An afternoon-evening trip to Chandaka-Dampada Sanctuary

I finally decided to visit the Chandaka-Dampada Sanctuary which is adjacent to Bhubaneswar. We entered the sanctuary through the Godibari gate.

The above sign was visible from the road.

The above is the outer gate to the sanctuary.

The inner gate is beautifully made.

As soon as you enter the gate the above is the view of the forest with a dirt road bisecting it.

Looking back at the gate one can see the moat and the mechanism to prevent the elephants to get out. However, the elephants do get in and out of the sanctuary through other gaps in the boundary moat.

The dirt road has signs to a few destination points; the first one being the Kumar Khunti watch tower.

On the way we pass through an old structure that was part of the fort of the local king.

The above is the view from the top of a watch tower looking towards the dirt road that took us there.

In the other direction there is a lake.

About 100 yards from the watch tower there is a man made salt mound to attract the elephants.

The watch tower is a four story structure with two bed rooms in each of the second and third floors. Guests can stay there overnight. We peeked at the bath room. They looked clean. Near the watch tower there are huts where some staffs stay. The staff bring water to the watch tower rooms  and cook food for guests.

The above is a closer view of the salt mound.

Ambilo watchtower and Dampara gate are two other landmarks. Note the distance; 20 kms of forest road to the Ambilo watch tower. The whole sanctuary is 193 sq kms, almost as big as present day Bhubaneswar city limits.

With the dirt road giving us the view of only a very small part of the forest we did not see many animals. Above we saw  a few jungle fowls.

We also saw a few jungle peacocks.

This is the lake made due to the Deras dam.

Near the lake there were nicer guest houses. The elephants don’t come here. Hence they are not elephant proof.

The view of the Deras lake is beautiful. But it was getting dark. So I could not take very many pictures.

As it was getting dark and we did not have plans to make an overnight stay, we could not visit the Ambilo tower. We got out through the Kantabada gate which is near the Dearas dam.

Minister of State (independent charge) for Food Supplies and Consumer Welfare Sarada Prasad Nayak today outlined his plans for all-round development of his home city Rourkela by including it in the Comprehensive Development Plan (CDP).

Addressing mediapersons here, Nayak spoke about formation of greater Rourkela by including suburban pockets like Kalunga, Vedvyas and Fertiliser Township under the Central Government funded CDP. He said if everything goes as expected, in three years the Steel City would get a facelift with a fresh sewerage system, solid waste management project and rehabilitation of slum-dwellers on a 30-acre land. …

The State Level Single Window Clearance Authority (SLSWCA) headed by the chief secretary Ajit Kumar Tripathy today cleared five projects worth Rs 2807.7 crore.

…out of the 12 proposals considered by SLSWCA, the proposal of Bhubneswar Power Private Ltd for setting up of a 2X67.5 Mw CPP was deferred. The energy department has been asked to consider the proposal from the policy point of view.

Two major investment proposals by Vedanta Aluminium Ltd (VAL) and Hindalco Industries were partially approved in today’s meeting due to non-availability of bauxite and pending the environmental carrying capacity study by the Orissa State Pollution Control Board.

VAL had proposed to expand the capacity of its refinery at Lanjigarh from one million tonne per annum (MTPA) to 6 MTPA and the smelter plant capacity from 0.25 MTPA to 1.6 MTPA. Besides, the capacity of the CPP was proposed to be raised from 674 Mw to 1350 Mw with a combined investment of Rs 37,440 crore.

The company had signed MoU with the Orissa government for the present capacity at an investment of Rs 12,400 crore. However, SLSWCA only recommended for a smelter capacity of 0.5 MTPA as the company had already achieved this level. It also approved the capacity expansion of the CPP to 1350 Mw as sought by the company. The additional smelting capacity will be considered only after ascertaining the availability of bauxite and receipt of the OSPCB study on environment. Similarly, Hindalco Industries Ltd (Aditya Aluminium) had proposed to expand its alumina refinery capacity to 1.5 MTPA from 1 MTPA at present.

Along with this, the company also sought expansion of its smelting capacity to 0.72 MTPA from 0.26 MTPA and increase in the CPP capacity to 1650Mw from 650 Mw.

SLSWCA has decided to recommend a marginal increase in the smelting capacity from 0.26 MTPA to 0.36 MTPA and CPP capacity from 650 Mw to 950 Mw to the HLCA.

It also put conditional approval to the proposal of the Tata Sponge Iron Ltd. to set up a 1.5 MTPA steel making capacity along with a 52 Mw CPP at an investment of Rs 3101 crore. While the existing sponge capacity of the company is 0.39 MTPA, it had sought to expand its capacity by 0.45 MTPA to 0.84 MTPA.

Similarly, the company proposed to set up one MTPA blast furnace and 1.6 MTPA pellet plant in a separate location in Keonjhar district. It will have to increase the steel making capacity first and after that the increase in the sponge making capacity will be allowed.

The other projects which were approved include 4 MTPA iron ore beneficiation plant at an investment of Rs 360.85 crore to be set up by Kolkata based Rashmi Metaliks at Nayagarh in Keonjhar district.

Similarly, the Rs 624.7 crore investment proposal of Rungta mines, Shyam Steel Industries proposal for setting up 2 MTPA iron ore pelletisation plant were cleared by the SLSWCA. Besides, the Toshali Cement’s proposal to expand its capacity to 2100 tonne per day from 600 tonne per day along with 3.96 lakh tonne per annum grinding unit at Choudwar was also approved.

The proposal of Orissa Thermal Power Corporation, a joint venture between Orissa Hydro Power Corporation (OHPC) and Orissa Mining Corporation (OMC) to set up 2000 MW power plant at Rengali at an investment of Rs 8250 crore also received the nod of the committee.

Jindal India Thermal Power’s proposal to increase the capacity from 1200 Mw to 1800 mw and Lanco Bhawan Power’s proposal to increase its capacity to 2640 Mw from 1230 Mw were approved for recommendation to the HLCA on the basis of strong recommendation of the energy department.

In another significant decision, SLSWCA decided not to allow any more cement plant in the state except Malkangiri district as the state does not have sufficient amount of limestone.

Cleaning of polluting mines in Orissa

Following is an excerpt from a report in azcentral.com about mine clean up in Arizona.

Bankrupt Tucson miner Asarco LLC has agreed to pay $30 million to clean up three contaminated mine sites in Arizona and settle the state’s longstanding environmental claims against the company.

… The property, including $4 million to improve and maintain one of Arizona’s few remaining riparian areas, compensates the state for Asarco’s contamination over the years of Mineral Creek, a tributary to the Gila River in Pinal County.

… The $1.6 billion "global settlement" would clean up some 75 sites across the country that have been polluted by Asarco over more than 100 years of active mining and smelting activity.

I wonder if Orissa government can make similar claims against those mine owners in Orissa who pollute the environment. They should start looking carefully at the Sukinda Valley and the Joda-Barbil area which rank very high among polluted places in the world.

Upgrading the Wild Animal Conservation Center in Sambalpur to a Zoo

The authorities of the Wild Animal Conservation Centre (WACC) popularly known as “Deer Park”, are taking a humane approach to its inmates during this scorching summer.

Deer Park is located inside Sambalpur city in a sprawling area of 35 acres, and is home to nearly 210 animals of 19 different species.

“The utmost care has been taken to supply adequate water and shelter to animals inside this centre to improve their welfare during this hot summer. Of course the green coverage inside adds to their comfort; still we have made extra arrangements for sheds inside the centre,” said Mr DK Swain – the DFO (wildlife) of Sambalpur.

… The centre now houses 94 spotted deer, 10 Chausingha, four barking deer, eight bears, five pythons, one leopard, as well as monkeys, parrots, eagles, grey horn bills and other wild birds in good numbers. And all of them are paid due attention by a well experienced ranger, Mr Amulya Kumar Parida, the DFO said.

Since the WACC is a centre of attraction for the people of Sambalpur and neighbouring districts, a proposal to improve it further has been placed before the central zoo authority, Mr Parida. “We would like to increase the number of animals, and create a beautiful garden inside to attract tourists,” the DFO said, displaying a graph showing an increase in visitors. “Our main aim is to rescue and rehabilitate animals and breed them in captivity. We wish to make this centre one-of-a-kind in the country,” he added.

The new Sambalpur MP should pursue this.

Indian Oil Corporation has tied up finances for its Rs 29,777 crore Paradip refinery project in Orissa that would be commissioned by March 2012.

"We have received commitments from a consortia of banks," IOC Chairman Sarthak Behuria said.

SBI Caps, which was mandated to arrange Rs 14,700 crore debt for the project, has managed Rs 14,900 crore from 21 banks. State Bank of India (SBI) will be the largest lender with Rs 4,200 crore exposure.

IOC was likely to sign loan agreements with the consortia of banks on May 14.

"We will draw (from these loans) as and when we need them," he said but did not give details.

IOC is targeting commissioning of the refinery in first quarter of 2012. The board had recently split the refinery cum petrochemical complex into two, deciding to do the refinery first and the chemical unit will follow later.

Paradip refinery is being configured to process the toughest, heaviest and the most dirtiest crudes which are cheaper than the cleaner and easier varieties. The refinery will have a Nelson Complexity Index of 15.

Presently, properties are under development in Nagpur, Coimbatore, Raipur and Konark. Upcoming properties will be set up at greenfield locations and will be entirely managed and operated under the KHIL banner.

“The Orchid brand will continue to grow through tier I and II locations across India. For KHIL’s premium brand, we plan to tap emerging markets for potential locations,” says Vishal Kamat, Director, KHIL to Hospitality Biz. KHIL will develop a 30 room all-suite hotel in Konark, Orissa and a 100 room hotel in Nagpur. The Coimbatore and Raipur properties are expected to come up with about 200 and 120 rooms, respectively. “KHIL has always positioned The Orchid as a business hotel and we are keen that we develop and manage hotels under this brand to maintain its exclusivity in the market. Unlike Concept Hospitality Ltd (CHL), which presently manages a few Orchid hotels in New Delhi, Kollam and Jalandhar, KHIL will not operate simply as a hotel management entity in the market,” clarifies Kamat.

PPSS candidate Mr Mohapatra has defeated his rival candidate Mrs Salila Nayak, wife of former sarpanch late Basant Nayak by margin 73 votes .Mr Mohapatra has got 2005 votes while Nayak has got 1932 votes.

Similarly, PS member candidate Mr Jena has also defeated his rivalry candidate Mr Nrusingh Das by 282 votes in which Jena has got 1672 votes while Mr Das has got 1390 votes. Sarpanch candidate Mr Nayak and PS member Mr Das who were defeated from this seat was backed by Posco supporters.

Paramount Airways plans to connect Bhubaneswar in 2009-10

Paramount forayed into eastern India last month, with flights to Kolkata, Guwahati and Agartala. It plans to add Shillong, Silchar, Imphal, Bhubaneswar, Ranchi and Cooch Behar to its network over the next year.

Following is an excerpt from a report in Business Standard.

Ahead of its plans to fly to international locales, Paramount Airways, the Chennai-based premium service carrier, is launching services to various other destinations in the country. The fully business-class airline is to commence services to 35 more cities, increasing its domestic routes to 50 by the end of 2010. It is to launch services to the northern region, including Delhi, and to the western and eastern parts, too.

“We are looking at having a strong domestic network, prior to starting our international operations. We are looking at connecting to every major airport in the country in a phased manner,” Paramount’s managing director, M Thiagarajan, told Business Standard here today.

Delhi is one of the new planned destinations and so are Imphal, Bhubaneswar, Ranchi, Bhopal, Nagpur, Porbander and other places in Gujarat. This is in addition to the earlier announced plans of launching services to Kolkata, Guwahati and Agartala, connecting these the south Indian cities of Chennai, Coimbatore and Kochi.

The large poultry farm meant for research and promotion of poultry farming in south Orissa had been closed down due to management problems. It was revived and modernised with Central aid. It would serve as a major breeding farm in south Orissa. The chicks produced in this poultry farm would be sold to poultry farmers of Ganjam, Gajapati, Kandhamal and Nayagarh districts.

The Regional Poultry Farm is ready to start its sale of newly-hatched chicks from 29 April. … The farm has decided to specialize in breeding ’Banraj’ breed of poultry. The head of the farm, G.Naresh Kumar informed that at present the animal husbandry department is promoting this breed among rural poultry farmers.

The Banraj breed is being promoted to cash on the market of organic chickens of traditional breeds, which are still grown in large numbers in rural areas in an unorganised manner. The traditional breeds are slow growing yet they have a good market and fetch good price in market. It may be noted that similar poultry farms of the State government at Chiplima, Angul, Cuttack, Bhubaneswar, Sundergarh, Bolangir, Semiliguda and Koraput are also being modernised to meet the increasing need of poultry products in Orissa.

The Government of India has a Department of Animal Husbandry and Diarying under its ministry of Agriculture. That Department has the following sub-ordinating offices, of which three are in Orissa. Orissa should try to get a Fisheries division office.

Following is from Sambada. It reports that Jindal Steel of Kalinganagar is trying to give its extra power to its plant in Harayana against the agreement that the state of Orissa has the first rights to get that extra power. The Orissa high court was approached on this and it has put a stay order on this. Industrialists should realize that such attempt to steal from a state, that too a poor state like Orissa, is what gives the whole conecpt of industrailization a bad name.

Kingfisher Airlines on Thursday announced it has commenced flights on five new domestic routes as part of its Summer-2009 schedule that began on March 29.

The great Barbati fort whose ancient stone ramparts encircle the city in a broken embrace was built around 989 AD by the Keshari dynasty. …

Squeezed on a tongue of land between the two great rivers, Mahanadi and Kathjodi, like any city worth its salt Cuttack soon outgrew its location and acquired a unique ethos.

… Cuttack is its Sahis and Gallis, its babulok and its rickshaws, its lingo with the tangy undercurrent of irony, its Durga Puja and Bali Jatra, kite flying on the sands of Kathjodi, and mouthwatering Dahi Vada Alu Dum. Biweekly Sambalpur-Nizamabad express to commence March 23rd 2009

Following is from a report in Hindu.

A bi-weekly express between Nizamabad and Sambalpur will be introduced on March 23. The train No.8310 will leave Nizamabad at 6.15 p.m. on Tuesdays and Saturdays, arrive/leave Secunderabad at 9.25 p.m. before reaching Sambalpur at 8.15 p.m. the next day. This service will commence on March 24.

The train no 8309 will depart from Sambalpur at 8.15 a.m. on Mondays and Fridays, will arrive/leave at Secunderabad at 8.20/8.40 a.m the next day. It will reach Nizamabad at 11.50 a.m. This service will commence on March 23.

This train will connect the Sambalpur-Titlagarh-Rayagada part of Orissa with Hyderabad. With this the direct connectivity between Sambalpur and major cities in the southern states will be as follows:

  • Hydearbad: Twice a week
  • Bangalore: Thrice a week
  • Chennai: Daily
  • Kochi, Coimbatore: Daily
  • Vishakapatnam: Fifteen times a week
  • Vijayawada: Twelve times a week

Earlier in February, Ranchi-Varanasi Express was extended to Sambalpur twice a week. With that extension, Sambalpur’s direct connectivity to other parts of India are as follows:

  • Kolkata: Twice daily
  • Delhi, Amritsar: Thrice a week
  • Varanasi: Twice a week
  • Mumbai: Twice (to become Thrice) a week
  • Ahmedabad, Surat: Weekly
  • Jaipur, Jodhpur, Bhopal: Weekly
  • Ranchi: Eighteen times a week
  • Tata: Twenty two times a week
  • Dhanbad, Bokaro: Daily
  • Nagpur: Four (to become five) times a week.
  • Raipur: Eleven (to become twelve) times a week.

Jharsuguda Junction is only 50 kms from Sambalpur. If one takes into account trains throughJharsuguda then the connectivity to Mumbai and Kolkata skyrockets, to Delhi and Ahmedabad increases significantly and to Pune is added.

Two coal-to-oil projects, costing $6-8 billion each, to come up in Orissa

Following is an excerpt from a report in Telegraph.

The government has awarded the country’s first two coal-to-liquid-petroleum projects to the Tatas and Jindal Steel and Power.

Both the projects, estimated to cost $6-8 billion each, will come up in Orissa.

The Union coal ministry has allotted the Ramchandi block to Jindal Steel and Power Limited (JSPL) and the north Arkhapal block to Strategic Energy Technology Systems Ltd, a 50:50 joint venture between Tata Sons and Sasol of South Africa.

…Jindal Steel will use the technology of Germany’s Lurgi, while the Tatas will depend on Sasol’s expertise.

In each project, annual production is estimated at four million tonnes based on the daily production of 80,000 barrels.

The process involves the gassification of coal to produce synthetic gas, which is then converted to crude through different technologies.

Given the quality of Indian coal, crude from this process will cost $55-60 a barrel, about 50 per cent more than the current price of $40 a barrel.

However, the project will take at least six years to take off, and crude prices are likely to rule higher than the current levels.

“When a project of this magnitude is being conceived for 25-30 years, one does not only look at current economics,” a JSPL official said.

The process also involves the washing of coal, and the waste thus produced will be used to produce power. JSPL said the project would help it generate 1,350MW of power.

The crude oil produced from coal is expected to be low on sulphur. The bulk of the fuel will be diesel, which is consumed 5 times more in India than petrol.

JSPL’s proposed unit will be located at Kishore Nagar in Angul district of Orissa. The site has been selected keeping in mind the availability of water and rail and road connectivity.

…  JSPL is also building a 6mt steel plant at Angul. Tata Steel, too, plans to set up a unit in Orissa. JSPL said it had already placed the order for two coal gassifier units for the upcoming steel plants at Angul and in Chattisgarh.

 

Pradeep IOC refinery contract awarded

Indian Oil Corp. Ltd. has awarded a contract to Foster Wheeler Energy Ltd. and Foster Wheeler (GB) Ltd. for a grassroots refinery to be built in Paradip, Orissa state, India.

Foster Wheeler will manage the project for the major part of the development of the new 15 million tonne/year refinery and will also execute the engineering, procurement, and construction management for 15 of the key refinery process units, plus offsites, utilities, and infrastructure.

Foster Wheeler’s scope includes the crude distillation units, reforming, alkylation and butane isomerization units, plus significant offsites, utilities, and infrastructure. Commissioning of the project is expected during 2011-12.

Following is an excerpt from a report in Business standard.

The World Bank is likely to fund the Rs 303 crore drinking water project for Berhampur in South Orissa. The scheme envisages bringing water from Surada reservoir, located about 100-km from here.

The detailed project report (DPR) was submitted to the World Bank team which had visited the city recently to study the feasibility of the project.

… With a population of over 3.5 lakh, the city needs 45 million litres of water daily. However, the city gets only 33 million litres per day, which goes down to 20-24 million litres during the peak summer, sources said.

The water to the city is being supplied from the Rushikulya water supply system at Madhapur, about 30 km from here and the Dakhinapur Impounding Reservoir located on the outskirts of the city.

…  Meanwhile the government is mulling to tackle the situation with assistance from the World Bank by bringing water from the Surada reservoir through pipes. At present, the water supply is through the canal.

"We feel that sufficient water can be drawn from Surada reservoir when it comes through the pipe", sources said.

This apart, the government is also planning to implement the Ghatakeswar medium irrigation project with an investment of Rs 24 crore. National Bank for Agriculture and rural Development (Nabard) has sanctioned the project.

Following the completion of this project, about 8 million litres of water would be supplied to the city every day.

Meanwhile, a project for water treatment at the Dakhinapur reservoir is underway, involving an investment of Rs 5.20 crore. The project is being executed under the Urban Infrastructure Development for Samll and Medium Towns (UIDSMT) to treat about 20 million litres of water daily.
