… According to sources the company is sitting on iron ore reserves of over 500-600 mt and that could be a reason why the state may not be keen to hand over more reserves to Tata Steel.

While this could trigger a fresh round of battle between Tata Steel and the Orissa government, the later is clear that it wants investments in the state for the reserves it will hand out.

Orissa wants Tata Steel to set up the promised greenfield project of six mt steel plant in Kalinganagar in order to reach Orissa’s target of 75 mt of steel capacity by 2020.

Tata Steel in return wants iron ore mines for plans not just in Orissa but also for expansion in Jharkhand aimed at 12 mt steel plant and Jamshedpur to be expanded to 10 mt from 5 mt currently. …

Following are excerpts from a Times of India report.

The Steel Authority of India (SAIL) on Wednesday unveiled plans to expand and modernise the Rourkela Steel Plant (RSP) with an investment of Rs 7,800 crore. RSP, which presently has a capacity of 2.2 million tonnes per annum, would be converted into a four MTPA facility by June, 2010. Its production would be further enhanced to eight MTPA by 2019-20, said company’s director (personnel and raw materials) G Ojha here. According to Ojha, RSP’s expansion is part of SAIL’s plan to invest Rs 49,000 crore in its different units and mines within the next three to three-and-half years. … Ojha said that post-expansion, SAIL’s production capacity would touch 26 MTPA of hot metal compared to its existing capacity of 14.6 MTPA. This would mean 23 MTPA of saleable steel," he informed. The company also intends to spend a substantial sum of money to improve its mining operations, including over Rs 1,100 crore in Orissa, he added. Regarding SAIL’s recent MoU with South Korean company Posco, the director said, "We want to indulge in exchange of technology and people. "We also plan collaboration in research and development activities and accordingly, an eight-member team, comprising four from each company, has been formed. This is just the beginning," he said. He allayed fears that the MoU could lead to SAIL’s privatisation and clarified that the pact was not legally enforceable and just an understanding for collaboration. … The SAIL director also reiterated the company’s interest to takeover the Neelachal Ispat Nigam Limited (NINL) in Orissa’s Jajpur district and said, IDBI, as an independent valuer, has already assessed the company’s worth. "In case the stakeholders (MMTC and Orissa government) have any reservations, then we are ready for further parleys. But, ideally, the valuers version should be honoured," he said.

Sukinda valley in Orissa�s Jajpur is one of the most polluted places in the world, according to a report by the US-based Blacksmith Institute.

The institute provides solutions to pollution-related problems.

From India, Sukinda has ranked fourth and Vapi, a 400km industrial belt in Gujarat, is fifth on the list of 10 most polluted places.

The valley, about 140km from here, is spread across Dhenkanal and Jajpur districts and has the largest chrome ore deposit in the country — 97 per cent of India�s reserves. Mining is done by the opencast method.

According to the report, �12 mines continue to operate without any environmental management plans and over 30 million tonnes of waste rock are spread over the surrounding areas. The mines discharge untreated water into the river. This area is also flood-prone, resulting in further contamination of the waterways.�

The problem is �beyond the means of the state to solve�.

Environmentalists said the report is damning evidence of the impact rampant mining has on Orissa.

… However, chairman of Orissa State Pollution Control Board L.N. Patnaik described the report as �silly�. �I see a lot of personal agenda behind the report. It is a design to stop mining activities. If there is mining, there would be some air pollution. But to say that Sukinda is one of worst polluted places in the world is ridiculous,� he said.

The comment by OSPC Board Chairman Mr. Patnaik is outrageous. He should talk about what steps his organization is taking, if any, to minimize pollution. Instead of saying that he talks about personal agenda. Does that mean OSPC is not taking any steps to reduce pollution?

The Indian company, which became the sixth largest steel maker after buying Corus of the UK in January, plans to start construction work on its proposed 6-million-tonne integrated steel plant at Kalinganagar in November. …

Problems over land acquisition and mining leases have slowed progress on the Tata and Posco projects. Mittal’s Jharkhand project is facing the same predicament.

Tata Steel managing director B. Muthuraman, who met chief minister Naveen Patnaik in Bhubaneswar on Thursday evening, said the company had sought mining leases for iron ore and expected to get them soon. Corus chief executive officer Philippe Varin accompanied Muthuraman.

The challenge before Tata Steel is now to relocate the families living on the land where the plant will come up. So far 620 of 1,200 families have been shifted. Tata Steel will start construction once another 200 families are relocated.

Varin said Corus and Tata Steel would be working together to set up the Kalinganagar plant and the best technology would be used. The first phase would call for Rs 6,000-crore investment, while the total project would cost Rs 15,000 crore.

The company was allocated 2,000 acres for the plant at Kalinganagar. The Orissa government is to recommend Tata Steel’s case for a mining lease after 25 per cent of the order for the plant and machinery is placed. Sources said the company had started placing orders worth Rs 4,500 crore for a blast furnace, sinter plant and coke oven unit.

The company wants iron ore mining leases at Mankadanacha and Baliapal to be restored. They were scrapped after the company failed to set up a steel plant in Gopalpur in the nineties.

State steel and mines secretary U. P. Singh said the government would consider Tata Steel’s application for mining lease according to procedures. …

The Orissa plant is a building block for Tata Steel’s integration with Corus. It will make primary steel here which will be sent to Corus’s west European finishing mills.

Following are excerpts from an Economic Times report.

Siemens Ltd on Friday said it has bagged an order from Jindal Stainless (JSL) to carry out installation related work for latter’s greenfield plant in Orissa.

The company has bagged the order along with Siemens VAI, a division of the Siemens Group Industrial Solutions and Services (I&S), Siemens Ltd said in a communique to the BSE. However, it did not divulge any financial details.

“It (the order) was bagged on the basis of our ability to come up with a fully integrated solution and our track record in executing project in the metals sector,” Siemens Ltd Executive Vice-President (Industrial Services and Solutions Division) N Sivasubramanian said.

As per the contract, Siemens would undertake plant layout for the hot-strip mill and equip it with latest tools. Production is scheduled to start in 2009.

JSL already has an operating plant at Hisar in Haryana and the new plant would be set up at Kainganagar Durubi Duburi in Orissa as part of its expansion plans.

Siemens would also provide customer training, monitor installation of all the components and systems as well as commission the installation, including fine adjustment of the technological models and control systems. The plant would be designed to produce 1.6 million tons of stainless steel strips in the first phase, Siemens added.

Visa Steel on Friday inked a joint venture agreement with China’s Baosteel Trading and VISA Comtrade of Switzerland for setting up a 1 lakh tonne-per-annum ferro chrome plant in Orissa at a capital outlay of Rs 260 crore.

The JV company, VISA BAO, will be a subsidiary of VISA Steel which will hold a 51% stake. Baosteel Trading and VISA Comtrade will hold 35% and 14% stakes, respectively.  …

Outotec has been awarded a contract by Tata Steel for the design and basic engineering of an iron ore sinter plant, supply of proprietary equipment and provision of supervisory services for Tata Steel’s new Kalinganagar steel plant project in India. The contract value is around EUR 35 million.

… Outotec’s delivery is part of the first phase of the project and it will be the largest iron ore sinter plant in India to date.

  • Industries can not use underground water; they must use the river water supplied by IDCO through pipes.
  •  While recruiting ITI and Diploma holders they must give preference to local Oriyas.
  • For fourth class employees and daily laborers they must hire local Kalinganagar people.
  • This year they must plant 100,000 trees.
  • For rehabilitation, they must pay the housing cost in two installments instead of three.

Economic Times reports that Tata Steel has put in an order of 4000 crores for its Kalinganagar steel plant. Following are some excerpts from that report.

Tata Steel’s ambitious 6-million-tonne-per-annum project in Orissa, central to its synergy plans with subsidiary Corus, has finally taken off with the company placing orders worth Rs 4,000 crore for the upcoming steel plant. 

The company, the largest steel manufacturer in the country, had signed an MoU with the Orissa government in 2004 for setting up a Rs 15,000-crore complex that will produce slabs and hot rolled coils.

Opposition from locals and official apathy delayed the project which was to come up in the Kalinganagar Industrial Complex of Jajpur district. …

In two separate announcements earlier this week, L&T said it is supplying and installing sinter plant and blast furnace valued at Rs 1,070 crore and Rs 980 crore, respectively for Tata Steel’s project.

Apart from the sinter plant and blast furnace, the company has also placed orders for steel melting shop and slab caster. “The total value of orders placed is over Rs 4,000 crore. We expect to start construction by the year end or early next year,” said Tata Steel spokesperson.

He added that the first phase of the project is expected to be commissioned by 2010. “Tata Steel Parivar — the resettlement and rehabilitation scheme — is underway. Around 600 families have been rehabilitated under the scheme,” said the spokesperson. The company has been allotted 3,400 acres for the steel project .

Larsen & Toubro (L&T) announced on Monday that the company led consortium  bagged orders worth Rs 10.70 billion for supply & installation of Sinter plant and other packages from Tata Steel.

Tata Steel is setting up an integrated steel plant with capacity of 6 million tons per annum (MTPA) in Kalinganagar industrial complex at Duburi in Jajpur district of Orissa to be completed in two phases of 3 MTPA each. The orders are for the first phase of this greenfield project.

Sinter Plant

L&T in consortium with Outotec, Germany bagged EPC (engineering – procurement – construction) contract for 5.75 MTPA Sinter plant valued at Rs 8.36 billion. The company`s share of this order is Rs 6.23 billion. This would be the single largest Sinter plant to be built in India. This is scheduled for completion in 30 months.

Steel Melt Shop

L&T has also been awarded the contract for civil and structural steel works of steel melt shop valued at Rs 2.33 billion. This is scheduled for completion in 28 months.

Pioneer reports that the Orissa government has decided to build a 4 lane road from Jajpur Road to Duburi in the Kalinganagar area. Following are excerpts from the Pioneer report.

The Government will construct a four-lane road connecting Chorada Square of Jajpur Road with Dubri in Kalinga Nagar as an alternative to National Highway-200, following the increase in vehicular traffic and resulting congestion on the NH-200 connecting Duburi and Chandikhole in Jajpur district. …

A sum of Rs 43 crore has been provisioned by the Government in the Budget, while the remaining amount of Rs 47 crore of the total of Rs 90 crore required for the project will be sourced from the owners of mines and industries.

Giving the details, the Finance Minister said the 15-km-long road would connect NH-200 with NH-215 and Rs 13 crore would be spent for acquiring the land required. The work on the project would commence soon, with the target of completion of land acquisition being set for September 15, he added. …

According to the plan, half of the road, i.e. 7.5 km, would be completed in the first phase and the Public Works Department (PWD) has been asked to call for tenders.

The tender notice will be published within a fortnight. The entire project will be completed by 2008.

Mumbai-based Hindustan Construction Company (HCC) said Thursday that it received a letter of acceptance (LoA) from The Tata Iron & Steel company, Jamshedpur, for execution of civil works for Kalinganagar project in Orissa. The value of the contract is Rs 1,677.6 million.

 Keonjhar: The National Highways Authority of India (NHAI) has notified the four-six laning of the Panikoili-Rajamunda section of the NH-215, under the (National Highway Development Project) NHDP-III.

The notification has asked the district headquarter to undertake the land acquisition along the section of Panikoili in Jajpur district to Rajamunda in Sundergarh except for the section of Rimuli to Guali in Keonjhar district. The land acquisition will be made for a distance totalling 230 km of the total length of 263 km of NH-215 under the National Highways Act, 1956.

The project will be taken up under the BOT (Build -Operate-Transfer) scheme encompassing three revenue districts Keonjhar, Jajpur and Sundargarh. The proposed project was sanctioned by the NHAI in 2004-05 to mainly to cater to the needs of Paradip Port Trust (PPT) and due to persistent demands from the state government, especially Lok Sabha member from Keonjhar, Anant Naik.

Samaja has a beautiful editorial page article by Ramachandra Pattanayak. In it the the author explains that if we continue opposing Posco, Tisco and Mittal what will happen is that steel plants will be made in other states, our mines will be assigned by the central government to these steel plants in other states and we will lose out on many fronts including infrastructure development that comes with steel plants, ancillaries, etc. Similarly, he says it does not make sense that we are so vocal about IIT etc. and yet we oppose Vedanta University.

I agree with the author. The assignment of mines is not fully under state govt. control. We can not sit on requests and delay assigning mines. If we do that currently the central govt. has the right to assign the mines to others. Losing out on the mines, we lose out on the related infrastructure developments such as townships, railways, roads, and to some degree ports. We also lose out on the ancillaries. In this regard one may note cities with big steel plants such as Rourkela or Jamshedpur. They all have lots of ancillary units around that area. So even if the main steel plant does not employ as many people as in the past, there are more opportunities for ancillaries these days as the state is keen on going after auto factories, bicycle factories etc. These ancillaries will hire a lot of people. But, of course, we should not force people out of their land; they should be enticed with good compensation (R&R). On the other hand we need to be very careful and wary of some of the neighboring states who are trying to spread their ideology to our state and in the process trying to steal some of these upcoming developments in Orissa. In this regard it is amazing that politicians and MPs from a neighboring state are able to come to Orissa and say that their party opposes such and such project in Orissa. At the same time the party of these politicians support industry in their state so much that they or their allies have sent in cadres dressed up as policemen to kill and rape people opposed to industrialization in their state. What gull these politicians from the neighboring state have and how stupid we Oriyas are to invite them, give them a platform and listen to them.
