centre of our hospital project in Bhubaneswar to set up a trauma centre for burn and coma patients. We have in fact agreed for it,” he said.

Posco Pratirodha Sangram Samiti … PPSS fielded its sarpanch candidate Mr Sisir Mohapatra and PS member candidate Mr Prakash Jena in this panchyat election. Mr Mohapatra is working as secretary of PPSS while Mr Jena has been languishing in Kujang jail since seven months after his arrest on Posco violence issue. PPSS candidate Mr Mohapatra has defeated his rival candidate Mrs Salila Nayak, wife of former sarpanch late Basant Nayak by margin 73 votes .Mr Mohapatra has got 2005 votes while Nayak has got 1932 votes.

Similarly, PS member candidate Mr Jena has also defeated his rivalry candidate Mr Nrusingh Das by 282 votes in which Jena has got 1672 votes while Mr Das has got 1390 votes. Sarpanch candidate Mr Nayak and PS member Mr Das who were defeated from this seat was backed by Posco supporters.

On the other hand, Zilla Parishad candidate Mr Saubhagaya Behera who was contesting as independent candidate has defeated his rival congress candidate Mr Rupakar Sethy by 995 votes. Mr Behera has got 6742 votes while Mr Sethi has got 5767 votes.

The joint venture (JV) Company formed between the state owned Orissa Mining Corporation (OMC) and Sterlite Industries India Ltd (SIIL) for mining of bauxite in the Niyamagiri hills in Kalahandi district will be incorporated as a Private Limited Company soon.

.. “The draft memorandum of association (MoA) and Articles of Association (AoA) of the new company has been submitted to OMC for approval. The incorporation of the JV company will be completed shortly after the approval”, P K Panda, vice-president (mines), Vedanta Aluminium Ltd.(VAL) told Business Standard.

The process of incorporation of the Joint Venture company named as “South-West Orissa Bauxite Mining Private Ltd.” has been set in motion after the signing of the modified JV agreement between SIIL and OMC in February this year, paving the way for start of bauxite mining in Niyamgiri hills near Lanjigarh.

Meanwhile, the special purpose vehicle (SPV) namely ‘Lanjigarh Scheduled Area Foundation’ has already been formed and SIIL has deposited Rs 20 crore up to 2008-09 with the SPV for overseeing the all-round development in the Lanjigarh area.

Supreme Court in its judgement on 8 August 2008 cleared mining of bauxite in the Niyamgiri hills located in the Kalahandi district by SIIL following affidavits filed by SIIL, OMC and Orissa government accepting the rehabilitation package suggested by it on 23 November 2007.

While the company has deposited Rs 12 crore for tribal development, another Rs 10 crore is proposed to be deposited with the SPV during 2009-10. As part of its plan for the overall development of the area, the company also intends to provide connectivity to all the villages of Dongria Kandh, which are remotely located.

This is in line with the 5-year development plan drawn up for these villages by the Dongria Kandh Development Authority (DKDA).

Regarding the JV agreement of Vedanta Aluminium Limited (VAL) with OMC for getting the raw material linkage, the apex court had stated that since Vedanta Resources Plc is not an indian company, it will not have any objection if the its indian subsidiary (SIIL) is made the JV partner of OMC.All provisions of the supreme court judgement were incorporated in the modified JV agreement signed by OMC and SIIL

It may be noted, VAL, a Sterlite group company, signed the JV agreement with the OMC on 5 October 2004, for developing bauxite mines at the Niyamgiri hill near Lanjigarh in Kalahandi district and the Khambasi hill in the adjoining Rayagada district. The bauxite was to be used for use in its one million tonne alumina refinery at Lanjigarh.

The combined area required by these units has now been assessed at 33,268.5 acres, 16.48 per cent less than the 37,750 acres envisaged in the memoranda of understanding (MoUs) between these companies and the state government.

The state-owned Industrial Promotion and Investment Corporation of Orissa (Ipicol) had appointed MN Dastur & Co as consultant to prepare a report on the land requirement of various industries after receiving complains about companies demanding more land than they needed for the projects.

Ipicol, based on the report, has reassessed the land needs of the projects. The mega units that have been affected include Posco India, Jindal Steel and Power, Mittal Steel (India), Uttam Galva Steels, Sterlite Iron and Steel, and Bhushan Steel.

On the other hand, there has been no reduction in the land requirement of four mega units — Essar Steel Orissa (2,500 acres), SSL Energy (2,000 acres), Tata Steel (3,500 acres) and Welspun Power and Steel (2,200 acres). Out of the total land requirement, these steel companies have already applied for allotment of 32,034.9 acres, sources say.

Posco India, a subsidiary of South Korean steel major Posco, had sought 6,000 acres in the MoU signed with the state government in 2005 for its proposed 12-million-tonne per annum project near Paradip in Jagatsinghpur district. Ipicol, based on the Dastur & Co report, has reassessed the land requirement at 5,525 acres. The company has so far applied for 5,151 acres. While the state government has allotted 516 acres of its land to Posco, the company has already invested Rs 175.5 crore.

Jindal Steel and Power Ltd, which is setting up a six-million-tonne per annum steel project at Kerajang, needed about 5,750 acres. This has been cut to 3,843.5 acres by Ipicol. The company has applied to the Orissa government for 4,027 acres and has been allotted 1,719 acres. This includes 687.93 acres of government land and 1,031.85 acres private land. It has invested about Rs 765.46 crore in the project so far.

The land requirement of ArcelorMittal, which is planning to set up a 12-million-tonne greenfield steel project at Patna tehsil in Keonjhar district, has been reassessed at 7,750 acres. The company had sought 8,000 acres in the MoU. It has applied for 7,770 acres and has invested about Rs 50 crore for the project.

Similarly, the land requirement of Uttam Galva Steels, which is setting up a three-million-tonne steel project at Bistapal, has been reduced by 250 acres. While the MoU provided for allotment of 2,400 acres, Ipicol has reassessed this at 2,150 acres. The company applied for 2,146 acres and has been allotted 27.81 acres so far. The company has invested about Rs 35 crore for the project.

The three-million-tonne steel project planned by Sterlite Iron and Steel at Palasponga will have to manage with 1,000 acres less land than what was provided in the MoU. The company’s land requirement has been re-assessed at 2,400 acres. The company had applied for 3,378 acres, though has not been allotted any land so far.

The estimate of land needed by Bhushan Steel for its six-million-tonne per annum steel project at Meramundali in Dhenkanal district has been reduced by 600 acres. Though the company was to be provided 2,000 acres according to the MoU, Ipicol has reassessed the requirement at 1,400 acres. Bhushan Steel had applied for 1,994 acres and has been allotted 1,620 acres. It has invested Rs 5,000 crore in the project.

MUMBAI: Larsen & Toubro shares edged higher Tuesday after it won orders worth Rs 1372 crore from aluminium and steel makers.

The orders were received from Vedanta Aluminium, a part of Vedanta group, Utkal Alumina International and Bhushan Steel, it said in a statement.

The Rs 516 crore order from Vedanta Aluminum was for setting up of a 3 million tonne per annum alumina refinery at its Lanjigarh plant in Orissa. Utkal Alumina’s order was worth Rs 455 crore in which the engineering and construction firm would set up a 1.5 MTPA green field alumina refinery at Doraduga in Orissa.

Furthermore, L&T has secured an order worth Rs 401 crore from Bhushan Steel for civil, structural, equipment, erecting and piping works at Angul in Orissa.

It is often mentioned that the Orissa government has a policy of not recommending mine prospective licenses to companies until they have invested certain percentage of their whole budget in ground. It seems both POSCO and Arcelor Mittal are pushing the Orissa government to overlook this policy. Orissa government should not do that. BHUBANESWAR: In a bid to put pressure on the State Government for mines, Arcelor-Mittal, the largest steel maker of the world, Monday said the company will submit a detailed project report (DPR) for 12 million tonnes greenfield steel project in Keonjhar district only after it gets recommendation for prospecting licence.

‘We will submit the DPR if the Government recommends our name for mines,’ chief executive officer of the company’s greenfield projects Sanak Mishra told mediapersons after meeting Chief Minister Naveen Patnaik. Official sources, however, said the company is yet to fulfil the procedural prerequisites for getting mines for the steel project.

A two-member delgation of the company comprising Mishra and Vijay Nagar CEO (India) Vijay Bhatnagar was explained the procedure to be followed before requesting for mines.

… Bhatnagar said raising finance for new projects has become difficult in view of the meltdown. On land acquisition, he said it depends on the cooperation of the people. Gram Sabha (village committee meeting) has been completed in three out of 15 revenue villages. A meeting with the people of the remaining villages will be held soon.

Sources said the company is facing opposition from the villagers who want land price to be decided before convening the gram sabha. The price quoted by the affected villagers is reportedly not acceptable to the company.

As per the MoU, the company requires 7,750 acres of land for the project. About 1,400 acres of the proposed site are forest land which requires conversion. Construction work for the project will start as and when a substantial protion of land is acquired, Bhatnagar said.

In the midst of implementing a $4 billion aluminium project in Orissa, NRI Anil Agarwal-led Vedanta group, has started a Rs 300-crore township project with the support of a Chinese firm to accommodate its over a 1,000 engineers and technical workforce.

Claiming that the project would be comparable if not better than what Mukesh Ambani-led RIL developed at Jamnagar in Gujarat, group company Vedanta Aluminium is importing services of China’s leading architect firm ECADI at a time when reality majors are reeling under a slump.

"We at Vedanta feel it is our duty not only to provide a conducive working atmosphere, but also best living comforts," company’s Director and CEO M Siddiqi said, adding, the township project would be completed by end of next year.

The township project, a concept popularised by PSUs in India, is crucial for the overall aluminium unit, first stage of which has already been commissioned and the second stage is targeted for completion next year, to attract and retain talent in the backward area of Jharsuguda in Orissa.

The Vedanta project envisages providing sophisticated and urban living accommodations and amenities to over 1,400 employees, who are already stationed at Jharsuguda aluminium plant.

The metals and mining major plans to pump in a whopping $4 billion to ramp up the capacity of its aluminium smelter to 1.8 million tonne by 2010.

At present, its operational capacity is 2,50,000 tonne, which would go up to 5,00,000 tonne by March 2009.

For meeting its power requirement, the company has set up a 675 MW power plant, the capacity of which will go up to 1,215 MW post-commissioning of the smelter’s first phase expansion.

The Orissa government today signed a memorandum of understanding (MoU) with the Titanium Products Private Limited (TPPL), an Indo-Russian joint venture, for setting up of a Rs 2000 crore integrated titanium complex and sector specific special economic zone (SEZ) at Chhatrapur in Ganjam district.

SM Shroff , chairman of TPPL and the state industry secretary, A P Padhi signed the documents in the presence of chief minister, Naveen Patnaik in the state secretariat.

The company will invest about Rs 2000 crore in two phases. While the first phase will cost about Rs 1200 crore, another Rs 800 crore will be invested in the second phase. The first phase will be completed within a period of 24 months and is likely to be commissioned by October 2010. It will produce 1,08,000 tonnes of titanium slag, 68,000 tonnes of high purity pig iron, 40,000 tonnes of di-oxide pigment and 10,000 tonnes of titanium sponge.

TPPL has already entered into an agreement with the Indian Rare Earth Limited (IREL) for the supply of the raw material Ilminite. The company will require about 2 lakh tonnes of Ilminite annually for its project. India will be the fourth country in the world to have smelting technology required for production of titanium. The products will have applications in the field of aircraft engine, power plants, chemical plants, automobile industry as titanium is light and corrosion resistant.

TPPL will develop a sector specific special economic zone (SEZ) at its plant site for which it has received the in-principle approval from the Centre. However, it will require additional land beyond 250 acres acquired for the titanium complex.

The Orissa government has agreed to supply 65 Mw of power and 3 million gallon per day water for the project.

Speaking on the occasion chief minister Naveen Patnaik  … He said, the project is the anchor industry for a sector specific SEZ for establishment of downstream industries in sectors like high quality paint manufacturing, automotive casting, ductile iron casting, sillicon and zircon based products.

Patnaik said, the upcoming port at Gopalpur and the integrated titanium complex are the foundations for an industrial corridor in southern Orissa. These will further be integrated with the aluminium hinterland in Kalahandi, Koraput anfd Raygada. For the purpose, he has requested the railway ministry to take up the Therubali-Gunupur railway connectivity at the earliest.

Stating that establishment of a quality vocational educational institution offering the most modern trades relevant for the industry will be an important initiative in the skill upgradation of the local youth, Patnaik said, TPPL should explore such possibility. Besides, it should develop partnership with the local technical institutions.

The Supreme Court on Friday cleared the decks for Anil Agarwal promoted Vedanta Resources to mine bauxite from the ecologically fragile Niyamgiri hills for its proposed Rs 4,000-crore alumina project at Lanjigarh in Kalahandi district.

Vedanta had sought clearance for diversion of 660.749 hectare of forest land for mining purposes to feed its alumina plant.

The special forest bench comprising Chief Justice K G Balakrishnan, Justices Arijit Pasayat and SH Kapadia allowed Sterlite to go ahead with bauxite mining.

The application of Vedanta is allowed, the Supreme Court bench said in a statement. 

However, it asked the ministry of environment and forest to proceed in accordance with law.
