Following is from a report in New Indian Express.

The Rs 2,000-crore titanium plant to be established jointly by the Russian Federation and Kolkata-based Saraf Group at Chatrapur in Ganjam district would lay the base for development of the Special Economic Zone (SEZ).

The SEZ spanning over 600 acres would house beach sand mineral-based industries.

It would be spearheaded by the Russian and Indian partners and developed into an industrial hub as the flagship titanium project gets executed, said General Director of Technochim Holdings L N Bobkov here on Tuesday.

Plans are to pump in around 3 billion USD for development of the SEZ and the concept paper would be submitted to the Governments of India and Russia for consideration and approval.

The high-value applications of titanium as raw material would open a floodgate of opportunities for value-addition by downstream industries.

Units in the sectors of casting, titanium metal, magnesium, automotive and machine parts, electronics , computers and other manufacturing sectors, etc., can come up. The SEZ would also be open to other private players, the developers have said.

Following is an excerpt from a report in Pioneer.

Under the PPT mode, the State Government has decided to build a Capital Region Ring Road. A decision to this effect was taken at a meeting of the Empowered Committee on Infrastructure (ECI) chaired by the Chief Secretary Ajit Kumar Tripathy on Tuesday.

The proposed ring road will constructed with an aim to lessen pressure on the vehicular traffic movement on Bhubaneswar-Cuttack road. The road will start from Khurda and pass through Bhubaneswar via bypass and touch Nirgundi near Cuttack. The survey work for the project will commence soon.

Keeping the growing industrialisation in view, another road under PPT will be built connecting directly Bhubaneswar to Paradip. It will also help the smooth movement of traffic from Capital to Port City. ILFS will do the necessary survey work.

In order to strengthen the PPT mode, Government has constituted seven cells in different departments like Fisheries and Animal Development, Energy, Panchayat Raj and Information and Technology.

The committee approved five proposals under PPT. In a bid to develop the infrastructure of Berhampur city, Government has decided to build an integrated commercial and residential complex under the banner Gajapati Plaza. Rs 10 crore will be spent to build this project. Government will provide five acre of land for this purpose. All the modern amenities including swimming poll facilities will also be available in the complex. The project work would be entrusted to Forum Project Private Limited. Work on the project would commence in the next 15 days. The ECI also gave its nod to set up a bio-tech farm in an area of 64.86 acres of land near Andharua on the outskirt of Bhubaneswar city. A bio-tech incubation centre will be set up in another 10 acres of land in Andharua also. Five major state-of-the-art infrastructure in the form of modular laboratories, loaded wet laboratories, common equipment facilities and amenities, pilot plant facilities and training centre would be provided in the park.

These facilities in the Biotechnology Research Platform will help to multiply the number of users on free-for -use basis. Selected private developers will be allowed to operate, manage, maintain and market the park in Bio-Tech Pharma and Bio-Informatics -IT related issues.

The Orissa government has already involved itself in preparing the master plan for greater Bhubaneswar area. Now there is news regarding its intention to make master plans for 8 more areas. These areas are: Puri-Konark, Rourkela, Sambalpur, Berhampur, Kalinganagar, Paradeep, Jharsuguda, and Talcher-Angul. The govt. is missing a few other areas which it should take up soon. Those are: Baripada, Balasore, Dahamara, Rayagada-Therubali and Koraput-Jeypore. Following are excerpts from a report in Statesman on Orissa govt.’s recent thoughts on this.

In a bid to give major facelift to the upcoming urban areas of the state and for their integrated development, the government will prepare a master plan, within one and half years. The localities include Rourkela, Sambalpur, Berhampur, Puri-Konark, Talcher-Angul, Paradip, Kalinga Nagar and Jharsuguda. … Mr Patnaik underscored the need of adequately trained personnel to successfully handle the technical problems of under-ground sewerage and solid waste management,…. He also stressed on better sanitation, drinking water, housing and slum development. It may be mentioned here that while Rs 950 crore from the funds of JBIC has been sanctioned for sewerage of Cuttack; the capital city has been allotted Rs 499 crore for the same under Jawaharlal Nehru Urban Renewal Mission. Rs 88 crore has been sanctioned for drinking water in Cuttack, Berhampur and Sambalpur. Rs 3.65 crore has also been allotted for slum development in Bhubaneswar.

Following is an excerpt from a report in the New Indian Express.

After successful completion of first-phase land acquisition for the SEZ, preparations are on to start the second phase. In the first phase, 250 acres, including 48 acres of government land, have been acquired.

Another 250 acres would be acquired in the second phase likely to start by this year-end. M/s Saraf Agencies Pvt ltd, a Kolkota-based firm, will set up the SEZ with Russian collaboration.

The firm has been pursuing this project for the past 10 years because of the high mineral content in beach sand along the coastline.

However, the agitation against the proposed mega steel plant by Tisco delayed the decision of the firm. The firm has also started its efforts to search partners to set up its proposed titanium dioxide plant near Orissa Sands Complex (OSCOM), a unit of Indian Rare Earths Ltd near Chatrapur.

The plant will facilitate setting up of the SEZ. The company has signed an MoU with two Russian state-run agencies for the proposed SEZ that will process titanium from ilmenite ore.

The MoU was signed during the visit of Russian president Vladimir Putin to India and the project will entail an investment of $250 million (around Rs.1200 crore).

The two Russian entities that will take part in the project are Vnesheconombank or the Bank for Foreign Economic Affairs and JSC Technochim Holding, which is a St. Petersburg-based public sector undertaking.

During recent visit of Prime Minister Manmohan Singh to Russia, the Russian premier Viktor Zubkov informed that his country is ready to actively participate in development of the SEZ as part of the efforts to boost bilateral economic ties.

While the Russian firms will have a 55 percent stake in the project, there will be financial participation from them.

They will provide the technology to process titanium from ilmenite ore. The Indian government plans to use this project to set off part of the debt in the rupee-rouble account and will, therefore, invest $125 million in the SEZ.

Saraf Agencies will pump Rs 175 crore into the project and the remaining amount will be raised as loan. The company received an in-principle approval for the SEZ on August 23 last year. The ilmenite ore will be provided by OSCOM.

Following is an excerpt from a report in Telegraph.

Bhubaneswar-Cuttack and neighbouring towns will be developed into a greater urban complex of international standards catering to the needs of 42 lakh people by 2030.

The final perspective plan to this effect was presented to chief minister Naveen Patnaik here today by a team from IIT, Kharagpur. B.K. Sengupta, heading the team, said the comprehensive development plan for Bhubaneswar, Cuttack, Choudwar, Khurda and Jatni would be ready by August 2008.

Subsequently, development plans would be prepared for places like Rourkela, Puri, Sambalpur, Berhampur, Talcher-Angul, Kalinga Nagar and Jharsuguda industrial complex, said state urban development minister K.V. Singhdeo.

The final perspective plan has envisaged comprehensive development of a greater urban complex comprising twin cities of Bhubaneswar-Cuttack and three adjoining towns spread over 721sqkm at an estimated cost of Rs 34,000 crore.

The required funds would be mobilised through public-private partnership, central government and state government and community contribution, said the urban development minister.

While 11 special zones have been earmarked for extensive development, four have been identified for intensive development and three places (Old Bhubaneswar, Choudwar and Old Cuttack) having heritage value have been set aside for restricted development. Seven sensitive pockets have also been identified.

A patch of farmland on the east of the Kuakhai flowing near Bhubaneswar has also been earmarked for agriculture. The final perspective plan has dwelt on various aspects like transport, traffic decongestion, upgrade of road system, slum development and drainage. Construction of overhead bridges and bypass and the upgrade of road systems have also been planned.

Drainage and sewerage development has also been planned in the twin cities.

A solid waste management plant has been proposed in Bhubaneswar. Bhubaneswar-Cuttack would be made slum-free. The shanties would be removed and the dwellers would be resettled in planned rehabilitation colonies to be built by private builders on the Dharavi model in Mumbai.

New Indian express reports that Orissa Stevedores Ltd (OSL) started the renovation of Gopalpur Minor Port and its expansion into an all weather port. Excerpts:

“This seasonal port work which was earlier managed by the State Government was entrusted to OSL last year to be developed into a full fledged, all weather port by OSL, on a build own operate share transfer (BOOST) basis for a concession period of 30 years.While the minor Gopalpur port was spread over 282.755 acres the planned all weather port will come up on 513.786 acres. As per the notification by the State Government the district administration has already initiated measures to hand over land to OSL besides leasing out some stone quarries.

As per the initial plans, the port would be developed in two phases at Rs 720 crore. The first phase of the project would involve upgradation and rehabilitation of the existing minor port at Rs 20 crore.

Phase II involves an investment of Rs 700 crore for the development of the port into an all-weather one. On completion of 30 years, the developed port will be handed over to the State Government. However, the private operator would also have to share its gross revenue with the State Government.”

Expanding its business portfolio, the Kolkata-based Saraf Group, promoters of Forum Mart shopping malls, has now decided to set up a titanium plant at Chhatrapur in Ganjam district.

The plant will be set up over 600 acres of land at an investment of Rs 2,000 crore in collaboration with the Russian Government. Production is likely to start by 2009- end.

This was disclosed by Saraf Group chairman S M Shroff while talking to mediapersons here on Tuesday. He said the project had received approval of the State Government and an MoU would be signed soon. The company had already acquired 200 acres.

He also announced setting up of two more shopping malls in the State, buoyed by the success of Forum Mart here. Both the malls – to come up in the Capital city and in Berhampur, would also have four-screen multiplex. The projects are likely to be completed by 2009-end.

Lack of proper road communication is a major hindrance in the path of construction and renovation works being taken up by the Gopalpur Ports Limited (GPL) to transform the existing seasonal port into a mega all weather port.

Speaking to The Hindu, director of the GPL, Mahima Mishra said the existing road that connects NH 5 with the port was too narrow and was not of standard to bear the load of transportation of heavy machines and vehicles needed for th e work of the port. The GPL wants to construct a separate four lane road to connect the NH 5 with the port. But this road project of GPL has been getting delayed as the proposed land is under the Orissa Sands Complex (OSCOM), a unit of the Indian Rare Earths’ Limited (IREL). Mr Mishra said delay in construction of this road could delay the whole port project. He said road transport between the port and the highway can also affect the operation of the seasonal port at Gopalpur from November.

… State Transport Secretary, Priyabrata Patnaik has held discussions with the district administration and GPL authorities regarding the transfer of land to the GPL for its port project. Chatrapur sub-collector Ajit Mishra said efforts were being made for speedy transfer of 269 acres now under the IREL to the GPL. Transfer of these 269 acres would enable the GPL construct its four lane road between NH 5 and the port for proper transportation link.

 

… Tehsildar of Chatrapur Manoj Padhi informed that the IREL had agreed to surrender 269 acres to the State Revenue Department as it has completed mining at the area. About 140 acres of this land was government land and the rest 129 acres was private land acquired by IREL for mining.

After IREL surrenders the land acquisition process would again have to be initiated for the private land so that it could get transferred to GPL as early as possible. In total the GPL needs around 2000 acres for its project.

… The whole project involves an investment of over Rs. 1700 crores. The GPL happens to be a consortium of Orissa Stevedores Ltd. (OSL), Noble Group Ltd. of Hong Kong and Sara International Ltd., which entered into an MOU with the Orissa Government on Sept 14 last year to take over the Gopalpur port to develop it into a major all weather port on BOOST basis.

Following are excerpts from a Business Standard report.

Berhampur Development Authority (BDA) has signed a memorandum of understanding with Kolkata based real estate company, Forum Private Limited, for construction of a Rs 95.78 crore integrated commercial-cum-residential complex here.

The complex, which will come up under the banner of Gajapati Plaza on a 5 acre plot, will be built on the model of Public Private Partnership (PPP).

Facilities like shopping malls, hotel and entertainment arcade will be provided in the complex, said Sarat Ranjan Patnaik, chairman of BDA.

The executive committee of BDA approved the project on Wednesday and decided to send the proposal to the government for final approval.

According to the proposal, BDA will provide the land to the real estate company on 75 years lease for construction of the complex and will manage it after completion.

… Forum was selected to construct Gajapati Plaza through competitive bidding. BDA had floated tender inviting applications from the companies for construction of the proposed project. While 14 applications were received, only four were selected for pre-qualification bid. Of them only two were in the final bid and Forum was awarded the tender.

Forum, promoted by the Sarafs of Kolkata, had earlier constructed the Forum Mart in Bhubaneswar.

Sarafs were working on a project to set up a titanium dioxide plant near Chhatrapur in Ganjam district.

“The face of the Berhampur will change when the Gajapati Plaza constructed at the Corporation Road, on the side of National Highway 217 in the heart of the city comes up”, he said.

BDA has approved a proposal for construction of Vivek Vihar Phase II, residential housing project and a bypass from Gokarneswar temple to All India Radio office in Berhampur.

According to Patnaik, the housing project would cost about Rs 7.50 crore and would come up over 29 acres at Ambapua at the outskirt of the city. About 100 houses of different categories would be constructed.

The price of the houses would range between Rs 2.81 lakh and Rs 16.34 lakh depending on type.

“We decided to construct the housing project from our own fund”, he said.

BDA has decided to construct 600m by-pass from Gokarneswar temple to AIR office at a cost of Rs 1.69 crore to solve the acute traffic problem in Gate Bazar area here.

Two crores to modernize Berhampur station

A sum of Rs. 2 crores has been sanctioned for the development and modernisation of the Berhampur railway station, Divisional Manager of the East Coast Railways P.K. Srivastav has said. Keeping its colonial architecture intact, work is on to add structures
to the existing station and to beautify it.

Speaking to newsmen, Mr. Srivastav said to expand the station premises, the goods shed by the side of platform number three was shifted to Jagannathpur. A fourth platform would be added in place of the goods shed. The new platform and the continuing work on the second foot overbridge at the railway station were expected to be completed by2008. As per the new plans, the Berhampur railway station would have two entry gates in a bid to reduce rush at the main gate.
