Why it is important that SER have a division in Odisha?

  • As we will show below SER, without a proper representation in Odisha, has badly messed up in Odisha.
  • SER has neglected stations in Odisha. In particular, it has neglected Rourkela, the second largest metropolitan area of Odisha in many ways. For example, Rourkela is not in the list of world-class stations.

How has SER messed up in Odisha?

  • The Rupsa-Bangiriposi conversion to broad gauge has been messed up badly. See page 8-9 of 2006-may-CAG report.
  • Alignment of Jaleswar – Digha line.
  • The dangling lines
  • etc.

 


Having made the point that SER needs to have a division HQ in Odisha, the best location for such a division HQ would be Rourkela. It would of course need a reorganization of the current division break-up. Below we will give some suggestions on a possible reorganization.

Everest Industries said it would set up a Greenfield project in Orissa with an investment of INR 50 crore, which will help it to achieve a total turnover of INR 1,300 crore in the next two years.

Spread over 20 acres of land, the new plant, which will be the company’s sixth facility, would have a total capacity of 180,000 tonne of fiber cement and steel fabrication.

Mr Manish Garg president told reporters that “The new plant will involve an investment of INR 50 crore and it will come up at Balasore in Orissa and will be commissioned in next 15 to 16 months time.’

Everest Industries is now eyeing pre-engineered buildings segments in a big way in the field of automobile and warehousing sectors. He said that “We are aiming to generate a business of INR 200 crore from pre engineered buildings segment after focusing on warehousing and industrial segment.’

The company, which clocked sales of INR 650 crore in last fiscal, is aiming to grow to INR 1,300 crore by 2012—13 after the new plant starts at Orissa.
Mr Garg said that “By the end of next fiscal, our sales will reach INR 1,000 crore and thereafter it will move to INR 1300 crore.”

… the single-window clearance committee of the state government, cleared five proposals worth Rs 1,340 crore. Industries secretary T. Ramchandru said that Orissa-based Konark Kranti Energy would set up a petroleum complex at Paradip and a petroleum storage facility at Dhamra port. “The company will invest Rs 300 crore,” he said.

Britania Industries Limited would also set up a plant at Khurda with an investment of Rs 51 crore.

Around 700 people will be employed by the firm. Everest Industry would set up a corrugated asbestos plant at Somanthpur in Balasore with an investment of Rs 69 crore, Chariot Steel and Power would expand its cement plant at Sundergarh and invest Rs 320 crore while Nababharat Ventures Limited would set up a power plant with an investment of Rs 600 crore, he added.

… Balasore, which has around 70 per cent of the State’s plastic units, would soon turn into a plastic industry hub with this training centre while a plastic park is also in the offing and the work under the Industrial Up-gradation Scheme is in progress. Jena informed that Balasore is very strategically located between two upcoming Petrochemical Investment Regions at Nayachar, Haldia, and Paradip. There is potential for Balasore to be the hub of Plastics Industrial Corridor stretching on the East Coast of India.

Establishment of the APPTC at Balasore would act as a catalyst to stimulate growth of plastic industries in general and plastics processing industries in particular, he said. He said cooperation between the Centre and State is required for development.

State’s Minister of Industries and Steel and Mines Raghunath Mohanty said the APPTC’s intake for this year would be 150 and 100, respectively, for skilled and short-term courses while the full-fledged intake would be 480. The APPTC is being established by the Central Institute of Plastics Engineering and Technology (CIPET) on an area of 8 acres of land allotted by the State Government at a cost of `15 crore, which is being shared equally by the Central and State Governments.

Union Secretary of Chemicals & Petrochemicals M Raman informed that a proposal of the State Government to set up a PCPIR at Paradip has been recommended by the high-powered committee and its final approval is expected shortly. The total employment generation from the OPCPIR is expected to be about 6,48,000 persons, comprising of direct employment to 2.27 lakh and indirect employment to 4.21 lakh.

Balasore should also try to take advantage of its proximity to IIT Kharagpur.

Source said, the centre may come up at Baliapal, nearly 30 km from Balasore, where government buildings built at the cost of Rs 4.5 crore during the late 80s are lying unutilised. Last year an experts’ team from CIPET had visited the spot and submited a report to the government. The infrastructure has been built on around 150 acres of land under the rehabilitation package during the proposed National Test Range (NTR) which was stalled in 1992 due to vehement opposition.

Plastics have become the key drivers of innovation and application development. Plastics processing or product manufacturing industries is evincing increased competition worldwide due to globalization of the plastics trade. In the prevailing scenario of liberalization, an obvious preference goes to global supplier, who can deliver the qualitative products at any location within stipulated time frame across the globe. Due to globalization of trade and cost pressure, plastics industry in Indian context is looking forward to exploit the opportunities available in the export as well as domestic market. This would facilitate establishment of large-scale production facilities and processing plants to cater to the requirements of user industry.

Around 70% of the plastics industries of Orissa are situated in and around Balasore. It is also envisioned that during the end of XI Five Year Plan, around 100 more plastics processing industries are expected to be established. Establishment of Plastic Park and the upcoming Plastics Processing Industries in and around Balasore will boost the requirement of well trained technical manpower for the Plastics Industry. 

The raw materials availability for the plastic industries in Balasore can further be increased to ensure sustainable development as one petrochemical complex is coming up at Paradeep (to be developed by IOC). 

Balasore is also an industrially developed district, two sea ports are coming up near Dhamra and Chudamani. With the constant efforts of the local Member of Parliament and Minister of State for Chemicals & Fertilizers, Shri Srikant Kumar Jena, it has been decided to set up an Advanced Plastic Processing Technology Centre (APPTC) at Balasore to meet the increasing requirements of the trained technical manpower for the plastic industry. Establishing APPTC – a Unit of CIPET Bhubaneswar will not only result in fulfilling the requirement of additional skilled Technical Manpower in the area of Plastics Processing but also will facilitate in rendering the Technology Support Services. 

APPTC will fill up the demand & supply gap of skilled manpower of the processing industry in the Eastern region of the country by conducting long-term & short-term training programs in the areas of Plastics Processing Technologies. 

The Planning Commission has approved the establishment of APPTC in Balasore at a total project cost of Rs.1500 lacs. CIPET Corporate at Chennai would be the Apex Body directing and controlling the project activities as per the directives of Department of Chemicals & Petrochemicals, Government of India. The State Government of Odisha has also agreed to share 50% of its cost and provide land for setting up of APPTC at Balasore. 

Benefits of Establishing the APPTC at Balasore: 

• During the first year of its establishment, the centre is expected to train & develop around 150 students in the field of plastic processing through long-term academic programmes and around 100 participants through short duration training programmes in the areas of plastic processing technology. 

• Once the APPTC become full-fledged, the total intake of the students for long term courses will be 480 for three long term courses. In addition, the APPTC will also train 250 technical personnel from plastic industry every year through short term technology upgradation programmes. 

• The APPTC centre at Balasore will also play a catalytic role in providing technology support services to the plastic & allied industries in around Balasore where a Plastic Park is being planned. Further, it is expected that more than 150 plastics processing / allied industries are likely to be started. This will boost the skilled manpower requirement in the area of plastics processing. In addition, as Balasore is well connected with other parts of the State and also the neighbouring States, the industries located at these places will also utilize the services of Balasore Plastics Park. 

The dream of establishing a dedicated specialized centre on “Advanced Plastic Processing Technology Centre – (APPTC)” at Balasore, Orissa – a unit of CIPET, Bhubaneswar at Balasore has become a reality mainly on account of constant persuasion and sustained efforts made by Minister of State for Chemicals & Fertilizers.

This is good. But the publicity is somewhat disproportional with respect to only a 15 crore project out of which the state is responsible for 50%. Other central ministers get much more for their states. Some recent examples are:

  • Mamata Banerjee’s gifts to W. Bengal with respect to Railways and metro.
  • W. Bengal minister’s support to get approval of 500+ crores for converting BESU to IIEST.
  • Recent attempts by Pranab Mukherjee to get 500 crores for IIT Kharagpur expansion.

Orissa has continued its growth momentum as a favourite destination for investors attracting investments worth Rs 98,929.49 crore in the April-June period of this fiscal. The most of these new investment proposals are in sectors like power, steel, cement, food processing and downstream industries.

The single largest investment proposal of Rs 45,000 crore has come from Strategic Energy Technology Systems Pvt Ltd for a coal to liquid project at Angul on May 12, 2010.

The bulk of the investments- Rs 33,569.25 crore has been proposed in the power sector with proposals for setting up of Independent Power Plants (IPPs) with a cumulative capacity of 7740 MW.

Ferro Alloys Corporation (FACOR) Power Limited has proposed to set up a 270 MW (2×135) coal-based thermal power plant at Haridaspur in Jajpur district. Similarly, KU Projects intends to set up a 1320 MW (2×660) power plant at Thakurpur in Sonepur district at an investment of Rs 7260 crore. This project has been cleared by the High Level Clearance Authority (HLCA) of the state government.

Similarly, Shivani Thermal Power Station of Ghaziabad (Uttar Pradesh) has proposed to set up a 1320 MW (2×660) power plant at Chhotapadagan in Cuttack district at a cost of Rs 7554.54 crore.

Visa Power has submitted a revised proposal to the state government owned Industrial Promotion and Investment Corporation of Orissa Ltd (Ipicol) to set up a 1320 MW (2×660) power plant at Brahmanabasta in Cuttack district, entailing an investment of Rs 6319.48 crore.

Shri Anant Infra Energy Pvt Limited has evinced interest to set up a 210 MW coal-based power plant at Garjan Bahal in Sundergarh district.

Responsive Industries Ltd has proposed to set up a 1320 MW (2×660) power plant at Manmunda in Boud district at a cost of Rs 6487.50 crore.

CLP Power India Pvt Ltd plans to set up a 1980 (3×660) MW power plant at Majhapada in Sundergarh district at a cost of Rs 10,000 crore.

Among the investment proposals in the cement sector, Kolkata-based Icore Super cement Ltd has proposed to set up a cement plant at Somnathpur in Balasore district at an investment of Rs 151 crore.

While Ramco Industries Limited has evinced interest to set up a 120,000 tonnes per annum asbestos fibre cement sheet plant at Jharsuguda at a cost of Rs 35 crore, Madras Cement intends to set up a 4000 tonne per day cement plant at Nandibera in Malkangiri district at a cost of Rs 750 crore.

Reliance Cementation Ltd has submitted proposal for a 2.8 million tonne per annum cement plant at Jallangbara in Sundergarh district at a cost of Rs 970 crore.

Similarly, Binani Cement plans to set up a one million tonne per annum clinker grinding unit at Dhamara in Bhadrak district at a cost of Rs 130 crore.

In the steel sector, Rashmi Metalliks Limited has proposed to set up a three million tonne per annum pelletisation plant and 44 m captive power plant at Baliarpur in Bhadrak district at an investment of Rs 3465 crore.

The Orissa Minerals Development Company Limited has evinced interest for a two million tonne per annum beneficiation and pelletisation plant at Dalki in Keonjhar district at a cost of Rs 889 .

Icore groups 5000 crore plan of a 1.8 MTPA steel plant and a cement crushing plan needs only 80 acres

Following is an excerpt from a report in Business Standard.

Kolkata-based Icore Group with interests in steel making, cement, gems and jewellery apparel and paints, would invest Rs 5,000 crore in Orissa setting up a 1.8 million tonne per annum (mtpa) steel plant and a cement crushing unit with a capacity of 5,000 tonnes per day.

The integrated steel cum cement complex would come up on 80 acres of land at Somanthpur in Balasore district. …

… Initially, Icore will start its steel plant operations with a capacity of 0.36 mtpa at a cost of Rs 1,000 crore and later scale up to 1.8 mtpa. While the cement crushing unit is set to commence operations from December 2010, the steel plant is expected to be operational by March next year.

In contrast Tata Steel is needing 3400 acres to set up a 6 MTPA steel plant in Kalinganagar. Perhaps I am missing something or something is amiss somewhere.

Envisioning the 150 km radius around Bhubaneswar in 20 years

In 20 years (i.e., in 2030) the Bhubaneswar-Cuttack-Khurda population would be around 4 million plus. In addition the area would be surrounded by the following cities/towns within 150 kms radius (i.e., about a hour and half away).

  • Berhampur-Gopalpur to the south (with a then population of 1.5 million; about 145 kms away)
  • Puri to the south (with a then population of 700K; only 30kms away)
  • Kalinganagar to the North (with a then population of 500K; only 50 kms away)
  • Talcher-Angul to the West (with a then population of 500K; only 110 kms away)
  • Dhenkanal to the west (with a then population of 200K and almost in the periphery)
  • Paradip to the east (with a then population of 400K and 90 kms away)
  • Dhamara-Chandbali to the Northeast (with a then population of 200K and 140 kms away)
  • Bhadrak to the North (with a then population of 200K and 140 kms away)

A little farther is

  • Balasore-Chandipur to the North (with a then population of 300K and 162 kms away from the Northern end of Bhubaneswar-Cuttack-Khurda area)

In addition there will be several port towns other than the ones mentioned above and a few smaller towns (For example, Nayagarh)  within 200km radius of greater Bhubaneswar.

Besides individual CDPs for these areas the Odisha governement should start making plans for this larger overall area. It would form a different kind of megalopolis than New Delhi, Mumbai or Kolkata with a well planned hub (Bhubaneswar) surrounded by mini-hubs and with rural areas in between. I can not off-hand think of another such area in the world; may be the readers can point me to some. Please suggest what kind of plans need to be made. (Please note that for something to be up and running in 20 years, plans need to be made now.) For example:

  • Commuter trains at frequent intervals and the necessary infrastructure for that. Following are some of the segments
    • Bhubaneswar-Puri-Konark-Astaranga (Puri-Konark-Astaranga needs to be built; alternatively if Astaranga port comes up, then there may be a new line from Barang to Astaranga)
    • Bhubaneswar-Berhampur-Gopalpur (Berhampur-Gopalpur needs to be built)
    • Bhubaneswar-Jajpur Rd(Kalinganagar)-Bhadrak-Dhamara (Bhadrak-Dhamara is ready but no trains yet)
    • Bhubaneswar-Jajpur Rd(Kalinganagar)-Bhadrak-Balasore-Baripada
    • Bhubaneswar-Jakhapura(Kalinganagar)-Tomka (on the line to Kendujhargarh)

To meet the infrastructure needs of micro, small and medium enterprises (MSMEs) on a priority basis, the Orissa government has reserved 20 per cent of the area in all industrial estates, industrial parks, industrial corridors and land banks for such units.

Further, the state-owned Industrial Infrastructure Development Corporation (Idco) will promote new exclusive zones for MSMEs in all major industrial hubs of the state.

The locations where exclusive industrial parks will be promoted include Kalinganagar, Barbil, Jharsuguda, Sambalpur, Dhenkanal, Rourkela, Baragarh, Balasore, Dhamara, Gopalpur, Chhatrapur, Raygada, Kalahandi and Choudwar.

Such exclusive zones will also come up near the Special Economic Zones (SEZs) in the state.

… The government has also decided that wherever land is provided to large and medium industries, 10 per cent of the land, subject to a maximum limit of 200 acres, will be earmarked for setting up MSMEs. This will facilitate the setting up of ancillary and downstream units, preferably in cluster mode, a source added.

… Sources said that Common Facility Centres (CFCs), to be set up by the Special Purpose Vehicle (SPV) constituted for the MSME clusters, would be entitled for allotment of land free of cost at various locations in the state.

… To provide assured sources of raw material for such units, the Orissa Small Industries Corporation (OSIC) and the National Small Industries Corporation (NSIC) will set up raw material banks.

The two organisations will act as nodal agencies for MSMEs and public sector resource companies will accord priority to OSIC and NSIC in supply of raw materials, which will be made available to MSMEs at the lowest possible rate.

Emami currently has manufacturing facilities in Balasore and Kolkata. Following are excerpts from a report in Economic Times about its future plans.

Emami Group company Emami Paper Mills (EPM) on Friday said it will invest around Rs 500 crore to double its newsprint production capacity to 3 lakh tonnes per year in the next two and half years.

… "We will invest around Rs 500 crore on increasing the production capacity of our plant in Orissa. After the expansion, we will double the capacity to 3 lakh tonnes a year," Emami Group Director Aditya Agarwal said.

EPM has two plants in Orissa and West Bengal with a total production capacity of 1.5 lakh tonnes of newsprint per annum.

Agarwal said the firm will start a new line to hike production at its Orissa plant and will mainly be used for recycling papers.

The Odisha government should go after establishing a paper product cluster around this plant as the output and the byproduct of the Emami plant can be used for a whole bunch of paper products. The Airports Authority of India (AAI) plans to privatise 15 out of 40 non-operational airports across the country on a public-private partnership (PPP) basis to make them function again.

“Out of 40 non-operational airports, 15 have the potential to operate and we have planned to give the airports to private developers to operate it for a concession period,” said a top AAI official, who did not wish to be identified.

The airports to be given to private companies are in Rajasthan, Orissa, Bihar, Uttar Pradesh, Jharkhand and north-eastern states. ..

As per the AAI page at http://www.aai.aero/allAirports/nonop_airports.jsp the non-operational AAI airport in Odisha is in Jharsuguda. This is the good news for Odisha. The slightly bad news is that the Chakulia airport in Jharkhand is probably also in that list. It is 67 kms from both Jamshedpur and Kharagpur and about 80 kms from Baripada. If that takes off the proposed airport in Rasgovindpur (in Mayurbhanj) will not happen soon. But overall from the tri-state perspective Chakulia is a better location.

(This is another in the series of articles about future urban agglomerations and hubs in Orissa. Earlier we wrote about Berhampur area, Burla-Sambalpur-Jharsuguda area and Rourkela area. Now lets turn our focus to North Orissa.)

The more I think about the Rasgovindpur airport the more it seems that this area has a high potential of becoming a fine urban agglomeration. Following are some of the things that are going for this area.

  • Population Base: Baripada has a population of 143,355 and Balasore has a population of 126,179. Jaleswar has a population of 22,000. My guess is that the triangular area covering them would have a population of 400-500K.
  • Ports: As shown in the above map, five ports are being planned near this area. They are Chudamani, Inchudi, Bahabalpur, Kirtania and Talsari. Aditya Birla group signed MOU for Chudamani, IL&FS is interested in Inchudi, Bahabalpur is iffy as it needs DOD approval, Creative ports has signed an MOU for Kirtania and JSW is interested in Talsari.
    • An important aspect of ports is that they bring in additional infrastructure such as roads and railways and thus a whole bunch of jobs.
  • Expressways: The GQ part of the expressways will pass through this area and the Howrah-Mumbai expressway will pass 20-30 kms to the North. Once the ports are operational there would be plan for a connecting expressway between the above two and it will pass through the heart of this area.
  • Railways (Rupsa-Baripada-Buramara-Chakulia): Balasore is a major stop in the Howrah-Chennai line. Jaleswar is a smaller stop in that line. Baripada now has rail connectivity which is going to improve further with the starting of the Baripada-Buramara-Chakulia line and also the broad gauge conversion of Baripada-Bangiriposi.
  • Railways (Jaleswar-Digha): Survey has been done before for Jaleswar – Digha. Moreover, with proposed ports at Talsari and Kirtania a railway line connecting Jaleswar to all those is going to happen soon.
  • Name Recognition via Chandipur: Chandipur has world wide name recognition for the ITR missile testing range there.
  • Similipal national forest and Biosphere: It was recently named as a UNESCO biosphere.
  • Beautiful beaches: Chandipur and Talsari are beautiful beaches close to this area. Digha in West Bengal is also close by.
  • Proximity to IIT Kharagpur: Kharagpur will be an hour away on the expressway.
  • Universities and Colleges; private initiatives: Balasore and Baripada each have a university in FMU and NOU and they both have good general colleges in FM College and MPC College. There are 5 private engineering colleges in Balasore area, 1 more near Baripada and 1 more in nearby Bhadrak.
  • Plan for an airport: The planned airport in Rasgovindpur will bring all these areas together. Besides serving the immediate area this airport will be convenient for IIT Kharagpur. If IIT Kharagpur starts using it as its gateway airport then it can be persuaded to invest near the airport in perhaps making an extension center.
  • Plastic cluster in Balasore: The central government has approved a plastic cluster in Balasore.
  • Local leadership: The only central minister from Orissa, Srikant Jena is an MP from Balasore. He also happens to be an extremely intelligent person and a smart politician (in a good way). He has already pushed for a plastic cluster in Balasore. His presence in the central government, gives this area a huge plus for at least the next 4 years.

The above are some of the points that are going  in favor of this area. The local people are also very active in demanding things for the area. Currently people from both Balasore and Baripada are demanding a medical college for the area. That is definitely a need. The following news item from today’s Samaja highlights the demand of the Baripada people. Few months back several thousand people from Balasore had demonstrated in Bhubaneswar for a medical college in Balasore.

Following is from today’s Dharitri.

From the above, and its actions in the past, it seems that Orissa government’s future plan in terms of airports are:

  • Make an international airport in Bhubaneswar. (Shifting to the new location will take another 10 years.)
  • Make an airport in Jharsuguda to cater for Bargarh-Sambalpur-Jharsuguda-Rourkela belt: Will take 2-3 yrs to be operational.
  • Plan for an airport in Jeypore: Will take 8-10 years to be operational
  • Plan for an airport in Rasgovindpur (near Jaleswar, close to Balasore and Baripada): Will take 8-10 years to be operational

Couple of implications of the above are: Berhampur and Rourkela may not get functional airports in the near future (say next 10 years) as they are close to airports at Bhubaneswar and Jharsuguda respectively. The overall airport situation in Orissa in 10 years will be as follows:

Now lets analyze how feasible the airports at Jeypore and Rasgovindpur will be.

  • Jeypore: It is 258 kms from Visakhapatnam by Rail and 224 kms by road. It is 378 kms from Raipur; 450 kms from Jharsuguda and 520 kms from Bhubaneswar. It will be at the junction of two expressways and thus would be able to serve a large population in Orissa, Andhra Pradesh and Chhatisgarh.
  • Rasgovindpur: It will be 30-40 kms from Balasore and Baripada; 70-80 kms from Digha; 80-90 kms from Kharagpur mostly on the expressway; 90-100 kms from Bhadrak mostly on the expressway, close to two expressways; 200kms from Kolkata airport;  210-220 kms from Tatanagar and 260-270 kms from Bhubaneswar. (Tatanagar being only 170 kms from Ranchi may not have a viable commercial airport for some time. Kharagpur being 120 kms from Kolkata will not have a viable commercial airport for a long time.) Thus it is far enough to the nearest airports in Bhubaneswar and DumDum (Kolkata), but at the same time there are enough population centers (Balasore, Baripada, Bhadrak, Digha, Kharagpur, Medinipur, Jhargram, Ghatsila) that will be close to this airport than the existing airports. So this aiport could serve a significant population in Orissa, Jharkhand and West Bengal.

The Centre has approved the development of four different sectors in Orissa including granite through the cluster approach under the Lean Manufacturing Competitiveness Scheme (LMCS).

These clusters include the Ganjam Granite cluster at Berhampur, the handicrafts cluster of the Khurda-based Trishakti Self Help Group (SHG), Sponge Iron cluster at Bonai near Rourkela and plastic cluster at Balasore.

New Delhi-based National Productivity Council (NPC) has been chosen as the nodal agency for the implementation of these cluster units. The formation of special purpose vehicles (SPVs) is necessary for the formal declaration of these cluster units.

“We have already taken steps to form the SPV for the granite cluster at Berhampur”, said Santosh Kumar Bebarta, secretary, Ganjam Granite Cluster. Once all the formalities are completed, the granite cluster will be launched, said B B Dhal, general manager, District Industry Centre (DIC), Ganjam. The deadline for the functioning of the proposed granite cluster is December 31 this year. The SPV of the particular cluster could get a funding up to Rs 10 crore from the Centre for setting up of the Common Service Centre (CSC).

  1. Delhi metropolitan area (not listed above)  has a population of 18,639,762 encompasses the state of Delhi and parts of UP and Haryana.
  2. In the above Chandigarh is listed under Punjab mainly because there is more growth in the Punjab suburbs of Chandigarh. It is actually a centrally administered unit and capital of both Punjab and Haryana.

Considering the close relation between urbanization and other developmental indicators, Orissa must aim to have at least 5 metropolitan areas other than Bhubaneswar with population of 10 lakhs within the next 25 years.  Those are:

  • Rourkela-Kansbahal-Rajgangpur (within 5 years)
  • Berhampur-Chhatrapur-Hinjilicut (within 10 years)
  • Sambalpur-Jharsuguda-Belpahar-Brajarajnagar (within 10 years)

Update: Biswarup Basu in an IRFCA posting pointed out that based on the current schedule this train is  competitive with the 8005/06 Koraput-Howrah Express; 1 hr 5 minutes faster towards Howrah and 15 minutes slower in the other direction.  So many may not mind traveling end-to-end on this train. He thinks there is enough traffic to introduce a daily train in this route.


East Coast Railway is running eight pairs of a special train between Sambalpur and Howrah via Angul. Following is its schedule.

From end-to-end connectivity point of view the path taken by this train is longer than the regular Sambalpur-Rourkela-HWH path.

  • SBP – Howrah : 563 kms
  • SBP – Kapilas Rd (273-15 = 258) + Kapilas Rd – HWH 396  = 654 kms

However, this train would give a direct connection between Howrah and places like Angul, Talcher and Dhenkanal. A train in this route with different times and more stops could also provide direct and useful connection between Sambalpur/Redhakhol/Angul/Talcher/Dhenkanal and Jajpur Rd/Bhadrakh/Balasore.  Perhaps ECOR is exploring a regular train in this route.

The Union government is planning to develop such parks in the state with state-of-the-art infrastructure for the plastic industry and if everything works out according to plan, Balasore will have the country’s first such park. Inspired by the success of software technology parks across the nation, the Centre is planning to set up these parks, which will provide raw materials, power and land for plastic companies.

Moreover, the companies will also be helped to market their products. These parks are expected to generate huge direct and indirect employment. A technical team led by Central Institute of Plastic Engineering and Technology director general S K Nayak, was recently here to survey the feasibility of the project. "We held a meeting with local industrialists who were given a broad idea about the plastic park and its facilities. The response was good. We will submit a report to the Union government and later have a discussion with the state government for land and other facilities. At least 250 acres of land is required for the project," said Nayak.

According to sources, Balasore, which is known as the plastic hub of the state, has about 42 plastic companies with a combined turnover of more than Rs 200 crore. While all the companies come under the small scale industry category, the range of products include plastic pipes, pipe fittings, furniture, woven sack bags, polythene bags and sheets and general moulded items.

"As plastic has become an integral part of everyday life, the Centre is planning the park, which would house at least 100 companies. Existing industries can shift their units to the park and new units can also be set up. Since several facilities are being offered at the park, it will attract new entrepreneurs. We are excited to have the park in the region," Balasore Chamber of Industries and Commerce president Himanshu Das said. "The park will promote development and growth of the plastic industry. It will provide land and efficient power supply at subsidised rate. There will be a bank, common raw material depot, testing centre, common tool room for maintenance and finally an effective marketing system within the park," he said.

This apart, the government of Orissa is also planning to start a "plastic cluster" at Balasore. The Union government has already approved 14 clusters out of 20 notified by the state government for Central assistance.

"Two proposals – one plastic cluster at Balasore and another engineering cluster at Mancheswar have been sent to the Union government for assistance under Industrial Infrastructure Upgradation Scheme. Each of these units will avail Rs 60 crore under the scheme," said an official. The team also visited some unutilized government buildings built at the cost of Rs 4.5 crore at Baliapal during the late 80s. The structures were built on around 150 acres of land under the rehabilitation package during the proposed National Test Range which was stalled in 1992 due to vehement opposition.

"We are planning to start the technical training institute here. …

Kudos to Balasore MP and MOS Srikant Jena for playing a major behind the scenes role on this. Now if only Hemanada Biswal, the chair of the labor committee which has a MOS rank, would show similar leadership with respect to Sundergarh and Rourkela.

Shri Naveen Patnaik, Chief Minister, Orissa met Shri Anand Sharma, Union Minister for Commerce and Industry at New Delhi and discussed various issues pertaining to development of Industry Clusters and handicrafts in Orissa.

The Union Minister also agreed to the proposal of the State Government for providing infrastructure support for development of industrial clusters under the Industrial Infrastructure Upgradation Scheme (IIUS) of GoI for the clusters located at Balasore (Plastic Products Cluster) at a project cost of Rs 62.50 crore and another at Mancheswar (Engineering Cluster) at a project cost of Rs 61crore. He complimented the State Government for smooth implementation of the Metallurgical Cluster Project in Jajpur (Kalinganagar) which has already been sanctioned for Orissa under the IIUS.

In the following Business standard reports on progress on the proposed Aluminum park in Angul.

The proposed aluminium park of the public sector National Aluminium Company (Nalco) at Angul in Orissa, which was mired in uncertainty, is finally set to see the light of the day.

The proposed venture will be set up jointly by Nalco and the state owned Industrial Infrastructure Development Corporation of Orissa (Idco). The two partners are expected to sign a memorandum of understanding (MoU) in this regard soon.

Sources said, Nalco and Idco will have equal stake in the project. …

“All the contentious issues have been resolved and the terms and conditions of the draft MoU have been agreed upon by both the partners. The signing of the MoU is a matter of technical formalities”, a senior official of the state industry department told Business Standard.

Sources said, the MoU will be signed by the end of this month and the chief minister Naveen Patnaik will lay the foundation stone for the project in the first week of September. The proposed park will come up adjacent to the existing smelter plant of Nalco at Angul.

The complex will house various downstream and ancillary aluminium industries. Though it was originally planned to develop the project over 200 acres, it has been decided to acquire 50 to 100 acres more to increase the size of the park. This will take care of the future growth requirement and creation of some social infrastructure.

… Sources said, the cost of developing the land in the park will be borne by Nalco and Idco equally and this will be recovered from the units which will come up in the park. An innovative pricing structure is proposed to be put in place for this.

The aluminium park, once fully developed, is expected to attract investment of Rs 300 to 400 crore. It may be noted, the project passed through uncertainty as the state government was earlier reluctant to join the project as a joint venture partner.

Land has been identified near Amarda in Mayurbhanj district for establishment of the Army base in the State.

General-officer-commanding (GOC), central command, J.K. Mohanty met Chief Minister Naveen Patnaik here at the Secretariat today to discuss the issue.

Mohanty told mediapersons that it is now for the State Government to acquire the land and hand it over for establishment of the base.

The Centre recently informed the State Government that it had decided in principle to establish an Army base in the State and requested it to provide the required land. Chief Minister Naveen Patnaik had assured the Centre that it will extend all cooperation including provision of land for this purpose.

Amarda is close  to NH 60 on State highway 61. Its about 15 kms west of from Jaleswar. It is 10 km from Rasgobindpur airport and is about 50 kms from Baripada. There is an Amarda Road station between Basta and Rajghat stations.

The sequence of Railways stations around Amarda Rd are: Balasore, Rupsa Jn (18), Basta (28), Amarda Rd (34), Jaleswar (48).
