A new road project in Bhubaneswar is expected to relieve traffic congestion to a huge extent on National Highway (NH) – 5.

The upcoming road will link the capital city with the township of Jatni. At present, people travelling from Bhubaneswar to Jatni have to take the NH-5.

Construction on the 14.2km Sundarpada-Harirajpur road is going on at full speed. Work on the project, estimated to cost around Rs 7.53 crore, is expected to be complete by the end of this month. The road was a long-standing demand of the people as the Sundarpada-Jatni stretch has seen rapid growth in the past few months with a number of housing colonies coming up in the area.

While more than 30 apartments have been build near Sundarpada, two engineering colleges and four management colleges also come up in the area.

The project, which started on January 31, 2010, was supposed to be completed by January 30 this year. However, due to problems, including law and order issues, created by villagers in the locality, the work got delayed.

This road already shows up in Google map. In 3-4 years once IIT and NISER campuses are built and become functional near Jatani, this road will become a very important artery of the Bhubaneswar area.

From being a sleepy state capital housing government babus, Bhubaneswar has gone on to become one of the fastest growing tier two cities in the country. But it still lacks many key traits of a modern urban centre, including infrastructure and civic amenities. Here, TOI takes a look at the hurdles that stand in the way of the city of temples acquiring the tag of a cosmopolitan city.

Commuting CHAOS

The public transport system is in a deplorable state. Travelling by public transport is a nightmare most people try to avoid if they can afford their own vehicle. Overcrowded shared autorickshaws on some fixed routes are the mainstay of intra-city commuting. In October 2010, 60 buses started operating under Jawaharlal Nehru National Urban Renewal Mission in Bhubaneswar.

But given the huge rush of daily commuters, these are too less in number. "The city should have a good mass transport facility including a Bus Rapid Transit System (BRTS) and train services should be started within the city and on its outskirts," said N K Panda, former chief secretary and president of the Citizens’ Apex Association.

RITES, a central government enterprise and consultancy organisation, has been working on a detailed project report for a BRTS in Bhubaneshwar. Notably, Ahmedabad and Delhi already have such systems.

The Perspective Plan Vision 2030 of the Orissa government for a Bhubaneswar-Cuttack urban complex over an area of 720 square km suggests circular trains for cheaper mass transport within urban areas. "The transport facilities in the city have improved a lot in the last few years, though much more needs to be done," said mayor Anant Narayan Jena.

No multiplexes in sight

Multiplexes are proliferating by the dozen not only in metros but also in comparatively smaller cities like Jaipur and Chandigarh. But Bhubaneswar is yet to get its first multiplex cinema. Though around 20 shopping malls have come up here over the past 10 years, none of them have multiple cinema screens as yet.

"It is surprising that the city is yet to get a multiplex. Even cities like Hyderabad, Guwahati, Gurgaon and Noida have multiple-screen halls, and more than one," said Bibekananda Mohanty, an IT professional.

Real estate developers say it is a matter of less than a year before the city gets its first multiplex. "At least five multiplexes are in the offing. One in Saheed Nagar would be completed in a year’s time," said Real Estate Developers Association (REDA) president Anup Kumar Mohapatra.

international airport yet to take off

The state doesn’t have an international airport. The nearest international airport from Bhubaneswar is 500 km away, in Kolkata. Airports Authority of India (AAI) in July 2006 had announced it would build an integrated international airport complex in the city. It was supposed to upgrade the existing Biju Patnaik airport by investing Rs 250 crore. The project was to be finished by 2010. But sources said the government is yet to finalize land for the airport.

"Without an international airport, we can’t aspire to be even among the top 50 cities in the country," said professor P K Jena, chairman of Institute of Advance Technology and Environmental Studies (IATES).

Where does one unwind?

Unless you are the kind of person who enjoys your day out in cramped parks, the city would be an exceptionally dull place for you.

A sizable population of the work-force toils round the clock, working all kinds of long and late hours. But nightlife in the city leaves a lot to ask for. There are less than 10 discotheques and pubs, mostly in hotels. There are even fewer clubs and restaurants offering good quality wining and dining. The city doesn’t even have good food courts.

"There is just a handful of hangout places with good music and DJs. The option are very limited," said Upasana Roy, a management student.

Things are, however, changing fast, claim the administrative authorities. "There were no discos and nightclubs at all a few years ago and now we at least have some. The city is developing fast and entertainment options are increasing," said BDA planning member Prashant Patnaik.

No convention centres

There are no hotels or standalone establishments in the city offering convention centres with good facilities to host multiple national or international events. There are two conference halls where most of the events take place one is in a hotel near Jaydev Vihar and the other at KIIT University. But these venues have limitations and events inviting large crowds cannot be held in them.

Bhubaneswar, however, doesn’t seem to getting such a facility in a hurry. "Its true the city needs a large convention centre, but BDA currently has other priorities," said BDA vice-president Deoranjan Kumar Singh.

Healthcare not up to the mark

A large number of patients from Bhubaneswar are forced to go to cities such as Chennai, Vellore, Hyderabad and Mumbai for advanced treatment. This, despite the fact that the city boasts a good presence of corporate hospitals: Kalinga Hospital, LV Prasad Eye Institute, Apollo Hospital, Sparsh Hospital and Hemalata Hospital.

"Before 2000, the city had few tertiary care hospitals. The decade from 2000 to 2010 is when most of these hospitals were established. The number of patients going to other cities for treatment has been reducing gradually. By 2020, the city will have ample medical tourists from outside the state," said Dr G Biswas, a medical oncologist at Sparsh Hospital.

In the offing in Bhubaneswar are All India Institute of Medical Sciences; a 978-bed hospital under the Pradhan Mantri Swasthya Suraksha Yojana with 15 super-speciality and 18 speciality wards; a 300-bed hospital by AMRI group; and another heart-care hospital by Naryana Hrudayalaya.

Sunil Agarwal , President & CEO, ARSS Infra in an interview with ET Now talks about the bus terminal development project bagged by the company.

This order its after a long time that I am seeing somebody bag an order of this nature bus terminals. What is the deal, how much is the annual expenditure for this development and what you will get in return?

Yes, this is a deal for developing of bus terminal in Bhubaneswar, Odisha which is a capital of Odisha. We will be developing bus terminal for Odisha Bus Bhubaneswar. This is located in Bermuda. We have paid 56 crore premium to the government of Odisha and we have signed the concession agreement yesterday.

The total project cost of the terminal will be around 1300 crore out of which we will be developing half of the terminal as bus terminal and the basic infrastructure for bus terminal will be also used for the commercial facility which also will be developed by Government of Odisha.

Any income will not come in this year, the income will generate from after 2 year when the bus terminal will be completed. We have to develop the bus terminal in 2 years and we have to operate and maintain it for 50 more years. As far as expenditure is concerned this year we will be spending around 200 to 250 crore and coming forward this total expenditure will be completed in another 5 years.

And when will revenues start to kick in from the same projects and what are the kind of margins that you are expecting?

See the overall margins for operating and lease rental and as well as from the commercial development we will be generating around 500 crore of margin in the period of 4 to 5 years and this margin will start generating from 2013 after development of the bus terminal in 2 years. And the basic facilities and infrastructure that we will be developing for the bus terminal the same will be used for commercial developments also.

If you start getting revenues after 2 years, what is the annuity that you expect from this project?

The annuity will be somewhere around 8200 crore a year.

For how many years would this be?

This one will continue for 15 years. …

If all these numbers are right this would be a wonderful facilty. Moreover, it will demonstrate the feasibility of other similar sized or bigger PPP projects, especially Railway Station (IR plans a world class station built on PPP mode), Airport, Metro/Light-rail.

To get a bit of background, we give the following from a slightly older report in Pioneer.

After long, the process has begun for developing three bus stands with modern facilities in the State. The bus stands to be developed in public-private partnership (PPP) mode include Baramunda Bus Stand of Bhubaneswar, Badambadi main Bus Stand of Cuttack and the Dhenkanal Bus Stand.

A decision to this effect was taken in a meeting held under chairmanship of Chief Secretary Bijay Kumar Patnaik at the State Secretariat on Wednesday.

After the meeting, the Chief Secretary said to the reporters that while ARSS Infrastructure Project Limited has been given responsibility to develop two bus stands of Bhubaneswar, Cuttack, another company PK Behera Construction Private Limited will develop Dhenkanal Bus Stand.

The Development works would be complete by December, 2012. “An MoU has already been signed with the two companies and concessional agreements would be signed soon,” Patnaik informed, adding that the construction work would begin in two months time and the projects would be complete in two years.

Regarding conditions of MoU with the companies, Patanik said the two companies have been asked to use 60 per cent of each of bus stands for bus terminal and 40 per cent as market complex. The lands would be given on lease basis and the company would hand over the terminal areas to the Government after completion of 15 years and market complex area after 90 years, he informed.

The companies would be given 14 acres of land for Baramunda Bus Stand, 4.6 acres of land for Badambadi Bus Stand and 5 acres of land for Dhenkanal Bus Stand. ARSS would give concessional fee of Rs 56 crore and 17.21 crore for Baramunda and Badambadi respectively and PK Behera Construction Private Limited would give 1.26 crore for Dhenkanal Bus Stand.

On the visit of Cupertino Mayor, following is an excerpt from a report in Times of India.

… Bhubaneswar Municipal Corporation (BMC) has joined hands with Cupertino City of California.

BMC mayor A N Jena on Wednesday signed a letter of intent (LOI) with his Cupertino counterpart Gilbert Wong here to explore the possibility of establishing a "sister city" tie-up between Bhubaneswar and Cupertino city. "This will help BMC understand the functioning of the foreign civic body as well as improving our operation," Jena said.

"Besides the exchange of expertise in the functioning of both the civic bodies, the Cupertino-Bhubaneswar Sister City Initiative will facilitate exchange of ideas and resource in areas of education, healthcare, environment, trade, culture, tourism, technology and urban planning," Cupertino mayor Wong said. "The initiative will soon be cleared at the Cupertino City Council meeting," he added. The details about the exchange programmes would be chalked out soon, Wong remarked.

Cupertino City recently established the "sister city" status with Hsinchu city of Taiwan, Ivrea in Italy and Toyokawa in Japan.

It is for the first time that BMC entered an agreement with a foreign civic body for logistic support. "BMC took the initiative to rope in Cupertino City Council, following a visit by some government officials to the US last year," BMC commissioner Vishal Kumar Dev said.

Wong’s visit came close on the heels of the tour of some foreign delegates of Washington State India Trade Relation Action Committee (WASITRAC) to Bhubaneswar for a similar "sister city" tie-up last November. But no such pact was signed.

Deccan Charters and TajAir have recently joined hands to form a marketing alliance called Powerfly. The alliance includes Capt GR Gopinath’s Deccan Charters, IHCL owned charter services TajAir and Business Jets India (BJETS) and is poised to connect as many as 500 airports in India with the extensive charter services. Capt Gopinath, CMD of Deccan Charters, said, "The aim of setting up Powerfly is to tap the top of the travelling pyramid, providing seamless experience to international travellers. With Powerfly, we will be able to provide hassle free travel to any location in the country with complete end-to-end solutions." Powerfly services will be active from February 14, 2011 operating from eight cities – Mumbai, New Delhi, Bengaluru, Kolkata, Bhubaneswar, Hyderabad and Jammu.

The Powerfly alliance fleet will have 16 Deccan Charter crafts, and four crafts each of TajAir and BJETS, bringing three Hawker 850XPs and the Cessna Citation CJ-2, along with the P180 Avanti and the Falcons. Deccan Charters will take over the maintenance and operations of the BJETS crafts. Deccan Charters will also be the exclusive marketing concessionaire for BJETS aircraft in India and will work on developing, expanding and consolidating the market across the country through Powerfly. The combined fleet will be available through various programmes including ad hoc charters and memberships, loyalty programmes that extend across all three brands and the various hotels of Taj, and membership options. "People can buy hours and utilise them according to their needs. We aim at tying up with major charter operators in Middle East, Europe and Singapore. We are also looking at fractional ownership in these international destinations and are currently in talks with the government to allow the same," added Capt Gopinath.

Among these Deccan Charters shows a map of its major operations.

What the above map and the list of eight locations in the Powerfly list suggests is that Bhubaneswar is one of the eight places in the country where a lot of charter flying happens. This is partly because of the development and growth happening in Odisha and partly because of the lack of airports in Odisha with regularly scheduled commercial airlines. Considering that a lot of charter flying happens by business houses, this means Bhubaneswar and Odisha are among the top 7 (Jammu is more for tourists) places in the country with ties to top business houses. While most of them are eying our mineral resources, Odisha should make efforts to cajole them to put positive long term legacies (such as Vedanta University) in Odisha.

The proposed bridge from CDA Square up to Trisulia and Baranga, which is said to be longest and first of its kind three-lane bridge in the state, would act as ‘direct-link’ between Cuttack and Bhubaneswar.

… “The distance between Cuttack and Bhubaneswar would be reduced by 10km after the completion of the project. Efforts are on by the government for the all-round development of Cuttack and I hope the new project would be completed on time,” Naveen said.

… With the construction of the second bridge, one would have to cover a distance of only 20km from CDA square to Jaydev Vihar via Nandankanan and Trisulia. The length of the bridge would be 2.8km and it would also have footpaths for pedestrians and cycles on both sides and dividers and railing. The cost of the total project was estimated to be around Rs 122crore.

… The project, to be built in assistance of National Bank of Agriculture and Rural Development (NABARD), is expected to be completed within three years.

The three-lane bridge would not only solve precious time of the people, it will also create new vistas for development in Barang and nearby areas which are also in an expansion mode. The project has been targeted to be completed within three years from the date of agreement with the company, Pradhan said.

… Apart from this, there is also a proposal to construct another bridge over Mahanadi river. The bridge would connect Pitapali area near Khurda with Dhenkanal on NH-5 via Manguli square. The existing route distance would be reduced to 71.5 km from 93km. The project is also likely to take off soon.

The last paragraph is confusing. Pitapali, Dhenkanal and Manguli Square form a triangle. It could mean the proposed bridge near Jatamundia in the following map.

Or, as suggested by reader Debi Prasanna Sarangi, it could mean the bridge over Mahanadi in the following map. (Note: The point where NH-5 meets NH-42 is called Manguli Square.)

The construction of a 75-km ring road circling the capital is likely to begin in two months. 

… Sources said in the first phase of the project a 13km road would be built from Hi-Tech Medical College and Hospital Square to Lingipur near the Daya Bridge on the outskirts of the city.

With tenders having been finalised, the work is likely to begin in the next two months. Sources said that the project will be executed at an estimated cost of Rs 35.09 crore and would be completed in two years. 

… the ring road would help address the communication needs of the city besides acting as a buffer against occasional floods. All the major roads of the city would join the ring road at one point or another.

… once the road materialised the traffic congestion between Rasulgarh Square and Samantarapur would be reduced significantly. This will be an additional support to the National Highway-203 bypass road, which is bearing the brunt of the traffic currently.

… Foundation stone for two more feeder roads, which would ultimately join the ring road, was also laid yesterday. While one of these would involve two-laning of an existing road between Kalpana Square-Jagannath Ashram, the other one would be a four-lane road stretch from Ravi Talkies Square to Sai temple. …

… The first preparatory meet for Nabakalebara was chaired by Chief Minister, was attended by P K Mohapatra, RDC, U N Behera Principal Secretary Home, Aditya Prasad Padhi Principal Secretary to CM.

… A Four Lane National Highway is progressing from Bhubaneswar (Rasulgarh) to Puri (Sipasarubali) with almost half the road will be new alignment. 

Meeting decided to approach National Highway Authority of India(NHAI) to develop Four Lanning of Puri-Konark and Puri-Satapada Road. 

Secondly at least seven roads will be taken up for Four Lanning, which include Pipili-Konark, Charichhak-Niali-Phulanakhara, Balighai-Gop, Pipili-Jatnai, Chandanpur-Rameswar, Bira Harekrishnapur-Talabania and Bira Harekrishnapur-Rahangiria Roads.

… There is a need for creating more hotel and lodging rooms, for which appropriate Government land has to be provided to the promoters adopting transparent procedure.

The following maps show the location of some of the names mentioned above.

One interesting point to note is that Puri district’s area is 3,479 sq. km, which is comparable to Goa’s 3,702 sq km. Population wise they are also comparable. Goa’s population is 1.4 million while Puri district’s population is about 1.5 million.

Past the Nabakalebar in 2015, the Odisha government may think of building up on the infrastructure and try to benchmark Puri district with respect to Goa. It may also consider to make it a special district with some special laws that will allow it the flexibility to become as big a tourist hub (or bigger) than Goa, minus the negatives.

The work on five major National Highway (NH) projects in the state- Bhubaneswar-Puri, Bhubaneswar-Sambalpur, Bhubaneswar-Chandikhole, Sambalpur-Bargarh and Remudi-Rajamunda (NH-215) will begin in February 2011. While work on four-laning of the Bhubaneswar-Puri NH is expected to be completed soon, the remaining projects will be commissioned within three years."The work on these NH projects will commence in February 2011 and the projects are expected to be commissioned within three years. The work is being taken up on the Public Private Partnership (PPP) mode and the cost assessment will be made by NHAI. …

While work will be taken up for four-laning of Bhubaneswar-Puri (60 km) and Sambalpur-Bargarh (88-km) NHs, the Bhubaneswar-Sambalpur and Bhubaneswar-Chandikhole (62 km) highways will be six laned. As per the thumb rule Rs 4 crore will be spent per km on building these highways.

…, the state government has decided to expand the development area of the capital from 419sqkm to over 1,000sqkm.

According to a notification issued by the housing and urban development department, the expanded area would include 367 revenue villages.

With the two-fold increase in its development zone, the capital’s area will now come to be known as the Bhubaneswar Development Plan Area (BDPA), comprising the districts of Cuttack, Khurda and Puri. The new expansion plan would perhaps be the biggest in the history of the city.

The expanded area will have 263 villages from the district of Khurda, 88 from Puri and 16 from Cuttack. With this new proposal, there will be 572 revenue villages under the development zone.

When the capital city area was planned under BDA in 1983, it had only 93 villages from the undivided Puri district. After two decades, the number of revenue villages went up to 205, and now, with the latest move, it would finally be touching a figure of 572.

Sources in the Bhubaneswar Development Authority (BDA) said the development of the capital, instead of remaining restricted along the Phulanakhara-Khurda line, would now be spread in all directions stretching from villages in Cuttack district to Delang in Puri.

…“Earlier, the urban expansion focus was restricted. But now with state secretariat as the central point, the entire region will be developed under the BDPA within a 20 to 25km radius so that there is enough scope for land development, effective road connectivity and special housing zones,” said a senior BDA official.

Just to get an idea of how big 1000 sq km is, the area of the NCT (National Capital Territory) of Delhi is 1483 sq km. The National Capital Region is much larger at 33,578 sq km.

The implementation of the proposed Information Technology (IT) investment region in Orissa will involve a cost of Rs 17,883 crore.

"The IT investment region would generate jobs for 0.23 million people and accommodate a population of around 0.54 million. More than 75 per cent of the investment will be made on the Public Private Partnership (PPP) mode”, an official source told Business Standard.

The state government has already submitted the final report on the proposed IT investment region prepared by IL&FS-Infrastructure Development Corporation (IL&FS-IDC) to the Government of India …

The IT investment region (ITIR) in Orissa is to be developed on an area of 40 sq km (around 10,000 acres) between Bhubaneswar and Khurda. The ITIR project is expected to be fully operational by 2020.

In the final project report on the ITIR, IL&FS-IDC had included among other things an airport, a global IT training centre, a bio-tech park and a science city spread over 350 acres. …

According to the project plan of IL&FS-IDC, 40 per cent of the area of the ITIR would be earmarked for the processing units of information technology (IT) and ITes sectors (IT enabled services) as well as electronics and hardware manufacturing units.

In a major expansion move in its 12-year old history, the group, which already has its presence in Hyderabad, Chennai and Bangalore, will make a total investment of Rs.700 crore in the upcoming hospitals in Bhubaneswar Mumbai and Kolkata. The Mumbai facility will have a bed capacity of 400 beds, Bhubaneswar and Kolkata 300 each. … All the upcoming facilities will have a special focus on organ transplantation. It will also have facilities for latest technologies such as stem cell therapy. At present the group has strength of total 500 doctors in the existing hospitals in Bangalore, Chennai and Hyderabad.

In a telephonic conversation with Chronicle Pharmabiz, Dr Ravindranath, CMD, Global Hospitals Group, said, "The new hospitals in Mumbai, Kolkata and Bhubaneswar will be ready by next April. We have already raised funds for the same and construction work is in progress."

Rushab Ship International Consultant is in talks with the Odisha government to introduce a passenger-cum-cargo cruise from Puri to Kolkatta in next three to six months with an investment of Rs 100 crore.

Addressing on the second day of the Invest Bhubaneswar, Rashmikant Kamdar, president, Rushab Ship International Consultant said, “We are having one or two vessels for this purpose. We are in talks with the state government and expect to finalise the deal soon.”

The  cruise can be used for multi purpose for ferrying passengers and cargo. There will be entertainment facility also for the passenger, he said.

Kamdar said that we are also planning  to have ship breaking place in Odisha. Odia labourers are working as ship breakers in Alang in Gujarat. “They can be employed in the ship breaking place in Odisha”, he said.

City bus service in Bhubaneswar starts in three more routes

The new routes on which the bus service started are KIIT to Uttara, Phulanakhara to Nuagaon and Sai temple to Khandagiri. People have been demanding bus service on these routes for the last two months. The chairman of Dream Team Sahara (DTS), Nishikant Mishra said six buses will ply on each of the new routes. The number of buses plying on the routes would be raised to 10 later, he said.

The city bus service had so far been operational on just two routes —Nandan Kanan to Airport and Dumuduma to VSS Nagar. Officials said the buses would start plying on another route — Master Catneen to Khurda — by the end of this year.

The Orissa government has decided to undertake 14 projects on the Public Private Partnership (PPP) mode involving an expenditure of Rs 6,218.02 crore.

A total of 46 projects, to be taken up on the PPP mode, are under the consideration of the state government, A U Singhdeo, minister for Planning & Coordination said in the state assembly.

… The Infocity-II project, one of the major PPP projects, being planned over 600 acres of land at Janla on the outskirts of the city, has gathered some steam after being marred by inordinate delay.

As part of its commitment to expedite this project, the state government has set in motion the process to prepare Request for Qualification (RFQ) for this project.

"An empowered committee of the state industries department has been asked to oversee the bidding process of the Infocity-II project. The RFQ is currently being prepared. The land acquisition for the project has been already completed and environment clearance has been obtained. The state government has also submitted an application to the Government of India for Special Economic zone (SEZ) notification for the project,” the minister said.

The other notable projects in the information technology sector taken up on the PPP mode are Mindspace IT Park involving a cost of Rs 480 crore, the DLF Infopark project entailing an investment of around Rs 1,000 crore and an IT & Corporate Tower being taken up at Chandrasekharpur at a cost of Rs 140 crore.

In the tourism sector, the Empowered Committee on Infrastructure (ECI) has approved the revised Request for Proposal (RFP) for selecting the master developer for the Shmauka beach tourism project being taken up at a cost of Rs 3,500 crore on around 3,000 acres of land at Sipasarubali near Puri.

In the road transport sector, the High Level Clearance Authority of the state government has approved a proposal to seek Viability Gap Fund (VGF) assistance for the four-laning of the Sambalpur-Rourkela road involving a cost of Rs 1,483 crore.

For the Koira-Tensa-Lahunipara road in Keonjhar district, involving an implementation cost of Rs 392.2 crore, PricewaterhouseCoopers (PwC) has submitted a draft preliminary report. This project needs 38 per cent VGF as per the toll rates of National Highways Authority of India Ltd (NHAI).

Meanwhile, feasibility study is underway for three other road projects- Shaukati-Dubuna road in Keonjhar district, Tensa-Barsuan-Lahunipara road in Sundergarh district and Chorada-Duburi road in Dhenkanal  Jajpur.

The on-going developmental work at the Biju Patnaik airport in Bhubaneswar, which aims to upgrade the airport as an International airport, is likely to be completed by November, 2011.

The expansion work, being implemented by the Airport Authority of India (AAI), envisages construction of new domestic terminal building complex with all modern amenities, which includes two aerobridges at a cost of Rs 145.54 crore.

On completion of these works, the final capacity of the Bhubaneswar airport would be 970 domestic passengers and 348 international passengers during peak hours as per IMG norms, says Union minister of state for civil aviation, Praful Patel.

Funds earmarked for construction of new terminal building and extension of apron was Rs 160.45 crore. Out of this, Rs 24.59 crore has been spent by September, this year, Patel said in response to a query from Rajya Sabha MP, Renubala Pradhan.

The average number of passengers handled by the Bhubaneswar airport daily varies from 2500 to 3150. The average daily passengers handled by the airport was 2637 in April, 2506 in May, 3150 in June, 2657 in July, 2848 in August and 2517 in September this year.

Patel said, the National Aviation Company of India Limited (NACIL) operates daily flights in Delhi-Bhubaneswar-Delhi and Mumbai-Raipur-Bhubanswar-Mumabi sectors and five flights per week in Chennai-Bhubaneswar-Chennai sector.

Similarly, the Jet Airways operates daily flights in Kolkata-Bhubaneswar-Kolkata sector, while Kingfisher Airlines operates Mumbai-Bhubaneswar-Mumbai and Bangalore-Bhubaneswar-Bangalore and Kolkata-Bhubaneswar-Kolkata sector (twice daily) flights.

Indigo operates Delhi-Bhubaneswar-Delhi (twice daily) and Hyderabad-Bhubaneswar-Hyderabad flights.

The traffic woes of the people commuting between Rasulgarh and Samantarapur are likely to come to an end with the construction of the proposed 11km bypass road from Bhuasuni temple to Daya bridge.

Part of the 67.25km NH-203 project, the bypass road will not only provide better and faster communication facilities to the people of 11 villages from Pandra to the Daya bridge near Lingipur, but also help commuters between Cuttack and Puri avoid the congested capital. The project will be undertaken by the Bhubaneswar Expressway Pvt. Ltd, for which tenders have been finalised.

Project director of the National Highways Authority of India (NHAI), Aditya Kumar Ray said the bypass road has been proposed specifically to address the traffic problem on the stretch from Rasulgarh and Samntarapur. …

… Ray said though the work is supposed to start from January 30, land acquisition problems were likely to cause some delay and ultimately the project may kick off in the first week of February.

… The project is likely to be over in two and a half years. To be executed in the design, build, finance, operate and transfer (DBFOT) mode, the road would be handed over to the NHAI by the operators after 29 years.

… the single-window clearance committee of the state government, cleared five proposals worth Rs 1,340 crore. Industries secretary T. Ramchandru said that Orissa-based Konark Kranti Energy would set up a petroleum complex at Paradip and a petroleum storage facility at Dhamra port. “The company will invest Rs 300 crore,” he said.

Britania Industries Limited would also set up a plant at Khurda with an investment of Rs 51 crore.

Around 700 people will be employed by the firm. Everest Industry would set up a corrugated asbestos plant at Somanthpur in Balasore with an investment of Rs 69 crore, Chariot Steel and Power would expand its cement plant at Sundergarh and invest Rs 320 crore while Nababharat Ventures Limited would set up a power plant with an investment of Rs 600 crore, he added.
